According to current NYPD standards, Escamilla, Davis, Kohnen and any other CPD management who sets quotas should be modified and suspended for 30 days pending separation. While these smartasses refuse to use the word "quotas", it's beyond dispute that they are setting quotas. This must stop. The most severe discipline must be imposed on these loose cannons.

What a fucking loser. I can only imagine how fun it must be to be a Sgt. under this fucking gelding's command. Does he give his good little patrolmen lollipops as a reward? Now all we need is a district that is comprised of a certain demograghic to leak a quota like 007, 015, 011, etc. and the ACLU will really go bonkers. 010 has its own little Somalia patch and it wouldn't surprise me if they had a quota for that particular area. Did it ever occur to these mental midgets, that run this department, that this could fuck over gang and tac in 016, later down the road if they got put under the microscope for pulling over a preponderance of citizens matching that sacred demograghic? If this Lt.'s pension is secure, he should retire before he embarrasses himself and the department any further. If his pension is secure, then why does he give a fuck in the first place? Like I said at the beginning, what a fucking loser.

This one was from January and was the fearless leading LT's Kohnens 1st letter to his sergeants. The department spokes person Anthony Guglielmi stated to the press "This is a single communication between a lieutenant and his patrol shift" That's bullshit there have been more and the one that hit the news was the second time just this year. Both can be tracked because this fool distributed them via department email and sent to his sergeants. But there's no quotas in CPD. Lets see what the media does with this one?

Please note that he has not mention anything about quotas in his To/From. I am by no means defending him or even agreeing with him. He is asking his Line Supervisors to review, meet, discuss and document. He wants them to build a paper trail on a officer. If and when this meeting does occur. MAKE SURE YOU HAVE YOUR FOP REPRESENATIVE IS THERE. CYA.

Seems kinda harsh calling out a guy with 525 pieces in 150 days. If I was this officer I wouldn't do a thing anymore. This guy is a terrible supervisor for calling all these guys out like this but especially on this guy who seems to bring in activity. Also just cause you're a supervisor doesn't mean that you're not the police anymore get your own activity. The old saying you want something done do it yourself. Or shut up

Here is something that headquarters will never understand. The activity obtained during the pre ISR Era can not be compared to activity obtained post ISR Era. After the implementation of the ISR and Body cameras you can only compare activity after two years of using the body cameras and ISRs. This is a new Era of policing. Terry vs Ohio is 50 years old. It's taken us that long to police as the rest of the country does. One thing to note why doesn't the department use case reports as a measured statistic. Your giving someone a service. Your doing your job. A beat car on the watch will have radio assignments requiring documentation. Often you go from one assignment to the next. Tactical and discretionary personnel are held down on missions and obtain activity. Two types of personnel with specific roles. Can't expect the same results from both.

All joking aside, this is a criminal act. The law has been on the books since 2015, and it has been our unwritten policy for decades. Quotas absolutely create hostility and distrust towards the police from the public. And rightfully so; everyone should expect a fair and objective treatment from the police. This is an outrage and example of how stupid some Exempts, only concerned with their personal advancement can be. Just as the general public has cast aside the infamous "N" word and "F" word for F_g_ot"; we in law enforcement must purge terms like: "Aggressive Patrol", and "Proactive Policing". Remember, the Exempt that pats you on the back and says you are doing a Great Job, is not going to hold your hand when you have to give a deposition on why you stopped someone. Be Careful, they are not paying you enough to risk you and your family's future. Now if you were looking at a Gold Braid Pension, well then you might ask an peon to do something stupid to further your career. Be Careful! Baby "G"

There's got to be some type of legal action those officers can take being named and publicly shamed amongst their colleagues. Do they respond to all their calls? Do they show up to work every day? Do they follow the law and department guidelines? So if they do their jobs why are they named creating a hostile work environment? Now they must feel "targeted."

Why would activity have to increase each and every year? Suppose issues on a beat were addressed and activity then decreased? Shouldn't that be a good thing? What if an officer worked a traffic car one year and a beat car answering a high volume of calls the next? Activity would surely differ. Not too many clear thinking academics at the top.

This is someone who has way too much time on their hands figuring out who does the most and the least, point the bad boys out and all the while bringing down what little moral that's left.

When you compare an individuals performance from one year to another and state that said employee has either an up tick in performance or is down in a specific area, in this case the writing of tickets, ANOVS, ISR'S, that my friend is A QUOTA SYSTEM.

I remember when we had a commander that had an activity clerk who would give everyone credit for the activity they turned in but would shitcan any activity that was more than what was counted the year before. He said that our enforcement was keeping the stats down! He actually got promoted to Deputy without climbing the backs of his workers. That all changed with the new guy...

Been on the job for 26 years. 13 as a Sgt off the list, no merit. My officers know my expectations. They are my 10 commandments.

1) Be on time.
2) Wear the uniform properly.
3) Answer your calls promptly and respectfully. Pretend it was your family members that called you.
4) Be professional at all times.
5) Use the proper force necessary to go home to your families. Remember necessary. Not excessive but not insufficient.
6) Fill out your paper work as if it was going to the Supreme Court.
7) Be where you are suppose to be. If you need to make a run, then call me.
8) ZERO numbers game with me. I don't care about activity. Come in with zeroes as long as you always answered your calls.
9) Back each other up. I will never tolerate cowards or dogs on assist calls. I will write you up.
10) Never LIE to me.

Many Lieutenants, Captains, and Commanders have counseled me verbally. Being the cowards that they are they won't put it in writing. Punks. That is all.

muddy and obtuse?

The only clear and sure fire thing is
that upon prejudicial 3rd party review,
it will be ONLY The Policeman of record
who will suffer any harm behind this
