SWAT Follies

So, has SWAT been swatted?
  • Restructuring of Unit 353 (SWAT) and Unit (153) for filing a lawsuit. Midnight shift being added. No take home cars. No D-3 pay. And you will be in your regular Chicago Police Blue Uniforms. No more green because it looks too military. One training day a month. OT intiatives for SWAT being scaled back. More to follow........
We heard there might be fallout from the lawsuit that members of SWAT filed. Is this it? Political theater involving the safety of citizens and officers.

  • Big changes coming down for SWAT. 35th Street is pissed at the To/From that all of the SWAT team signed. Basically, none of the SWAT officers will be taking their gear home with them. They will leave their gear at Homan Square and will respond from home to Homan to pick it up. So you live in 022 or 016 and you are going to drive to Homan to pick up your gear, a squad car and then drive back North or South for an HBT job? That's fucked up

Keep a copy of the Order to do this printed out and in your inside pocket. When the SHTF and the Media asks why it took so long for SWAT to respond, you need to be absolutely sure that the Order doesn't fall out of your pocket in front of the Media... It would be bad, for Special Ed & Co.

SCC, it appears your thread on this topic left out some significant info. When was the lawsuit filed, and over what specific issues? And why wouldn't SEAT need a midnight shift? A number of their most recent HBT deployments have occurred on the midnight shift, so adding a midnight shift seems reasonable.

Go to work like the rest of us and sit and workout, train, etc at Homan until called out. What's so hard about that?

It has more to do with the directive saying that when you come to work or go home, whether in a take home or your personal car, you cannot stop for any personal reason. You have to go straight to work or straight home, in your own car on your own time, unload your gear so it doesn't get stolen. How can they tell me what I can and cannot do in my car on my time? Now if they paid me for having special requirements and skills, like all the other units in special functions do, that would be one thing. But we get nothing, and only a few have take home cars, the cars they get are crap. And lock boxes to secure gear, don't make me laugh. Other SWAT teams are amazed that we don't have cars with secure equipment lock boxes, it's the industry standard, but this is Chicago. Better that secretaries have take home cars than the only unit in the department subject to call out from home. I don't believe it's unreasonable to expect to have a car so we can respond to extreme emergency situations in a timely manner. Imagine trying to get from 016 to anywhere on the south side during the day in the family car. Now here is the kicker, if you get into an accident while responding to a SWAT job, in your personal car and the insurance company finds out, sorry no coverage. And will the city pay, hell no. So,no extra pay for being on call 24/7, mandatory PT test twice a year, a handful of take home cars, the nags of the fleet, can't pick up the kids on the way home from work in my car, training cancelled for anything and everything thing, no ammo to practice with, buy your own they say, leadership that has become total company guys (comes from 2 merit promotions​).
I know, some of you will say then quit, I'm sure some will. But others won't because when the people call for help they call the police, when the police call for help they call us. And we will never leave our brothers and sisters in blue without back up, no matter how messed things are in the unit. Stay safe, watch your back because the department won't.

Pick up a car at Homan? Where exactly are these cars going to magically appear from? That is why there are only 35 operational SWAT guys left. If the pulse nightclub happens here, bring hundreds of body bags. This is a disaster waiting to happen.

What would make sense is officers in 016 should drive to their partner's house in 022 to get their stuff and the partner from 022 should pick up his stuff in 016. Then drive back home and put the gear on, drive to Homan and pick up their car, then drive to the job. By that time the offender will kill every hostage and then himself and there's no liability for the city and no police officers will be charged with murder by Kimmy Fox. I'm ready for my Supernintendo Award of Merit.

I think they should have swat on midnights. It is a police department you know, 24 hour operations and all. forget about that one? And I believe that the swat team in Chicago needs better training in general. In 004 they fucked the dog and failed to properly clear the house, leaving additional offenders to hide in an attic because their policy is "we don't search attics or crawl spaces." Luckily the tact team was with the ET when they found the guys.

Ok, just so I understand this.
Swat is a unit that responds to HBT and other instances, where a team with heavy weapons is necessary. So the city believes that they do are not important enough to have take home cars to respond to a situation quickly. Yet, narcotics unit 189 has take home cars? Why does narcotics need take home cars? Will they be responding to a drug deal in progress from home?

Doesn't SWAT have a weapons vehicle? Where gear is stored? This vehicle should be manned by two SWAT personnel 24/7 and respond to any incident where other members can respond directly to location and have gear on scene ready to go. The "on call" SWAT members should have a squad car to expedite their travel time to the scene. Maybe two cars north two cars south and one supervisor north one south. So that six cars and a truck. Rotate the squads among "On call members."

I know this makes too much sense so probably doesn't work this way. This department has a way of making everything more difficult then it needs to be. Any unit outside of patrol never seems to get new cars. Of course patrol should get new cars but so should the Detective Division and all the other units the usually get the 100k mile hand me downst

The National Tactical Officer's Association says that "full-time" SWAT teams should spend 25% of their time training. If they drop to one day per month they'll be well below National Standards.

Here are more facts:

- last year, the Department (Deputy Chief Georgas) put a To-From in the C/O book reminding SWAT officers that they are not required to bring their equipment home and that the Department provides each SWAT officer with 2 lockers to store their equipment at Homan Square. As impractical as it sounds, drive to Homan Square in your personal car, then grab your equipment out of the lockers, load up and head to the HBT, the SWAT officers are simply following orders of the Department.
- take home cars? There are only a handful of take home cars at SWAT? So when Special Ed says he is taking away the cars, what cars? SWAT doesn't have take home cars.
- SWAT officers deserve to be equal in pay with Marine Unit, Mounted Unit, Canine, FTO, etc. Just as in those positions there is a testing processing and the officers receive an increase in pay. What is the difference?
- around the clock? The Department had to re-issue the sign up for sergeants because the very few who signed up failed.

The officers are simply following the silly orders given by the Department and now the Department doesn't like it.

That costs money and the Democrats that have been running this city into the ground have stolen so much we are teetering on the brink of bankruptcy. Hahahaha, sit and work out and train? What is this train word you speak of. SWAT is now the SORT/detail unit/dog wrangling/mental team. The way we are used is a running joke in the SWAT community. I'm all for training until we get called out, but the bloated useless exempts have no idea how to run a police department much less a SWAT team. Screw it, I'm out. Only a disaster will bring change, but how many will have to die to learn that lesson? I won't be a part of a unit that knows it is headed for a tragedy because of complete mismanagement but refuses to change.

To those calling for SWAT on midnights, your posts seem to blame SWAT for no coverage. The blame goes squarely on the department. As with everything the department/city does they do it on the cheap. The department never wanted the additional bodies in the unit to cover three watches.

As for the car issue, you guys are total idiots for ever taking a personal vehicle to a SWAT job. There is no rationalization you can make for taking your personal vehicle to the hood.

Not the SWAT operators fault!! The leadership makes shit up as they go. Some rules apply on Monday for "some people" but not on Wednesday for others. There is a union for a reason. SWAT does a great job. So when they push back on a command staff that really needs to look in the mirror, they get punished by a group of people that have really lost touch. It's not just SWAT. This is a prime example of poor leadership on every level and no one having the spine to fix whats broken. Decisions being made by those least qualified to do so. The department can't have it both ways. That "I'll SHOW YOU" attitude coming out of headquarters is a perfect example of the mentality and leadership flaw that is plagueing every district and every unit.

A couple of years ago, I went to a training where CPD SWAT had some of their guys. The Sgt. arrived in a broken down embarrassment of a take home car. Now around the corner from my house, a same sex married CPD couple reside, one of whom is in some Special Feel Good Unit. She has had a new take home ride for years now; WHY? The only thing I can imagine her being called back to work for would be if someone had their feelings hurt, or someone said something bad about Ellen Degeneres! It does not make sense. On the other hand, SWAT personnel are arrogant, and in some cases have worked no more than two or three years on the street. Their Elitist attitude makes it difficult to deal with them, and one has to wonder how long it would take for them to effectively respond on midnights if they have no midnight crew. SO ALL OF THIS COMES DOWN TO ONE REALITY: YOU, WITH A MINIMAL AMOUNT OF TRAINING, THE INDIVIDUAL OFFICER, BETTER HAVE A RIFLE ON DUTY, BECAUSE YOU ARE VERY MUCH ON YOUR OWN, AS IT HAS BEEN FOR QUITE SOME TIME. And in this Age of Political Correctness, with a State's Attorney who wants to put cops in prison; it may not be a good idea to jump out of a CPD vehicle dressed like you really are an Occupation Military Force. Just an observation-When Fat Head Ed has his press conferences with the other gold star clowns standing behind him, why are only one or two exempts in proper uniform? If the Chief of Detectives thinks that an open collar and zippered sweater is acceptable, she may want to read the uniform G.O. that never seems to have even one question on a promotional exam. Then you will realize why an actual SWAT team is a concept that our command staff cannot comprehend or why the Use of Force policy will still forbid firing at a vehicle which is aimed at the tourists surrounding Buckingham Fountain.

What hostage situations are they going to respond to? There won't be any hostage situations. Think about it. Hostages are only taken in an effort for criminals to protect themselves and escape from...who?.... If Ms. Foxx's bill passes, there won't be any police responding to a hostage situation until an Officer clears the call with the ACLU and/or his personal attorney.

No hostage situation, no need for SWAT. Its the liberal democrat way of thinking, I guess.

Another good example of how this department is a joke. A beautiful city run by biased democrats is no coincidence the police department is in such poor shape. Same goes for the cook county sheriffs department. All is run by democrats in Chicago and what good has come from them? Absolutely nothing productive and especially nothing favorable for taxpayers. There's constant corruption with the politicians, extreme misspending that's leading to bankruptcy and crime continues to soar. And don't forget about the deteriorating infrastructure. Even something as simple as all the weeds you can imagine at the Chicago park districts. This murder mayor rahm emanuel says he's trying to save money by not putting down the appropriate treatments for the grass but why is it that his neighborhood gets the treatments and taxes continue to rise?

The time is coming when Abdullah remembers Chicago is on the map. 2'nd city and all, busiest airport, tallest building, midwest mecca, Lots of Jewish and any other group they decide to hate on any given day is here a-plenty. I'm surprised it hasn't happened yet.

So you get a group of 4 to 6...or 2...or maybe even one with the right skill set, weapons and target. All easily available. Now these wouldn't be college kids who suddenly found God but people who actually know what they are doing, "unlike most of us". How to move and shoot, how to use sights, how to cover each other, maybe even with combat experience. Now what? One guy killed 5 cops and injured 7 in Dallas and it might have been more if they didnt rig up a bomb on a mech-poodle. Could you see one of our Boss's authorizing that? I cant!

Gee it couldn't possibly happen here could it? Traveling thru the airports already scares the shit out of me because security is so poor and you have all kinds of public venues and events that draw people by the thousands. Its 2017 for Christ's sake and were in the middle of a war.

Give 'em their D3, give 'em their ammo and training time, give 'em the fucking cars. When they arent on a job they should be training. And for once act like a real police Dept. instead of a fucking hack/clout outfit. They have been slowly eroding the effectiveness of this unit for years now, when an entire unit signs a to/from I'm inclined to believe the officers. This is a bad time to be plaing CPD with your SWAT unit.

This fucked up City just makes me sick. A couple of weeks ago, there was Ald. Burkie, "the police need the right tools, AR-15's to do the job and protect themselves," and reading this about an essential part of the police department SWAT being fucked with its just crazy. I don't think it's just about having a first watch working, but there are all the other factors. Lack of training, no ammo, vehicles in disrepair, and simple minded merit hacks running the show. Looks like the department is killing the SWAT culture, just like they did to the Detective's culture some 15yrs ago.

I am retired, so I can say what I want, the truth is that we should have SWAT and SORT car coverage on all 3 watches, but this being Chicago, they think that nothing will ever go wrong.we will have a night club shooting with major injuries,we do have HBT incidents and shootings overnight where heavy equipped coppers need to be.The department has cut K9 After 0200 hours. Every department SWAT members have take home cars but not CPD. But just count how many Narcotics people have cars, cone on now, don't say that these cars are paid for by 1505 money. Then pay SWAT part of this 1505 money every time they assist narcotics with a warrant.we piss so much money away but for a big city pitics is going to pay a huge price when this city gets hit. Chicago is a disgrace.give our guys the tools they need. Back when SWAT was called HBT we responded to jobs from home, or came in to get a car but times have changed, these guys have tons of equipment to haul.

What D-3 pay? SWAT operators have always been paid D-1 and they know they have no chance in hell in getting D-3 in the next contract.

swat filed a law suit about use of cell phones on call and pay for overtime when you called in on a scene. Seat believes they should be paid D2 pay for being a member and overtime from when they get the call on their cell phones

Are Merit Bosses having a cleveland steamer tantrum because some flunky patrolman came up a way to streamline the Unit making it more efficient and effective? The alleged penalty seems excessive and counter productive, something a thoughtless Merit Hack would be allowed do. Or is it just more of Tenderizing the Unit as not to be so intimidating? Seems plausible either way.
The Right Man for the Right Time™ had to be in agreement with Rahm for this inane idea to go through.
He's not allowed to run the Department.

SWAT is going the way of the airport...when the shit hits the fan (and it will happen) and minutes count, police are hours away.

has more to do with the directive saying that when you come to work or go home, whether in a take home or your personal car, you cannot stop for any personal reason. You have to go straight to work or straight home, in your own car on your own time, unload your gear so it doesn't get stolen.

How about deploying out in the field and responding to men with gun calls, or shots fired or robbery in progress jobs. If a SWAT job comes in then mobilize from your area of assignmnet. If a SWAT job requires additional response and equipment then notify the rest of the guys on call. They can all have properly equipped cars parked in the police facility nearest to their home and drive there to get it. The car and the equipment will be secure in the police lot and there is less risk of theft of their sensitive equipment.

I've had three days training in the last five months. Made sure I forwarded all the info to various news sources. Urged them to compare our SWAT Team to other major cities. Not our fault when we fuck up. Go and ask for Subject Matter Experts from all over the country to evaluate how bad we are. Training was never really a priority with this regime. It's all about the overtime. We should be part of Special Events. Not SWAT. The best Sgt was so disgusted with how bad things were, he just left for a district.

The bottom line is that SWAT is a necessity. So lets put aside the bitterness of what one unit gets (or super petty stuff like what they wear) that we might not get as a blue shirt or wherever you are in the dept. And the flip side of "if you dont like it quit" is that if you think it is so great and want it, workout, become efficient with your weapon, get your shit together and seek it out. Grow up, other people get things in life that you do not. That is life. Quit whining about it and better your own situation.

There absolutely should be take home cars for the purpose of rapidly responding to a situation. There should also be a way to secure equipment in the vehicle (during transport and calls, NOT overnight storage in the vehicle parked outside your home). Anything outside of personal weapons and protection gear like vests helmets etc should probably be centrally located in a heavy weapons and specialty gear vehicle that is manned 24/7 as someone mentioned before. You should be technically on the clock the minute you enter the vehicle to respond to a situation to be covered for any liability associated with responding. There should be enough vehicles made available so nobody is responding to an emergency situation in their personal cars. Maybe rotating take home cars to those SWAT officers that will be on an "on call" list (who should receive some sort of compensation for being on call). But... it is the citys gas, and the citys maintenance so using it for personal errands is a no no as there is also a liability issue anytime you put someone in a dept vehicle.

Swat should never be looked at as a "if" we need them unit but rather a "when" we need them. The time will come when a situation on a large scale will show that we are either prepared or unprepared. Which one would you rather have when your family is downtown?

The operational guys , not operators sorry to burst your collective bubbles, are not very good, even at basic entry level breaching and clearing. Send them to the watch or cross train a few to work with county hbt to handle city matters. Who remembers a few years back when they went to a swat competition and came in 31st place out of 32 teams? And the 32nd team had an injury and pulled all their guys.

Even if you have a midnight shift on SWAT, you will still need to conduct a call out from people at home. Also when will the midnight SWAT Team train? We barely get one training day a month. Media that's called a hint. The goofs in charge of SWAT don't care because they sit on the command bus. All the Sgts have take home cars but they are useless and inexperienced but because they were in the military they think they know there doing. That is why once I leave I don't care what happens. I will not be using my own vehicle to travel to jobs.

When I get to Homan, I'll walk up to the 3rd floor, open up my locker and get my gear. Ill then wait for a ride to the HBT location. If there's no cars available, I'll take off my gear and take a nap. I almost forgot about my department issued rifle. We are not allowed to store weapons in our lockers. So I guess they will be on the trucks. Frank and Eddie. You know the trucks that break down all the time. That's a hint to the media to check out the maintenance records of Frank, Eddie, Bearcat and MRAP. Keep filing under the freedom of information and ask the tough questions like how well is the Chicago Police SWAT trained? Compared to other cities? How's the SWAT equipment. SWAT training? Lots of material for real investigative journalists.

All that bumping on these shitty Chicago streets not to mention very little training time has probably screwed up my zero. Hope I don't miss and hit the Hostage. Media that's another hint.

Swat is a unit that responds to HBT and other instances, where a team with heavy weapons is necessary. So the city believes that they do are not important enough to have take home cars to respond to a situation quickly. Yet, narcotics unit 189 has take home cars? The Dept has always played games with the SWAT Team. From the early days when it was HBT to now. The Chicago Police Department has always been behind the times and unfortunately that also means our SWAT is way behind the curve. Let's put it this way, other SWAT teams are in the major leagues while CPD SWAT team is in the little leagues. The blame has always rested and rests with the CO of the unit to include Bossey, Marianovich, Joyce and and now Lamb. The chain of command should also be blamed but these particular COs worried more about being promoted then caring about the team. The only true advocate SWAT had was Ray Hamilton. Go ahead and make fun. But Lamb and Hroma have completely destroyed the team's effectiveness, operational readiness and morale. They care more about the next rank. The citizens of Chicago should demand better.

And by the way, I am a great litigator that will make you're SWAT Bosses and Corpation Counsel look like the amateurs that they are. Doesn't SWAT have a weapons vehicle? Where gear is stored? This vehicle should be manned by two SWAT personnel 24/7 and respond to any incident where other members can respond directly to location and have gear on scene ready to go. The "on call" SWAT members should have a squad car to expedite their travel time to the scene. Maybe two cars north two cars south and one supervisor north one south. So that six cars and a truck. Rotate the squads among "On call members."

Kind of reminds me of a TV show that I used to watch growing up in the 70's.

I attended a week long crisis negotiation course in Elmhurst back in March. It was hosted and taught by the FBI. There were departments from all over the burbs in attendance. There was a CPD SWAT Sgt in the class. He was very arrogant and spoke almost entirely in a negative way about the members of his own team, CPD patrol Officers, and CPD command. I don't recall his name, but you would think he invented Police work.

Anyway, he was a very poor reflection of the Chicago Police Department. Again, don't remember his name, but he kept referring to himself in the third person and or by a strange nick name.

I found it hard to respect him even though he has seen several critical incidents.

When you buy car insurance, you'll be asked what you intend to use the vehicle for.

Most of us can simply say personal use and that will cover you for domestic and social purposes.

Many policies will also include commuting under this definition - check your terms and conditions to be sure, and be careful if you're lift sharing.

If you use your car for your job - for anything other than driving to a single place of work - then you almost certainly need business car insurance.

Otherwise, you risk finding yourself without cover when you need to make a claim.

This is true talked to the State Farm agent told me no coverage for work use and they are cracking down. Also if your involved in an accident when you give statement to insurance on recorded line they ask if you were talking or texting while driving you lie it's a problem as they can subpoena records!

For those speaking of 3 shifts so there is coverage - that sounds like a simple solution - but I know the team doesn't have the man power for that. Even if you did, it would be a skeleton crew so you would need to call out rest of team and once again there are no vehicles. How bout the city just equips the team so they can do there job.
They used to be one of the best, highly trained teams in the country. When they enter tactical and shooting competitions across the country I know they usually win. They used to get some of the best training in the world, including specialized training with Delta, SF and the Navy Seals. The 15,000 per year stipend isn't enough for these guys - it should be sgts pay that is pensionable! They are the most elite team in the department and should be treated as such.

Our SWAT equipment trucks are a joke, the war room midnight crew never starts them or even checks the equipment, the day guys take the trucks in fir service but the garage at 5 1st. Street jags them around. The MRAP should be serviced at North and Troop but the guys at 51st. Think they can fix it. The Command vans and light truck are a disaster because when the Greek Sgt.with the long name had to retired nobody had the clout and friends he had to get them fixed plus he knew how to fix things himself. This job runs backwards and doesn't do the right thing ever. OS. GEORGES did more for SWAT then any other boss, please have your facts before you post. Oh, and if I were the boss I sure would keep an eye on the Midnight war room 3 musketeers if and when there are even 2 there like they are supposed to be. No bodies to get the trucks to the job, right Frank.

CPD SWAT should wear democratic urban camoflauge. A ghillie suit comprised of empty cheeto bags, grape cigarillo wrappers, used condone, and clumps of weave would make them perfectly suited for operations in the Chicago environment!!!!

I kid, I kid. However, the green uniforms are a dumb idea. There is no need, they are not engaged in jungle warfare and seeking a tactical advantage. That being said- for the things that they do, the standard blue uniforms don't make much sense either. The best choice in my opinion would be the black CPD BDUs. The fit, and more rugged material make that uniform more conducive to their mission than the standard CPD uniform.

As for the take-home cars? They should absolutely have them. But unfortunately, there is a way things should be done, and a proper way to effect change. This current generation feels that a lawsuit will fix everything, and they just bent themselves over and put it in their own butts. Enjoy your feeling of legal superiority, that likely just cost you a lot of things that you used to enjoy about the unit.

Undeniably most "specialized" units in CPD are hiding spots for the clouted, who never came on the job to do work. SWAT however, is a much needed unit and ought to be funded and maintained properly. Training ought to be provided to its members each working day. The public's safety demands it.

Actually the green uniforms are a tactical advantage for the SWAT officers as you see less of a shadow figure at night than wearing all black. It has been tested and proven, so any tactical advantage as police officers we can get while serving a warrant or hostage rescue at night is a plus in my books. Secondly SWAT usually doesn't hit a house right away during a HBT incident so if you're standing out there in 90 degree weather wearing all black it drains you. You would want these officers in the best condition (mentally/physically) possible when they enter the house to make the right decision. Standing out in the hot summer with all the gear and wearing all black put unnecessary stress on these guys. If you look at all major city SWAT teams they all have take home cars at the bare minimum. This is SWAT industry standards and of course CPD is all about going beyond the standard right? Give them the gear they need to do their job PERIOD. And if any of you don't like the way SWAT Is being handle or can do better please by all means sign up for the selection process and pass it with your own merit then talk. CPD has relied to heavily on luck and not skills. When the crap hits the fan and it will this city is going to reap what it sow.

What are they for you ask??? Summer mobile!! Now mind you, these aren't Taurus' or Explorers. They are various types on Nissans. And who's going to drive these you ask?? The P.O.'s detailed to summer mobile. They have no emergency equipment, no CPD markings and out of state plates. Please tell me how that is going to work out???? I smell a disaster.

I think a check with the accreditation agency is in order. Since we are so interested in getting accredited, there have requirements for all aspects of the department, that's why the standardization to 9mm and why everyone's shitting about our lock-ups being below standard. I'm sure there's something about a SWAT type unit.

I am not so sure you want the cluster fuck that ISP brings to the scene. First off they all look like "operators" in their oakleys and beards, that and the whole team has 3% body fat between them. Had the opportunity to be on hand for room clearing and breaching at a west suburban area section 8 facility. They were playing fast and loose and overcharging each door because they were fucking off. Next thing you know,, they lit off one of the units. Burned it straight to the ground.

It was hilarious watching those clowns toss shit in their cars and beat feet out of there. Funniest thing I ever saw! Bunch of idiots.

I'm an officer from a southside district that has military and combat experience. I have used SWAT on a number of occasions and couldn't speak higher of their skills and professionalism.

I find it comical that you have a few haters, mostly people that seem to be very jealous about 1 mistake that happened. Every elite unit I've dealt with in the military has made a few errors - you learn, adapt and move on.

SWAT - stay the course, maintain your readiness - the negative comments are from folks that could not walk in your boots for a mile. For you negative jaded officers - were on the same team - your hating on a group that would have your back in a second out in the field. If your truly upset that you couldn't make the team - just man up and ask for help! The guys I met always offered their assistance!

Then someone came up with the idea of leaving TRU & MSF in the black BDU for extended periods. Guess who made boo-boo face? After an extended pout the green suit was born. It was once again safe to cruise the Viagra Triangle and ignore fellow officers in restaurants all the time confident your elite status was known by everyone.

AK is,a total flake, he was on a leave, came back to get made Sgt. Then left again to work for some Blackwater type place in the middle east.
