Squad Policing Dead?

Who would have figured this disaster wouldn't outlast McCarthy?
  • SCC-Maybe you can help with getting information since our unit reps, watch reps, and fop has no answer. This is new information regarding the squad scheduling.

    This week the 12 district was informed that the squad scheduling was going to be terminated in the 3rd period.

    Everyone has to re- pick day off groups and have to now find a 3rd person for each car. What is upsetting is they wait until the year begins to tell us that its ending. No one for 2 years ever bothered to even ask us our opinion on this. I am not a fan of squad scheduling at all. But like most of us we have family and other obligations in our current day off groups. Its very simple to just up and say everyone has to re-pick day off groups. Instead of waiting until the end of 2016 to fix this issue and have new d.o.g for 2017 they chose to do this now. At least this commander was able to get this stopped, but why now? Any help?
This is a shitty thing to do after everyone has already picked furloughs, figured out holiday schedules and generally scheduled life, knowing what their day off group was going to be for the year. Personally, we schedule all sorts of doctor and dentist appointments months ahead of time because we know when we're going to be available during the week, even as far off as September.

Now we've also just heard that the Impact Zone foot patrols (another relic of the McCarthy era) have been discontinued and all the kids are being shifted to districts with less than (or exactly) two days notice. We aren't positive, but don't they have a certain number of Contract protections after one year? Including the one about proper advance notice prior to switching days off?

And someone just commented that the Department is going back to Street Deputies, instead of OCIC's?

Golly, they can't erase the McCarthy legacy fast enough, can they? Next thing you know, we'll have Watch Commanders again.

While it does suck for the youngsters on foot patrol having such short notice, at least they will be in cars and none of them were seriously injured with that piss-poor idea.

Watch commanders are coming back as well as desk sgt duties. The exception is w/c will be Lt not Capt and they will assign 2 Lt to each watch and will not pay sgt out of grade when filling in. Bunch of nonsense but maybe this doj stuff will actually get us some rights and increase the hiring. There also kicking around reopening 019 after that experiment has gone to hell with making the huge district where they have crazy taxes and no service.

They need watch commanders again or at least make the Lt. the new WC. This current revolving DSS system is a disaster. I've never seen the watch so disorganized and if the city is all of a sudden so concerned with supervision and accountability why not address this issue. It use to be there were layers of supervision Sgt. Lt. Capt. Now you can take a PO send him / her through five weeks of Sgt. school and bam they're running the show. The DOJ should look into that.

And that schedule appointments throughout the whole year??? Let me guess july 3rd, day before thanksgiving, spring break? Wow those are the same days I plan for all year weird.

Start going to meetings and file a grievance since that is not mentioned once on the eloquent post that tugs at my heart strings in 1 of the nice districts.

Captains will never be watch commanders again---the BS XO job is way too sweet to give up---more captains will = more inspectors.....altho Lts did fine job as inspector.
Maybe if we are really really good (or bad)---they will unwrite the goofy DSS order and actually have the Lts in charge of the watch--and the lockup---and the probable cause/final approval---altho they have proven to be woeful inept at making sure the ICC cameras/mics work/are being use

Anyone hear a rumor about the Gangs unit being told they were going to 10 hour days, and by the end of the tour the union put an end to it? The officers were so pissed a rather large group of them went down to Washington St the next morning and the powers that be locked them out of their own union. That's some quality representation for ya. Next thing you know you're going to have a guy making six figures asking for someone else to pay for his vet bills....

McCarthy had such a huge ego, he dictated instead of managing. There was never a clear plan to follow. The command structure was a mess too, a hodgepodge of New York and Chicago combined. You can blame a lot on the Mayor, but McCarthy owns this mess. He was always the smartest guy in the room and never listened to anyone. He was a disaster.

Bringing McCarthy in and leaving him is Emmanuel's mistake.

(OT) For the 3rd time this week, there is an article on REDDIT that is discussing how 80% of CPD audio/mics/cameras dont work due to "Operator Error" or "Intentional Destruction".


This certainly seems like its incorrect, but to the public, they take these articles as FACT. As a citizen, what is the reality here? And, where are the comments from your FOP to dispute these, if they are not correct? Silence from you guys makes us believe this garbage. I read the alleged reports from the guys doing the service work, and the problems seem to be technical glitches more so than anything. I didnt see anything that said Intentional destruction. I could certainly understand if there were "Operator error" issues where someone didnt know all the tricks to getting these things to sync up (we probably all have had some kind of issues getting wireless or blue tooth to work on our personal stuff at home).

Where are the responses from FOP? It makes you guys look real bad.

The 5th is a mess now with squad policing. The Commander has assigned the 506 team to DOG 77 therefore there are no officers working beat cars on most 77 work days. KJ has 7 tac teams now in 005. Four regular, a Robbery team, and an 06 team on both watches. This includes 30 officers and 3 sergeants. Time due has already been denied so the 06 teams can be manned. The captain that left, changed the whole 10 hour schedule by starting the manpower in the squads at the 3 roll call start times. So in other words the squads do not all start work at the same roll call. KJ is an example of someone being promoted beyond his competency. Unfortunately, this has been the trend on this job for too many years. Patrol is being run by all the cloutorious-scholarship recipiants that have not worked patrol in years if not decades.

Sorry you'll have to change your day off group but it's a minor inconvenience compared to what happens everyday. There are only a handful of late cars to cover an entire district. We're lucky if we have 4 cars able to man the calls at watch change. The officers assigned to the late check off cars are hammered with jobs until the next watch finally decides to hit the street.

If it's any consolation try to pick a day off group either just before or just after your current day off group.

Select a current or retired female Police Officer from Chicago . There are plenty out there that have Respect of Police Officers , worked in Patrol , Investigative , Tactical assignments during their current or previous time with CPD .
Chicago tried with outsiders and it doesn't work .
Come on Rahm , make Chicago Great , Change Chicago Police Department with a Female Superintendent that can get the 95% of Chicago's law abiding citizens involved in supporting Chicago's Finest men and women in Blue .

You're correct, the only problem is that those things are yours to schedule around your job. You have the handout mentality, that everyone and everything, including your employer and your co-workers should accommodate your wants, needs and whims. If you have a family EMERGENCY, I'm sure your needs would be considered and accommodated if possible. The fact that you have a side job, or that you schedule your doctor appointments while you should be working or have to work, etc., and the fact that you can't organize your childcare like nearly 2/3rds of the Department employees have to do is your issue and not your supervisor's issue to work out for you. They don't need to let you take off, come in late or leave early, and you probably expect them to do it all without a slip too. Again, things come up, and we've all been accommodated if stuff occasionally happens, but once and a while often turns into a routine and the rest of us get stuck picking up your slack, or get our time denied because you need something again. Your not as special as you think, no one is here to accommodate your life, this is your job. If it doesn't work for you and your lifestyle, or the preferences you have in life then quit and open up the spot for someone else. Wake up, the world really doesn't revolve around you, or your family alone. Really? Special employment, side jobs and soccer games? Really? Find a trusted babysitter and schedule your doctor appoints on your time like the rest of us do. That's not what family first means jackass. Your feelings? Probably the dumbest statement you made!

Here's a couple of observations from an old-timer. The detectives in the districts has been a good thing for us. We have some great guys/gals who work in our district, and having them right there and available has been helpful. No waiting for them to drive to us when we need them. They've gotten to know the district people and have actually worked out pretty well. I'd hate to see them go.

PPO's off that bullshit Impact Zone stuff is long overdue. That whole experiment has been a disaster for them and for the districts. Put them in a squad car with a veteran officer. Let them learn to keep their eyes open and their mouths shut for a year or so like in the old days. For you old timers out there who happen to have to ride with one of them occasionally, don't be a jag off right off the bat. Give the new kids a chance. If they screw up or cop an attitude, THEN be a jag off. Until then, try to remember what it was like when we were new.

Undoing McDisaster's moves will be a little painful but will hopefully result in a better department. Personally I can't wait to go back to aggravated batteries and homicides instead of shootings and murders, Divisions instead of Bureaus and Watch Commanders instead of DSS.

Anyone with 20 years on knows that the Desk Sgt. always ran the watch for the Captain and during periods when the Lt. was the Watch Commander . Desk Sgt. made assignment sheets , balanced day off groups , clerked Arrest reports , approived arrest reports when captain was in the field patrolling the district , wink,wink .
Rahms relative was a desk sgt and knows this . Keep the field lt. , eliminate the XO
Have all Captains assigned to the three areas on 12 hour shifts , from there they can act as inspectors and make field inspections , inspect roll calls and report findings to the new superintendent . Maybe from an area they could monitor the GPS ,body and car videos . Eliminate District Tactical teams , assign all tactical officers to one of the areas under the direct supervision of the Captain . Captain could then assign tactical units to areas hit with robbery , burglary patterns . Let's get away from endangering our tactical officers with the number games of dope arrests , assign the tactical officers in the tactical uniform unless Captain has them working undercover in covert vehicles . No t shirts with vest worn over it , stars dangling around neck on a chain . Captains should then be required to Inspect one watch in every district per week and enforce uniform , grooming standards . Let's bring respect back to the Chicago Police Department . Patrolman gets a reprimand , Sergeant a day if officers do not conform . CPD lacks Pride , very little supervision . Look at any crime scene ,many Officers look sloppy , not one is in the same uniform . zero degrees , we have long sleeve shirts , sweaters , leather jackets , vest covers worn as outer garment . Hats , no hats , stocking caps worn sideways or unauthorized stocking caps . Females with pony tails , goatee beards , shaggy beards . All on camera for the world to see . The only ones that look good are the white shirts , why is that ? Lack of discipline. Does Chicago still have Inspectors ?

ACLU, IPRA and many more folks goals out there is to put as many cops into prison as they can...and beleive me there's plenty of people in gov that have a hard on for this no matter what expense. Somewhere people are patting themselves in the back for this, no one wants police anymore that's a fact! If they put this much effort in sending cops to prison into actual reform or family values and morals, maybe this broken down system will show positive results in these neighborhoods that have no hope and police are pawns to political votes!

There is no logic in the behavior of those who act upon instinct, emotion, and vengeance. So to put it bluntly, stop looking for logic where there is none. As much as I dislike Rahm he was on Chicago Tonight WTTW 11. He said it best. Don't blame the police for crime, blame the gang-bangers and guns. We (The Police) are NOT perfect as a group, but without us society is screwed. Take the shittiest un-populated state build a super prison and put these murderers, shooters and gun offenders away for good. I am the product of a divorced family, an abusive drunk father, and lived on welfare. I decided there is a better way of life. I followed that path. Why is the 012th dist the only district doing it now, is it because commander BOBBLE head wants to impress someone??? Also why is he always on the radio?? Bobble Head needs to shut the fuk up and let the district run, he does not need to get involved in everything that goes on!!!! Half the time he has no clue anyway and just sounds stupid ( well he is).

Assigning detectives to a district would be more efficient , cut back on commanders and lts and inside house cats . Have civilians serve as review and case management officers working from the public safety building .

Sergeants should be assigned as inspectors and work out of an area , no take home cars . Sergeants now supervise a watch and should be assigned as inspectors .
City could eliminate the inspections division , use sergeants assigned to an area in marked squad cars , supervised by a captain .
City would save money in salary and cars would be used 24/7 .

OT: I'm not in law enforcement, but I've been a fan of SCC for a few years now.
This afternoon I was in a hobby shop in the northern area of Illinois looking for models and books when I heard two men in their 30s talking shop. No problem; everyone does it, right?
These were 2 police officers talking, one from Chicago, the other from a northern suburb. They were discussing the drug problem in their respective areas, in a normal speaking voice. Everyone in the store, including the people playing games of Warhammer 40K, and Magic: The Gathering could hear them talking about such things as landlords under investigation, cars bringing drugs into an area, areas of colleges and universities where there is a lot of drug activity. Both were giving names and other info that the baddies might find interesting. I'm not sure that saying in public that "We only need two more ...sales and then we can arrest Mr. Interstellar Asimov on XXX charges." is really such a good idea...
SCC, these guys were yakking it up for about 10 minutes, and they kept saying things such as "I really shouldn't be telling you this" or "Keep this under your hat"...
I'm being deliberately vague because I don't want to get anyone in trouble, but I was quite shocked at some of the things I heard. Not the language; I did a stint in the USAF many years ago, and I have held DoD clearances in the past. A little caution, please.

You're correct, the only problem is that those things are yours to schedule around your job. You have the handout mentality, that everyone and everything, including your employer and your co-workers should accommodate your wants, needs and whims. If you have a family EMERGENCY, I'm sure your needs would be considered and accommodated if possible. The fact that you have a side job, or that you schedule your doctor appointments while you should be working or have to work, etc., and the fact that you can't organize your childcare like nearly 2/3rds of the Department employees have to do is your issue and not your supervisor's issue to work out for you. They don't need to let you take off, come in late or leave early, and you probably expect them to do it all without a slip too. Again, things come up, and we've all been accommodated if stuff occasionally happens, but once and a while often turns into a routine and the rest of us get stuck picking up your slack, or get our time denied because you need something again. Your not as special as you think, no one is here to accommodate your life, this is your job. If it doesn't work for you and your lifestyle, or the preferences you have in life then quit and open up the spot for someone else. Wake up, the world really doesn't revolve around you, or your family alone. Really? Special employment, side jobs and soccer games? Really? Find a trusted babysitter and schedule your doctor appoints on your time like the rest of us do. That's not what family first means jackass. Your feelings? Probably the dumbest statement you made!

The decision to put detectives in the districts is a disaster, at least in 004. Det. S.R. comes late, leaves early, goes shopping on duty, and spends a lot of time sitting in the 004 garage area, playing on her phone and chain smoking. And when a job comes in, she tells the arresting officers to wait a few hours and then call the area, so that a detective on afternoons can handle the job, because she has "something to do, and [she] has to go home on time," which is ALWAYS several hours before her "10 hour tour" really ends. And why wasn't she ever disciplined for ignoring those DNA matches and AFIS hits? The truth may hurt, but this IS the truth.

The 5th is a mess now with squad policing. The Commander has assigned the 506 team to DOG 77 therefore there are no officers working beat cars on most 77 work days. KJ has 7 tac teams now in 005. Four regular, a Robbery team, and an 06 team on both watches. This includes 30 officers and 3 sergeants. Time due has already been denied so the 06 teams can be manned. The captain that left, changed the whole 10 hour schedule by starting the manpower in the squads at the 3 roll call start times. So in other words the squads do not all start work at the same roll call. KJ is an example of someone being promoted beyond his competency. Unfortunately, this has been the trend on this job for too many years. Patrol is being run by all the cloutorious-scholarship recipiants that have not worked patrol in years if not decades.
