More Quotas??

They just don't learn, do they?
  • So, apparently Crystal King-Smith is demanding ISRs from 3rd watch in 002. The brass came to roll call and stated that she is demanding more ISRs, but they they have to be on our beat. So if I'm on 225 and it happens across the street or near the border with 231 then they don't count. If we don't get ISRs then we are threatened with [...] staying late to review the ISR general order. One of the sergeants is pushing for them and stated it behooves us to get them. This is a quota as far as I'm concerned. Things are getting worse in 002. She is comparing this year's numbers to last year's and not taking into account the weather, furloughs, days off, etc.
As far as we know, this order is still in effect (click for a larger version):


Someone want to print that and deliver it to the Commander?

Print out a few extra and hand them out to the Sergeants at Roll Call.

Training goes both ways.

This is straight from comstat where they belittle the cmdr in front of all the upper brass if their isr’s are not up to last years amount or are not written on particular beats. You can visit a constant meeting if you want, try it. It’s enlightening. It’s the upper brass trying to embarrass and demean the cmdrs and WOL’s in attempt to give them more and more numbers. The exact thing that got us into this mess.

same shit in 005, a dude with 25 plus years just got dumped off his car of 10 years due to no isr's on the beat,the guy is retiring in a couple of months, like he gives a fuck, this was per the commander...also they are pushing traffic stops and traffic missions like there's no tomorrow. also they dumped the top 3 producers of arrests and traffic citations to afternoons so 500 could keep all his do nothing ghost teams on days. so these three guys produce to stay on days and still get dumped, haha suckers i hope they learned their lesson...005 is a fucking shit show everyday of the week..must see t.v. i cant wait till they take the 10 hour day away and everybody bails!

If take full advantage of reviewing ISR training late, drop a yellow slip for extension of tour and put “Mandatory post-duty training as ordered by commander.” I’m a very slow reader. Commander Hannah I mean Hanna with no H in the end, gave every Lt on every watch tofrom templates of how she wants them written due to not being acceptable to her standard. POs were spelling her name with an extra H and she had the Lts address us. She is verbally asking for ISR’s on each beat as well. Oh compstat how we love thee. Commander Hannah has caps doing tsops, 06 and tact doing community interactions cuz she’s attempting to turn the 003rd district around with the library and golf course n all.
Me on the other hand, smile and only answer up to my jobs and advise or warrant procedures, thanks to arrests and courts being a complete joke.

I work CHA East every month and always laugh at the Unique To-From about activity that I am handed at the beginning of the tour. If the LT or WOL ever tells me that the Commander requires ISR's from each car, then I will be writing a very detailed To-From. After I hand the LT Or WOL a copy, I will then tell him/her, just so you know, I faxed copies to FOP, Supt's Office, US Dept Of Justice, and the ACLU. Have a nice night Lt.

Maybe commander Camel will think twice about her demands.

My reason for not doing ISRs is pretty simple: A copy of all ISRs go to the ACLU for the sole purpose of trying to fuck the police. I will not lose my job, my assets, nor my pension because some merit commander doesn’t want to get yelled at at Comstat.

You want ISRs so bad, go write them yourself.

Happens all the time when they want shit to run down hill. Just document in ur FOP book all ur activity for each day. Amount of radio calls, Parkers, bus checks etc. Then they have no ammunition against you if your doing SOMETHING. Let them demand all they want, Police work encompasses many different activities, not just what they need to look good. Stay strong and be smart about it !

Ok so here is the ILCS. Quotas are only for citations, not for points of contact ie street stops/ISRs, blue cards, etc.

(65 ILCS 5/11-1-12)
Sec. 11-1-12. Quotas prohibited. A municipality may not require a police officer to issue a specific number of citations within a designated period of time. This prohibition shall not affect the conditions of any federal or State grants or funds awarded to the municipality and used to fund traffic enforcement programs.
A municipality may not, for purposes of evaluating a police officer's job performance, compare the number of citations issued by the police officer to the number of citations issued by any other police officer who has similar job duties. Nothing in this Section shall prohibit a municipality from evaluating a police officer based on the police officer's points of contact. For the purposes of this Section, "points of contact" means any quantifiable contact made in the furtherance of the police officer's duties, including, but not limited to, the number of traffic stops completed, arrests, written warnings, and crime prevention measures. Points of contact shall not include either the issuance of citations or the number of citations issued by a police officer.

This entire article about quotas being illegal and an officer should sue over them is just a lot of hot air and BS. It does not apply to everyday activity, except moving violations. Your commander certainly can hold you to some standard and comparisons with others on the watch and certainly can take your assigned car away from you and possibly deny you other things, even furlough extensions.

One of the basic points that is effecting just about everything that is going on within this department is the total lack of respect or confidence in most of the gold stars, not to leave out many supervisors of lessor rank. The democratic party political class has used the department as it own personal patronage toy for far too long. When you work hard, study hard for promotion and then see absolute clowns promoted ahead of you and then get assignments to very good units, it does nothing to inspire confidence within you to go out and do the job. Now adding COPA which seems to be a head hunting unit intentionally, and now a huge civil judgement against working officers , some of whom just responded to a call for assistance, where is the incentive to do anything? Add on top of that a clout driven system established long ago which give the department no power whatsoever to do anything to you if you don't do a lick of work and you have a toxic combination.Heaven help us and the Chicago Police Department. It certainly is not the institution that I worked in for so many years and recall so fondly in my retirement. Daley and Rahm ruined it and instead of reforming things they destroyed everything.

Make it a whole lot easier on everyone involved and email your To-From via department email. Be sure to CC the Stupidintendent on down. Include the ACLU, COPA, News Affairs, FLOP, MLAS, Legal Department etc. I guarantee shit will stop (at least there, at least temporarily). I'll try to find the To-From that the dude used for activity requests while working housing in 018 as a template and post it with SCCs blessing.

Ohhhhhh young lad, this is where the little company man mentality differs from people with time on. I would love this “punishment.” I would be as obnoxious as possible. Drink tons of protein and gas the captain out, coughing fits, ask repetitive and nonsensical questions, tell stories about situations encountered as a blue shirt, accidentally spill your water and proceed to nervously clean it up, bring up a bunch of other questions as long as you have the good captains ear, etc. Or take your advice and choose between an increase of activity that will likely get you jammed or be lectured by some merit hack at the end of your tour as punishment.

Paperwork production = existence justification.

Producing paperwork (ISRs, bus checks, ANOVs, etc.) causes the front office to produce reports. These reports show all the nice little numbers gleaned from the backs of hard-working P.O.s, and are forwarded downtown to justify the bosses jobs.

You see, we need to produce those numbers so that the front office can produce reports to send up the chain of command for signatures, thereby justifying the existence of deputies and the like. If we don't have deputies, assistant deputies, etc., who will sign these important reports before they're sent up the chain?

Hey 014th District cry-baby, there's not a chance in hell that you're doing more than a couple ISRs per week in a relatively slow district. When the job you're assigned, or the stop you choose to make, requires that an ISR be completed, it's in your best interest to do it. If you make the stop, document it. If you choose not to stop anyone, then no ISRs for you. Don't worry about going out and generating ISRs just for the sake of numbers. Just do them when you're supposed to and you'll survive. I assume your 014th District supervisors don't want to read and approve/reject the ISR from the whiner who feels like he was forced to do it anyway. There's always someone who's willing to bring in activity. Do whatever level of activity you're comfortable with. They can't make you do an ISR unless they know for a fact that you stopped someone and were required to do one. If you don't do an ISR when one is required, you're only hurting yourself. The big bad white shirts can't hurt you if you do what you're supposed to do. ISRs don't hurt. They're a little more involved than the old contact cards, but it's not some major hardship to have to do one. It's part of the job now. Bitching and moaning won't help. Go work in a real district if 014 is too tough for you. If some white shirt in 014 is demanding ISRs just for the sake of numbers, call them on it. Ask them how many you're required to do. Or just bitch about it on the blog.

And thankfully they're smart enough not to listen. It's a violation of general orders to record roll call with your body worn camera. It's a violation of general orders to record anything with your personal recording device while on duty. It's also a violation of Illinois law to record a conversation without the consent of all parties. Keep your advice to yourself, or show us the recordings you made at your roll calls. I'm sure that'll work out just fine for you.

And thankfully they're smart enough not to listen. It's a violation of general orders to record roll call with your body worn camera. It's a violation of general orders to record anything with your personal recording device while on duty. It's also a violation of Illinois law to record a conversation without the consent of all parties. Keep your advice to yourself, or show us the recordings you made at your roll calls. I'm sure that'll work out just fine for you.

This is funny regarding ISRs. I remember when I worked in 022. Then LT Mike Alexander used to have is do seat belt missions. We'd come in with zeros all the time and he'd pout. I'd told him once that most cars have obnoxious audible alarms and go off if you didn't fasten your seat belt. Plus most people nowadays for the message.
