- The Chicago Police Department is on pace to spend nearly $200 million on overtime in 2017 — 40 percent more than last year’s record spending — despite a two-year hiring surge tailor-made to keep pace with attribution and bolster the force by 970 officers.
The Chicago Sun-Times reported earlier this year that police officers racked up $30.9 million in overtime during January, February and March alone — cold weather months when crime typically is lower.
That was a 26.6 percent increase over the $24.4 million spent on overtime during the same period last year, when City Hall set a new record by spending $143 million on police overtime.
But Rahm promised (again) to hire nearly 1,000 cops to alleviate the overtime expenditures, right?

And since his promise was made, 17 of the city's 22 police districts have lost manpower, not gained it.
On September 21 last year, Emanuel promised that the city will replace every cop who retires and will further increase the department’s manpower by 1,000 cops overall before the end of 2018.
But the city's own data--comparing manpower on the day of Emanuel's promise with the day of our request for information (July 21)—shows the city is falling far short. Graduations have barely kept pace with retirements and promotions, the numbers show.
Since Emanuel made his promise, Chicagoans have been awash in a seemingly endless river of footage showing the mayor at CPD graduation ceremonies. and jogging with legions of new recruits. But, as of July 21, all of the hype had resulted in a net gain of just 37 cops.
The Crime in Boystown blog has a bunch of helpful charts and figures - actual REAL journalism - outlining where the Districts have lost manpower and certain units have gained it. The Detective Unit gained the most, but nearly all of that increase comes at the expense of Patrol.
But Rahm's lapdog media will continue to cover for his incompetence, running the hit pieces he feeds them and ignoring the massive screwing taxpayers are getting day in and day out.

OFF TOPIC...Today there was an incredible tribute, Memorial service, and Burial of HBT/Gang Crimes Officer Bernie Domagala who was shot in the forehead by a barricaded offender 29 years ago. His family and friends cared for him through extensive medical issues and treatments up to his recent death. Bernie was honored with a display of concern and honor with the presence of the Emerald Society about 20 members and instruments, all of the Mounted Patrol Horses/members, motorcycles, helicopter, color guard, K-9 Unit, recruits from the academy and 300 -500 uniformed officers, all Command Personnel, 21 gun salute and the final playing of TAPS..and the presentation of the City flag to Bernie's widow. The procession must have had 200 cars. Evergreen Park PD blocked off many streets along the route. Officers from as far away as New York City to Aurora were there to pay their respects. The Fire Dept. supplied ladder trucks to make an arched entry into the cemetery and supplied EMTs. Uniformed Firefighters were at the church service to pay their respects. A great earned honor extended to one of our heroes... Bernard Domagala.

Freeing up all or most of the "hidden" officers that every district and unit has and also ending the details that has every district with 30-50 officers detailed out.
My district has enough "hidden" officers to practically man an entire roll call if these "special" officers were made available to work the street
instead of "hidden" away in do nothing positions.

The public does not know that when the Police Department tells you 250 officers are assigned to your district it really is a game of smoke and mirrors. Probably 30 of those officers are detailed out and another 20 never actually work the street. Then you have another 15 on the medical. Divide that number by 3 (We have 3 watches) and you will see that we are super short of officers actually answering 911 calls. And another thing the public does not know and we cannot tell them, "Unless you are shot or killed" or the "Media pressures them" the Chicago Police Department is not going to investigate your crime.
Most of the overtime was a waste of taxpayer money and nothing to do with understaffing. The day and midnight shifts could not fill all the cars but afternoons got an extra Sergeant and eight officers (All working their days off getting 12.75 hours of overtime each). There were some weekends were you had one Sergeant and ten officers on the street working days and seven Sergeants and forty officers working afternoons. And the day shift was giving up numerous officers every weekend to go to all the parades and details throughout the city. Rahm has a money tree that is fed out of your pockets.

So two weeks ago someone breaks into his garage and steals his $1,200 electric bicycle. Fingerprints are on his newly waxed car. He calls 911 and they give him a report number, nobody responds. Maybe I am missing something here, but isn't $1,200 worth of property worthy of a least stopping by? When he points out the fingerprints, and asks for someone to lift them, he is told "We don't do that anymore." I know of cases where an ET does not arrive until 24 hrs after the incident, and then states, if a Sgt is not present, "There's nothing here", and just leaves the scene. To some this may appear to be a minor issue or nothing to be concerned about; but it really shows, that Morale is Down, and perhaps more importantly: YOUR PROPERTY HAS LESS VALUE, AS DOES YOUR QUALITY OF LIFE IF YOU RESIDE IN CHICAGO." I cannot believe that if you live in a suburb in Lake County that you would be blown off like this! And the same applies to the rest of Cook County where State's Attorneys Reduce charges in crimes, to keep their conviction rates up. Old Task Force Ranger Here: I think it is great that the current members of the Department is making all this overtime. I know it sucks missing your weekends and such but get it while you can. I was on the job when all of your overtime (time due) was taken away after one came back from furlo. One bit of advice, put as much into deferred compensation as possible. Believe me it will help you when you retire. On a different subject: The funeral of PO Bernie Domagala was both heart breaking and full of pride. Bernie is now resting in Peace. Be Safe out there

The job use to be one of the most sought after careers but after what the politicians and activists have done to it very few want to do it. And the ones that do may not be the best cannadits. Its more dangerous than ever but the financial danger has increased ten fold. More cops than ever are doing 20 years and out. A large number aren't waiting until max out. The city probably didn't expect this. The applicant pool is weak. Forcing people to move to Chicago with drive great candidates to other departments or careers. Moving here from a quiet suburb or another state just isn't very inviting.
You see they new this new paper report on OT was coming. So about two weeks ago, an order comes out about restricting OT.
Will be very interesting to see the response to upcoming police test. Seeing as the last one earlier this year only got 15000 applicants but only about half even showed up for the test.
Obviously hiring is not keeping up with attrition. 37 officers gained but how many stripped over IPRA and COPA headhunting?
And having seen officers that were stripped and cleared I noticed that while the officer gets his star back, the Department never gets its officer back. Most do not return to aggressive productive officers.
Who can blame them?

Highly doubt it. Some got tons of OT other districts got it only on Memorial Day July 4th and Labor Day weekend. 019th district probably got the most OT. Party is over for them

Do you remember at beginning of Rahms first term the suntimes dynamic duo of Tim Novak and Chris Fusco wrote a long hit piece against the cpd. It was at the time the ash borer beetle was causing havoc to trees throughout the city. Waiting list was about 2 years for a replacement tree. Low and behold one of the writers (believe Fusco) had a tree cut down in front of his house but miraculously he received a new tree within a week of writing the piece. And if it makes you and your neighbor feel better Ive never found anything of probative value when sent to process a garage burglary or theft from auto when it involved some bosses side broad, some aldermans kid, some drunk battalion chief who left his take home CFD vehicle unlocked or anyone else that thought they deserved special treatment and the supervisors sent me/us out to put on a show. I was talking to someone who works at OHare. Apparently they are receiving planeloads of "refugees" from Irma torn third world countries in the Caribbean. These "refugees" are coming in unchecked, given free healthcare checkups and bussed to a downtown hotel for safekeeping. Turns out a number of them ditch their "handlers" after getting off the plane never to be seen again. Can't anyone remember back to 1980 when Cuba emptied out all of their jails and sent the prisoners to the United Stares? Just google "Cuban boat lift" or "Mariel boat lift". Many of cubas worst criminals, murderers, rapists and robbers, ended up settling in The Logan Square neighborhood after they were granted political asylum.

Tim Novak alleged that he spotted a red truck parked on the city block where he resided and began his investigation into the Hired Truck Program. That was, and still remains bullshit. Someone uncovers a massive criminal, political activity because they see a single red dump truck with a sign saying it was leased to the city of Chicago's Hired Truck Program. The Hired Truck story was given to Novak how so many other stories are given to reporters - by the Mayor's office.
In 2004, Mayor Daley gave Novak the lead for that story to cover up his nephew killing someone. Daley, as well as the current mayor, gives up stories to deflect the attention away from a story which is more directly related to them. The murder, the misuse of financial pension investments were stories kept from the public when they had more potential criminal charges and personal damage to Daley. The same applies now.
So, FOP must send people to Novak's residence and other reports with a recorder and ask questions about their story and what week the connections to Mayor Daley, etc.

If your comments are true, then why hide them? Let people know and they will help in the effort. After all, this is the best city in the world. I think a legitimate question as to who will pay their expenses? Who paid for the transportation? Health care is expensive unless you are poor or a undocumented person.
I had a troubled building once. I had a counselor come down, talk to it, and put it through a twelve step program. It's fine now.
