TRR Class - A Big Deal

We haven't attended yet, but someone who did e-mailed us:
  • SCC - was talking to a supervisor who went through "Use of Force" training last month. She related that there was an extensive list of reports that are required to be attached to any TRR completed, including Case report, Arrest report, Supp reports, Inventories, IOD's, related To-Froms, TASER downloads, and anything else deemed necessary.

    If you're familiar with the IOD report, it contains a bunch of sensitive information, including home address, marital status, number of kids and Social Security numbers along with what is now part of your Medical Record. This is now discover-able by anyone suing the Department and you putting your personal information at risk, providing private information to people you arrested through their attorneys and probably violating HIPAA regulations.
We looked it up in the new (pending) order - General Order 03-02-02. Looks like a typical shortsighted Department fuck-up.

Stopped in Culver's with the kids on Saturday....

They had a big sign regarding the sugary beverage tax.....

I asked the nice guy at the counter if milk shakes paid the tax....

Was told said item was not subject to the tax....

I asked didn't it contain sugar.....

I was told milk shakes we're not a beverage....

Enough said....

With such an important subject being thrown around by Rahm, shouldnt the people of Chicago have a say inwhat direction they want THEIR city to take in these matters ? Why is it these bottom feeding politicians push THEIR agenda on the whole city without consulting them thru referendum ? They spend our money. They should ask our opinion.

You might want to ask around, talk to some officers who have been sued. Many have been served with lawsuit papers at their homes/residences, and that has been happening for decades. Nothing about us is 'secret' from prying lawyers.

I work in 11 on midnights. My partner and i turned into an alley off of Ridgeway. Cockroach turns sees us and in his left hand a semi auto pistol. That adrenaline hit me and I took off for about ten steps. I quickly realized that chasing this young man who might end up being a future astronaut or curing cancer was not in the best interests of
1) my partner
2) my family
3) the Chicago Police Dept
4) the community I was serving.
So I immediately radioed my partner and he picked me up. I told him flat out. "It's not worth it." He agreed.

I really think I deserve special recognition for de escalating the situation. Asked my Sgt to put me in for an award. He laughed, thinking I was joking. I'm not joking. I want my award.

In Florida, State Law protects and keeps secure all personal information on LEO's, ex LEO's, spouse of past or present LEO'S, and children of LEO's past or present. This state law protects all of this information including your email address and phone number when applying for a govt job. All of this personal info is protected from FOI requests as well. In the Deep South, LEO's are respected. In Illinois there would be a snow balls chance in hell of getting something like this passed. Actually SJW's, BLM's, law firms, and Democrat politicians would fight this tooth and nail. Glad we left and won't be coming back.

It was brought up in our class and the answer for now is to black out the sensitive info before scanning it in and attaching.
On a side note, since they are making you basically give a statement I would insert the fop disclaimer in first before you type in your account of what happened.

What needs to be done is complete revision of the forms to what is pertinent for the event. As the Star # stays with PO for life, no more identifying feature other than the name and star would be needed (maybe a best contact phone).

Another example of no one making changes because "it's always been done this way".

I served in the military on a nuke submarine. Prior to shipping out our sub would be tied to a tender for supplies and provisions. Once on the tender we had to adhere to the tender's rules. I noticed there were red lines in certain areas. The red lines were for security drills or violations. You had to stand behind that line no questions asked. Once and only once I found what what that meant. On the tender they announced a security drill. A buddy was with me and was tired. He put one foot, just a foot outside that line. A bunch of marines, easily looked like football players put the beat down on him. I mean, beat him like he stole something. Same cruise our sub was loading missiles. The marines stood watch. Again red tape. I saw marines armed. Look, if the rules were good then, they should be good now. You violate the rules you pay the price, fuck a lawsuit.

In the case of workers compensation, HIPAA Section 164.512(l) provides that a covered entity may disclose protected health information “as authorized by and to the extent necessary to comply with laws relating to workers’ compensation or other similar programs, established by law, that provide benefits for work related injuries.” As such, any disclosure would be subject to state law regarding workers compensation. There is no specific exception in HIPAA regarding disclosures for FMLA and ADA purposes. Therefore, covered entities usually require a valid patient authorization, pursuant to section 164.508, prior to disclosing employee protected health information to an employer for purposes of FMLA and ADA.

The first thing officers need to ask with the new TRR is "is there a CR # for this incident?". If it's a Taser deploy or firearms discharge, it's automatic, don't complete the TRR until counsel is secured. If the incident isn't a Taser or shooting, ask the bad guy if he is going to file a complaint. If yes, get a supervisor and again, no TRR until you secure counsel. The new system is designed to trickbag you at every turn. Don't let it bite you in the ass. FOP should get in front of this now.

You are a rarity in 011 on 1st watch or 3rd watch. On 2nd watch most of the older officers get it. On 1st and 3rd watch all of the younger coppers think they are John Wayne. This is not a game. That foot chase or vehicle pursuit can quickly turn against you. Even if you are right- both legally and morally, the department will turn against you.

For those who still don't get it, I will make this even more simple for you. If someone offered you a tails I win and heads you lose, would you accept such a proposition?

This tax is all screwed up. Went to the store and the 16 year old girl behind the counter had no idea. She just scans the item and reads the total. Not sure how cash register reads the scan to decide if you pay the tax or not, I know she didn't have a clue. Nice girl, tried to be helpful, but didn't know

Don't let anyone try to convince you otherwise. If you catch the cockroach, get the gun and he is completely unscathed then you get to go to court where you will most likely leave court more frustrated than you walked in after the case is reduced or just thrown out altogether. If you catch him and he resists then it's anybodies guess. You'll be lucky if you can avoid being a headline. What happened was the best outcome for you, your partner and your family. Remember your priorities. The city and dept have theirs and we have ours. I left 011 over 20 years ago and it was a great place to work and actually chase and catch criminals. Outdated IOD formsets and a really outdated paper data entry process...What the hell is going on in HRD - R&D ?
Not enough house mice or too many to control?

How many transformations has the ISR gone thruough so far and they're probably using the IOD form layout from 199-wut?
Oh yeah the Medical Section is ironclad...don't forget to submit your NOTIFICATION OF LEGAL ACTION TO RECOVER DAMAGES that's sent down to city hall data entry.
All of your personal identifier info is already entered somewhere, so writing it on a formset is unnecessary.

Any district level Merit want to check for outdated forms and submit an appropriate CPD-15.273 ?
We know R&D won't.

FINALLY, someone who gets it. Why risk your life for:

1: a Department run by Police haters who do not appreciate it.
2: a General public who despise you and only want you when they need you to be the boogyman so they don't have to
3: a States Attorney who will hang you out to dry whether you are right or wrong, based upon your sex or race, or just the fact that you are a L.E.O.
4: a City that has taken away Healthcare from those who honorably retired, and will do the same or worse for you, and can't be trusted one f'n bit.
5: a brainwashed portion of society who would rather see you get killed, than the punk with the gun.
6: a City, County, and State Government that will frivolously spend Taxpayer Dollars for every stupid idea they get that comes along, yet fights and refuses to agree to spend taxpayer dollars on anything that will be beneficial to LEO's and/or their Families, while handing out Welfare-Entitlement Money to anyone and everyone on the dole, and freeloading their way thru life

When there is ANY doubt, Just DON'T Do It. Go home safe to your family, and screw the bosses who try to make you a hard-charger for their future promotional aspirations, and anyone else who tries to use you for a chump, to their benefit.

read the law what the city is doing, so far, is not in violation of the law. But, there is no reason to ask any office for his social security number. last I heard everyone has an employee number that does not change. No need to put your home address on any form. Another example of over reach by the department. The FOP should object

well partially correct. It also applies to anyone working in the medical offices who might disclose patient information. Police officers should be asked by the department to sign a release form for their medical information if the city is giving medical information to anyone .

What about these Status Hearings at the Pension Board where members ask officers health questions not even related to the injury suffered on duty? These questions are being asked at a public hearing and any citizen can go. They have asked officers many personal questions and embarrased coppers on a regular basis. Lappe was the worst. I read a coppers transcripts and Lappe was ruthless in his conduct and decorium. I respect him for his good fight when he was shot but he treated people terrible at that board.

So you handle a domestic, offender isn't on scene, is spotted, you attempt to place into custody and he/she fights, you get injured in the process, then he kicks out your window. Here's your list of reports..
GOCR with narrative
TRR with narrative
ISR with narrative
IOD report (you won't do it but your supervisor will)
To-from with narrative
Vehicle damage report with narrative
Arrest report with narrative

Did I forget anything? So, 20 hours later when you finish your misdemeanor arrest (because kimmys band of cop haters aren't approving charges) you can finally go home.

Because Lappe was the only one who didn't allow the lying P.O.S.'s to steal from the pension. Everyone else rubber stamped approvals while Lappe proved they were liars. And he was lied to all the time. We even have recruits, yes, recruits in the academy that are already trying to get duty disability for b.s. The one with the "cane" only uses it half the time in the academy.

I work in 11 on midnights. My partner and i turned into an alley off of Ridgeway. Cockroach turns sees us and in his left hand a semi auto pistol. That adrenaline hit me and I took off for about ten steps. I quickly realized that chasing this young man who might end up being a future astronaut or curing cancer was not in the best interests of
1) my partner
2) my family
3) the Chicago Police Dept
4) the community I was serving.
So I immediately radioed my partner and he picked me up. I told him flat out. "It's not worth it." He agreed.

I really think I deserve special recognition for de escalating the situation. Asked my Sgt to put me in for an award. He laughed, thinking I was joking. I'm not joking. I want my award.

Every officer that Lappe identified on disability was qualified to return to work. They were scamming the system. Not one of his cases were over turned. He did ma fantastic job of weeding out those that scammed the system for years. Even new recruits are caught discussing how to get disability. Thank god Lappe was hired after retirement to continue his valuable work.

Hard to change your address to 3510. You can for police related info but if you change other stuff you will never get the mail forwarded. Went to my drivers license renewed at SOS. they no longer do it in facility. Said they would mail it out in 10 days which they did. I would still be waiting and have no drivers license if they mailed it to 3510.
As far as SS # dot put down all 1's. put down the last 4. It will save you a lot of aggravation and is just as safe as almost all correspondence you receive on line or in the mail only have your last 4 SS

There are ways to do this. Cops just have to fuckn do it. If you're being pressured into doing arrests, isrs, tickets, etc. and it adversely effects your life then do something about it. Document not only what your Sgt is telling you but write down everything you're going through whether its losing sleep, building resentment or fear due to the pressure of having to interact with a hostile public when you don't want to. If you find your life has become harder because of this pressure from your Sgt, that is unnecessary duty related stress. We know this job is stressful but it shouldn't come from CPD bosses. They are here to assist us not belittle or demean us. Hold them accountable.

If you want to be held accountable, take a look at the Rules and Regulations of the CPD. Check off all the shit you do wrong every day and then refer to the SPAR/CR matrix for a reference of what true accountability is.

A good Sgt should be making your life easier, but only a true retard does not realize that is a two way street. If you stay off the radar, you most likely will never be on the radar. Class dismissed.

Of course if sgts gigged everybody for every minor infraction 85% of the POs would be on the medical. What about the dogs who stay down on parkers, hand waivers for an hour and a half while other cars are getting calls on their beat? Where are the sergeants on this matter? Does staying off the radar mean staying quiet about getting fucked while dogs get taken care of? Who's there to make sure the sergeants are doing their job? I've never heard of a sergeant getting gigged by a LT for ignoring cops staying down on jobs for extended periods of time while other cops get stuck doing the dogs' work. Two way street my ass. Rules and regulations my ass.
