This About Covers It

From the comments, a very good summation of what we're facing today:
  • ACLU's point of view:
    You stop 10 people in a day. One of them has a gun and you arrest that person and they are charge and prosecuted accordingly..... You do 10 isr's and and arrest report with a gun recovery, taking a dangerous armed criminal off the street.... Nice job officer!!!

    ACLU says - yes you took an armed criminal off the street - but at what cost? You violated the rights of 9 people before you eventually found one with a gun. 90% of your stops are in the interest of civil rights violations. Your "hunches" suck and cannot be trusted.

    Cops response: actually some of those that I stopped likely were selling drug and had them in their mouth or their crotch, places I can't recover them. My "reasonable articulable suspicion" does not suck, I'm just trying to do the best job I can. And I did get an armed felon off the street, possibly preventing a shooting.

    ACLU: No officer, your "hunches" suck. You are a civil rights violator and a racist. Await the lawsuit I am about to file. Please list your assets accordingly.

I'm guessing the ACLU may also represent the bad guy with the gun in criminal court arguing that the officer had a pattern of unwarranted stops and was on a "witch hunt" and question the credibility of the officer and the reason for stopping their now client. The cook county court system was always very forgiving to criminals and probably even more so now. Keep in mind the FEDS are also investigating the CPD. Good times.

When it comes to stops and having "reasonable suspicion " the area the ACLU, media, activists, law firms, CPD, IPRA, FEDS etc. will be closely scrutinizing is the articulation of "crime about to be commited." We better be on point with this. This is the grey area they're targeting. Stopping criminals in the "process of committing a crime or after commiting a crime" is the safe way and no need to be concerned with articulating it. Our training, street knowledge, experience and hunches are of little value now.

This is what the untrained ACLU eye sees:

A 42yrd old black man, dressed shoddily because he is poor, walking down the street with a back pack in a "decent" residential neighborhood at 10am. He is constantly looking around because he is trying to remain safe, and he is just trying to get to work.

What a good Policeman sees:

A 42yr old drug addict (nobody cares what race) walking in an area he doesn't live in. The constant rubbernecking is because two things. First, he is looking for the Po-Po. Second he is looking for cars parked in driveways, mail boxes full, and newspapers piled up on the front porch.

The ACLU sees the Officer stopping this man because of years of ingrained racism and he likes to harass people especially minorities.

The Policeman stops this guy because in his experience, (time of day, offenders appearance, backpack etc) this guy is probably a burglar who is on the prowl. The Officer runs dudes name and low and behold, 5 priors for burglary. Dude has no reason why he is in the area and doesn't have an answer where he is going to. The Officer opens his backpack, and there is a screwdriver and pillowcase inside. The Policeman sends him on his way with a stern warning, "I know what you are up to, and I better not see you out here again today."

The loser: The Officer violated his civil rights because your knowledge is no longer believable. You illegally detained him and illegally searched his backpack. Plus you had no reason to run his background.

Not only does the Officer lose, the neighborhood loses too.

The winner: The criminal

Suddenly, you are approached by police, who surround you, ask your name, push you up against a wall and search you – going through your pockets and perhaps even putting their hands inside your clothing.
This is not a dystopian nightmare of some security state – it is the reality of life on Chicago streets for youth on the South and West sides in the City.
The ACLU is committed to fighting back and making certain that the practice of stop and frisk is utilized in a constitutional way that does not drive a further divide between the police and the communities they serve.
In March 2014, the ACLU of Illinois issued an eye-opening report that revealed the breadth and discriminatory edge of stop and frisk policies in the City. The report revealed, among other things, that during the summer months of 2013, Chicago Police Department (CPD) conducted stops of more than 250,000 residents – with not a single one of those stops resulting in an arrest. Many of these stops were conducted on the same individual repeatedly.
The data released by the ACLU also finds that police were far more likely to stop African Americans than other residents of Chicago. Although African Americans represent less than one-third of the City’s population, they comprised more than three-quarters of those stopped by police. The discriminatory stops of African Americans were even worse in predominantly white neighborhoods.
The report threatened ACLU litigation, created an opportunity for negotiations with the City of Chicago to reform the discriminatory police practice of stopping pedestrians on city streets. Those productive discussions led in August 2015 to a landmark agreement between the City and the ACLU, designed to provide more transparency and more oversight.
The keystone of the agreement is the appointment of an independent consultant, former federal magistrate judge Arlander Keys, to review the policies and practices used by Chicago police and the impact of those policies and practices. Judge Keys has access to all data around pedestrian stops, including not just the numbers of stops but a written narrative of the reasons for the stop, required to be provided after each stop to determine if the stop was lawful. Based on this review, Judge Keys and consultants he has retained will be able to make corrective recommendations to the City to improve CPD’s practices."

Many people (and folk) don't know that one of the founding Lawyers of the ACLU, Roger Baldwin, was a Communist (no joke). The purpose and goal of the ACLU -- in spite of all the high and mighty bullshit spewed about fighting for constitutional rights of the 'downtrodden' -- was to use the U.S. Constitution against America.

It got to the point with the ACLU and its *civil rights lawsuits* -- which had more to do with tearing down the fabric of America and its traditions than any overt 'civil rights violations' -- that it eventually led to Supreme Court Justice Robert Jackson's now famous quote: "The constitution is not a suicide pact."

That's the basics on the ACLU. Founded by commies and today they're a bunch of bunch of anti-American left-wing extremist lawyers. And if you check the bios on its members you will find that most of them are also members of the *National Lawyers Guild* -- a communist front group founded to counter the American Bar Association and the Federalist Society.

As such, you can bet the rent that anything the ACLU does has zero to do with what's best for the USA.

ps {Most folks (and people) also don't know that in the early 1900's communism had a fairly big following not only in Europe but right here in the USA too -- it just wasn't from the 1930's to the 1950's. Not an L.E.O., but from a long line of police and military family. Having read this, hearing about the Taser b.s. and training officers to be more like the U.K.'s "bobbys", it is of my opinion that the ACLU will only be happy when tose that have sworn to protect and serve are eliminated, or so under powered that you can no longer protect. My G_d, what is happening to this country. Obummer is responsible for a lot of this, and you know what the ACLU can do. Rahm too.
Please be on your toes out on tour, you do not want to have to explain to your kids that they are loosing the xbox to some jag for having done a job that is equivalent to walking a tight rope that has no end.

The aclu and so called elected representative stand up for the criminal element’s freedom so they may be at large terrorizing the decent citizens through violent acts and property crimes.

Here is a different take. The good citizens get fed up with the daily criminal acts on display in their communities with the constant drumbeat of higher confiscatory taxes with no relief in sight, they then elect to move to greener pastures. This would be a certain lock of blue electoral votes for the land of that republican Lincoln. California and Illinois would create a virtual lock for a certain donkey based party. All opposition would have to climb a mountain of obstacles to win the top office. With all power being concentrated in a few in D.C., this is a long term strategy.

Remember the current top office holder was sold to voters as a Constitutional scholar from a top school. In a recent speech on gun control, this constitutional scholar referred to the U.S. Constitution as a piece of paper. Remember he could not get a representative body to achieve his schemes or dreams. Instead, he uses the telephone and a pen to achieve his lefty not lofty goals. Anarchy would satisfy both the aclu and a certain political party’s goals and objectives. This strategy will permanently change the political landscape.

Just listening to Rush Limbaugh this afternoon, talking about democratic controlled cities are at war with the police.
So true, it is part of their plan to destroy our country. Joe Mc Carthy had it right in trying to expose the communists. We need a real conservative movement to take over the GOP, or start a third party. Then all of the leftists need to be rooted out of our government, and trials held with sentences carried out swiftly. Then they should target those in the complicit media, and in the entertainment industry.

Fighting crime is not a "war", it is a game. The prosecutors, defense attorneys, judges and politicians, as well as the police officers, are all players in the game. The criminals make up one team in the game. Other teams are the families, communities, schools, churches and the media. Recently, a 16-year-old was charged with shooting three people, two of the victims died. This same kid was also on probation for an illegal firearm. The police and the prosecutors did their part in the game by arresting and convicting the thug. But the judge failed his part by giving the kid probation. We should also look at the kid's family: maybe some muckraker could look into this kid's background and see how his family failed to raise him properly for our society. Or how about his pastor and community failed by not intervening when he began to show his anti-social behaviors. Can we blame the schools, if this kid did not even go to school?

But as all the other players in the game start blaming the police for all the wrongs in the game, can you blame the police if they just want to sit out a quarter or two? Or maybe the coach put the police on the bench to see how the other players do without the police playing?

For the first time in a while, I am glad to be benched. Sometimes you are just too tired and fed up to play anymore, when everyone blames you as the game is being lost. Let someone else play, and let's see how they do. The other teams challenge your enthusiasm, they challenge your laziness, they challenge if you go left, they challenge if you go right. You follow the rules and you lose. If there is the slightest notion that you broke a rule, you are hung. If you win too much, it's not fair. You just can't win.

So let's let the other teams play up front for awhile.

The only team that doesn't have to play by any rules are the criminals.

Im thinking by summer, when the homicide rate is at 500, somebody with an ounce of brains (I hope there's one left) will propose going back to the hand held contact card and encourage street stops again. Yes, the ACLU will cry, and probably sue, but common sense has to prevail. Maybe Im being too optimistic, but the case can be made that in order to stop crime, we have to go back to the old way....."because thats the way we always did it". Sometimes, "because thats the way we always did it"....WORKS!!!!

The ACLU dictated policy with the new IS report. Therefore, since homicides and shootings are up since implemenation, over 100 percent, they should be held accountable.

The ACLU's policy, by the numbers, is now the greatest killer and destroyer of the black male in the City of Chicago.

30 years ago that situation would have included 15th and Kolmar, an Impala, a cooler, vodka, orange juice, ice cubes, plastic cups and a backpack with a pillow inside. Wouldn't be surprised if "Crash" Flynn came up with a scenario for this during his tenure at the Academy.

these are the new rules of the job.....no more aggressive police work. The governor signed the bill into law establishing new rules for street stops.
The black caucus of aldercreatures want the police to cease stop and frisk.
The mayor is trying to spin the decrease in uuw arrests and increase in shootings etc as not being related to lack of police activity.
The aclu is very happy with reduced street stops.
Conclusion: no more aggressive police work until the public gets smart and dumps the pols.
answer radio calls,protect yourself and your partner and go home in good health.

Of course members of the community get stopped more it's common sence, 1/3 of the population makes up 85% of crime in the chicago, so common sence tells me that if you commit more crime then any other group you will have more contact with the police, it's like if i go out drinking every night i will have more DUI's then somebody who stays at home, but i guess that's racist. Hey can you recommend any readings on the ACLU? I recently began watching David Carol's youtube channel and he has nothing good to say about them. One of the things he references is that before you can argue you have to know your opponents philosophy, any input would be appreciated. Stay safe guys.

That's just it, moron. We knew that certain street stops were a "gray" area. We were doing it for the betterment of society. We were doing it because THAT is what's right.

Hard for you to believe, but some of us didn't take this as a fall-back job. I/we actually wanted to help people.

Of course you can say, "Who's the moron now!." Well, that is why we have stopped doing proactive work. For 18yrs I got away with this "corruption." I know, and I am proud to say, I tried to help the citizens in the area I patrolled.

The ACLU again today said it's happy that stops are down and after new York updated their stop and frisk policy crime went down, really ACLU murders in new York went up 20%, in 2015 from 2014, just like in every city across america bc of you liberal scumbags, can some troll from the ACLU please tell me what data your looking at? If 1 crime goes down that does not mean all crime is down, murders and gun crime are going to go through the roof bc of you, but like the cowards you are you will say hey well at least retail theft is down. And that 2 page ISR report where officer safety doesn't matter anymore is not being used everywhere in Illinois, the new law states we must give receipts and document the interaction, nothing in the law about that rediculous ISR form mandated state wide. We need the good people to stand up and protest these ACLU communist scumbags. Please somebody put a rally together i will show up

street stops have never been especially effective in preventing crime. what prevents crime is locking up violent offenders for longer periods of time. that it the only thing that has ever prevented crime. you can poke around the edges of the problem with police tactics, but they just don't work in the long run. locking up violent offenders does work.

There was a recent court case in Detroit, which has apparently been buried by the MSM, I don't have a docket number so I can't look it up. The ACLU sued the Detroit police charging them with racial profiling that a disproportionate number of blacks where being accosted by law enforcement in a particular area. The Judge remarking from the bench when he threw the case out that how could it be racial profiling when 98% of the neighborhood in question was black.

Now society has decided it is better
to throw Cops to the hyenas instead
of firmly dealing with the hyenas.

Cops are easy.

Im thinking by summer, when the homicide rate is at 500, somebody witcharge to have some ballsh an ounce of brains (I hope there's one left) will propose going back to the hand held contact card and encourage street stops again. Yes, the ACLU will cry, and probably sue, but common sense has to prevail. Maybe Im being too optimistic, but the case can be made that in order to stop crime, we have to go back to the old way....."because thats the way we always did it". Sometimes, "because thats the way we always did it"....WORKS!!!!

Years ago (back in the late 70s) my grandfather got a bunch of parking tickets issued by the city. He lived in Rockford, and was in a hospital and later a nursing home at the time the tickets were issued.
