Another Residency Win
- Freshly arrived in our mailbox this morning is a copy of arbitrators’ decision in labor negotiations between the union representing city police officers and the city. And it appears to be a defeat for Mayor Jim Langfelder.
The city has known for weeks that it would lose the question of residency, which Langfelder made a cornerstone of his mayoral campaign two years ago. While the city prevailed on economic issues, the union won two out of three points, convincing arbitrators that there should be no residency requirement for police officers and that the city’s current policy of sick time sellback, which allows officers who don’t call in sick to collect checks for unused sick time, should remain in place.
The decision on residency and other matters was, essentially, in the hands of Marvin Hill, given that Hill, a fulltime arbitrator who holds a law degree, was the sole neutral person on the three-member panel. And Hill said, quoting from a decision in a prior case pitting Wheaton against that city’s firefighters’ union, that if it isn’t broken, it need not be fixed.
This appears to be a case of the municipality attempting to force residency on new-hires, which would certainly be an interesting avenue to explore. We just need an independently wealthy PPO living outside the city willing to spend a few hundred grand.

Only way i would support a residency lift is if it was after 20 years and then you can move out. That way new city hires are still incentivised to purchase property. I recently refinanced a rental property here in the city to a 15 year to save moey. I was amazed at the new appraisal value of the house. I expressed this to my loan officer who is very familiar with cook county real estate. He said it is amazing how much the values have gone up recently in my neighborhood and those like it. The next thing out of his mouth, which i already new, was that if you ever get wind that residency is lifted you sell that house as fast as you can because its value is tied to the fact that city workers Have to live in this shithole. Just think about it, but thats my opinion. Feel free to disagree unless your a liberal and then you can just insult my opinion
Our union is being paid not to bring up residency and they are more then happy to not say a word. It’s extremely winnable yet we do nothing. FUCKING JOKE!!!!!
We are being taxed to death and are forced to live here with our 1% raises which barely cover the cost of water bottles and bags not to mention the State taking an additional $70 a month. Get that??? We would need a 2.5% raise just to cover the State increase. 2.5% would be the highest single yearly raise increase in at least 10 years. Fucking joke of a city, department and union.
Oh well, let’s sit back and do nothing. By the way while we are jumping from foot to foot trying to keep our jobs 9.5, the ACLU and everyone else involved are laughing their asses off. Stand up and take a bow people cause we are nothing more then entertainment.

We careful what you wish for. Lifting the residency requirement will come at a every high price. City cannot afford to let the tax paying employees flee to the suburbs for any number of reasons. If police, fire, teachers and city employees leave who will be left to pay for all the gimmes. Taxes would have to be raises on those tax payers left causing them to leave also. Winning residency issue will, hasten city bankruptcy, leaving you and all other city employees with severely reduced pensions. Be careful on this issue.
You don't need a wealthy PPO. Simply collect $100 from all 10,000 officer and you have a million dollar war chest. But be careful winning might torn onto a loss in the long run. I would put the million to getting law and order candidates elected.
That would allow you to take back the city. Any positive or negative change begins and ends with the ballot box. Get organized and funded and become the blue party and maybe just maybe you can make the city into something great again. There are a lot of wealthy conservatives that would be willing to help get this done. Fund, plan and organize find viable people to run. They work hard to accomplish goal of making city livable again.
But doesn’t the state law in Illinois say that Residency can’t be arbitrated for cities with a
population of 500,000 or more people?
How do you get to arbitration? Grievance
How do you grieve something? Under a contract
Does FOP have a contact provision regarding residency? No

FOP won't even try to fight Residency here. The membership is scared shitless that their houses (which they mistakenly believe to be their "nest eggs") would lose value because if Residency were ever rescinded, 40,000 city employees would be able to move out overnight and implode the real estate market in the city, right?
News flash: the health of Chicago real estate is not dependent on what goes on in Mount Greenwood, Garfield Ridge, and the Northwest side. And lots of progressive types still want to come live in this shithole.
Oh, and L.A., New York, and Miami don't have a residency requirement for their officers. Last time I checked, they're doing OK. For big Democrap cities, that is.

Your property value is actually based on the comps and what other houses in your area have sold for . If they lift residency just keep an eye on what the houses around you are selling for.
I hate to rain on everyones parade, but your taking about Chicago and Cook County. Judges or Arbitrator's are going with the city and not us. If they lose, they will appeal the ruling and most likely win. So don't be putting up your house for sale, it's not happening, just a reality check that's all I'm saying.
Screw residency. I left this damn job because I was tired of being a slave to the city and guess my life improved ten fold.

You're 100% wrong! In my neighborhood I can name at least a dozen retired police and firefighters that still live here and have no intention of moving. There are lots of city workers that would never leave. Think about it. How many retired guys do you know that never left? The large majority of residents in your neighborhood aren't city workers.
I wish someone would challenge residency. Let's do it.

I will not insult you and I respect your opinion, however if you add up all the city employees, we do not make up enough to make a difference on property value. The only neighborhoods that may be affected are the ones that have a heavy Police and Fire population. And even then I have my doubts. The core of the city is not occupied by city workers, lets face it very few of us can live downtown or in the inner city and afford the property taxes.
Look don't let these clowns with 25 years on and their mount Greenwood bungalow scare you into not fighting for residency...our pension will be fine and its plenty of people who will live in the city especially on the north side...Look I'm a detective I make about 130k a year I have a small family and we just getting by I refuse to work a million hours to make 250k just to make it I like having a six pack abs and playing wit my kids...the reality of it is as a cop you can't afford to live in the city making 2k every 2 weeks is not enough...I see cops and dics burn themselves out with vri,cta, court, etc to live the so call good life and they still in debt...the reality of it is if you not a Lt. In a unit you not making enough money to live in chicago and giving yourself reasonable amount of time to yourself and your family...I have friends who make between 80k and a 100k who live in 3 and 4 bedroom homes in the suburbs with their family's and there huge they also don't pay for school...you won't find that in chicago unless you paying 500-1 million in chicago...these 11 percent raises are a joke they take it right back in taxes ...these old timers running the FOP all they care about is their property values...we really need some new blood in the FOP like guys with 13-5 years no more old timers are else it will be more of the same.
The argument that property values will plummet as officers flee the city is based on opinion not precedent. What cities continue to hold on to residency? Not too many. All of the cities that have lifted residency are still there and no worse off. If you think Chicago is broke, look around downtown. More major construction going on than ever before. The city doesn’t need you here but they are glad you think that.

Not sure, but if there is could you state the Illinois stature that requires Chicago police to reside in Chicago. I know that there are Illinois laws that exempt cities with populations over 500,000, but I’m not sure about residency

Ummm, there isn't one...it's a city ordinance that requires residency...and the other part is the IL statute that bars residency from being arbitrated in municipalities over 500K or 1 million......
Nothing says that residency cannot be negotiated....
and its refreshing to finally see someone else who realizes that city employees do not make up shit when it comes to proportion of available housing stock

No state law regarding residency. However, Chicago has home rule powers which allow them some leeway. I believe residency has been challenged in court before and did not get very far. You can't compare what happened in Springfield with what effect CPD.

First off I'm NOT A LIBERAL and I do hate liberals with a passion. But what has having a cop or Streets and Sans working living at 107th and Talman or in Edgebrook got to do with anything? You guys and gals who think this way are delusional. Let me pick apart why this thinking is so wrong and I hope SCC allows my post if it gets lengthy.
First off there are 2.7 million people that live in Chicago. And there are just under 33,000 city employees (which about 1/3 are CPD). So do the math on that. When is the last time a cop came out and saved the day on his RDO on his block? And set the balance of the "thin blue line" while off duty? Get real dude. Most of my neighbors did not know I was a cop. They thought I was a home inspector.
If you think 10,000 or so CPD and a few CFD members are holding together the city because they live in the city you are dead wrong. I can tell you that almost every cop I've ever worked with I chatted with at the beginning of our tour. We almost always had the same small talk; where you from? Kids? etc. Do you know how many cops I met that moved here from Kentucky? From California? From Arizona? None. Almost everyone is from Chicago; born and raised here. How many of these coppers lived outside the city before they came on the job when they DIDN'T have to live here: Almost NONE. Not saying all but almost everyone I spoke to had the chance after college to move away and almost everyone stayed here right in Chicago. So you think they will all "Run to the hills" if residency is lifted? Get real.
So I don't think that everyone will run out to Mokena or Skokie if residency is lifted. Who wants to drive two hours to work each day? To court? Pay more property taxes? LOL there will be no "Mass exodus" if residency is lifted as so many are born and raised and have family in Chicago. How many coppers you know that "Swear they are moving to Arizona. A red state" after they retire and you still see them in the city years later and they are shopping or at a local restaurant. You chat with them and they retired and "got a great job" after they retired. Please. Stop already with the "Mass exodus" drama and property plummet comments.
I do property inspections and see the homes sold by coppers (uniforms in the closets) and buyers are often NOT the police as I ask them what they do for a living. A non-cop bought my home at 95th and Hamilton Ave that I sold in March and guess what? He was white. No gang banger. He was over 65 years old. The neighborhood did not plummet in value and all the neighbors did not list their home because I moved out. Please.
In close, do you know how many people with "money" want to live in Chicago? People who DON'T have to live here? So many want to live in our city due to events, restaurants, commerce, jobs, public transportation and so much more. This city does not function because we have 33,000 mandatory city employees here. Property values won't take a dive because you or I move to the burbs. Horseshit argument by you and by the city of Chicago. If you sell your home guess what? Just like my home buyer!!! The buyer will pay taxes, pay their gas and electric bills in the city, etc.. They will shop in the burbs like you and I do and that's that.
