Not a Lot of Experience

We managed to acquire a set of sheets for the 004th District, First Watch. This is how the watch is manned on what we would consider "full strength" on a normal day:
  • Early side:

    410R Sgt
    411R - PO and PPO
    413R - 2 PO's
    421R - PO and PPO
    423R - PO and PPO
    431R - PO and PPO
    433R - PO and PPO
    471R - PO and PPO
  • Late side:

    420R - Sgt and PPO
    412R - PO and PPO
    414R - PO and PPO
    422R - PO and PPO
    424R - FTO and PPO
    432R - PO and PPO
    434R - PO and PPO
    442R - 2 PO's
    444R - PO and PPO
Two Sergeants, a dozen beat cars, a wagon, and TWO rapids!

But fourteen PPO's? Wow.

That tells us that anyone with time to get out of 004 is getting out of 004...and the Department is backfilling what they can with fresh bodies right out of training. Anyone want to chime in?

Shit bosses with even a shitter commander. Guy will say one thing to your face, do a completely different thing behind your back, and tell your sergeant to have his guys pick up the ISR's.

002 might be just a tad bit better but a close second to the situation at 004. No manpower, no time due, cancelled rdo's and plenty of berating while demanding the world with no perks to dispense.

Grew up on the East Side, and it's still a quiet and mostly working class neighborhood. Many cops, firemen, and city workers still live there. It's only busy on the north end of 4. I'd take beat 432 anytime.

There are tactical teams, robbery mission teams, burglary mission teams, and a two-man team whose ONLY job is to appease the aldermen. Sanchez even had to have the lunchroom converted into office space to accommodate all of the people assigned to special missions. And what does he do for the watch personnel, the "backbone" of the district? NOTHING.

The Exodus of skilled Chicago Police was clearly seen yesterday when awards were given to the two officers shot a few weeks ago. Both of the Detectives who apprehended one of the offenders, were now Retired! It would be interesting to see how many have retired in the first half of this year. To have that many PPOs, in what is geographically one of the largest districts, if not the largest district in the city says much about morale and what passes for experience on Da Job today. I wonder what the time is for those FTOs. That seems like a lot of FTOs for one Watch in one District. Baby "G"

I thought PPO's couldn't work with anyone other than an FTO because of the out of grade pay for acting FTO's? Are there that many FTO's in 004 or did they change the rule?

And those New PPO's will think that working with little to No backup, Assignment backlogs, Old Pool cars, Broken PDT's, Down station computers, broken printers is the Norm. In fact, I sit in a broken chair as I write this.

PPO's....CPD has a dark future ahead. It's going to take a decade or more to fix this, once the will to fix this comes to light. And it will likely be too little too late. Don't get hurt, and always do what it takes to go home safe. Get your street experience, and find a new Job.

Sometimes it's hard to speak the truth.

004 is a good place to work. Lots of great people. I am proud to say I worked there.
Unfortunately the Department feels and says we are not short on manpower but they havent replaced many that have retired. One FTO

You couldn't be more wrong. 004 is a shooting gallery with gang violence on every beat. Quiet? That would be funny if it wasn't so sad.

Sanchez is going to work on the gang violence just as soon as he concludes his investigation into who is parking in his spot. That is his current priority.

003 always has max exodus remember last year avg 180 par forms haha. If you want to see how racial politics plays into policing these two districts are great examples.
The worst part of 004 is by 75 and Exchange. 004 has hispanic commander and answers only to hispanic alderman so 75 and Exchange is ignored. Now, 003 answers to black alderman thus putting his manpower to enforce 004 side.
Just a tidbit of why these districts are fucked up and no one wants to be there.

It's awesome really...... I got no time on the job but I'm somehow expected to try teaching ppo's, when i should still be learning how to do the job. No assigned beats, no partners allowed. And to top it off you don't even work with the same people often enough to be able to trust them to have your back or know how they work. It's a total cluster Fuck. It's no surprise everyone jumped ship recently. The average of time on the job for first watch in 004 can't be more than 2 years. It's going to end badly.

Does Rahm's Security Detail or Special Ed's Driver Detail have equally staffed schedules?

Seems like a tidy sum of beat cars...until the shit hits the fan, and I believe in 004 it does.
On paper it looks good, but on the PCAD it's DOWN - EXC - GOIN - DOWN - STA - OTHR - DOWN.
(Keeping up appearances...by order of K-N.)
CompStarch doesn't look at PCAD activity unless there's a shooting.
Even then, there's no supervisor above Sgt accountability.

I wonder what the 016 midnight schedule looks like.
Does 1612 or 1621 ever get manned after 11pm?

Above all, Special Ed still has a job, pending 1 yr. medical time coming, thousands of CU hrs and a six figure pension coming after the Summer of Rahm-O-Cide.

The department is lost! The city failed to hire and we have reached critical mass. They will never catch up and massive numbers will continue to retire. Another factor that the city may not have accounted for is the number of guys quiting the job and finding other work. With morale at rock bottom and the screwing with the pension it's driving people away from the job.

Check the 2nd watch sheets in 003. Beat cars down,the wagon acting as a beat car. Depending on the day someone working the desk is shown on a car but they never go outside. They also have someone who's not bided hiding in the review office while early roll call has 5 officers .

So if partners stayed, they would get split up to work with the overload of PPO's yeah no wonder everyone bailed. There is no reason to stay there if you can leave and so many officers did. That's an insane number of PPO's that through no fault of their own don't know anything yet. 2 Sgts "supervising" I doubt it......more likely just driving around hoping they don't call them. With such a mass exodus there, I think you'd have to look at the "management" there and their style. Its obvious they do not care about the officers its just a "job" for them. Standard answer stuff like this is your job, this is what you signed up for, typical management style never praising, thanking, rewarding just asks for more til you just leave showing your displeasure. You can get paid the same to be treated better elsewhere.......... It used to be a decent place to work but times have changed.

Thats 8 cars for each Sgt.
It's not the number of Officers, it's the number of cars.
Many Sgts around the city would love to only have 8 cars on their log!

We have about 12 PPOs in my watch. I work with my regular partner about once a week now. You have officers who just got off probation working with PPOs ( what could go wrong?) we are so short on sgts as well that there hasn't been one day yet in the past two months or so that sgts from mornings and afternoons haven't filled in.

There is no benefit in working in a shitty district. When you work in a busy district like 004 and have brain dead bosses the gray area increases significantly. At least b4 in busy districts they would cut you early sometimes. Now they just pound you with ghetto nonscense for 8 hours while the brain dead merit bosses sweat you for activity. No thx. Ill take my midnights on the north side and answer my 2 calls a night. The ghetto SHOULD be full of ppo's...do your time and you to will be able to move out of the savagery of the 004th district. Sorry boys and girls if no one wants the spot its reverse senority!

That's them, and two more useless PO's you will never see. They come and go as they please, never working a full tour, and Sanchez carries them when they don't feel like coming to work. Supposedly they backed up then-Captain Navarro's story when he was involved in a dept. vehicle accident, and they got on his good side because of it. That's why Steve H. was put in for merit sergeant by Sanchez, and then he was brought back to 004 to work 2nd watch. But it's all legit. Earned not given.

No, this is what happens when people get promoted and moved to units. Over the last couple years, several good officers have been promoted and many went to OCD or the Area. It has been a brain drain. Couple that with people wanting to go North, you have a perfect storm. The only ones complaining are millenials who are entitled to everything.

You're right. The only problem we face is a brain drain because people moved to units, and not the brain drain created when unqualified clout-heavy people without any management skills are promoted to command positions without any management skills. IDIOT.

For too long, 1st watch has been a punishment for some, and a limbo for others that do not have enough time to bid to another watch or elsewhere. If you want the 1st watch to have a good mix of officers with time on that are not miserable to be there, you simply have to make it more appealing. Make midnight's a 10 hour shift with the day off rotation that occasionally gives a 4 on and 4 off schedule. The overlap during the day will help with all the school bs, and the evening overlap will help with some of the backlogs. Do this and you will not only see guys with more time on the watches but also happier officers.

No need for officers in roll call hasan's ego is big enough to fill the whole room. The only enjoyment in 004 is coming in with zero activity for this merit baby!!
