The Dirty Election

So the FOP election has fallen into the "dirty tricks" category with Dean Angelo, a guy who spent 10 years on disability, came off of the disability roll when he was safe from the streets and ready to retire this June, openly questioning his opponent's residency via a media tool:
  • Chicago Police Officer Kevin W. Graham once picketed with the Fraternal Order of Police carrying a sign that called for ending the residency requirement for Chicago cops: “If the city wants to save money, lift residency requirement,” it read.

    In 2013, he and his wife sold their split-level house in Edgebrook on the city’s Northwest Side — and bought a more expensive four-bedroom house in Lincolnshire, about 25 miles outside the city limits in Lake County.

    Now, Graham wants to head the city’s largest police union, aiming to unseat FOP President Dean Angelo in a high-profile runoff that ends March 29.

    And even though Graham has a suburban address, he insists he’s renting his sister’s Chicago condo, living there in full compliance with police department rules.
So is this a big deal? We can name 20 coppers right now who moved their families out of the city for assorted reasons and who maintain residences in two locations with relatives, friends or co-workers. It's nothing hundreds of our readers haven't advocated, attempted and accomplished in one form or another. Shortshanks, Rahm, Prickwrinkle, their henchmen, schools, tax policies, etc have made it undesirable (and less affordable) to reside in the city and county. And if you have a working spouse who makes decent coin, it makes economic sense, too. Coppers have won this in court. Hell, Rahm established "residency" with a wedding dress he hadn't worn in years.

So it's time to evaluate this election, not on the dirty tricks, but on the realities we see on the ground:
  • Dean is the invisible president. That isn't good in the upcoming negotiations;
  • Dean gave away too much - duty availability for the youngsters, tuition reimbursement limits. And asking for vehicles in a labor contract?
  • The failure to advocate heavily for the casino. The unilateral extension of the pension bailout, giving Rahm hundreds of millions to spend on pet projects. Unforced errors that jeopardize an already broken system;
  • Dean is mandatory retirement age this year. That means in addition to the 9 of 17 trustees being retired (and a tenth retiring this year), 2 of 3 sergeants-at-arms retired, the Recording secretary retired and Dean about to retire, 13 of 27 elected spots will be retirees, and not a single one of them can have a hand in the upcoming negotiations. How is that representative of the active membership?
That isn't to say we don't have questions about Graham:
  • His roll in the Shields debacle that cost the membership legal fees and a payout;
  • The end of his tenure with the state lodge under unexplained circumstances;
  • The sale of his Edgebrook property to Rahm's retired sergeant uncle - that sort of thing isn't coincidence;
  • His close relationship with Donahue, Dougherty and Aguilar. Two of those three shouldn't be anywhere near an inside spot ever again due to negligence, incompetence and an inability to focus on their actual job - to protect the membership and the Contract. And the other one endorsed Rahm.
We'd like to see one of the candidates confirm that those we elected are those that will serve in the office. Failing that, we're going to end up falling back on our previous advice - Patrol before Detective, active before retiree - and we'll push hard for amendments that allow the elected representatives to serve those that elected them.

Don't know what the solution can be for letting the candidates that win their office actually work in the FOP office.

It did not work to well for Mikey shields when he left hold overs in the inner office "forgetting the letter!"

The 2 candidates are both ass hats but i will vote for the short goof!

I mean the guy thats friend with the mayor.

What i really mean is the guy that has been soaking up space at the FOP for years and has not made an actual arrest in years.

Listen, I voted for Kevin and after hearing this story I still may vote for him but I'm not sure. Let's be real here.. we are not dumb. We don't just believe that less than 3 or 4 years from retirement, maybe only months if he loses this election he saw what was happening on the horizon. Sell the house in the city, put your name on a basement Apartment and play the game for a few years. Hundreds of coppers coming to the end of the career do it. Hell, I know one guy who moved his family to Chesterton Indiana.. he has an "apartment" in a certain ghetto district where he doesn't live and has no business being but that's been his residence for the past 18 months. He retires in a year and he usually will burn cu on his Monday or Friday to get a longer weekend... must want to spend extra time in his ghetto apartment. It's a game and we know Kevin is playing it. Does that mean I'm not going to vote for him? Prob not. Do you expect him to admit to it? Not a chance but don't take us for fools scc and to the others who say it's just a coincidence get real. Kevin is playing the game without a doubt. We aren't stupid.

Active Officers need to VOTE!
When you have more retirees voting than active officers, you get more retirees running the FOP.
Active Officers that do not vote have no reason to complain when people like Dean give everything away.

Disability Dean is an embarassment for his shenanigans playing the disability game. Graham, however, is just stupid to think that anyone believes that he lives in a basement or a family member's condo in the city while the rest of his family lives in a suburb and he is not divorced. Look up the requirements for residency, it's not just keeping an address and 2 uniforms. If so many coppers have won this in court, then everyone would be doing it.

All this election proves is the overall ineptitude of this department to even find one candidate that isn't sideways in some fashion. It's pretty sad that either of these two is all that we could find, out of thousands in the membership. Reminds me of our recent presidential election. What a joke this has all become.

Dean Angelo should worry more about our pension and other benefits that he has given away. Kevin Graham lives in the city in the 019 District. Dean Angelo should be ashamed of himself for resorting to this type of slander in his run off campaign. To me he looks like a weasel for doing this. I for one do not want a weasel negotiating a police contract with city officials. Remember a weasel will do anything to help himself and or his family members to get ahead. Vote Kevin Graham in and the weasel out!!!!

I don't care about the issue if Graham lives in the city or not. The retirees on the board don't Have to. They can still do the job. I am more annoyed about Dean putting the situation in the newspaper. Let's not be foolish to not realize where the tip came from. I think it comes down to who is more capable of running the union. We have seen what dean has or more accurately hasn't done with his three years. He's given away the house in the contract.. Has been unable to fight the media. He has shown no backbone when it comes to fighting for us. He has also surrounded himself with poor choices as field reps. There was only one to get elected to office. So what would dean do. bring all his people who lost back in the office? Giving dean another 3 years scares me. How much more will he give up. How many more officers will be firered. How poor would the office continue to be run. It is a dismal outlook with dean at the helm. From what people who know Graham said I believe Graham has the memberships best interest at heart. He seems to actual care and go out of his way to help other officers. I am voting for Graham cause I think he can only do better than what dean has done with his term.

SCC, I realize that most people want their elected officials upstairs at the FOP offices, but you and they should be aware that sometimes an elected official may not want to assume all of the responsibilities that a Field Rep has to take on. Yes, the pay is good, but the hours are long, the work is hard, and some days the rep is on call 24 hours. It isn't for everyone.

Some members may question why someone would run for office at all if they didn't want to work at FOP, but it's really comparing apples and oranges.

The elected official who opts out of a Field Rep spot still serves as a member of the Board of Directors and has a vote as your elected representative. He is automatically a delegate, with voting rights, at State and National conferences. The elected member cannot be removed from his elected position unless he violates our Constitution and Bylaws and has due process rights if this should occur.

A Field Rep, on the other hand, really has no say in the direction of the union and serves at the pleasure of the Board of Directors. A Field Rep can be removed from his position at any time by the Board of Directors without any due process rights.

Sorry one more comment and I'll shut up.

Graham's involvement with Shields didn't cost the State Lodge or Lodge 7 anything. The State Lodge had insurance. The attorneys for the insurance company chose to settle and the insurance company paid out.

Locally, the only moniies Shields received were due to Dean Angelo's refusal to recognize Shields as the Immediate Past President and give him a seat on the Board. The court awarded Shields $21,600 that he would have been entitled to had he been allowed his spot on the Board. Dean instead chose to appoint Bill Nolan as the Immediate Past President and pay him $21,600 even though Nolan hadn't been the president since 2001.

Just another diversion from the burning truth that Angelo did NOTHING for us and allowed the city to continue to screw the working police. I could care less who has a house outside this shithole -- hell, practically every fucking boss on this job has a "summer home" in a neighboring state somewhere. Fact is NO ONE wants to live here, period! Pension, due process/rights, time due, manpower, safety, healthcare -- these are what matter. And that shyster who was supposed to represent us for the last 3 years has touched not one of those issues, and in fact under his leadership, we have lost part of any advantage we had in every fucking aforementioned category.

Kevin filed the charges with Bill and Mark to try to oust shields. He did cause the situation and he did cost the state lodge a ton in forensics and increase I insurance premium. Now Bill and Mark are back. So this combo should not be allowed. This is what prevented shields from running. So we got dean . So kevin caused Dean to happen. The last 3 years are Kevin s fault.

In fact, when the dancer was struggling to fit in his wedding dress for the corrupt Board of Election Commissioners hearing his residency issue, he had his uncle appear in uniform to praise him during an election commercial. For you younger officers who love to shake this weasel's hand - remember his "stick it in your ear" remark which far out shadows having your uncle saying how he would support the police on a tv campaign commercial.

Next time find someone who actually works for the department and lives in the city--not a commuter from the suburbs or medical miracle who did years on disability.

Now Dean has a daughter on the job, in addition to Dean Jr. That doesn't mean he wants to do better for us because he has kids on the job, it means he's compromised because in order to help out his kids' prospects on the job, he has to do the City's bidding and help in screwing us next contract.

If he wins, everyone pay real close attention to the career trajectory of the Angelo kids.

I'd like to know what Rahm's uncle is doing now. Just sitting in Graham's house knitting? Is he working? Where? Did he keep the house or dump it once the deal was done. Shady things can happen with real estate. What was the final price? Over or under the area comps? More info is needed before I vote for Graham. Not saying I'm happy with Disappearing Dean, either.

Here is my prediction. Graham wins the FOP Presidential election and is in office when Donahue and Bill Dougherty realize they are done with Kevin. So they set him up or blackmail him to step down with some type of evidence showing that he lives in the suburbs. Do NOT put it past Dougherty and Donahue they are complete scumbags. They are at he helm once again running the FOP while Kevin is out wondering why his friends betrayed him. Is this a far fetched prediction? I think not.

While city of Chicago rules prevent affordable-housing owners from re-selling their homes for a major profit, the housing initiative put into place by Ocasio wasn’t subject to these regulations. Figueroa, who originally purchased the condo with a $140,000 loan from her congressman father, was able to the sell the condo at a 55 percent profit.

At the time that she purchased the affordable-housing condo, Figueroa and her husband were making a combined salary of $93,828 a year, noted the Chicago Sun-Times.

Not sarcasm at all, he was a Detective in Area 4 and a Sergeant in 017. And to be honest he was a nice guy. I may be spelling his name wrong here, Les Smulovitz. Retired years ago and never went above Sergeant.

The FBI has interviewed City Hall employees and Chicago aldermen about U.S. Rep. Luis Gutierrez's ties to a corrupt developer, according to records and interviews that raise new questions about the congressman amid an ongoing federal investigation.

A former alderman convicted in the investigation told FBI agents that Gutierrez boasted of helping his longtime political supporter Calvin Boender obtain a lucrative zoning change for a development on the city's West Side. Another alderman told agents this year she thought Gutierrez was going to buy a home in the development.




And several city planners told investigators they were stunned by the highly unusual intervention of a congressman in a local zoning matter.

The FBI asked about Gutierrez as recently as February, but most of the inquiries occurred during 2008, the Tribune has learned, as federal authorities prepared their bribery cases against Boender and former 29th Ward Ald. Isaac "Ike" Carothers.

The newly disclosed details, coupled with the revelation at Boender's March trial that Gutierrez met with Mayor Richard Daley on Boender's behalf, undermine the congressman's earlier assertions that his involvement was "extremely minimal." The Tribune has previously reported that Boender loaned Gutierrez $200,000 months before the congressman began pushing Daley to support Boender's venture.

Gutierrez, who is seeking his 10th term in Congress in November against little-known Republican and Green Party challengers, declined interview requests and has been largely silent since the federal investigation caught Boender and Carothers. Gutierrez recently has been at the forefront of the immigration reform debate, publicly challenging President Barack Obama on the issue and becoming a regular guest on national news programs.

A true policeman who's heart and soul is this job and doing whatever possible to make this a better career for everyone active and retired. Residency is based on state law.ou have to repeal a state law. The city council and mayor have no standing to do that. In other jurisdiction and states, it has been established that an officer has every right to live where he can reach his station within 45 minutes to an hour in an emergency. You can drive pretty7 far on the expressways in an hour.

They use the economic band from Indiana to Kenosha to determiner our lving costs in contract negotiations. But can you pay Kenosha taxes and food costs on the north side of Chicago, where you live to meet residency? I never understood that.

Graham wants to use D'Alba as our attorney in the next contract negotiation. I will vote for Graham, but D'Alba badly fumbled our contract negotiation a few years back. This was the one about the Rockford truck driver, the bad economy, and the promise to reopen the contract if things got better. What a joke. What a wasted effort. What a lightweight. The city representatives dog-walked us in that contract negotiation.

Do you know the real reason we have residency? Not because of our tax base, or our votes, or the real estate values in Norwood Park. It is based on the 1950's belief that you had to be able to raise first responders like Minutemen in case we were bombed by the Russians. That is where it started. It was based on Cold War fear. An absolute fact. Look it up.

Well, maybe North Korea will test a nuke, and we will have a basis to enforce a residency policy again. What's old becomes new again.

For your information an opinion of the Corporation Counsel states in part: “actual residence has been found to contemplate substantially the same attributes as are intended when the word ‘domicile’ is used, and a permanent and fixed character is intended.”

“…an actual resident has been held to be one who is in a place with the intent to establish there his domicile or permanent residence.”

The department cannot force your family to live in the city.Your family can live anywhere in the world that they want to live, not so much for you. So, if you have a residence in the city, have your voter's registration in the city, your vehicles registered in the city, pay your city taxes and on the days that you WORK, lay your head down in the city, you can have your family live anywhere and on your days off and furloughs go where you want to go. It is an expensive way to live but if you can afford it and want your kids out of the city, go for it. The courts will back you up.

McDonough threw his support behind Dean and Dean gave him the field rep spot for 3 years. Not only did Dean give an election loser McDonough a field rep spot, but he gave election losers Marlon Harvey and Keith Carter Field Rep spots that the elected 2nd Vice President and 3rd Vice Presidents are always awarded totally ignoring the will of the membership. When Dean remove 1 trustee with his kangaroo committee and another was vacated due to promotion our constitution and by-laws direct that the next 2 highest vote getters for this position be offered the position and you go down the list until the positions are filled. Dean bypassed the 23 next highest vote getters of the trustees and got his guy who ran with him on his ticket appointed to the trustee spot. His second selection for the vacated trustee spot was not even eligible for the election and wasn't even on the ballot. Keep voting Dean and he will continue to ignore the constitution and by laws that are suppose to govern our union as well as the wishes of the members and who they elected.

There's more then a few retirees taking about not paying their dues and leaving the FOP. For the most part the FOP hasn't done much for the rank and file or the retirees. I know what the FOP would say about the medical insurance, they worked and found insurance for the retirees etc.... But the real fuck-up on their part was not donating to the legal cause to help fight for what was promised to the members during retirement. It just looks like both of the candidates are assholes and not looking out for no one but themselves.

For those who constantly say FOP is a joke you have no clue as to what it was like to have no representation. You should show some respect for the people who did the hard work to get representation.

I agree that retirees should not be so heavily represented because most are out of the loop. Having said that we all know it is a very small percentage of active officers who make even the slightest effort to be involved in or knowledgeable about the FOP and many fail to even vote.

As a member (I held no position in FOP) I have marched, gone to meetings, ridden buses to Springfield set up and worked phone and computer banks. I tried in vain to get my coworkers to do something as simple as pick up the phone and read the 2 line script to their elected representative. You get out what you put in.

Graham was only a spoiler candidate. He ran to syphon off votes from Shields. The residency issue was a deliberate to torpedo him in the runoff and insure Dean's continued tenure.

Please don't tell me Graham didn't know this and Leslie didn't know Kevin was still on the job and moving to the Burbs. " Hey nephew Rahm, the guy I bought my house from is running for FOP President and is moving his family out of the city." Also I would see if any special price was agreed to, if it was sold under the market average, for there is nothing coincidental in this city. This whole thing really stinks with Deano being a do nothing and Graham being subject to being extorted by Rahm for having his family living outside the city.
This election should be nullified and new candidates should be sought. This will be cataclysmic for FOP and all the membership.

NEWS FLASH:

Picture on front page of today’s Sun-Times is from IAD file. Picture on page 4 is from the Sun-Times photographer. Investigation of Graham was completed several months ago before he announced he was running for office. Graham was followed 4 consecutive days to suburban home. During the internal review a supervisor from IAD gave Graham a heads up and he is staying at his sister’s. Kevin is not all that popular with everyone in the District.

There is an internal CR# at IAD as to who leaked the story. This goes with the CR# for leaking info on Lt.’s exam.

I would just like to address ONE of your statements (lies) on your mailer that I received today.
You state that the lie is-

"My opponents told you that we gave up money designated for our pension fund".

You claim the truth is-

"Not only is this completely untrue, for the first time in any of our lifetimes,our pension fund is finally guaranteed to receive more money deposited into our pension fund over the next 5 years than ever before. In December of 2016, we received the largest deposit in our pensions history."

So let me dissect that for all of you....
#1. this is a Straw man argument. The point, or "Truth", has nothing to do with the prior statement, or "lie"

#2. In reality your opponents have said-
"Dean Angelo supported SB 777 (Senate Bill 777) which gives the City 15 additional years to fund the police pension to 90%."
Which is 100% true. You did support SB777 Dean, and it gave the City 15 more years to pay. For those of you who do not want to look it up, here is the link....

Here is a segment of what it says-
"Replaces everything after the enacting clause. Amends the Chicago Police and Chicago Firefighter Articles of the Illinois Pension Code. Provides that beginning in payment year 2021, the City's total required contribution to each fund shall be an amount that is equal to the normal cost of the fund, plus an amount sufficient to bring the total assets of the fund up to 90% of the total actuarial liabilities of the fund by payment year 2055 (instead of 2040)"

See that part in bold there? See where it says at the end the city has until 2055 instead of 2040 to fund the pension up to 90%. That means the City has 15 MORE years. Prior to the Senate bill you supported Dean, the City had 15 LESS years. You gave the City 15 more years when you didn't have to AND GOT NOTHING IN RETURN FOR THE MEMBERSHIP FOR YOUR GENEROSITY. (Or did you?)
So there was already a bill in place which required the City to fully fund our pension by 2040 but you gave the City until 2055. As several candidates stated, and more specifically Mike Shields in his email, this Bill cost our pension close to 1 BILLION DOLLARS.

#3. Next is when your "truth" claims "for the first time in any of our lifetimes,our pension fund is finally guaranteed to receive more money deposited into our pension fund over the next 5 years than ever before".
No SHIT SHERLOCK, that is because there was already a bill in place which required the City to make those payments and had nothing to do with anything you or your administration did. But that is the beauty of it Dean, you stated a fact and did so making it look like it was all because of you.

#4 And finally the end statement which you put in pretty bold and underlined..."In December of 2016, we received the largest deposit in our pensions history." Again, quite the politician you are Dean. Way to state a fact while trying to make it look like you did something to achieve it when in reality that payment was happening regardless of who the FOP President was.

I asked the department if I could let my wife and children remain living in the suburb, and I would live in Chicago in an apartment. The department told me that our residency requirement policy is that the officer must reside with his wife and children in Chicago, and that the only time the spouse/children could live in the suburb is if there is a legal divorce. Just an observation: The news media wants to tear your contract and all of its protections for coppers to pieces. So the FOP had to be doing something right, correct? Like CR by affidavit. Rahm announced he was dropping health care for all retirees about 8 months before Dean took office. FOP has funded 100k to the the lawyer the retirees hired. The case is still in court.

Not that I don't believe everything I hear but Dean never applied for disability. The city put out him out. Ask Lappe. I did. Mike says the city did it not Angelo.

Question. 36 years ago when I got called to come on the job, I was living a suburb with my wife and children. I asked the department if I could let my wife and children remain living in the suburb, and I would live in Chicago in an apartment. The department told me that our residency requirement policy is that the officer must reside with his wife and children in Chicago, and that the only time the spouse/children could live in the suburb is if there is a legal divorce. Is this true, or was I lied to, or is that an old rule?

I could give a shit, even if Graham didn't lay his head in Chicago. If Dean dropped a dime on him to the media that's dirty. No need to air a cops dirty laundry to the media, anyone who's not a member of the lodge doesn't need to know that shit, why would they even care. If a cop wants to risk it and try to live outside the city, register vehicles elsewhere more power to them. I won't judge, they know the risk. Fuck, Rahm wasn't a resident of Chicago and Obama wasn't even a US born citizen. If I knew I wouldn't get caught I'd have a house in Park Ridge or maybe even over the Wisconsin border. Dean is a snake, this whole ballot debacle is the straw that broke the camels back. Dean is trying to tilt the scales in his favor, screwing with the election process. Every member should have had a ballot, with ample time to mail it, no excuse.
We already have to deal with crooked Democrats and voting in this City and Country. Not here too. Fuck Dean. Rolling the dice with Graham. May God be with us whoever wins.

This thread is filled with posts from Graham or his supporters. Graham is playing everyone. Now, the connection to his juice is clear. The supervisors cater to him and leave the do-nothing airhead alone.

Living outside the city is cause to fire a police officer. There are way too many comments that downplay this incident.

If he is willing to gamble his job to live outside the city, then that is recklessness.

I do not want him handling our contract issues. He is playing everyone for his personal gain.

True, but never heard the four had to be consecutive, however, I was told, by a very good source when my investigation was unfounded, four of seven per week is the minimum required to satisfy the city.
