Why So Down?

  • Police officers are making drastically fewer investigative stops and confiscating fewer guns as murders and shootings have increased so far this year, DNAinfo Chicago has learned.

    So far this year, the number of so-called investigative stop reports — formerly known as “contact cards” — has decreased by about 80 percent compared to the same time period last year, police sources told DNAinfo.com.

    There also been a 37-percent decline in gun arrests and a 35-percent decrease in gun confiscations compared to last year, according to police data.

    Meanwhile, there have been 72 more shootings (a 218 percent increase) and 10 more murders (a 125 percent spike) than the same time period in 2015, according to police data.
An anonymous source has a warning:
  • “I wouldn’t accuse them of being willfully irresponsible. But in this environment why would an officer make a stop unless they see a gun or witness a shooting. It’s going to get worse before it gets better.”
The FOP (remember those guys?) make an appearance:
  • "I'll leave that up to by the common sense of the citizens as to why things are not as productive ... investigative stop wise," Fraternal Order of Police president Dean Angelo said.

    "I've been out to roll calls and so have our board of directors ... and what we're hearing is that officers think that the FOP is the only group of people who have their back. ... I've never seen things like this in my 35 years. ... I've never seen morale this bad in my career."
Thirty-five years? And you think that Officers are saying you have their backs? The last web page update (prior to 13 January) was almost two weeks ago. You guys sure are at the forefront of things.

Mr. Six (aka DeEscalante) says no worries!
  • Interim Supt. John Escalante confirmed that officers are making significant fewer gun arrests and confiscations, but said numbers should rise once officers take to new training.
Which is scheduled for what again? Oh yeah - March. That should go well. Pro-active policing is dead and with it, large tracts of Chicago.

The temp Sup. says " numbers should rise after training?" What the hell does "new training" have to do with it? The law is the law PERIOD! We as individuals are held accountable. The Feds, the ACLU, media and every other person and group is watching very closely. We have to play by their rules and that's it. There must be absolute "reasonable suspicion" that can be articulated without error. The sad part is that all our training, knowledge of our environment, intuition and years of experience has now been rendered mostly useless.

In my district the boss handed us a piece of paper. It had a flow chart on when you have to and when you dont have to fill out an Investigative Stop Report. A freaking flow chart! Most of us threw that flow chart in the trash.

Fighting crime is not a "war", it is a game. The prosecutors, defense attorneys, judges and politicians, as well as the police officers, are all players in the game. The criminals make up one team in the game. Other teams are the families, communities, schools, churches and the media. Recently, a 16-year-old was charged with shooting three people, two of the victims died. This same kid was also on probation for an illegal firearm. The police and the prosecutors did their part in the game by arresting and convicting the thug. But the judge failed his part by giving the kid probation. We should also look at the kid's family: maybe some muckraker could look into this kid's background and see how his family failed to raise him properly for our society. Or how about his pastor and community failed by not intervening when he began to show his anti-social behaviors. Can we blame the schools, if this kid did not even go to school?

But as all the other players in the game start blaming the police for all the wrongs in the game, can you blame the police if they just want to sit out a quarter or two? Or maybe the coach put the police on the bench to see how the other players do without the police playing?

For the first time in a while, I am glad to be benched. Sometimes you are just too tired and fed up to play anymore, when everyone blames you as the game is being lost. Let someone else play, and let's see how they do. The other teams challenge your enthusiasm, they challenge your laziness, they challenge if you go left, they challenge if you go right. You follow the rules and you lose. If there is the slightest notion that you broke a rule, you are hung. If you win too much, it's not fair. You just can't win.

So let's let the other teams play up front for awhile.

The only team that doesn't have to play by any rules are the criminals.

I have always told officers for years to do a slow down to send a message. Well the city made you guys slow down. This is awesome. This is what they wanted this is what they got. Gotta love it. To date 23 dead and 146 shot. All homicides occurred by guns. Zero police involved homicides and no police shootings.

The interim supt. is too dumb or unwilling to know that the drop in stops is directly correlated to the rise in crime.

The only other explanation, which is probably part of it, is that now that McComppost is gone, the true numbers are out there and not hidden in some other crime category.

As an academy instructor, I see how the officers grasp and understand the concepts. I can honestly say that, with most instructors, it is like trying to resurrect the dead because the said officers just do not get it. You have to articulate the stop. It is not hard. But you guys just keep ranting about how nice the academy instructors have it working in the academy. We have to understand this stuff and we do. That is precisely the reason why we are at the academy. We are here to train you guys. Yes, we understand the material.

Besides being police officers we're first and foremost human beings. Human beings with common sense have strong self preservation instincts.

Let's see I can go out and be proactive and be second guessed and Monday morning quarterbacked ad nauseam by the "community", Rahm and the Revruns etc. and then disciplined, indicted etc...... or I can say fuck this shithole and do the absolute bare minimum and stay out of the crosshairs of the "community", Rahm etc.

Caution , do not conduct any pat downs , searches of vehicles unless you have a suspect from a forcible felony .
Radio assignments of men with guns , drug sales , gang disturbances , suspicious persons respond , observe , ask for a complainant , if you do not see a gun or large bulge in clothing , keep on rolling code it out . Do not submit any reports that could be false , follow the new rules 100% , city looking to discipline officers .
Person charges you with a gun or any weapon that could cause death or great bodily harm use force , don't hesitate .
Domestics , advise warrants , make case report . Offender dorsn't want o go , unarmed , return yo vehicle ,request a supervisor to respond .

Good question -- and even then, you'd be seeing the worst situation of all, one that could REALLY get you in the jackpot sixteen different ways for putting your life on the line.

All Darren Wilson did was to ask a "Gentle Giant" to please move over and walk on the sidewalk, and a chain of events kicked off that has the officer now unable to hold a job even in a shoe store, due to the constant media wolf-pack outside...

"I work at Cook County Jail. Three years ago we averaged 250 new inmates every day. Last year we averaged 175 inmates every day. The last 6 months, [the number] of inmates taken in...averaged 60 to 80 inmates a day.

"We have closed Division 4, Division 5, and Division 2 Dorm 3, and as of Feb 07. 2016 we are closing Division 1. We have over 3500 inmates [out of jail] on [electronic monitoring]. Tom Dart is all about putting inmates on EM.

"We have about 275 inmates that violated EM and can't be located."

Snip that plastic ankle bracelet and you're gone. "WHOO!"

The diminishing number of arrests due to forcible de-policing is bad enough -- as is Toni Preckwinkle's blatant racial profiling. "There are too many black and brown people in my jail."

...but isn't just that last item about the walk-aways called "a major scandal that could take down a county sheriff?"

ACLU's point of view:
You stop 10 people in a day. One of them has a gun and you arrest that person and they are charge and prosecuted accordingly..... You do 10 isr's and and arrest report with a gun recovery, taking a dangerous armed criminal off the street.... Nice job officer!!!

ACLU says - yes you took an armed criminal off the street - but at what cost? You violated the rights of 9 people before you eventually found one with a gun. 90% of your stops are in the interest of civil rights violations. Your "hunches" suck and cannot be trusted.

Cops response: actually some of those that I stopped likely were selling drug and had them in their mouth or their crotch, places I can't recover them. My "reasonable articulable suspicion" does not suck, I'm just trying to do the best job I can. And I did get an armed felon off the street, possibly preventing a shooting.

ACLU: No officer, your "hunches" suck. You are a civil rights violator and a racist. Await the lawsuit I am about to file. Please list your assets accordingly.

The very foundation of Community Policing is: 1. Proactive vs. Reactive patrol and strategy. 2. Partnership between the Police and the Community. The current environment, encouraged by the Media and Politicians who want to convince the Community that they are their friends is such that Nobody will defend the police. So, the police must look out for themselves to survive. Proactive policing means you stop vehicles and people based on "Reasonable Suspicion", you don't need Probable Cause to stop people. Proactive policing means that in one night on patrol, you may stop a dozen or dozens of people. However, now to do so could be seen as "harassment"!And what many people, especially those who have not been defendants in federal lawsuits fail to understand is this: Once you are the Respondent or Defendant in a litigation, no matter the outcome, you are the LOSER. YOU lost sleep, time, money and your family saw your suffering and shared that suffering with you. Since my retirement from CPD, I now teach at a small Community College, and I try to emphasize this to my students. Anyone who makes ANY PROACTIVE STOP is risking their lives, which we accept. However, you are also risking your family, health, career and wealth. To what end? To line the pockets of some bottom feeding law firm? To give some Ghetto Rat enough money to put him and his bitch into overdose status? DO NO MORE THAN THE MINIMUM REQUIRED BY YOUR ASSIGNMENT. DEMAND THAT YOUR SUPERVISOR BE PRESENT AT ANY ARREST AND OR STOP SO THAT HE/SHE IS NOW A WITNESS TO THE SITUATION AND CONDITION OF THE PERSON ARRESTED. Remember, the ACLU members and lawyers, living in Wilmette and Highland Park do not care about you or the minority children who will suffer and die from your failure to be proactive. Hopefully, one day you will see a Benz buying crack at Lake and Cicero, being driven by one those lawyer's daughters.(Baby "G")

It just goes to show that these newly promoted bosses would cut off their nut sack to rise to the top. Most of the recently promoted exempts have been exempt for a while. That's a nice pension if they quit today. Yet they'll carry on in this impossible environment and try to tell officers to do things that they wouldn't and probably haven't done in their careers.

Someone please tell me why Escalente feels the need to lie. Aggravated batteries, homicides, gun recoveries are all down because "the laws have changed." It's not a learning curve, it's not that the stop report is too long, it's because the Illinois legislature passed a new law that says we can't stop suspicious persons until we know; they are about to,have committed or are in the act of committing a crime.
The people of Illinois need to understand we don't make the laws we enforce them. And the more laws that are passed to protect the criminals the more crime there will be.

I've never been so down on this job. I wish I could leave. I'm financially stuck though. I joined the police dept to help people and try to make a difference with my life. I worked hard and got a lot of very dangerous people off the street and inside a cage where they couldn't hurt the community anymore. And now every time I turn on the TV or read the news I'M THE VILLIAN!! When did this go so wrong? It's like I'm living in some crazy bizarre dream. I never hear anyone, especially our mayor, superintendent or fop speaking up for us. I don't hear the community saying a peep either. Everyone is jumping on the hate the police bandwagon. All the hard work myself and my coworkers have down over the years is totally unappreciated and underestimated. I guess now that all of us officers are seeing the way that the community truly feels about us, it makes it easy not to put in any extra effort than the absolute minimum. Maybe then they'll realize how valuable we really were all these years.

This is by design. Emanuel will play every angle he can to bring this city to bankruptcy and at the moment his best bet is to keep the current police department mechanism going.

He's got police pensions, he's got the media already doing his bidding to create war against the police and he alone controls the free cash giveaways once again played up by the media.

As it stands now, the police will be the sacrificial excuse for bankruptcy. And if that starts falling apart then the teachers are right behind that. Actually, we're in competition with teachers in terms of who will be the final excuse for bankruptcy.

This is how they did it in Detroit. Emanuel's just using their playbook. If you'll recall, the troll media reported Detroit lawyers were here talking to Emanuel's lawyers. There's only one reason for that: ask them how they can protect the connected rich and fuck the employees seeing as how Detroit employees barely got a scratch.

Where are these scholars located?

If I run the "suspicious persons" info on LEADS and then enter that info on the contact card am i Committing a crime sharing LEADS info with NON-police?

Do the lawyer sign a disclosure agreement that sates they may never work in the private sector regarding any cards the reviewed?

Does the computer system keep track of who actually reads each card and prints it up?
would not want any leaks to RAHMs staff would we?

Now that we have to write novels when we stop someone, even on school absentees, why bother? A simple stop takes at least 30 minutes of paper if your pdt works. Ever tried to use the pdt near the airport? My buddy in 2 said their pdts suck in hyde park too. Dean Angelo doesnt have a clue either, he should really stop speaking in public and seems escalante has Alzheimers, dementia or simple CRS syndrome (cant remember shit). But i guess he's just overworked trying to keep his name out of the scandals that his previous unit was responsible for. let them make him supt and we're really screwed.

Years of valuable knowledge and "street eyes" are now wasted. Oh well, I guess we need to be brainwashed, er I mean re-trained on how to be the Police.

The worst part of it all is that new or younger coppers will never be taught , or a least be able to watch, how good policing is done. They in turn, will be doing it wrong and then pass on that bad knowledge to future rookies. It is a cycle that will continue, and continue, until the murders are sky high and the clearance rate (as bad as it is now) is at 5%.

Congratulations ACLU, politicians and CPD (merit) bosses. You have ruined all hope for not only the department, but probably for the future of this city too.

Yes, Get with The Program.
After you're properly trained ( I'd rather call it 'schooled' because it's forced down on you) on the ISR's you will see how the DOJ-IPRA-Dept will string you up, first in front of the Media, then before the US States Atty and finally before a Judge because when they nit-pick for any error or circumstantial entry on that ISR. These ISR's are to prove to the DOJ your insensitivity to the community.
They (DOJ/IPRA) expect very soon to scoop somebody up on one of these infractions. They are scouring the old CC's too. Don't get wrapped up in the technicalities, don't write them. There's a whole new DOJ/IPRA rule for Use of Force too, and that will be even more stringent. YOU become the Offender and YOU and every Sworn on the scene WILL be interrogated, while the citizen gets walk away.

Get with the Program and put the blinders on, because the white aggressive proactive witch hunt continues.

Fop won the CR retention grievance yesterday. Huge win. Now look for the city and every leftist group to be in federal court to try and stop it. The whole time I’ve been on the job the coppers who’s glass is always half empty say how our contract sucks, the captain sucks, the mayor sucks, fop sucks, and his wife doesn’t anymore. The CPD is now staffed by a bunch of whiners who all want instant gratification.

The city and the ACLU wrote the order on street stops. Now everyone is pissing in their pants. Use your F-ing heads and give them the police department they want. Just make sure you and the rest of our people go home at the end of the watch. It will have to get a lot worse until it can get better.

But it’s never going back to the way it was.

The old timers now retiring now say the only time they were ever allowed to be the police was the four years Jane Byrne was the Mayor.

Fop was at roll call last week. I saw a different group again at VRI in the 11th district two days later. They said the same thing and answered every question. One guy bitched about no info but when asked he never has been to a meeting, watched the video of a meeting, never watched an informational videos on the web site, has not signed up for email updates, throws away the monthly magazine because it’s propaganda. And he was still bitching at check off.

Does your IN-CAR Camera work? Violence out of control and what does the mayor do? He promotes more "Merit" Captains (Inspectors) to ride around stopping police to make sure their IN-CAR Camera is working. What a joke. We could use more Sergeants and Detectives but the mayor wants more Lieutenants, Captains, Commanders, and Deputy Chiefs. Taxpayers pay the bill, our pensions take a bigger hit and these high ranking people don't have a clue how to run a district. What a joke this department has become. KW

Someone please tell me why Escalente feels the need to lie. Aggravated batteries, homicides, gun recoveries are all down because "the laws have changed." It's not a learning curve, it's not that the stop report is too long, it's because the Illinois legislature passed a new law that says we can't stop suspicious persons until we know; they are about to,have committed or are in the act of committing a crime.
The people of Illinois need to understand we don't make the laws we enforce them. And the more laws that are passed to protect the criminals the more crime there will be.

Glad to see you guys are slowing it down and I dont blame you one bit. Im a retired CFD lieutenant paramedic. Spent 16 years before I crossed over on ambos in Englewood and Southshore. In the mid 90's EMS went through a period of time when we were all getting hit with IR numbers and suspension time for bullshit. Sound familiar? Well starting on the Memorial Day weekend we started going 100% by the book on every run. That included calling in every run to the hospital medical control. If you even remotely suggested shortness of breath,dizziness, or chest pain you got the whole nine yards of paramedical quackery. We bogged the system down that weekend. The telemetry radio bases begged us to call it off. After that weekend disciplinary charges for bs ceased. Stay fetal lads and lasses. Let the libtards have the police they have always wanted. Why doesn't anyone point out the fact that the original contact card was perfectly fine maybe a tweak or two needed but it worked fine when done correctly, the problem was the bosses being led by McCarthy to pressure officers to get them for numbers sake, therefore having officers violate peoples rights (maybe) by doing so. The first part of "reasonable suspicion " "about to commit a crime" is the area the ACLU and all the other groups and media will be closely scrutinizing. We must be able to articulate this without error because this is the target grey area they are looking at. Do not manufacture this and make sure you cross you "T's and dot your I's" No more going on a hunch, using your training, your experience or knowledge of the streets. To 8:36 and every one else. We have always been required to use probable cause to stop an individual. PC being that a crime has occurred, is being committed or will be committed if our actions fo not prevent it from occurring.
We are now required to submitt a complete written report as to those facts, and give a person a reciept documenting the stop and search. And enter same into a computer data base.

Hey Mr. Training Academy Warrior,
I understand that recurrent training is critical in our profession, and so is having instructors that not only thoroughly understand the material- but can get it across to officers receiving training in an understandable and meaningful way.
I'm not here to bash the academy staff at all, and I'm not hating on any of the perks of working down there.

HOWEVER, I am here hating on the process of working at the academy. I have over a decade on this job, yet some of the instructors that trained me are STILL AT THE ACADEMY!!!! Do you think any things changed in the last 10-11 years? And some have been down there longer than that.
So don't tell us how easy the ISR is, and we shouldn't be afraid of it. Just because you know the rules to the game, doesn't mean you know how to play it. There is a reason NFL referees don't quit to become coaches or players.
Things are a little different on the streets than when you got assigned to the academy a handful of years ago.
Officers at the academy should just be detailed, and not serve longer than 2 years down there. Then rotate back to the streets for a year, and then reapply to the academy. You need to not only understand the rules, but know how they are applied in real life- and THAT is something that most of the instructors at the academy do not understand, and it is a great disservice to the officers receiving the training.

I've never been so down on this job. I wish I could leave. I'm financially stuck though. I joined the police dept to help people and try to make a difference with my life. I worked hard and got a lot of very dangerous people off the street and inside a cage where they couldn't hurt the community anymore. And now every time I turn on the TV or read the news I'M THE VILLIAN!! When did this go so wrong? It's like I'm living in some crazy bizarre dream. I never hear anyone, especially our mayor, superintendent or fop speaking up for us. I don't hear the community saying a peep either. Everyone is jumping on the hate the police bandwagon. All the hard work myself and my coworkers have down over the years is totally unappreciated and underestimated. I guess now that all of us officers are seeing the way that the community truly feels about us, it makes it easy not to put in any extra effort than the absolute minimum. Maybe then they'll realize how valuable we really were all these years.

I'm a retired Sgt. To this poster: try not to get too far down. You have been doing the right thing. It may not seem so, but there are people that you have helped, even is the worst neighborhoods that appreciate what you do. Fuck the media, the revs and the politicos. Do your thing within the guidelines, as fucked up as they are. Do the best that you can. Be careful, watch out for your blue brothers and sisters and hold your head up. If you get a chance, help someone. Hopefully you have a good partner. I don't know how much time you have until retirement, but try to laugh a bit, it helps. I supervised good guys and dogs, and you sound like a good guy to me.Try to string some days off together, take the wife or hubby and kids away for a bit. Re-charge. You will come back better. Hang in there buddy, you are doing God's work.

It's another Kunkel piece. A day or two ago, you were saying he was so incredibly cynical that it was an offense to call him a journalist.

I just think it's worth pointing out that Kunkel has now written several pieces giving a police perspective. And also several giving other perspectives. This is what journalists do. I think you should cut him more slack. He's not a police spokesperson. What you need are people who get the police perspective in front of people, to make their own decision.

By all means criticize what he writes when you think he's wrong. But keep in mind that he may be someone of good will. Don't think "whoever's against us on one thing is an enemy" but "whoever's with us on one thing is a potential friend."

For what it's worth. Friendly advice.

These investigative stop reports need to be treated as exactly what they will be used for, a deposition AGAINST you to be used later.

When talking to a suspect, why do you ask the same questions over and over? To trip them up and catch them in a lie. 3 separate narratives for the same incident seems to be hunting for the same thing. They think we are all liars, racists, murderers and criminals who stomp all over peoples rights. They are looking for any copper to make some simple mistake and they will hang you. It could be a legitimate, honest mistake, but you will be an example. Pay very close attention to what you write on them, because someone else sure the hell is too.

The mayor and politicians tie police hands. You get out of the car without a microphone you take days off work without pay. The supervisor gets hit. Now when you do a stop you have to fill out a form and finish the report on the computer that's time off the street Mayor Rahm. Do you not think that with police inside having to fill out forms they are not on active patrol? It's not hard to figure out. ,confusing.?If anything is wrong on the form the supervisor has to contact the department to investigate. Stop and frisk out the window thank you politicians . It's not hard to figure out media, police are forced to be off the street ,to be filling out forms ,to not stop people ,to not arrestt protesters who spit in their face ,who step on their feet off camera attempting to instigate a situation. And when they do get arrested the judges let them go. Tell your relatives who live in the city to get their FOID card if they don't already have one, buy a firearm, learn how to handle/shoot it, and to get a CCW permit. It has come down to protecting one self. Just look at the last two robberies where two offenders died and two were wounded. In both robberies the offenders entered a store that had signs posted no firearms. In each robbery the offenders displayed handguns. In each robbery a CCW carrier employee drew their weapon and stopped the robbery by shooting the offenders. The police are not making stops due to legal constraints and the bad guys now know that they can basically carry with immunity. The wild wild west the politicians have cried about with the streets running red with blood because of CCW is about to take place this year, and not because of CCW, but because of do-gooders, politicians and the ACLU handcuffing the police, causing the police to be less proactive. It has now become every man and woman for themselves. All because of do-gooders, politicians and the ACLU, thank you.

Don't tell anybody anything. Just keep on walking. Unless it's completely and clearly necessary don't make any contact with other human beings while on duty. Try and make yourself invisible. Make like the wind and don't listen to any bullshit anybody has to say including other cops. People who know about concealed carry already have their shit. A very long police hibernation is long overdue in chicago. Bury them with silence and inaction. Even if there's 800 murders this year the media and politicians will ignore the real problem and blame the cops. No matter what they'll blame the cops.

Police bottleneck .. work bottleneck ... that's what they want. Ever since the academy I have been told "they don't want you to do anything." I didn't know what they meant. I didn't believe them. Surely they want me to work. Surely they want arrests. Surely the ASA want court cases. Surely they sheriff wants guys in his jail.

Not true. The only fly in the ointment is the homicide rate. That can't be fixed without cops doing work.

No one used to care about the homicide rate. Remember the early 90's when it was around 900? Now it's half that. Maybe we really do know what we are doing.

But no terry stops without a hassle now. We are apparently all lying on the contact cards. No lineups without an independent administrator now. No problem until you run one 3x per week. Bottleneck. No interviews without it being on camera now. What are there 20 cameras in the city? Bottleneck.

NYPD has about a 7:1 ration of cop:detective. CPD has what 12:1? Go figure. We are about 2 decades behind NYC.

The message is clear.

19 years wasted with this department. Lost my family, dumped back to patrol because I lacked clout. What future do I have here with CPD and what future do I have outside of CPD when everyone hates me for being a police officer. I wish I could relive my life and I would never have become a cop. Seems like I wasted my life woth this department. I am sure, I am not alone in this feeling. Maybe, God will have mercy on me and take me away from all this crap. God bless all my brothers and sisters in blue. Just Not finding it very easy to put on that uniform or a happy helpful face. I am done!

As an academy instructor, I see how the officers grasp and understand the concepts. I can honestly say that, with most instructors, it is like trying to resurrect the dead because the said officers just do not get it. You have to articulate the stop. It is not hard. But you guys just keep ranting about how nice the academy instructors have it working in the academy. We have to understand this stuff and we do. That is precisely the reason why we are at the academy. We are here to train you guys. Yes, we understand the material.

The ACLU has an agenda. The dead and injured as a result are acceptable collateral damage for them. If they are willing to let people die imagine what they will do to you, the police officer. The ultimate target is the police officer. Years from now the ACLU will have thousands of IS reports and will find fault in every one of them. Good luck trying to defend a stop that you did 1-2-3 years ago. They will use these reports to force more rules and more restrictions. These reports are just the 1st step. There are officers out there that want to be the police and will try and fill this paperwork the right way. Your heart is in the right place but I feel sorry for you. The ACLU doesn't care about you. You are just a tool for them. They will use your own words against you and drag you into federal court. Remember, you are just acceptable collateral damage.

If Emanuel had one ounce of sense, he'd leak the list of names right here on SCC.

Every bit of dirt and every detail that Rahm's 'background checks' can never seem to find will be posted here on SCC within twenty-four hours.

As for Ernie Brown, I witnessed and was a victim of his disgusting behavior toward females on the job. If he's chosen, Rahm can hold his breath, waiting to be hugely embarrassed by yet another of his outrageously bad hiring choices.
