Fixes? Hahaha

  • The fallout over the killing of Laquan McDonald and other police-involved shootings has led to a wave of legislation to overhaul how police interact with the public, including measures that would require all Chicago police officers to wear body cameras and police departments throughout Illinois to rely on nonlethal force when dealing with a suspect.
Oh boy, get ready for a list of dumbass ideas from dumbass legislators:
  • Other newly introduced bills would make footage from body cameras more available to the public, attempt to limit encounters with police altogether by allowing officers to give nonviolent offenders notices to appear in court instead of making an arrest and require police to maintain liability insurance.
Great - don't arrest anybody. That's a brilliant fucking idea. And liability insurance? What company is going to offer that? We certainly don't plan on buying any. How about aldercreatures buy "bribe insurance" or the mayor buys "crooked contract insurance to protect taxpayers from the shit they pull?
  • Democratic Rep. Marcus Evans of Chicago said he sees a greater problem not in individual officers but in what he described as a culture that has police reaching for firearms too quickly. So he filed a bill that would require police departments throughout the state to develop clear plans for the use of nonlethal force on anyone suspected of a crime or resisting arrest.
Really? According to all the stats we've seen and available, police shootings are down, and down significantly. We're already using non-lethal force when available and de-escalation techniques when appropriate. Firearms are already a last resort and we've had to use them far fewer times than in years past, but because of the artificial outrage ginned up by politicians and media with axes to grind, we're going to see the Law of Unintended Consequences come into play very shortly.
  • "I don't think (police departments) have these plans in place, because I think instead there's this idea that shooting somebody is acceptable behavior," Evans said. "I don't think they're saying, 'Hey, make sure you don't kill the person you're detaining.' I think instead it's, 'Hey, protect yourself, make sure you get home.'"

    Evans said he hoped that requiring nonlethal force strategies would make police shootings a last resort. He also said police should be exploring alternatives to firearms, like Tasers.
Um, no shit Sherlock. We go home. Period. And firearms already are the last resort - it says so in all the training.
  • "Why are we still shooting people with guns? We don't have any way to stop a person who's running away other than discharging a bullet in their back?" Evans said. "It's 2016."
Right, and that's why your community is acting like it's....what year again? Some first century barbarian hordes battling Caesar's legions? Because it certainly isn't 2016.
  • Another measure focuses on protecting taxpayers should a police officer be found guilty of wrongdoing.

    Rep. Ken Dunkin, D-Chicago, wants officers to be required to carry liability insurance to help pay for costs of any possible legal action. The idea comes as the city has paid $42.5 million in judgments and settlements over police shootings from May 2011 through October.

    The bill also would require law enforcement officers to undergo psychiatric evaluation before they are hired and every five years after that. Currently there are no state standards for psychiatric evaluations; it's left up to local agencies.
We'd like to see State legislators submit to competency hearings, knowledge of the laws they read and pass, that thingie called "due process" along with a wide assortment of sanity hearings. Especially when a sizable percentage of those payouts are actually "payoffs" to go away instead of fighting completely winnable cases.
Whatever. We're ranting. Just be prepared for a lot of stupidity from people who don't want to address the real problem.

Start fighting the lawsuits instead of settling. When Weis was Sup. he outsourced the lawsuits to firms and we won most of them because most of them are bullshit. The BS lawsuits dropped by 47%.

Marcus, please tell me who is killing and who is being killed. Oh its your community, the one you represent. Exactly what have you done to rectify this problem, nothing but blame it on the police. Well I can give you a place to start. Introduce legislation if you are caught committing a violent crime with a firearm it automatically carries a 20 year sentence, of which the offender has to do a minimum of 85% of the sentence, including juveniles, not just juveniles charged as adults. That would be a start and you could be the new savior of your people.

Today, while I was being fetal, I stopped at the 7-11 for a frosty, carbonated, sugery beverage. While I was there, I thumbed though a copy of the Sun-Times. There was an article in there about one of these moronic alderfucktards who proposed a few things, including tasers for "all 12,500 officers" (yeah, right), and raising the retirement age to 67.5, from 63. He said the city could pay for the tasers by using the money used for police overtime (the article did not specifically say anything about VRI). This fucking genius also suggests raising the retirement age from 63 to 67.5, thereby saving money because people would have to wait longer to collect (and not get as much out of it, but the article didn't say that). It said it could start immediately with the exempts and then be negotiated with the p.o.'s. I'm almost positive it was Ervin that was floating this idea. If it's not, I apologize, but I think he said something to the effect of all the retirements of the higher-ups has left a void of experienced leaders, and this would keep them around longer. Fucking idiot. Ol Dean-o actually made a comment on it, saying "that's just what you want on a domestic, a 67 yr old responding". Apparently Ervin doesn't get it about 29 and a day either. Anyways, I didn't see it on the Sun-Times website, but it was in the 1-19-16 edition. I'm sure someone with a little free time could find it.

Sounds like they cribbed the ideas from the Nuclear Industry for their people.
Do you have any buddies in Springfield that could add a line requiring the same testing for the legislators and their staff?
It would never pass, but if it gets in the bill, they'd have to amend it to eliminate it.

Periodic psychiatric evaluations will do one thing for sure ; finally bring to public light and department recognition that amount of post traumatic stress disorder that goes on with cops. This will cause many cops to be put on the medical, many to go for early retirement or disability. The doctors will have no choice, ethically and professionally, but to recognize this problem and force officers off of the job.

To all you citizens out there, I suggest you arm yourselves ASAP because shit is about to start getting really bad out there. To anyone thinking about signing up for this job, you really might want to seriously reconsider. Lastly, anyone eligible to retire should do so immediately and work a different job if the thought of not working and enjoying your life terrifies you for some odd reason. Thank Goodness the FBI is riding to the rescue. Way back in the '70's we had a pursuit driving course, by CCSP and the Bureau. Was fun, got to run around a race track in old hemi's, SS Chevies, all confiscated of course. An old Feeb taught us some sneaky tricks the bad guys used, and taught CAUTION on street stops.

About the same time, FBI Stories was a big deal on TV. Inspector Erskine was the Man. Got into a shooting every week. He never killed anyone, shoulder shots, and as I recall more than one gun shot out of the miscreant's hand. Maybe the new breed of Feebies could teach our guys how to shoot the guns out of thugs mitts?

To the officers in patrol. Think about what you need to do in order to not end up a news headline, not get sued or end up in federal court or prison. The answer is simple. Do not be a proactive police officer. If your Sergeant orders you to arrest someone, make sure your first line of the narrative reflects that and list his name and star number. If you are a go getter and make street stops then eventually you will be on your own.

Hey Evans, when has a department member shot someone in the back from a non lethal crime or incident that they initiated. People shoot and run away. They don't usually shoot and run backwards. The whole concept to injure, strike, mame, kill, blind, wound and or paralyze the officer so that he/she can get away and not be identified or caught.

People who have a gun or act as if they have a gun do it f o r a reason. Replicas have become so real looking. It's not the plastic cowboy pistol with a red tip and a blocked barrel of yesteryear that came and with plastic bullets that could never be put into the toy.

These replicas have armorers fooled. Yes!the appear to be real, yes! the semiautomatic versions have removable magazines and slides that actually are functional and move. Yes! some are spring loaded and gas (CO2) powered and yes! some of these overly realistic "so called replicas/ starter) pistols" are capable of firing live ammunition.

As a "so called community leader" why don't you lead the community in education, respect, morals and yes responsibility. Responsibility of parents to educate their children, grandchildren, nephews, neices, cousins, neighbors and so on. This leading doesn't need a monetary program it needs a commitment. No extra state or federal funds just take a walk in the community you lead and mentor someone as a part of the community. I'll bet you don't do it unless a news crew can put it on at six and ten.

So yeah I'm going home. I can't tell these replicas from the real thing and neither can you. I have seen people pull their cell phones, wallets, pda, dark colored beer can, anything that can be fashioned as if they have a gun in their hands and point them like they have a gun and are ready to shoot you.

You sure do talk a lot of carp from behind a podium. Try being part of the solution with a stand up campaign instead of a handout one.

a lot of places the citizens as a whole have started to lose faith. police behaviour is mostly to blame for this. it won't be reversed without police departments changing the way they do things.

when cops changed mostly from enforcing the peace to revenue sources was the first big blow. very few people see a cop anymore and think they are safer. mostly they wonder what trivial offense they might have inadvertently committed that will result in them being hassled and fined.

the lack of a complaint mechanism that allows for a fair and open investigation of alleged police misconduct does not help. no one seriously believes that an entity investigating itself does so without a preconceived outcome being desirable by that entity.

I don't know if cameras will help that or not. the places where it has been tried have often experienced dramatic reductions in the complaint rates. the reasons are not clear. maybe because there is an objective and independent record of what really went on there are fewer spurious complaints. maybe because of that record there are fewer reasons to complain as police behave better. probably both.

Urban areas have a tough time changing police tactics because of the large organizations involved that have substantial institutional inertia, and the natural desire to not want to admit anything was ever done wrong, which is a pretty universal human trait.

I do not have the answer, but I am also sure that the continued application of brute (and especially deadly) force when it can be avoided is going to make it worse. What is legal is not necessarily what is right.

If Laquon McDonald had been threatening some civilian with a knife in his his own neighborhood, they would have shot him. It would have been ruled self defense and the incident would have been cleared immediately . There would have been no lawsuit and Laquon would have been buried in a pauper's grave when nobody claimed his body. We're not supposed to protect ourselves though. We have no reasonable expectation to stay alive.

What members really need to watch is the unions, mainly the Sergeant's and Lieutenant's unions. Their contracts are up this year and they have a habit of giving up stuff before the entire membership gets to vote. The wellness plan is a perfect example of something they gave the mayor behind the memberships back. Recently they allowed the city to force Sergeant's and Lieutenant's to go to training on our days off and not to be paid with time, in violation of our contract. They should have at least allowed members the option to go during their tour of duty instead of their days off or allowed members to pick a day and time instead of having it forced down their throat. Some of us do have a life. These contracts are going to set the agenda for the FOP contract.

If I'm sane when I came on the job then found to be suffering mental health issues at the 5 or 10 year mark it can only be as a result of PTSD brought on by seeing what we see everyday. In that case I'm covered by the ADA and will be IOD and take my 75% disability with free insurance for the rest of my days.

Fix the police. No, I don't think that's the problem at all. The way I see it, any time a so called parent has to call the police because they can't get their child to go to school, or because their 8 year old just hit them,( that would be the day)
is where the trouble begins. Don't give me the song and dance, that you're poor, don't know where the father is, and all of your other complaints. Your kids stop getting shot with you. For the first time in your lives, act like a real grown up, take the responsibility of raising your children,(sober) and maybe we won't see these kids in their "cap and gowns" on the news because they ( the honor students that they were )

$42 million in settlements!! Wow. I just read an article about the city settling a fire dept law suit for $68 million. What about the millions lost in suits against the city in discrimination settlements, hiring settlements, promotion settlements, testing settlements and on and on and on. I say make the mayor and alderman pay those settlements out of their pockets. In the scheme of things police lawsuits are chump change when compared to the city's liability in soooo many instances.

Hello. I'm not a police officer. Thanks to all of you for protecting us. I'm noticing a pattern with all these police shootings that the mainstream media does not seem to include in their coverage. The mainstream media makes it seem like these people are going about their normal lives when the police stop them, an argument ensues, and the African-Americans get shot. Why don't they mention that the person shot just committed a CARJACKING, ASSAULT, or some other violent crime? I would be treating the police like heroes if they shot a carjacker in my neighborhood. I don't understand how an entire community could be so upset when the police just made their neighborhood safer. Don't they understand if the carjacker got away, they aren't going to give up their current lifestyle and become schoolteachers. They could have panicked while evading police, broke into a house to hide and hurt the people living there. Or a hundred other scary possibilities. I read that criminals carjack because vehicles are extremely difficult to Hotwire nowadays. And they need those stolen vehicles to do drive-by shootings, robberies, or some other violent crime where they need a getaway car. I'm starting to think that some African-Americans don't want to become part of Mainstream American culture, it seems like they want to continue living THEIR way, but want money to do it. Well, thank you all for doing your jobs. If it helps, many of the people I've talked to recently about this subject are beginning to see the truth about inner-city culture. The Committee for Professional Policing (CFPP) has a fair and common sense proposal to greatly reduce police brutality by requiring that all police officers carry professional liability insurance. This guarantees that the decisions made about an officer will be about risk management, simply about whether an officer is going to be too costly on the street. More details.





THE DETAILS

The baseline insurance could be paid for by the city. Officers who act outside the Code of Conduct would have a premium to pay, just as a driver who has many accidents will pay an increased premium. Police officers will join other professionals who have personal liability insurance; doctors, lawyers, nurses, social workers, engineers and others. The City of Minneapolis will still be responsible for badly written policy, failure to train and/or failure to properly supervise.

The police shoot more whites than they do blacks in this country, but the media only runs with the story when its a black person getting shot by a white cop. The media controls the feeble american mindset. Its perfect for the media. Most people never encounter the police so they see what the media puts out there which is a total hatchet job against the cops and people believe it because they have no or very little first hand experience with the police. The media lost credibility with me a very long time ago. I can't even stand next to a newspaper stand at 7-11. What americans don't realize now is that most cops are good and necessary. Americans will soon realize this after the american criminal takes over the streets and runs roughshod without fear of law enforcement and makes people afraid to go outside. By the time people start demanding cops take back the streets it will be too late. Recently retired. Pension stated we are losing 20 coppers a week. So many in the last month they couldn't handle them for January and had to push them back. Many officers leaving before 50 years of age.

If you catch one complaint or one lawsuit with anything even remotely erroneous or an outright lie go after them. Viciously. Federal law prohibits law enforment from having private insurance for punitive damages. Otherwise everyone that came in contact with the police in any way, would sue. The aldermen should learn the law before they open their ignorant mouths. Liability insurance by law, is to be provided by the agenency the officer works for.

I believe there is no such law. There are laws prohibiting insurance against punitive damages though which may be what you are thinking about, on the theory that someone who deliberately engages in misconduct should not be able to insure that liability. And I doubt any insurance company would underwrite such a policy in the first place.

It is likely impractical to force individual police employees to get such insurance. As far as I know, there are no such policies available.

** He wasnt shot for stealing, he was shot for trying to violently kill the police officer that happened upon him**

or "they (police) choked him to death for selling loose cigarettes" (the I cant breathe guy).
** Fist off, he wasnt even choked to death, his physical condition and numerous health issues is what killed him. Secondly, he flat out told the officers (who tried to conduct their business by just talking to him first) that he was not going to go peacefully and resisted arrest. **

or "he was shot because he had a mental condition" (the recent mcdonald and bat man incident).
** mcdonald was an unstable individual violently attacking police cars with the knife like a maniac and also waving said knife and disregarding verbal commands and the bat man posed an immediate threat to the officers life. Mental or not, when you become an assailant, you have to be stopped.**

By putting that spin on the situation and making the criminal the victim, they are facilitating the myth that the police are out of control and the politicians are creating a problem that they will champion (for the people) and heroically battle. The easiest problem to solve is one that didn't exist in the first place. They get to grandstand, fake cry, and pledge that they will rid the city of a corrupt police department and make up a bunch of cockamamie ideas and afterwards claim victory for solving a problem that was never there.

I am a Registered Nurse and I have been advised by an attorney NOT to carry liability insurance. The reason is this: a party who wishes to sue you will go after the big money. If you are insured, you will be named in the lawsuit personally. If the award is larger than the limits of liability on the policy, they will make up the rest with every cent you own and will ever earn. Coppers, please do not buy liability insurance!

when cops changed mostly from enforcing the peace to revenue sources was the first big blow. very few people see a cop anymore and think they are safer. mostly they wonder what trivial offense they might have inadvertently committed that will result in them being hassled and fined.

the lack of a complaint mechanism that allows for a fair and open investigation of alleged police misconduct does not help. no one seriously believes that an entity investigating itself does so without a preconceived outcome being desirable by that entity.

I don't know if cameras will help that or not. the places where it has been tried have often experienced dramatic reductions in the complaint rates. the reasons are not clear. maybe because there is an objective and independent record of what really went on there are fewer spurious complaints. maybe because of that record there are fewer reasons to complain as police behave better. probably both.

Urban areas have a tough time changing police tactics because of the large organizations involved that have substantial institutional inertia, and the natural desire to not want to admit anything was ever done wrong, which is a pretty universal human trait.

I do not have the answer, but I am also sure that the continued application of brute (and especially deadly) force when it can be avoided is going to make it worse. What is legal is not necessarily what is right.

Retires are technically NOT members anymore and pay no fees or dues to the PBPA.

The raffle tickets (sent to ACTIVE members) are for the death benefit fund to give $5000 to active members families who die while still on the job.

Be extremely carefully when you text message each other. Delete messages and photos that may seem inappropriate immediately. Keep in mind that most deleted material can be recovered. Know that every single text you send is permanently saved and can be retrieved. I thought it was just the phone numbers and date/time text was sent. Nope, even scarier. Of course it's no conspiracy but who is to say they don't use innapropriage jokes/messages in your phone to get you on a rule violation. Look-up what happened to those coppers in San Fran..... About 11 fired, suspended or reprimanded because of inappropriate jokes based off of one officers phone! Stay fetal, fuck this city.

What members really need to watch is the unions, mainly the Sergeant's and Lieutenant's unions. Their contracts are up this year and they have a habit of giving up stuff before the entire membership gets to vote. The wellness plan is a perfect example of something they gave the mayor behind the memberships back. Recently they allowed the city to force Sergeant's and Lieutenant's to go to training on our days off and not to be paid with time, in violation of our contract. They should have at least allowed members the option to go during their tour of duty instead of their days off or allowed members to pick a day and time instead of having it forced down their throat. A professional union would let the stronger union go fist. FOP should be the first to negotiate. But the city being smart/ruthless picks off the weakest one first. Thus the Sgt's went first and put in a me to clause. At least the firefighters got to keep the 5th guy on the truck for 4 more years. The Sgt's got nothing. But they gave up premium fee health care after 55. Sad very sad.

I grew up in the sixties. The Civil Rights movement of Dr. King was noble, warranted, admirable. It was justified. And it mattered. But this shit here we got today...tell me ONE thing that a black man or woman can't do. ONE place they can't go. There is not a law in the land that discriminates against anyone. And yet, we have people rioting in the street over criminals who don't go to school, don't work, cause nothing but trouble for everyone, have no respect for nothing, and when they come into contact with the police, which their behavior is going to result in, they act like a fucking fool. To " grew up in the sixties" comment that there is no law in the land that discriminates, I have to disagree, I am a member of a group that has been routinely discriminated against from the moment I came on this job in January of 1977.I have scored higher than many many others who were promoted over me despite having lower test scores. I have seen officers given "meritorious" promotions for their outstanding work, who haven't made more than a handful of arrests in their entire careers , I have seen those same people be appointed to exempt rank making a hundred thousand dollars a year more than me who read at a sixth grade level. Can you guess what group I belong to, the only group that can be " legally" discriminated against ? That's right, white male. Those are the facts but as one black officer once told me after not fairing so well in a discussion about affirmative action (now called meritorious promotions for you younger officers), he stated, " well, you know the facts can be racist too". The playing field will never be level to the beneficiaries of these discriminatory policies. The politicians have created a dependant class who takes no responsibility for any of their actions, their only responsibility it seems is to pull the lever with the big D on it every election day.

text messages cannot be retrieved - generally. The FBI told us this in the "Lead Homicide Investigator" training (thanks Drew Peterson for that)

Thank you very much. I almost responded to that fool, NAC, but he/she is blinded by their privilege. To them, they demand perfection and a resolution they so desire, absent understanding of the world we live in. I loved college, listening to idealists, white suburban kids mainly, rail against the "old white men," meaning legislators, forefathers, etc. oh, they'd be experts on everything, including urban culture in Chicago. Anyone with different experiences and opinions gets called "ignorant." I just laughed at the cowards. I laughed because they never experienced what I did at CPS schools and their ideas are of theory and fantasy. Much the same is my reaction to NAC. They attack those entrusted with defending them. They know we are punching bags. Let NAC walk up and down Normal and talk to Chief Queef's Lamrons about their activities. I'll laugh when you get beat for your color(white presumably), robbed and maybe even a fatal dose of lead poisoning.

a lot of places the citizens as a whole have started to lose faith. police behaviour is mostly to blame for this. it won't be reversed without police departments changing the way they do things.

when cops changed mostly from enforcing the peace to revenue sources was the first big blow. very few people see a cop anymore and think they are safer. mostly they wonder what trivial offense they might have inadvertently committed that will result in them being hassled and fined.

the lack of a complaint mechanism that allows for a fair and open investigation of alleged police misconduct does not help. no one seriously believes that an entity investigating itself does so without a preconceived outcome being desirable by that entity.

I don't know if cameras will help that or not. the places where it has been tried have often experienced dramatic reductions in the complaint rates. the reasons are not clear. maybe because there is an objective and independent record of what really went on there are fewer spurious complaints. maybe because of that record there are fewer reasons to complain as police behave better. probably both.

Urban areas have a tough time changing police tactics because of the large organizations involved that have substantial institutional inertia, and the natural desire to not want to admit anything was ever done wrong, which is a pretty universal human trait.

I do not have the answer, but I am also sure that the continued application of brute (and especially deadly) force when it can be avoided is going to make it worse. What is legal is not necessarily what is right.

Wise words...clearly, the handwriting is on the wall. Like it or not, police depts. all across the country are going to have to change the way they do some things, or we will all continue to be vilified in the press. The public has spoken, and it's time all police agencies respond in kind. Hate this if you want, any organization that fails to adapt is destined to fold.
