Well Done Dart

Looks like Sheriff Dart has, once again, cost the county taxpayers millions of dollars:
  • After years of litigation over the 2012 firing of a single Cook County sheriff’s police officer, dozens of other officers, jail guards and courtroom deputies fired for misconduct could get their jobs back, and hundreds more suspended without pay could be in line for possibly six-figure payouts.

    The state Supreme Court last month declined to consider an appeal of a lower court ruling that found Sheriff Tom Dart and the Cook County Board improperly appointed members to the Sheriff’s Merit Board, which hands out firings and suspensions for sheriff’s sworn personnel.

    The decision raises questions about hundreds of disciplinary cases brought by Dart, who has aggressively filed charges against officers, deputies and guards during his nearly 10 years in office. The ruling has caused an “administrative and bureaucratic mess” that might take years to unravel, said Cara Smith, Dart’s chief policy officer.

    The ruling affects cases that date back at least until 2011, and the sheriff’s and state’s attorney’s offices are researching whether earlier board appointments could affect even more cases, Smith said.
Perhaps Dart should institute some sort of "pizza tax" to pay for his mismanagement and malfeasance?

Time for a new sheriff....and a serious look at disbanding large portions of County government.

When you have hack lawyers who never went to trial in any type of case you lose big. These clouted lawyer have no concept of cost because they have an unlimited PIGGY bank to dip in even if they are wrong.

These lawyer will typically hope the employee will give up or run out of money.

the sheriff union is already backing down hoping dart just give everybody a free pass.

Who would not have settled this? people who dont read contracts or laws typical county hacks with relative in office..

It has been time for a new sheriff and the rest of the lot who enable the ridiculous environment that the democratic party alone is responsible for in the city, the suburbs, the county and the state! Under their expert tutelage they have taken the state to third world status in the area of finance, corruption in government, lawlessness, violence in the streets, as well as world class taxes on the middle (WORKING) class!
At this point we can abolish most of the city council, the crook county board, most of the township governments, THE ATTORNEY GENERAL AND LT GOVERNOR and most of the congress and senate. I bet that would put us in the black ink and after a year passes they can probably do away with most of the fund raisers (TAXES). Can we fire or impeach them all? They haven't done anything in so long there would be no defense for them, any of them!

This wasn't in the article but on the Crook Sheriff blog. There seriously needs to be a investigation into Dart.

Dart claims his Merit Board is an independent entity with no political affiliations. Well below is archived interview with John Rosales, the board member Dart illegally appointed... Perhaps an investigation in Dart's board who earn a pension and 26k a year for working one day a month. How is that legal?

John Rosales, who has donated $600 to Dart's campaign since 2012. Rosales is the $84,000-a-year director of Olive-Harvey College's South Chicago Learning Center, part of City Colleges. Rosales said Dart is a friend. Dart appointed him in 2011

You want to talk about a scandal Look at the courthouse rape incident Dart settled for 3.2 million. My buddy in ASA office says the lawyers representing the woman supposedly raped in Dart's lockup was asking for 3.2 million. Dart's attorneys were pushing for a quick settlement before election time and gave the attorneys exactly what they were asking. HAVE YOU EVER HEARD OF THAT!! My buddy says he has never seen anything like that and knows they would of taken much less. But Dart doesn't give a rats ass cause its not his money and he wanted it to quickly go away.

There has been so many Dart flubs it hard to keep track. Remember the Shakman BS were he signed order to let Judge Meacham and his lawyers look for Shakman violations. They billed the County 1800 hour, 5.3 million over two years. One year after they left Dart had 148 more exempt political positions on his payroll. It was all a scam for the lawyers and the taxpayers got hosed. Not to mention Darts 2.4 million political retaliation suite lost when he retaliated against employees who didn't back him. Dart will go down as the worst Sheriff in history!

The rights of officers on disability are being violated by the department. If you get hurt your done on this job. If you are at the point where you have to go on disability be prepared to get violated by status hearings. This job is not worth anything. It ruined me. Everything at the pension board dealing with messed up coppers at these hearings is a blatant violation of rights. De facto!
It is totally wrong and you will never understand unless your facing the board defending the mistake of doing your job. Yes doing your job. My name , resume , and livelhood was stripped for doing my job. Everything lost. The rules contradict the contract and they ridicule and speak about your personal health issues in a public forum. Wrobg FOP.

My advice is do not get out of the car. If you get hit while parked in your squad while doing nothing your still done. No protections. Bottom line the kill you slowly. They erased everything. This process would make any normal person lose it. The damage they cause to myself and others is wrong. someone atand up for officers like myself.

You can learn all you need to know about the sheriffs office by looking at the test scores for sheriffs police. Pass/Fail. There’s no numerical ranking. So it’s who you ou know if you make the transfer from court services or corrections to the police, not how you do.

Why would you be a fan of her. All she did was politic. Did she go to the editorial board after the soda tax was eliminated? Did she complain before? She controls the budget. Couldn't she have told him to cut his budget when he initionally submitted it. I believe she said that if the soda tax was eliminated the budget would have to be cut. So if the tax was allowed, then Darts budget would have been approved?

@12:43 It doesn't matter if they were fired for cause or not . the ruling says the board was illegally made up so anyone who went before that board can still be fired but it would have to be by a legally convened board. Sooo, that means back pay from then til now. Get it?

I have been with the Sheriff's Department for 25 yrs. I have Witnessed many Changes over the years. But this past 8 Years have been a real eye opener for me. I had the pleasure of meeting a guy Named Tom Dart he was at that time a chief of Staff for Mike Sheahan (Legal Advisor). At that time the Jail had a Lawsuit pending for the Strip Searching of inmates. The law firm was Loevy & Loevy. I was wondering why they had weak lawyers working on such a big case and the Two Directors named Scott Kurtovich and Daniel Brown representing the Jail. These two guys went to court and gave the Loevy & Loevy a blank check. While the lawsuit was going on for a few years I wondered why are we still Strip Searching while this lawsuit is pending and Tom Dart, other Lawyers and the two Directors knew we were going to lose the case. But then the Sheriff Offered 55 Million Dollars to settle the case. Two months later the United States Supreme Court ruled that Strip searching was Legal in Jails and Prisons. Instead of Tom Dart and the Legal team waiting for the Supreme Court ruling they Billed the Taxpayers 55 Million Dollars, and god only knows what kinda kick back there was in this lawsuit.

Tom Dart realized that the past Merit Board wasn't on the same Agenda Tom Dart was on. So Tom Dart decided to start by making Rosie Nolan the Director of the Cook County personal Department the Director of the Merit Board.Rosie Nolan was a Cocktail Waitress prior to coming to the Sheriff's Department. So Rosie gets Appointed Merit Board Director and Tom gets all his People into the Merit Board to rule in his Favor. So now the Administration at the Jail starts out by Writing up Officers, Sergeants and upper brass that works the front line of dealing with inmates Daily. Matthew Burke And other legal Advisors start Telling Superintendants to start writing up officers for anything and forward the Write ups to the legal Department. So then the legal Department starting Violating the Union Contract and the General Orders in Progressive Disciple. The legal Department by the Orders of Matthew Burke was to Slam as many officers for as many days they can. Which is now Happening Examples Sergeants Failed to report City of Chicago lights not working on California Ave (7 Days Susp.). Officer Had Urine thrown in his face and then the officer slammed the inmate against the wall (120 Day Susp). Officers were Assaulted and beaten by a few inmates in the dayroom. No force was used. But the officers beaten were give 180 day Susp for not following policy. Now for the latest A Supt had a incident in his division and wasn't present during the incident but is now facing 90 day Suspension. When asked about a order that the Legal Department uses in issuing Disciple and suspension time. They don't have any written order pertaining to progressive Disciple. So basically the Sheriff and his legal department can issue anything they want. So now all cases of seeking separation of employment are forwarded to the Merit Board Tom Dart created. So his Disciples his staff then he slams the Employees by a so called non political Merit Board to fire anyone he pleases. If are Court system operated like the way the officers are served justice at the Merit Board. There would be Protest and outrage from people.

Tom lets reveal some of the spots you created in the past few years. Maybe while you are sorting threw some of the 10 percent cuts you have to cut. Look at these spots. Director of Div 11 Lobby. 120,000 a yr to deal with visitor issues the director works day shift and off weekends. I forget to mention there are no visits during the day shift. So I wonder what he does all day. No one seems to know. Then you have a Director of Yoga teaching inmates yoga. She makes 120,000 a year and has to assistances making 80,000 each. Lets talk about the director of Justice who interviews inmates and goes to court asking the judge to reduce bonds for the inmates 140,000 a yr and has a assistant making 105,000 a yr. Lets talk about the Terry Williams and Brad Curry each making 130,000 each a year. They came from the state and over see the directors and Chiefs. Lets talk about the layers of directors over looking Directors its a total of about 187 Directors. But thats just at the Jail. We use to have Three Directors years ago. We had 12,000 inmates back then. Now we have 7000 Inmates and 187 Directors. But Tom Dart wont cut any Directors. But he will cut Security and front line staff.

I want to sign up as Director of Self-Defense and MMA for the inmates. Officers would be allowed to host matches. All I am asking is for a piece of the cut and a few slices of pizza. Can somebody steer me to a point of contact please. I just bought a box of envelopes to hand the party too. Please respond.

Thanks again and forever grateful to CPD P/O's John Kucharski, Teddy Ochocki and Dennis Tabaka who had the 3 offenders in custody without incident on the Kennedy Expressway within minutes of Mikes shooting.

At least 1 of the 3 (Falls) was paroled about 5 years ago and is on the street, great justice system.

I was terminated in 2007 for taking disability leave. The so-called policy was the "Unauthorized no-pay-status policy" found unlawful through arbitration. Interestingly, out of the four pages of persons who were to be made whole from discipline under this policy, my name was not present. Additionally, I was privy to information concerning a merit board members (Robert Hogan)relative/hire (Michael Hogan Div 6), who was ghost pay-rolled until that officer became involved in a criminal case on the street. So, guess what? Or should I say, guess who was the lead merit board member over my hearing? ROBERT HOGAN! After this officer's information started to gain attention, the department could not keep it quiet, so they decided to find a scapegoat to pin their wrongdoings on. I still to this date, am in possession of this information. At the time, MAP or the Metropolitan Alliance of Police, was bilking officers of thousands of dollars for membership dues, while under the table with the County having sex and a cigarette. MAP sold out so many officers, I being one of them because I was never afraid to go against the County. MAP purposely sabotaged my case with the help of Robert Hogan, and the Merit Board, AND I CAN PROVE IT. I am also not afraid to leave my name here today. WANDA ATTERBERRY
