Money Saving Idea

Hey Rahm? You want to increase the number of officers on the street? Officers with a lot of years under their belts? And at the same time, cut some dead weight out of the upper echelons? Follow the lead of the Dallas PD:
  • The Dallas Police Department is about to undergo a shake-up — including possible demotions — to put more officers on patrol.

    Hundreds of officers have left the department in the last year, leaving fewer officers working the streets. In that time, officers have been slower to respond to emergency calls.

    Chief U. Renee Hall said Monday she plans to significantly reduce the number of assistant chiefs and deputy chiefs who oversee the department. She is also considering reducing the number of detectives in investigative units and officers serving on task forces.

    Her plan may mean that some officers serving as assistant chief could be demoted to lieutenant and that some detectives could be put in patrol, which Hall called the "backbone" of the department.

    "We've lost nearly 500 officers, so we need to reflect that at the top," she said. "I'm assessing the Police Department as a whole."
Chicago has lost somewhere in the neighborhood of 2,000 officers, yet the brass has increased with about 54 commanders currently on the payroll along with 16 Deputy Chiefs. If you'll recall, before Rahm arrived on scene, the CPD got by with 6 Deputy Chiefs and something like 35 Commanders.

This plan would work two different ways:
  1. cutting needless, redundant, political spots saves hundreds of thousands of dollars instantly, and
  2. most of these useless gold stars would retire rather than face the streets, office work, or people they stepped over on the way up.

16 deputy chiefs? Unbelievable. 15 years ago everyone knew the big bosses. Now, hell, I don’t even know who the chief of patrol is. There’s so many people up top and they’re constantly moving that you just can’t keep track. There are needs for sgt’s, Lt’s, capt’s and district commanders. Then of course you need a few deputies, but that’s it. Come on already.

Sounds just like what happened with Dart and his gigantic management team. Money to be saved all around. For a city and county that is crying poor and run by these financial wizards you would think they could find these savings. Obviously they dont want the light of day to,shine on their political structure. Filthy crooked people running the show here.

their work was so taxing, they watched the
late show every night.

I don't know who wins the race of more gold stars with asses that shine seats behind desks Monday-Friday 8a-4p; CPD or ISP.

Say an issue with a road troop develops, good or bad. The troop's shift commander will notify the patrol commander, who notifies the district commander, who notifies the region commander, who notifies the area commander, then to the first deputy director and then the director.

And if this incident requires investigations, crime scene, or the ever present rat squad, they all have their own chain of command. (Kingdom would be a better word)

And people wonder how they can drive hundreds of miles through Illinois and not see a State squad.

Some years back, after a blizzard or two, ISP decided to look into purchasing SUVs. So they bought 2-wheel drives to be sent into the field, and four-wheel drives for command to be sent to the nearest desk, where they could listen to troops handling crashes, calling for tows, while sipping their coffee.

Don't even get me started on the Purple motor oil they bought under Blago's regime.

ALL EXEMPT RANKS are Political! Some may argue that allowing a Merit Promotion System that has no Explanation or Definition corrupts ALL Promotions in the Chicago Police Department. So why is the pension fund paying these Political Appointees/Hacks inflated pensions? All pensions should be paid at final rank attained in competitive exams. Now consider this in light of what I said earlier; that we have reached a point where one can honestly say that ALL promotions have been corrupted! Initially this article raises the cost to the City, but the cost to Everyone who contributes to the pension fund, far exceeds the salaries paid by the City. Exempt members regularly retire with pensions exceeding $125,000, and these are people barely in their 60's. Then through ethnic or political connections, they take on other government jobs, paying additional six-figure salaries. Some of these Hacks earn more in retirement than they did when they were exempt! And the Exempt Pensions usually exceeds the amount of time they were actually Exempt on the job! We have created a monster that is eating the pension up, and it has impacted morale and the effectiveness of the entire Chicago Police Department. Incompetent leadership can be very expensive. The Bureau of Organjzed Crime is the biggest offender: the Commanders (2 or 3 of them) answer to one Deputy Chief, who then answers to one Chief. Why do you need a Chief who has only one person under him??

I like it. But I've been around long enough to know that taking "bosses" out of their ivory tower, and putting them back on the streets is usually bad for the patrol guys.
I'll just leave it at that.

Let's see, before Rahm. 5areas in patrol = 5 deputy chiefs. Plus central control group = 6. Then 5 area deputy chiefs in detective division = 5 so right there is 11. Then a deputy chief of patrol in the Chiefs office plus Detective division plus in Administration = 14.

So, i think the before number is off.......

Well if we cut all these exempt spots a bit and let Lts. OR CAPTS. Be commanding officers then they would save money. Next take away the cars from people who don't respond after hours or start work from hone. Sure narcotics get to keep some money from seizures but how about sharing some of that whit units like SWAT who use their own cars and gas or why don't they get a car allowance like a lot of city foreman get.

Years ago, while having a pop with a retired boss, he told me that no one could be promoted to exempt rank unless it was approved ( or "suggested" ) by the mayor.

There were always more than 6 deputy chiefs. In the early 2000's (pre-Rahm) there were 7 in patrol division alone ... one for each Area and the central control group and an administrative deputy in patrol HQ. Then you had deputy chiefs in the detective division and organized crime. When Weis was around you actually had two chiefs of patrol reporting to a deputy superintendent of patrol. There were also a lot more than 35 commanders. When McCarthy came in he shuffled the deck and increased the exempt staff but I don't recall him dumping anyone. He created the "executive officer" position as in NYC and put commanders & captains in those spots. If you think the current administration is going to "thin the herd" it ain't going to happen.

Baby G knocks it out of the park!

Something to consider- imagine this math equation: you have two CPD lieutenants that have the same amount of civil service time (same appointment date) and one of them becomes a commander and then, both retire on the same day. Did you know YOUR PENSION pays the commander an additional $27,000 a year for the rest of his life! And then, when he dies (because we always die before the wife) the commander’s widow will receive 50% of the pension PLUS 50% of that $27k bump. So the cancer never dies.

In my humble opinion the way the mayor is going to relieve himself of a pension obligation is to bankrupt the fund.

Gold braid pensions need to go!

How about this for savings. Hire retirees for all front office positions and secretarial jobs at a decent wage and put all the house mouses on the street. Let the retirees buy a decent insurance and let the games begin. I say we have elimination battles on who gets dumped onto the street first.

True I traveled down to Springfield down I-55 saw 1 state squad the complete trip! But then again had to pull over on the expressway while multiple state squads were rapidly escorting the bus loads of thugs who are anti-police,anti-military to the football game as if they were royalty! Will any news stations expose who gets paid off for this? This is totally unjust,unlawful use of taxpayers paid state vehicles and wasting Troopers time! Leo say something!! Dont be scared!

A police spokesman says it is all part of a plan that will fulfill the mayor’s promises on time.

Cut middle management by 25%. All corporations have done that with no noticeable impact in service levels. Only government continues to that category, that's because it's not their money being spent, its yours. Merit promotions to take care od their friends an of course the clouted. Stop all merit promotions, all must pass a fair test to be promoted. Freeze the number of managers after the 25% cut. promote only after an opening caused by retirement or firings. Best guess this would have a 40million impact on budget. Put 50% of the homicide deceives on street. Their current closure rate should be embarrassing to all in CPD. Maybe they can do some good back on the street.

I checked with some troops in the Chicago area about this. ISP bills the teams just over $100 per trooper for the escorts. And the troops get time and a half to work it. So while it's not totally on the taxpayer, I agree with your other sentiments.

Eliminate every aspect of CAPS and the CPD can fully staff to reopen Districts 013, 023 and 021.
Eliminate News Affairs, HR and R & D and fully staff another Watch for 005,006 and 007.
Keep overpaid, ineffective defect Special Ed Jughead on as Stupidintended and we all can sit back and R-E-L-A-X.

With the well known, dismal stats for clearances, it would appear that many investigators don't seem to worried about their jobs either. Maybe some should be demoted and sent back to patrol, like the Dallas PD is proposing? Hmmmm.

So true why does rahms valets get that pension bump? Why also is rahm "I'm the green environmental" mayor have a fleet of big tahoes and suburbans to haul his and his families asses around? Why not use electric cars? how about his valets get issued rickshaw type bicycles so they can haul the dictator around,and that way they could shred that excessive fat to keep in shape! His detail also gets unlimited overtime did "fergie" look into this? Of course not he is scared! Wonder why his commander Thompson left so quickly after the court case and his controversial comments? Hmm very interesting!

Get rid of the dead weight still sitting on their asses in the front office. We gained civilians on the desk but the Lt still has more PO s on the desk. One officer sits in the radio room a whole tour. And this is only one district.
Get rid of officers hiding as secretaries in units. Clean out Holman St. and on and on it goes
