"At Issue" Rip Job

Andy Shaw takes Rahm's talking points "balls deep" and then gargles with them.

Among the lowlights:
  • Homicide clearance rate is 5%? HeyJackass has it at 12.5% while the Department claims 17%. How about you ask Foxxx why she won't charge the killers? Pathetic, yes, but not all the Dpeartment's fault.
  • Overtime - Cops get three hours pay for 15 minutes of work. First, it's a contractual agreement. Again, talk to Foxxx why she subpoenas a dozen officers for court, then gets continuance after continuance.
  • Overtime again - manpower shortage. That's a political issue.
  • NYPD clears more cases and monitors "social media" better. It's mis-allocation - that OT you're bitching about? Look at who racked up well-over $100,000 in unsupervised overtime. If you calculate backwards, they had to work 12-hours a day, every single day, with no days off all year - impossible, but the Department still cuts them checks. Who are they kicking up to?
We've heard some political hit jobs before, but Shaw takes the cake with this one. A typical Rahm/Machine move. No one is actually "negotiating in the media" but golly, the City message is certainly getting out there somehow. The FOP ought to sit on their hands for a year then file for arbitration. There's no reason to talk to Rahm - he's completely full of shit and won't negotiate anything without disciplinary concessions and that should be a non-starter.

Just a dumb taxpayer here but about "Cops get three hours pay for 15 minutes of work", aren't you subpoenaed on your days off? Court might only last 15 minutes but how long did it take you to get there and back home on a day you should be relaxing?

Here is what has always been puzzling:

In the private sector, union/employer relationship, ie. contractual labor agreements, are governed by Labor Law, thus, the simple version goes something like this: union can strike, (and employer can then replace with the proverbial scabs) or continue to work under terms of expired contract, and employer can lock out union, (again, replacing with scabs) or continue to employ under expired terms. Under these conditions, union and employer must continue to negotiate until impasse is established, then compelled arbitration or eventual severing of union contractual employment.

As I understand it, if only for practical reasons, city can not lock out and replace with scabs, union can not strike and, thus, continue to work under expired contract is the only option, for both union and employer/city.

This makes me wonder why there is any question as to not agreeing to anything less favorable than the expired contract.

The union can not be locked out and replaced by scabs.....though that would be something to see the city try......what a fucking clusterfuck of fun and mayhem that would be....

Lets put this "15 minutes worth of work" nonsense to bed. Rarely am i out of any courtroom in 15 minutes. The majority of the time, I am stuck there until the states attorneys "feel" like letting me go. Not to mention that it takes me about 3 hours of my day to go to traffic court. Felony, domestic, juvenile or misdemeanor courts are well over that. As a midnight officer, it makes very little sense to go home just to turn around and fight rush hour traffic to get back to court. This means extra hours sitting in a damn parking lot trying to catch a nap before they keep me there. If I did go home, it would still be on average over 3 hours in travel and wait time.

So in many cases, getting 2 hours of overtime for a MANDATORY court appearance translates to making less than straight time for the amount of hours it takes. All this for random court notifications that can easily pop up and screw up an officers days off, or plans with the family. So lets stop acting like the city is doing officers a big favor by forcing us to these courts. Especially if they are going to turn around to complain about the cost.

And let us not forget, police officers get disciplined including suspended if they miss a court date.

If you write a no insurance ticket, cracked windshield, no DL, broken tail/headlight, these are all compliance tickets..so why are we getting notified to court for that?? Makes no sense, all they do is show proof they have or fixed it or in some cases, if you have a real lazy ass judge, all you have to do is SAY I fixed it and your off the hook. In some cases, Signed complaints..again, why am I getting notified? That's up to the complainant. Juvy court, domestic, 26/cal, Skokie, you get a 9am notification, no lawyer or judge even shows up to at least 10, then thy have no clue what's going on so sit around for 3 hrs for them to tell you oh we don't need you, you'll get another date! All of this shit is a pain in the ass to me on my days off..so yea, give me my fuckin time spent in court on my days off or having to get up early making a looong day of work Mayor Jagoff.

Seems nobody knows that if it is my day off on a Friday in july and i miss court and it is my day off I then lose

1 full day of pay.

I take my own car I then have to dress in uniform and then read reports that are sometimes a year old.

Now ask the inspector general how many people have gone to prison because he worked on a case ALONE?

There are more issues and hit pieces to come, including 1 or 2 potential bombshell bullshit (bullshit to us not the sheep) issues. Lastly in the Mcdonald/Van dyke case it should be put out in full force all the names of the current bosses who stated in the reports that the shooting was justified and how they have moved up the ladder and/or allowed to retire and get even better 6 figure jobs. It needs to be put out and repeated over and over again. Use every media tool possible and list and print those names and if possible their statements. Hopefully Herbert will call these hacks and merit tools to the stand so their double statements can be put on public record!

If you work the math, 3 hrs for a court appearance is NOT ENOUGH . Getting ready , travel to court, pay for gas, wait for the call, returning travel back home , let's not forget pay for parking. Now if anyone thinks 3 hrs is enough pay to do that , you should be kicked off this job for stupidity !

the 15 min thing is unfair. Who in the private sector has to report to work for overtime for a 15 minute shift? Well ... we do, as part of our job. If we don't, we get gigged for missing court. So it's a contract issue, as we all know. We get a minimum 2 hours when we are ORDERED, effectively, to report to work for what amounts to an unknown, timewise, tour of duty. So if we are at court for 15 minutes, or 1:59 minutes, we get the 2 hours, which is at 1.5 time. Believe me, on Monday morning I do not want to get out of bed, get my monkey suit on, and drive through numerous ghettos to go to 26th/Cal for a 15 minute shift. It's nonsense. I make about $45/ hr. What, am I supposed to do all this for an actual 15 minute shift? So at 1.5 time I am supposed to do all this nonsense for what, $12? Thanks, I'll stay in bed.

You don't want to pay us for court fine change my shift to days and schedule me to 26th and California for the day, that way the districts will be even shorter. Could you imagine that scheduling nightmare? People just don't get it. I love the we "get paid for 15 minutes of work." I have an idea why don't we pay firemen only for the time they leave the firehouse. Sure they have to be there ready to go for 24 hours but if they only had one run for an hour that's all they should be paid for, correct. Me too my ass.

Andy Shaw use to try and get on the merry go round on the playground at recess as a kid and they would spin it faster so he couldn't. He would run away crying and the office would have to call his mom. She would come to the school and when the school failed to punish the kids involved, she would call the police. When they arrived, she didn't like their response either. So Andrew grew up hating teachers, school officials, and the police, feelings that has lasted all this time for him.

Check with Aurora PD and other Suburban Police Departments

The travel time should count for Pay
The Gas and Use of Your Personal Car. Should count for Pay
The Court Attendance is for City Business
Should get mileage pay also for using your Personal Car

I'm not that worried about the "minimum 3 hours of OT" stuff - but I would, as a taxpayer, have to wonder about those people who are making say, $50k of OT a year and more and wondering wtf is going on. Let's start there. Supervisors should be asking the questions we ask employees in the private sector: If everyone's working 40-50 hours a week and you've got one guy working 60+ and not taking time off, you should wonder how effective they are or what can you offload to employees not working those hours. Burnout is contagious.

When Shaw was a reporter at Ch7, the other reporters (usually the newsbabes) in town called him “Smelly” or “Stinky” as he wore the same clothes for a week and didn’t didn’t shower often......hates cops, you knew he had a boner as he was delivering his report.

I don’t know if they still do it, but back in the day off duty cops used to go out with the camera trucks and drive reporters to scenes. I covered for some old timers doing this many years back

....leaving court now. And rarely are people there for just 15 min. Sometimes. Today for instance I went, was there for an hour. Got continued like always. Took an hr on the train to get there and an hr ride back. 3 hrs worth of pay. That is why it’s like that in the contract. Because they know it takes an hour to get anywhere in this city.

Was able to listen to some of the unsubstantiated drivel from Andie Shaw and actually heard Crank Delimaore's head bobbing up and down in agreement.
This Shaw guy is a prick and Delimore is a another yes-man hack.
All that interview contained is Shaw's beef with the Police and knowing he had a partner in agreement with the anti-Police At Issue Program.
He complained and called the 3 hour min. Contractual Court Overtime as "travel time", obviously 'He's With Rahm' and is an Anti-FOP ambassador.
He complains about the clearance rate for murder.
He doesn't complain about the culture where the deadly violence emanates.
He doesn't seem to mind the Automatic Restorative Justice I-Bond Policy that keeps the jails empty.

Overtime practices are based on the same practices found in union building trades. If a union tradesman shows up at a job site and for whatever reason it’s canceled they get two hours pay for showing up. If they pick up their tools and start working and the job is canceled (example: pouring rain) they get four hours pay. Since court is overtime the two hours becomes three. Shaw you’re an asshat!

I'll gladly stay home, leave work on time, and enjoy my time off on my RDO instead of going to court; they can keep their OT. We should be getting a full time and a half for mandatory court appearances on our RDOs as far as I'm concerned anyway. And just getting to court takes an hour commute time in this mismanaged traffic jammed shithole of a city. You have to be there on time, but the judges can show up whenever the hell they please and the attorneys just file continuance after continuance. There's no reason for us to even be there unless we are the complainant- read the report, that's what I observed, heard, and did.

Only way to spend 'only 15 minutes' in court is to arrest only defendants with lawyers. I used to love sitting in court after working a midnight shift (and having to work another one that night), while watching lawyers walk up and 'shake hands' with the clerk. The lawyer's client was always called shortly after. A clerk told me this is called 'professional courtesy.'
Often, after sitting there till 1300 hours, the judge called a recess for lunch, and I had to find a way to spend an hour & 1/2 while the court people spent that handshake money on lunch. Damned glad to be retired, you poor bastards. The Real Reverend Al.

The idea 3 hours for 15 minutes sounds bad to the taxpaying public. Private sector people are not paid travel time. Do you get travel pay for showing up every day, no so why should overtime be rewarded to that degree. You are already getting a premium overtime hourly rate. Like it or not you are still being paid by the taxpaying public, and this just looks bad. If you only defense is "it's in the contract" then sorry its a bad contract as far as the tax payers are concerned. Perceptions are realities.

Lets look at the numbers. Projected 300 million in overtime is about $37500 per each of the 8000 officers SCC are on the job. Hard to justify that kind of largesse with no or very little accountability. Only in a government job would this be possible. People are fed up with this nonsense and rightfully so. Higher taxes and new fees every year and then this report makes the CPD part of the problem. I know this will be hard to read but it reality and puts you in a very bad light. All the excuses do nothing to put the average taxpayer on your side. A lot of those taxpayers would love to have a $37500 per year full tome job. A 1000 new hires at $125000 (estimate of salary and benefits) per year would only cost city one hundred twenty five million. Something is radically wrong with the $300 million in projected overtime costs.

Democracy in places with demographics like our rougher neighborhoods here in Chicago or in worse places like Baltimore simply doesn't work.

"The People" elect law enforcement officials like Kim Fox, like Obama who then appoints the likes of Eric "My People" Holder or Lorreta the angry Black Bit** Lynch.

In such instances it's up to our leaders like President Trump or AG Sessions to appoint/empower some honest tough MEN to see that basic law enforcement is done. The GOP Governor of Michigan appointed a special city manager for Detroit when teachers, fireman weren't getting paid.

Our country was set up originally as a Constitutional Republic - not a "democracy" where everyone including imbeciles, criminals and illegal aliens were allowed to vote. We didn't even give women the right to vote until the 1920s and then the Women's Temperence League pushed through Prohibition - that should have taught us a lesson: never give in to pushy women.

I say let's end Women's Suffrage. Haven't we all suffered enough?

Complaining about getting 2 hours of overtime (3 hours straight time) for mandatory court appearances is like complaining about officers in chicago having 24 hours to give a statement after a police involved shooting. WE ALREADY GET LESS THAN A LOT OF OTHER DEPARTMENTS ON BOTH THINGS!!.

Many departments give their officers 3 hours of OVERTIME (4.5 hours of straight time). And these suburban departments actually have parking around the courthouses. In Shitcago you have to park and take public transportation or pay $20-$25 to park near the courts which puts you further in the hole depending on how long the commute to court was.

I guess bringing up anything like that would require a "journalist" to do some actual research is too much to ask from the local media. But that would also mean that the piece might even seem...... unbiased?? Nope, cant have that...not here, not in shitcago.

Watchdogs my ass. The media here are more like lapdogs doing the bidding of the mayor and the leftist agenda.

Came on in 1970. Arrests on the weekend you had to go o court on Sat and Sun.and sit there half the morning for a continuance. Made no sense but we got the OT. Dept rules not ours. We also didn't pay for insurance. Times have changed.Hey Joe the slips have to be signed by supervisors. The ok it not the patrolman. why don't you tell the great citizens of Chicago who you and Rahn pander to to become model citizens and obey the laws.

Lets look at the numbers. Projected 300 million in overtime is about $37500 per each of the 8000 officers SCC are on the job. Hard to justify that kind of largesse with no or very little accountability. Only in a government job would this be possible. People are fed up with this nonsense and rightfully so. Higher taxes and new fees every year and then this report makes the CPD part of the problem. I know this will be hard to read but it reality and puts you in a very bad light. All the excuses do nothing to put the average taxpayer on your side. A lot of those taxpayers would love to have a $37500 per year full tome job. A 1000 new hires at $125000 (estimate of salary and benefits) per year would only cost city one hundred twenty five million. Something is radically wrong with the $300 million in projected overtime costs.

Do they know we face suspension time for missing court costing us lots of $$$? It takes me an hour to get to 26th street for court and an hour back. We work all night and then are forced to attend court in the morning. 15 mins in court? When does that happen? Sure sucks doing this job when everyone is against you in all aspects. Yes, I am long retired and I agree. Maybe police officers should get the same deal that union tradesmen get from the mayor regarding overtime and working on your day off or holidays? How about the teachers who have a much shorter work year and early retirement with a much better pension but without the stress and danger? The point is when you start attacking something that was previously negotiated between the union and the employer there is no end to where it might go.

It has been some time since I was in the detective division, so I don't know everything that goes on these days. But, the clearance rate is very bad, very low, possibly the worst in the country of any big city. Something really needs to be done. Is it the merit detectives? The supervisors and leaders who were never detectives? The rules put on the detectives by the agreements with liberals, the court orders, the state laws passed or a combination of all of the above? Who do you blame for this and why is no one in a leadership position being called to answer for this? I do know that the political class that runs this city and this department has , in the past, used the detective division as a plum for the connected who want to work in a unit that dies not wear a uniform and possibly get a take home car. This applies to Internal Affairs, the detective division and any other specialized unit. It really is a political police department and the word " merit" has been redefined.

Slow down there Hoss, this 300m in overtime is due to the cities attempt to cut down on shootings and murders (What price do u put on a life). Officers were having their days off cancelled, often times working 10 days straight. And u want to blame the officers ?

Many years ago, I was on the scene of what turned out to be a residential arson with seven dead people inside including children. We had the police tape around the entire front of the house to secure the scene. All of a sudden, this guy walks up and lifts the tape to get under it and walk to the house. This isn't hard to read at all. Rahm makes all the rules and we play by them. Most of this OT is VRI and VRE, which is made up man power on coppers days off. They don't want to pay it easy stop offering it otherwise STFU!!!
This is their way of keeping the City budget down X amount of money for CPD every year then go way over in OT and figure out how to pay for it later. It's called a shell game. And we're not the ones moving the shells my friend.

I think you’re a little confused junior. We don’t just pay federal tax. You might be forgetting that state tax and Medicare come out too. Depending on what your spouse makes, how much overtime you both work, etc. you could easily get a third of your money taken in taxes. Not everyone on this job is single and making a patrolmen’s salary with 5 years on.

I agree watching the D-unit disintegrate to almost a zero "0" clearance rate reflects on the bosses who are so incompetent and have no idea how to assign jobs! The detectives themselves let me rethink that not going to bash them but as a trained observer not impressed with "time management"! If this was run as a company the bosses including all the way up the chain to eddie and his people would of been terminated long ago! When you produce no return, your not needed an overhaul is definitely needed to attempt to right this badly damaged ship!
