Suck It Rahm

  • An administrative law judge has recommended that the Illinois Labor Relations Board throw out the Chicago Police Department’s new disciplinary guidelines, dealing an early defeat to the city as it attempts to standardize the punishments of an erratic and often toothless police disciplinary system.

    The finding in favor of the city’s largest police union, the Chicago Fraternal Order of Police, determined that the department violated labor law by failing to bargain with the union over the new guidelines.

    The recommendation from Administrative Law Judge Anna Hamburg-Gal calls on the state board to force the Police Department to rescind any discipline imposed under the advisory guidelines since they were adopted in February and reassess the punishment to be imposed under the more informal system in place before the guidelines existed. While it is unclear how many cases could be affected, the city closes hundreds of disciplinary cases in a typical month. Through the first five months of this year, for example, the department had closed more than 2,000 disciplinary cases, though historically the department has found misconduct and levied punishment only in a slim percentage of cases.
That didn't stop the media from attempting to cast the FOP in the worst light possible (probably to provide cover for Rahm's colossal fuck-up):
  • In the case of the disciplinary guidelines, the administrative law judge sided with the union in finding that the department had made a unilateral change to a mandatory subject of bargaining. The city argued that the guidelines resulted in limited change by simply putting in writing the department’s informal process for formulating discipline.

    The union challenged the new guidelines before elections in April swept in new FOP leaders who have been vocal in their opposition to the city’s efforts to revamp discipline and make other changes in the Police Department.
The union wasn't fighting discipline and the FOP ought to be calling out the bought-and-paid-for media types who keep writing this. The FOP has merely asked for a seat at the table - something denied to them in the formation of the new COPA and every other "reform" Rahm is pushing. And Tuesday, ILRB agreed - the FOP gets a seat at the table. That's how Labor Law reads.

Now if only Rahm would learn to read...and comprehend.

Only one difference.. the fop version cut out the last paragraph how this was filed prior to elections. Guess Marty and Kevin left that part out on accident? Gee. Could it be that in only " a slim percentage of cases" the officer(s) actually committed a violation? I mean, just because someone makes a complaint doesn't mean the copper did anything wrong. And there's no reason to discipline an officer in an uncorroborated he said/she said case. Fuck the Chicago media mongrels.

It galls me that the media continues to run with the BS of how only a “slim percentage” of complaints result in discipline as though there are massive cover-ups and a “blue code of silence” regarding wrong-doing on the part of officers.

I am now retired. I had 29 years on the job, the last twelve as a sergeant. All my time was in districts in uniform. As a sgt. I investigated scores of complaints and not a single one was sustained. Not because I was covering up for officers accused but because every single one of the complaints was nonsense. Most of the complaints were from arrestees who were angry at the police for catching them and filed the complaint for revenge. Many were filed by otherwise law abiding citizens who either had no idea of what police work is or just didn’t like the police in general.

The media must know this but refuse ti include it as part of their reports. Not doing so proves their bias and dishonesty.

You then go to the "FINAL" appeal which is the deputy chief who states "There is nothing I can do. This is what the city wants."

AND not only do you lose pay for the frivolous suspension days, You DO NOT GET PAID for going on your own time for the bullshit appeals.

Enough of the bickering bullsh!t on who did what or who is not doing something, it's your job to be our representative, end of story, stop allowing your hurt feelings or bruised ego get in the way of our overall mission. If you have a evidence or a valid complainant of wrong doing then file charges, if all you have is hearsay or rumour mill then you need to shut your mouth...You represent the membership, not yourself!!!! I’ve said that from day one. They violate it, no repercussions. I mean out and out violations and nothing happens. They might make you whole with back pay if you win the arbitration, but what about say you having to work midnights for two years instead of 3rd watch until the arbitrator gives the award.

so wait... You're mad because you got dinged for not showing up to court??? How many warnings, general orders, administrative messages and roll call read outs have there been in the past year that warned that if you are notified of court you MUST go or get excused. If there is no excuse in the system then you will get punished. Do me and yourself a favor, go to court. If you are notified to go to court then go. If you cant make it then get excused. If you follow the two above pieces of advice, you wont have to deal with all of the above things you were whining about. Either show up, or get excused. Its actually pretty simple if you think about it. It seems like the process you choose to go through by not going to court or simply getting excused was not so simple. But in all of this there is only one person to blame... Yep, yourself. You have either less than 4 years on, or you have more than 25 years on. Only a millennial could whine like that for something that was his own fault. And only an old timer who is so use to not going to court his whole career without consequences could not comprehend the new idea and policy that court is now mandatory.... its pretty much been mandatory though since the SOS court debacle. Either way just go to court, don't be lazy and don't feel you're entitled to different rules. Miss court, get a spar. By the sounds of your story you took a suspension which means you missed court three times or more in 6 months. Normally it goes SPAR, Reprimand then suspension the third time. So if you missed court that many times in 6 months or even in a year then its your own fault and I have zero sympathy for you. Its called laziness and you seem to be really good at it.

Because that's all that Marty PRIEB has to talk about. Hes useless. A good guy but the whole TIRC (Illinois torture committee) and the wrongful conviction movement is Marty's hobby. He has now moved his off duty research hobby to an "official" function at FOP.. or at least how he sees it. He knows nothing about the contract, our discipline or negotiations. Hes a hardcore north shore liberal who has nothing but elitist north shore liberal friends. I applaud his research and defending us on the wrongful conviction front but he was doing that already before elected. Hes still doing it which is fine but hes doing it as his job at the FOP and not focusing on the important EVERYDAY stuff. We get 2 email blasts a week from the FOP and have been getting them since election day. Every blast is the same. Its about Anthony PORTER and the Northwestern innocence project. A Kim foxx story here and there and its just the same story every time. We know Marty knows this story about alstory simon back and front and he just retells it a different way every time. WE DONT CARE!!!!!! We know you are involved in the research and lawsuit Marty. IT HAS NOTHING TO DO WITH OUR EVERYDAY UNION!!!! Prieb knows nothing else, just the wrongful conviction movement. Allegations include that only 4 to 5 black officers have been on the SWAT team since inception. In the last 4 years, only 1 black officer has made the team. NO women have made the team. Only 2 Asians. Zero Squad Leaders that are black.
Zero swat trainers that are black. All the evaluators for the swat grading process are white.
Hispanics make up only 20 percent of the team, have not been allowed to be swat trainer or part of the grading process for the swat selection.

They are attempting to divide and conquer.

Not always a bad idea. Cant get an exonerated or unfounded on a SPAR, only a V/N or reprimand. Depending on circumstances, it might be the better route for the officer.

Not always a bad idea. Cant get an exonerated or unfounded on a SPAR, only a V/N or reprimand. Depending on circumstances, it might be the better route for the officer.

You can get a V/N or reprimand through the SPAR process too. Some commanders will knock it down, some will not. One things for sure if you weren't in the book and you were notified you will take the full punishment for the extra paper work(converting to CR).

ML "crazy red" is destroying the team. Add Tommy "the statue" who does zero that could destroy his chances of moving up. Johnny 'over time' cares only about the yellow slips and his garage. Team is in chaos. Don't expect too much from SWAT. We have our own problems.

SPAR is gone after a year, CR# is there forever no matter what they say. You're not getting an exonerated or unfounded on a court deviation.
Were you notified? Yes
Are you in the book? NO
FINDING SUSTAINED 3 DAYS

If the above questions were answered correctly there would be no spar or CR number.

Time to be a big boy and show up tho court. Being the police isn't all telling whales made up stories and Facebook pictures.
