This Doesn't Seem Safe

But then again, it hasn't been safe for years - it's just that now, with rich people hearing gunshots at a high-end downtown mall, it might actually be bad publicity if one of them got wounded....or worse:
  • Chicago police were on the scene at Water Tower Place after a gun was fired inside the shopping mall Friday night. But CBS 2’s Mai Martinez discovered, as the incident unfolded, radio issues prevented dispatchers from communicating with officers on the scene.

    “Shots fired by 7th floor Water Tower, let’s get some cars over here so we can go up to 7,” an officer said over the radio.

    “All units available, I need you over to Water Tower now. Any units available head over to Water Tower,” the dispatcher could be heard saying over radio transmission.

    But, the dispatcher received a disturbing response when she asked for more information from the scene.

    “Radios don’t work in the Water Tower,” the officer said.
There are lots of dead spots, especially downtown. A lot of it could be eliminated via digital antennas, but that might involve actually spending money and such, which Rahm cannot abide. He's already getting static about a $95 million Police Academy that might actually address training issues pointed out in the DOJ report. He isn't about to spend more money on something that might modernize the Department further.

(As this issue has been addressed many times before and for this incident, Channel 2 can make a $50 donation to the Chaplains.)

Our radios have sucked for a long time now.
It’s not like that’s the way it’s supposed to be or has to be.
Check out suburban and ISP radios and their transmissions...virtually crystal clear. None of the static, interference, other zones bleeding through, and dead spots that we routinely have to put up with.

Rahm doesn’t have a money problem, he’s got a priority problem.
Instead of modernizing our equipment he chooses to fund hundreds of miles of unused bike lanes, $40 Million for a “mentoring” program in “the community” etc., etc.

Anybody but Rahm in the upcoming election.

Just a small clarification SCC.
Even if the city did spend the $95-million on a new training academy, the same incompetence would exist just in a brand new building.
Same boss and same instructors maintaining the same standard of excellence (meaning extremely low),
training the same recruits (many that should never have been hired to be the police).
A new academy is just another taxpayer funded project for a connected construction firm to make money.

This radio issue is all on Jonathan Lewin. He is the most incompetent person out there. He stockpiles new equipment until it I is obsolete. When the new Command van was built back in2010 he installed new old stock Tv's, computers, monitors etc. None ever worked right ever and could not work with the high def cameras installed downtown.He looks great on paper. Would not buy a new router for old Command van so the computers would work. PAYBACKS ARE A BITCH, FROM THE ROC.

Did the Justice department include the radio problemin their list of problems to be corrected.? What type of radios do the Feds use? Maybe Rahm can take a little "TIF Funds" from everyone and buy the whole city new radios just like the Feds. Fr Faker could lead another protest down Michigan Ave to Water Tower pl. to stop the citizens from shopping there then go to the surburbs shopping for himself.

This was supposed to anddressed and fixed in the wake of the Sept 11 2001 NYC World Trade Center terrorist attacks.
The entire nations First Responders radio network was supposed to be updated and digitized from antiquated, unreliable and hackable analogue systems. When light-in-loafers obama was in charge, his FCC and was unable to get televisions signals digitized on time when the mandate was to be implemented.
WeaselThief jack of all trades Ron Huberman managed to manipulate invoicing (steal and hide) for purchasing outdated OEMC surplus parts and equipment.

I believe Fire was first and is the sole operator of true digital radio transmission.
It could have changed by now.
CTA made enhancements to cellphone signals in tunnels.
No large multi story buildings have any CPD radio signal capabilities.
They have water sprinkler, canopy and open stairwell requirements though.
I hear even the airports have some dead zones too.

Where does Rahm put our tax money you axe’?

Sanctuary City ID’s.
Sanctuary legal fees.
Ads for anti-police and POTUS marches.
Floats, jugglers, jungle gyms and box lunches.

BTW:
Go Vote early.
Democrat ballot is the only way to get rid of PuckerWrinkle.
It might be easier to dump a haggard Fioretti in 4 years when a viable Republic runs for Cook Co. Board President.
Dumping PuckerWrinkles is the first step to derail Rahm’s re-Election campaign train because it will put another slot on that ballot next year.
Let downstate determine Governor and Atty General. (Chicago rendered only 20% of the Rep. vote in 2014)
And if you don’t know, inexperienced lawyer Ericka Harris (pro Consent Decree) is a Democrat running as Republican because the Dem ballot has 8 candidates on it and GOP ballot has 1 other, Gary Grasso.

Imagine if you will, if we had up to date radios. These radios can save a citizen or policeman's life. But we have a guy that does everything on the cheap. Lives cost money! Heaven forbid if a radio transmission can't get through because we don't have the latest equipment. Hello lawsuit! We might as well resort to either smoke signals or two cans and a string. (OEMC). another fix is to PROGRAM THE DAMNED RADIOS TO HAVE THE CORRECT OUTPUT POWER of FOUR WATTS. I have reprogrammed MANY CPD radios that were turned down so as to conserve battery. This is NOT a good smart or safe move. Additionally, PO should invest in baofeng UV-82 Portables ( 35 dollars) that have SIX WATTS of out put and WILL work in Water Tower Place. I have field tested Baofengs all over the city INCLUDING THE UNDERGROUND GARAGES AND TUNNELS and these radios WORK.

It would be the survellance video, were there to be anything remotely possible to actually result from the arrest of sticky fingered feral fuckers, which would have more of an effect on dissuasion....as it is, that very same video survellance does effectively discourage the effective applications of broken wrists, ankles and sundry other boney areas, on said sticky fingered you know whats......which would, effectively, slow them down for a bit of mending time......

The infrastructure for public safety radios were (and still is being upgraded). Federal funds were awarded to the City with a mandate that Public Safety be switched to digital years ago.
CFD went digital about 7/8 years ago and have gone through about 3 iderations of radios until the City ran out of federal funds. With all of it's flaws CFD decided communication is actually important and continued to try to fix the issues with the digital network for it's operations with whatever funds it could. Digital has it's benefits & Analog has it's benefits so CFD is using radio's and issued Ops orders on when to use certain channels (digital / analog) in order to get the best communication for the incident.
CFD & OEMC have been piece-mealing small grants to improve digital transmissions that included eliminating dead spots for the ambulance/hospital communications via fiber improving some of the hospital communication issues on the far south east end of the city.

However, all of this is a mute point if your department was never issued digital capable radio's...as it won't benefit anyone.

The Feds use Motorola XTS,APX and other 4000 dollar (apiece) encrypted radios.

CPD does NOT need encryption. (maybe OCU and NARCOTICS)
A Simple fix is to add a few more RECEIVE sites down town to catch signals and repeat them to OEMC. (more ears listening) I read with interest the one post about checking output power of the radios. I too (a radio tech and former LEO in Mississippi) have found MANY CPD radios "dialed down" to nearly low power (1 watt). Why this is I cannot tell you, I dont know. ALL UHF portables in the field MUST be at at least 3.8 Watts of output power no more than 4.5 or you will burnout the radio. Literally. In mississippi, money was really tight, we had to buy our own radios. So we had many different brands on the band. The suggestion of carrying a Baofeng UV-82 is a good one and serves officer safety. With the correct accessories you can carry that radio UNDER your vest (to avoid inspector detection) and use an ear bud "covert" type mic set up if you need to use that radio. On the UV-82 the mic button has 2 positions. The upper is for the upper programmed channel (the zone) and the lower can be used for the "talk around" of the zone to your partner that the OEMC cannot hear OR record. With the optional extended battery (17 dollars) your radio will run for FIVE DAYS before it dies. I DARE you to tell me any CPD portable that can make it a full DAY without dying. If this was my shot to call, I would install receive sites down town and allow the use of personal radios for the officers. There is NO excuse for Dept equipment endangering your life. Ill go one further here for CPD guys. You buy a UV-82 and extended battery and I will program it fully for you at NO CHARGE. And FORGET inter op and starcom both of which are some techys masturbatory fantasy. Neither work and neither are reliable.
