No Charges?
- No charges are expected to be filed in the killing of a man during an exchange of gunfire after a dispute at a party blocks from Mayor Rahm Emanuel’s house, police said Thursday.
Pablo Ulloa, 25, was shot and killed about 7:30 p.m. Jan. 8 following an incident at an apartment building in the 1900 block of West Belle Plaine Avenue, authorities said at the time. Ulloa was killed after he pulled out a gun and began shooting, police said.
No charges are expected to be filed in connection with the killing because the man who shot Ulloa acted in self-defense, a police spokesman said Thursday.
The 25-year-old and a 23-year-old man were attending a party in an apartment when they began to argue, police said in the hours after the shooting.
The older man pulled out a gun and began shooting, hitting the 23-year-old man in the neck, police said. The shooter also hit another 25-year-old man in the abdomen. That man returned fire, fatally shooting Ulloa in the chest.
The two surviving men were taken to Advocate Illinois Masonic Medical Center, initially in critical condition.
Hm. Not a single mention of any FOID card, nothing about a Concealed Carry License. Just labeling this a justified shooting and moving on? Heck, they don't even name the shooter. But let a copper get involved in a justified shooting and his name is all over the media, endangering his spouse, kids, extended family.

I remember a shooting on the 800 block of north cambridge a few years ago where a well known dope dealer was shooting at someone and a friend of that someone shot the guy that was shooting at his friend 12 times killing him. The guy was a convicted felon. He wasn't charged with anything, not even UUW by felon. And the whole thing was caught on video. They said the guy was defending his friend and the states attorney said fuck it and didn't charge him. I wonder what would've happened if there was a similar situation where the guy had a CCW.

Does someone need a FOID Card if it is his domicile or he has the permission of the owner?
As long as he isn't a felon, a citizen should be able to carry inside the walls of his own home.

So two gang bangers get into a gunfight in this city with guns they are carrying illegally. One of them is dead but not a single charge will be filed? Gang bangers must be a very important voting block for the Mayor to let that slide. A gun fight a few blocks from the Mayor's house? Why, a stray bullet could have hit his son's school counselor!
I remember a fist fight where one of the combatants wound up dead and the other guy went to jail.
I wonder why?
Charges are dropped for No FOID card in court if the person is not a convict.

How many of them got arrested by the Illinois State Police? I saw this on CLTV which has become a race baiting appendage of leftist WGN. I don't think I'll be tuning in CLTV anymore.
Lets keep those Justifiable rates up. There's a lot of dead wood that needs to be cleaned out, and a message that you will wind up in jail, in the hospital or on a slab if you do evil to the citizens of this city. Perhaps it will actually cause some of these people to turn their lives around. I'm in for 40 on this fellow having a nice long record of good life choices as well.

The officer works for the city,and the citizen has a right to public records,such as names and salaries and lists of bad officers,so wear your name tag upside down or get a fake one but you will be revealed,just like posing as an officer,even teachers are named when being charged ,so stay out of trouble and be anonymous,your family will know you and love you best,and that's all that matters,right?
This was a shit head gang banger party/get together. As soon as the police arrived everyone scattered like cockroaches. I wonder how many other gang bangers had guns on them? I wonder how politically motivated was it to label this shooting as justified? This is the second shooting incident this year that is close to the mayor's house. The mayor's neighborhood is nice but it's seen a lot of uptick in robberies and property crime.

Officer at Chicago State PD. None got arrested, all of them were given tickets though. Which will surely will be dropped in court. Despicable.
New levels of WTF... I'm petitioning Websters to change the definition of complicated for Gang culture and Chicago Politics.
If he was a cop off duty he would have been charged. Look to see if any political connections are involved if they're minimizing the story.
Having a gun in your house without a FOUD for a non-felon is a misdemeanor.

It's always been that way. No matter how bad the winner is they never charge his for the gun charges, including unlawful use of weapon by felon. So if the guy is a convicted felon and he guns done another armed felon, the States Attorney just lets him go. He should be convicted and sentenced to years for possessing his gun, but the States Attorney just lets him go.
Maybe we need to change the politicians in this city.....maybe.
Is Illinois the ONLY state that requires an FOID or similar type card?
