Hey Ed Burke?

Remember that "support" we were getting from Burke and some other aldercreatures about rifle training? A commentator brings up a good point:
  • This fucked up City just makes me sick. A couple of weeks ago, there was Ald. Burkie, "the police need the right tools, AR-15's to do the job and protect themselves," and reading this about an essential part of the police department SWAT being fucked with its just crazy. I don't think it's just about having a first watch working, but there are all the other factors. Lack of training, no ammo, vehicles in disrepair, and simple minded merit hacks running the show. Looks like the department is killing the SWAT culture, just like they did to the Detective's culture some 15yrs ago.
And now we're on the verge of some truly bizarre SWAT restructuring that will do nothing to enhance the readiness of the unit and in fact, would seem to degrade it on numerous levels. Sometimes the solutions are staring you right in the face, yet no one does anything about it:
  • Ok, just so I understand this.
Swat is a unit that responds to HBT and other instances, where a team with heavy weapons is necessary. So the city believes that they do are not important enough to have take home cars to respond to a situation quickly. Yet, narcotics unit 189 has take home cars? Why does narcotics need take home cars? Will they be responding to a drug deal in progress from home?

    Police department is ass backwards
We don't know how many years ago it was pointed out by our readers that certain people at 35th Street from the Finance Division of all places, had take home cars. Why? We think the funny comment that followed was wondering if there was an emergency overtime check to be cut, would the people from Finance rush into the write it?

We can't think of a single reason that anyone from Narcotics should be getting a take home car. Do you really want some jagoff from the south side following the "buy" car to your house? And is there going to be an "emergency" buy" on the west side that would necessitate some form of call-out? And don't argue that it's paid for with 1505 funds - it's a wonder that there aren't a hundred people in jail over the way that money is acquired, (not) accounted for and spent.

Chronic mismanagement is like a resistant strain of disease around here.

UPDATE: Looks like Fox32 has joined in the "Steal stories from the Blog" movement. That'll be $100 to the Chaplain's Fund.

UPDATE: We had forgotten about IAD confidential having take-home cars. Again, why? If they're conducting a surveillance on someone, that car should be a covert and stored somewhere like 51st Street. Has anyone ever heard of an "emergency call out" for IAD? If they get called out off-hours, it's for a shooting, and in that case, the "immediacy" part is long over by the time IAD even gets called.

Mismanagement implies honest intent degraded by incompetent choices.

While incompetence abounds, the absence of honest intent and the presence of sincerely dishonest intent is the true nature of the stench so prevelant in the atmosphere choking the entirety of Crook County, shitty city of Chicago inclusive.

Whatever you do, please don't mess with the sons of anarchy in gang investigations. God forbid they ever have to produce something to justify their take home vehicles. Vehicles, which have been spotted in sister lakes, powers lake, and lake Geneva from what I have heard. Last I checked the order says they need to be parked in front of your house legally while on vacation or parked at the black site.

I agree with this post SC
By chance can we add the fact that all the cheaters on the Lt test are very quiet and low key.
Gene Williams or a Noble liar must have told them to shut the fuck up because they talk too damn much.
Who's idea was it to restructure SWAT? Give me a fucking break. I can think of a thousand other got darn things they can restructure rather than SWAT. How about start with that lazy, good for nothing ass gang team out of 61 Racine. That whole unit needs to be disbanded. Take the good officer and make them gang Intel and send the rest of the lazy ass pricks back to their respective units. All they do is drop slips and take off every rip they get. Half of them don't even know what a gang member is and if they do then they don't know how to strategically deal with them low life bastards.

This has nothing to do with the practicality or life-saving potential of SWAT. Like them or not, this is purely to punish those officers, but the ones who will actually suffer are the taxpayers. The powers that be couldn't care less about what happens to the citizens of the city. What they've done to the rest of the department should make that abundantly clear.

And lets not forget little Ronnie Luberman and how he spent those funds.

SWAT should have take home cars. Or at least rotate in some fashion when they are literally "on call" during their days off. Aboit your other comment about narcotics. I'm not even in 189 first off. But if every person who works out of homan square left their convert car there, where would anyone park? By Taco Bell at homan/Roosevelt? Officer safety would be an issue for all those coverts that are left in plain sight. Clearly some stand out anyway but dude doesn't have a picture of the plate beforehand. My simple point is we have to stop pointing fingers at each other and point towards the exempts or Below that are fucking ruining this dept. God bless the blue. Stay safe

The purpose of the take home cars is because they don't work a regular watch. And the CPD's seizure money is the most tightly controlled and outside audited in the country. For decades we've not spent money that we could have because we're so stingy - oops, cautious - with it. That goes back to a car rental scandal in the '80s. The jagoff aldermen - especially that senile fuck, Burke - have been trying to get their hands on it for years.

Half of the clouted bosses who have no idea what the price of gas is these days could be in for a shock. These people are willing to compromise their integrity over a material perk. What else can we expect them to do when under any real assignment?

BTW...I got pulled over by SWAT for going through a Late Redlight going home one night. They were set to cover the north side, and were bored. Glean from that what you can...

That would mean they would have to go back to their district. Not gonna happen. With the carnage already at an all time high and summer coming there's bound to be some sort of barricade hostage incident in the near future with no one to respond but beat cars. Then when the media finally picks up the story that we don have SWAT team to respond and ask why. Why because we have merit hacks on this job all involved in shit they don't know anything about on a daily basis I see a huge lawsuit coming for the city about being unable to provide safety I know some guys are gonna say well they think they are special they don't need this they don't need that. But I disagree because how many regular people on the watch can shoot as accurately as these guys from far away distances and have all the training that they have. Fat head Eddie and what other hacks who has it in for Swat needs to let this testosterone battle go. This city This summer needs a damn Swat team. Not I don't work there not married to someone who works there Just someone who works in the ghetto and see it's gonna be real bad real soon. Stay safe out there guys

Good points, SCC. Why stop there? Why does the D division have take home cars? They can go to the area and pick up a car. It doesn't make sense to me. How many times have we been waiting for dics to arrive for hours or have been told to wait for the next shift and hours later they come. When I was working I had court all the time but I had to go in a district to grab a car if I wanted one. Fact: most swat jobs are resolved before swat arrives. Fact: out of all the shootings I've been to, 10-1s and emergencies, I have yet to say "wow, thank god swat was notified." It's always been blue shirts on the watch, tact, O6 and yes, even narcotics burning their coverts. Not to say they wouldn't but they just aren't close so cars don't matter anyways In that instance

I know I'm going to get scolded for it but we are our own worst enemy. Even SCC fell for the old divide and conquer. City fucks swat, lets defend them while calling out coppers for shit they have nothing to do with. How about talk about the cars promised per a ridiculous contract? I'm not saying swat is useless. The true use for them in the capacity of achieving fire superiority or heavy ballistic armor and hostage rescue is few and far between. Also not saying to gut them but some of their guys have take home cars already and they need more. To elevate them like they are deserving of being given anything they demand because they're all special forces. Well, that's ridiculous and a joke.

I think we all know the procedures and I won't explain for officer safety but the chances of following are decreased. If they do, they know they're a copper, which is just the same as driving your civilian car. Secondly, enforcement is all M plates and there are early morning call outs, roll calls in various places, etc. third, the Feds seize and sell cars and other assets all the time. What's wrong with seizing a dope boys car LEGALLY and repurposing it? How about we do that and give them to swat. Maybe people will stop crying? Or we can just follow coppers around and trash them on the blog instead of fighting collectively.

What really makes me angry is that officers complain about other officers! This completely causes separation within our department. Makes the media happy! Takes away from cheating scandals! That issue should be number one complaint within our department. I've worked places where I was issued a take home car and places where I've driven my personal car to work! However, the cheating scandal affects each and every one of us on the police department. These silly complaints take focus off of the big issue, which is meritorious promotions given to several people several times! Now, there aren't many bosses that have one iota on how to be a boss! Pick your fights wisely! Quit letting the media, blogs, and supervisors to rattle you and cause further divisiveness amongst us! Swat should be issued take home cars, in my opinion, and that's all it is, My opinion! I have never worked in swat but have been at numerous situations where they've been on scene and I appreciate what their unit does. Please, don't allow this silly bickering to distract from the fact that there are too many meritorious promotions of non deserving people. Just a regular PO!

It's true, this department is so ass backwards it makes your head spin. The department always had goofs, but there was good bosses that would offset the goofs. Now, we have many more bosses that are goofs, and only a couple of good bosses, so the offsetting has little or no effect. On the subject of SWAT, an essential part of this department in a tactical sense is being neutered. When shit really hits the fan, they are the tip of the spear and one of the main supporting units of the Department with the use of heavy weapons. You name it, they support the Bomb Squad, Detective Division, Patrol Division, and many more units. As was stated, SWAT is a culture within a culture, and just like the Detective Division; the merit hacks are on a mission to destroy the culture. Just a thought, on this job a lot of coppers just don't give a shit about becoming proficient with their firearm. On the other end of the spectrum you have SWAT coppers who want to be proficient in the use of weapons, which include heavy weapons. They train to shoot MOA or SUB/MOA groups at 100/200 yards with a high-powered rifle. That takes patience, control of your breathing/heart, trigger control, and a mind set to deliver a projectile with pinpoint long range precision. This is a learned SKILL and it requires practice to maintain a high level of proficiency. You have to maintain not only your shooting ability, but the weapon you are assigned. Making sure the weapon you are assigned is zeroed, cleaned and functioning at hundred percent; that you have the proper ammo that will give the best accuracy and confidence if called upon to make that shot without hitting an innocent person. When and if they are called upon, all these factors come into play and the added pressure from Department Merit Hacks is not helping. The PO's talking BS is just that, BS. Think about being behind a high powered rifle during an incident and everything is depending on you making a shot that could possibly save one of you or another. The pressure and responsibility would be unimaginable, coupled with the Department hindering SWAT'S training, maintaining of equipment, and now taking away vehicles. As I see it, the Merit fools are just putting more stress on personnel like SWAT and creating a perfect storm by their ignorance.

SWAT is viewed by the our brass, which possesses very little street experience, as a necessary evil. This view is shared by the sheep who keep voting in Rahm, Prickwrinkle, and all the other useless politicians. They all want to bury their heads in the sand and click their heels together and pretend and wish that there is no evil out there and that terrorist attacks will never happen here. They already turn a blind eye to the massive criminal elements that create the bulk of SWAT call outs. With this anti police and anti SWAT culture, the department will never properly fund or properly use the existing funding to equip the SWAT team with basic necessities. SWAT was wearing expired armor for over a year, their rifles have exceeded the recommended round counts by over 4 times. Ask how many rifles become completely inoperable last year? I'm guessing that is why the department failed to order ammo for the team to train with, if you don't fire the weapons then no wear and tear. But if a member of SWAT takes a shot and misses, will the department be held accountable for cancelling all training and not providing training ammo? If this situation arises the lawyers will look at industry standards and see how horribly the team is equipped and managed. The only police officers on the department that are subject to being called out 24/7 and no take home emergency vehicles? The few that they have are junkers with no way to secure gear. Imagine your child being held hostage, do you want the people responding to have to gather all their gear and weapons and load up the family car then drive while obeying every traffic law to the scene? Now imagine this same scenario only with the pulse nightclub. Now add in the fact that CPD won't allow SWAT to use explosive breaching like they needed to do for the pulse nightclub. How many people would be dead if that happened here. The only thing that would have stopped the killing would be if the terrorist ran out of ammo. Wishing that an attack won't happen is not a strategy, neither is not equipping the individuals who are tasked to handle these attacks. Now keep in mind that every unit in special functions, K9, bomb techs (sgts pay), mounted, marine, helicopter, all get paid extra for special skills and knowledge. None of these units are subject to call outs. But SWAT doesn't get extra pay for being available 24/7, and they don't possesses special skills and knowledge? I hope the department actually decides to pursue their usual flawed course of action and punish the members of the SWAT team instead of doing what is right and makes common sense. Then they will have to see how they can function without a SWAT team. The city and department has been lucky so far, but it can't last. Eventually they will pay the price in lives, don't wish it doesn't happen to your family because that strategy is already in use by the Chicago police department.

Restructuring true. Apperently the City wants to make an example out of SWAT to deter an more "units" from getting the idea to file a lawsuit.
SWAT will win the lawsuit no doubt which the City will have to pay out. BUT---then the Department is planning to royally screw with the SWAT Team:

•Chicago 3rd largest City will have a "part time" SWAT team.

•expanding Detail unit will cover all sporting and events. No more OT for SWAT.

•Disband and members bounced to all different Districts & watches throughout the City (But at least you will have several SWAT trained officers working at the same time on ALL watches. More than one or two SORT cars)

•Back in blue uniforms

•Order is being worked on stating SWAT Equiptment will be kept inside a "special Locker" authorized by Captain of whatever District they land at. They will keep all equiptment there, not bring it home. If something happens officer will pick up equiptment and respond. OT slip will be signed.

Some clouted bosses at SWAT will keep there spots and be the administrator of the "part time unit" and some will get bounced back to districts. The City sold this as "more highly trained" men working the beat ALL over the city, aka MANPOWER. I hope you guys get a nice check from this. It's a shame.

What about all the new cars the troops are suppose to get? Every time a new one comes into 019 the XO takes it or the supervisor take it and the troops get the shit car. XO has a marked take home car. And let's not start on parking for cubs games, or rather lack of, unless you have downtown call up and say let this guy park for the season even though he isnt the police.

I can understand commanders and COs of FIELD units. Yes the airports are field units. No Forensics/ETs bosses are not in need of take home cars. Or Special Functions COs except SWAT. But paper shufflers, academy boss(es), all of those clowns should be happy to be making exempt pay or working inside.

You mushmouths crack me up.

Some people communicate clearly like adults, and raise valid concerns that should be addressed.

Others just spew venom based "on what I heard" or what they think, without actually knowing. It's easy to tell the difference between someone who has been around the block and is trying to make a positive change in the deperrment, and someone who has always had a reason to not do any work their entire career, but then walks around bitter because they never got to move around in the department.
That guy seriously can't see the difference between a dedicated trained SWAT team, and a handful of coppers on the watch who are M4 qualified? Ok, how many coppers do you know on the watch who shoot their HANDGUN more often than the yearly 30 round qual? Ok, now how many do you know that hit the range outside of the yearly qualification with their RIFLE? In a pinch, an untrained copper with a long gun may or may not make a difference- but please don't try to equate a few random coppers with long guns could step into a situation and handle it as well as a group that is dedicated and trained to responding as a single unit.

And why would SWAT or Gang Intel want you when you likely can't even pass the power test, or don't even know the main gang players/conflicts in your district? The same guys bitching about never going to a unit, are the same guys who have said their whole career "fuck that! 1st and 16th, because.....(Daley is an asshole, because Obama, because our contract, because they took away our uniform baseball hats), some people have always have had a reason to lay down, and then blame the reason they never went anywhere on them "not having a call." The department needs all kinds- and that's what makes it great. But despite how much of a supercop you may think you are, not everyone is meant to do everything. I know I'm not a SWAT guy, and Gangs doesn't appeal to me. So I pursued other avenues and used the talents I had to land where I feel I can contribute.

SWAT is ineffective simply because you haven't known them to "take the shot?"
Gangs is ineffective simply because you aren't aware of exactly what cases they work on?

As others stated earlier- how about we try to remember that we are all on the same side, and we are much stronger when we are pulling in the same direction.

"And don't argue that it's paid for with 1505 funds - it's a wonder that there aren't a hundred people in jail over the way that money is acquired, (not) accounted for and spent."

Thank you for that blunt honesty. It is that very honesty that has some of out here trying so hard to grow support for our nation's LEOs.

****

I find this incredibly sad. We are blasting honest officers who have done nothing wrong and an ignorant civilian who doesn't understand the process now sees SCC as a force combatting corrupt CPD officers. I never had a take home car, I have done a shit load of dope arrests, including the impoundment of vehicles and the seizure of large sums of money subsequent to a positive money Sniff by a certified/qualified CPD K9. The arrestees are all given inventories and have the opportunity to fight for their money back. I've rarely been to court for it. I'm assuming it was deposited in city funds and channeled to CPD covert assets. I don't feel one iota of guilt nor do I feel this practice is unethical, illegal or morally corrupt. Anyone working with the Feds knows they give two shits about dope, they want money and assets because it is reinvested into further counter drug missions.

Make disparaging comments about "one-baggers," etc. guess what? Even small amounts of weed have led to people rolling on shooters and dope boys higher up in the food chain. People get killed over dope and, yes, even weed. Again, nothing dishonest, illegal or corrupt about the work cops at homan do, nor do I think we should be slamming fellow officers like that. If so, express those feelings every time you talk to them in person. I was shocked to read SCC with this post - really divisive, misleading and unhelpful.

Simple answer, 189 has take home cars because it is being paid for 1505 funds. And guess where 1505 comes from? 189, 193, 192, 191 and a little trickle from patrol who chance upon a bulk of cash on their traffic stop. Now, what does swat brings in? Can't think of anything except spend money. All swat do in Homan is block the roadway in order to chit-chat. And besides, most of them are too arrogant to say a simple hi or hello to anyone because they feel that they are better than anybody else.
If you not happy of where you are then go somewhere else. All specialized unit function in a certain way, nobody forced you to join or sign up for it. Before you came to be in a specialized unit, you were asked if you are willing to do certain things and work certain hours during your interview. And guess what, you answered in such a way that you were willing to sell your soul just to get in that specialized unit. Now you're there, you started bitch about everything and wanted more and more. But never got it so in return you filed a lawsuit. If you try to fuck with management then you really get fucked in return. Lesson learned.

But I do agree that swat has to have all the equipment and training necessary for them to do what they are supposed to do when called upon.

"The Airport Commander AND Lt have take home cars. Why the LT?"

— they're Aviation vehicles (they have wings) and if there's a real-real serious major incident after 4pm, it's so they can be there first, open the rifle vault (dual key lock), issue 6 rounds of .223 within 2 magazines, a prospectors Geiger counter and a WWII gas mask, then suit up, head out, set up/tape up perimeters, make sure all aviation security officers are out of sight and well hidden, then wait...and wait...and wait...(squad you have an ETA?) and wait...for SWAT and all other distant help to arrive.
Yeah, SWATers don't need to take equipment & cars home, the bosses have it all covered.
It ain't easy or we'd all be commanders or commissioners.

Not to take anything away from the SWAT issue (they should get treated better), but they've been doing the same thing to the Bomb Squad for years...not only are they woefully understaffed (roughly 35%), but they are suffering many of the same vehicle, equipment and training issues that SWAT is just starting to feel.

This city is not even prepared for "if" and "when" a terrorist attacks happens here again (2010, 2012, etc), the wringing of hands, gnashing of teeth and pointing of fingers will rock HQ and City Hall and no one will be immune to the lawsuits that should ensue for wrongful deaths all because politics and mismanagement rule the department.

gotta rant a bit...this really shows how are department is F'd...sorry for offending any delicate sensibilities.
________

The only police officers on the department that are subject to being called out 24/7 and no take home emergency vehicles?

Now add in the fact that CPD won't allow SWAT to use explosive breaching like they needed to do for the pulse nightclub.

And the always present bitch about what pay scale people make in comparison...

________________

The bomb guys ARE on 24/7 availability because in 99% of cases...there are only TWO, thats right TWO working...guess how may you need in order to work safely, TWO...guess how many jobs they can respond to...ONE. Think about how ISIS et al attacks? multiple locales with many devices...oh and if that scenario happens, they also have NO take home cars and have a lot more gear than SWAT to lug around...Don't know how you feel, but a bomb possibly going off that may kill dozens and cause millions in damage seems a bit more urgent than someone barricaded in a house (don't even think NUKE)...also, they have to train with explosives with NO range to train on...Plus, they have to maintain skills in dozens of areas, which means training on the cheap, like SWAT, with the understanding that training is put on hold, while you rush to handle whatever job, at which you might be exhausted from, let's say, TRAINING! And mistakes usually result in a large BOOM.

Continuing...regarding breaching, which I think we should have...the bomb guys were sent to classes, because they are or should be experts when it comes to bombs, i.e..EXPLOSIVES. Just like Dallas, when the police murderer was taken out by the BOMB SQUAD & their ROBOT, many other agencies have their SWAT and BOMB guys work together. In our case, SWAT did NOT want the bomb guys to do breaching, they wanted to do it or not at all...well they got it...not at all (would never happen anyway, unless like in Dallas as a snap decision, but even then maybe not by these SWAT COs) So now because of hurt feelings and poor management, those skills are going, going gone. Same issue a few years ago when SWAT wanted big robots so the bomb guys wouldn't be sent to HBT jobs, department asked them "why not use the bomb guy's robots?"...You would think you would want to use proficient people with years of experience using a piece of equipment...

Regarding the pay scale...the SWAT guys should get paid more...they are supposed to offer patrol support in areas, say Special Weapons and Tactics, that are not present on street...the fact they are not is not any other unit's fault...I've called for SWAT plenty and appreciate what they do, but it seems like their issues have more to do with their command structure and in very rare cases EGO than anything else.

I could go on but why... In the end...this job is what you make of it. /rant off.

Let me understand this. SWAT is going to 3 watches just like a District. SWAT responds to in progress calls just like a District. SWAT carries long guns just like many qualified guys in a District. Well, Why not the Districts get take home cars? Lets be real, SWAT isn't an earned spot its a phone call

______
Then make a phone call and get there tough guy. Make sure you can pass the shoot, PT test, swim test, heights and confined spaces test, obstacle course, rifle school, and the SWAT school. Do phone calls still happen, hell yes, as long as douchebags like sgt CR wants another merit bump he would corrupt the process in a second and he has. But you still have to pass everything first. So if you think its so easy, man up, and try out. And when you have to go into that house with a guy with a gun who wants to kill you in order to save a hostage, try not to freeze up or shit yourself. Oh yeah and drive your own car to the scene.

Before you rant about something you don't have a clue about. Bomb techs get sgts pay, pensionable. And yes they work 3 shifts, but calls for actual explosive devices are very rare. Also there is a group of bomb techs, who also appear to have been given the answers to the test, that literally do nothing. They will tell you to your face that if there ever is a situation where there is an actual device, they ain't going anywhere near it. There are others that are straight up studs who strap on the suit and move to it without hesitation. You talk about no place for them to train well have them come to the SWAT rifle range.....oh yeah there isn't one. How about the facility where they can practice tactics, located in the same lot as the rifle range. And using bomb techs for explosive breaching, bring it. Only problem is when we have to breach a door it means we are at the entry to a very dangerous situation. You think k the techs who won't approach a device will walk up to a door and attach an explosive charge to it. The door where most SWAT guys get shot at. We tried integrating techs into our training and guess what the same guys who refuse to do their jobs wanted nothing to do with training to go it with SWAT. Cause they ain't never gonna do it. So before you offer a solution do a second of background.

Nobody even challenge this guy on being assigned to a seal team, until one day a guy on the Arson side, asked if he new the dive table times for staying underwater. He then said he was only assigned to workout with a seal unit and didn't know the dive tables because he didn't do any scuba. This guy who saying he was a Seal should be questioned or just request his discharge papers. And one last point, anyone who signs off with Rifle Instructor is a red flag.
