Memorial Day OT

This isn't really a "big" holiday coming up, yet the Department is offering OT to everyone who has a regular day off Memorial Day weekend. They're even calling people on furlough and saying you can work all of your days off if you like.

If they don't get enough volunteers, the Department is going to go by reverse seniority to cancel days off - which leads to a few interesting questions:
  • PPO's can't volunteer for the OT initiative - but can their days off be canceled or "adjusted" in the middle of a police period to screw them?
  • PO's with under four (or is it five?) years do not get Duty Availability (thanks Dean Angelo for screwing the youngsters). So can the Department cancel their days off using reverse seniority? They aren't available contractually. Do they pick the guy/gal with 5 years? We'd imagine that would make for an interesting grievance should the projected numbers be adequate.
And not that it's in effect at the moment, but can you imagine the Automated Timekeeping trying to keep up with this rolling disaster next year?

They've been reading off in roll call that all elective time due shall require a to-from to the area deputy. I've never heard of that one for Memorial Day weekend. But it's all legit, CPD is fully staffed. What a fucking joke this city and department is. Rahm could care less about the safety of Chi-towns coppers and its citizens. Strap it down, it's gonna be a long summer.

Overtime is being offered in 010 EVERYDAY for the summer. Of course the watch commander says that if you do volunteer, you better come in with numbers or else he knows how to "circumvent the contract" so that he can pick and choose who works it.

Just plan on working one of your RDO's that weekend.

The Dept is coming up with some arbitrary number for each day.
Friday, they need (let’s say) 22 Officers in that DOG. However, there are only 12, including officers on Furlough, Medical IOD. That leaves 10 short of the Dept’s number, so reverse seniority happens. This means every officer in that DOG works.

They have already told officers with 15, 18, 20, and 25 years on that they are working. 25 years on, and you’re getting your DOG canceled because of “Reverse Seniority”? The most senior Officer is getting is Day Off canceled.

But the Department says “We have enough Manpower” and there’s “13,000” Cops on the job.

duty avaialbity 42 months. has no bearing on the clause in fhe contract about canceling days off. Once you are off probation 18 months the full weight of the contract applies. Stop the blame game and learn your facts

cars... the department has the right to assign as needed... no cars...walk..

While a PPO we worked the IACP detail. We worked something like 12 days straight most days were 14-17 hour days. Nothing like building all that time on the books as a PPO

December 2014 was the cutoff for duty availability. So POs with less than 2 years got screwed out of it.

PPO's are at the will of the Dept. While they are on probation the Dept can utilize them any way it chooses.

PO's with under 5 yrs of service can be used for reverse seniority. The Duty Availability check (that's all Dean took away from them) has nothing to do with the use of those officers for any event or ot.
Duty Availability as spelled out by the contract is a pay allowance only and has nothing to do with Actual Officer availability for duty.

People have put there names in the book to get off this weekend and have been approved..so the question is.. If we are so short why are we approving time off? So in other words, if you put in for time off and get it your off and I have an RDO and get called into work? How the fuck does Time off supercede an RDO? can anyone explain that one? To be clear, it's not everyone 5 years and under who don't get duty availability. It's only people who got hired after January 1st, 2015.

duty availability should have never been in any contract for anyone to include supervisors( I was one). Extra pay should be based on your watch, with more pay going to night work. At one time I was an advocate for more pay for faster districts, but now that just about the entire city is a crap hole that would not be feasible or fair;. The entire pay system should be restructured .

Tell him to QUIT now. Sounds like a snowflake that can't handle the real world.
He will save himself a lot of future grief.

As for everyone else that is crying like snowflakes, they CAN cancel your day(s) off for any reason they choose. They just have to do it according to the contract. If the department doesn't follow the contract then it's incumbent upon the effected officer(s) to grieve it.
The city is always going to push the contract, it's a numbers game. If they only win 1% of all grievences filled they are still ahead of the game.

I suggest he or she go into work like his employer is requesting. If they're this upset about missing their first Memorial Day on the job due to work, I'd suggest finding another career. I'm not thrilled about it either, but you may want to let them know that the police department doesn't shut down on holidays. Also, you're suggesting they talk to an attorney about a cancelled RDO? This post has to be a troll, otherwise tell them to just quit now, there are too many entitled cry babies around here already.

Memorial Day is not an emergency it happens every year. Why should elective time off be denied. Where is FOP on this one. If the Department is mismanaged it is not the Patrolman's fault.

A member whose regular day off coincides with an established holiday and who is required to work a regular tour of duty (eight hours) on the holiday will be credited with four hours of pay and twenty hours of compensatory time.
d. Agreement members whose regular day off coincides with an established holiday will not be allowed to voluntarily work the holiday.

Retired guy here- when I wanted a day off and they wouldn't give it to me, I would put in a par form and request the day without pay. Their shorts would get in a bunch over that one, but I was never refused

Recruits are "at will employees". They have no rights except to work or get fired. Try saying no to your HRI and watch what happens.

Duty availability has to do with working all three shifts like when we rotated. It was a benefit that was kept even after the shift rotation ended. It doesn't mean your day off can't be cancelled or that you can't be called in even as a PPO. Read contract once and a while.

Recruits are "at will" employees. The Dept can assign them to wherever they like whenever they like.
It is doubtful they will work anything more than a parade though.

One of the things no one mentions about our pensions is the return on investments. Those returns are low. Look at bank savings accounts....they pay less than 1% interest.

If and when the economy returns to robust fashion, and returns on investments go up, our pension fund should be in better shape. We'll see.

Yes it's easy. After you come in with nothing while getting paid around 53/hour. He doesn't offer you the opportunity to come in and work. There are a number of ways to work around you and plenty of other officers that will work their rdo for time and a half while giving a few parkers. Why should you or anyone be rewarded for doing nothing while making that kind of money? You are not answering jobs, running around all day dealing with anything. You're there simply to deter crime and that involves street stops, vehicle stops etc.

Take the time and bank it. At this rate, when you retire you will get three payout checks totaling in the 100,000 range. Even better, if you make rank, those PPO hours are now worth sergeant money. Better than the stock market!

If they are offering overtime it has to go by seniority. Maybe that would have worked in whatever cake ass unit he was in before, where people would be afraid of getting dumped for grieving, but it's not gonna happen in district.

Pension fund is limited to what they can invest in and the amount they can invest in in certain sections. They higher the risk the higher the returns but they can't take the risks because they need a reserve to pay the monthly pension checks. They can't afford to take a hit on a huge market drop because the checks still get issued each month

According to the Rauner/Emanuel/Madigan circle jerk master plan...

Once the State of Illinois and City of Chicago begin bankruptcy proceedings, public pension benefits will be significantly reduced. Only then will the CPD pension fund be in better shape.

All they ask for is a little more time to not pass two more state budgets.

They're really close.

To the poster who does not think the teachers fund is not a ponzi scheme. Look up the definition of a ponzi scheme. It basically states that old investors ( retirees) are being paid from the proceeds of new investors ( those now working) rather than the income from the investment vehicle. Now look at the out flow of funds from the teachers fund and the lack of income from investments. Our pension fund is basically the same, those now working are paying for the retirees not from the income of the fund. Just look up the definition.
