Pick Your Own Jury

Vegas is NOT, repeat NOT, taking odds on the outcome of this sporting event:
  • Transparency first. Mike Shields held an emergency Board meeting today to pick a panel to hear his case. If you haven't heard Mike was brought up on charges for violating the FOP by-laws by not sending the city the retro letter. Shields does not believe he has to follow Roberts Rules of Order and let the Board pick the panel. So in violation of evrything Mike appoints Mike Underwood, John Lipka and Denis Doherty to the panel. the Board vited 14 to 11 in favor of Shields. Mike is just like all the other politicians in crook county. He is on trial so he picks the judge and jury. What's really sad is he doesn't se. Anything wrong in his actions. We must hold the FOP Board of Directors and this trial panel accountable for their actions. It's time for acTion.
The hearing date is next week already?
  • SCC - Please alert membership that FOP President Michael Shields' hearing on the charges filed against him is scheduled for Monday, 30 September 2013, 1000 hours, at the FOP Hall.

    Members are invited to attend this meeting to see Shields' hand picked committe (kangaroo court) find him not guilty. The fix is sure in!
If you're interested in the direction of the Lodge, you might want to stop by. We understand that some commentators in a previous thread are relating that the By-Laws are silent concerning these actions by the President, but let's be honest, the appearance of stacking the deck is not doing the FOP any favors.

It is sickening to see all the back stabbers at the FOP. They were against Shields from day one. Shields is the only one who has stood up for the membership. He is the only one who publicly called out the mayor and superintendents on their lies and bullshit. You mean to tell me that Shields is the only one who knew about this letter to the city? You know there were plenty in the FOP who failed to ensure this letter was turned in. They want Shields out and themselves in. Shields publicly humiliated Hubberman when he tried to fleece our pension fund. Shields kept the pension board in check. It is truly embarrassing that you mopes don't see that Rahm and his complicit media are trying to divide and conquer the FOP. Rahm is a dirty, foul mouthed, piece of shit.

Glad you clarified the grammar... It appears that in the first section the letter it states as if it was a done deal that their votes were casts in favor of Shields... But then you qualified that by saying the vote is to take place the 30th

The first comment in this thread was originally posted before the meeting even ended. Which means only one thing:

The people that are supposed to be representing the best interests of the men and women in blue have been splintered and divided for quite some time. They're too busy disclosing and airing dirty laundry on blogs in hopes of propelling their goals/agenda of running in the next FOP election. Most of this dirty laundry fabricated.

The Good Old Boys Club was turned on its head by Shields and those on his ticket that got elected. The old guard has been scheming and plotting ways to make Mike the fall guy since the beginning, the best interests of all of us be damned. The old guard wants to be back in charge in a big way and they have no problem selling us all out to get it.

Dougherty. DiMaria. Aguilar. Even that overpaid hack Donahue contributed to the fucked up state our union is currently in. Yes, Mike has to eat it all because he occupies the big chair, but there isn't a doubt in my mind that this was an orchestrated fuck-up. Orchestrated by the very same guys that were supposed to put aside their petty differences from the campaign/election and work for the betterment of all of us. We would've been in much better shape had the whole Shields ticket (or another completely new regime) got elected - at least they would've all shared the same goals.

A house divided cannot stand. And that's what Chicago FOP Lodge 7 is: DIVIDED. Doomed from the very beginning of this split ticket. Fuck all you Old School guys - I worked with two of you fellas in the 80s - that allowed this catastrophe to happen.

Maybe now all the Shields defenders will wake up. They can spin it any way they want, but one fact remains; Shields never sent the contract negotiations demand letter on time even though he told the coppers at the Feb 21, 2012 fop meeting he was going to send it. This was seven full days before the deadline.

Now he tells the coppers at the September 2013 meeting he thought he had more time to send the letter and is sorry. Two board members call him on his bullshit and he has no response.

He is brought up on charges. He selects a handpicked committee to hear them and I'm supposed to believe anything this guy says. He is so full of shit he ought to be our mayor, not our president.

He really needs to go. Sooner not later, but I'm sure his followers will blindly continue to follow him.

Mike Underwood is a nice guy but he is the same agent that shilled for Mike Shields when he pulled that rehearsed media charade allegedly against Ron Huberman with the assistance of Larry Yellen from Fox 32.

Ironically, the same media stunt that got him elected to the Pension Board and then catapulted Mike Shields to the FOP Presidency.

The same reason that Mike Underwood hit the front page of the Chicago Sun Times portrayed as a martyr.

Think about it!

And although I'm not an FOP active member but a fair share paying member I WOULD support Tim Murphy if he ran, he is a detective out in area 2 and has worked some of the worst and high profile cases in the city and is a great detective, I can tell you I will encourage my tact team and other officers in my district to vote for him if he runs.

He was elected to be a leader who works for us and not a dictator whose only concern is his welfare. The membership needs to stand up to this dictator and knock him our of office because he has the majority of the board in his pocket who voted with him to let him pick his own committee.

The mindset of the trustees have always been, I am there for the check. It's not a lot of money but none the less they want that check every month. It may be the only time in our careers that we see that even the election of trustees matter. To the Trustees that read this blog, know this. You have a fiduciary responsibility to the membership as a whole and if there is any wrongful management to be found you can be held with a certain degree of responsibility because of this fiduciary responsibility. I'm sure Geiger is awaiting all of the post in his effort to not read the blog, but keep in my charges can be brought up on the trustees as well. What doesn't make sense to me is why the charges were not brought up on the State Lodge level. That is where tho should be hashed out. Maybe that will be the next step and the trustees on the panel better check with council before they rubber stamp Mickey and his actions.

This Board or anyone on a committee cannot remove Mike because he's being accused of losing the retro which HAS NOT happened. All of you will make plans to attend the meeting on Monday and they'll simply move the date on the charges against Mike.

Go to the next board meeting this Tuesday at 1000 hours and demand Paul Geiger's termination if you want to see the house of cards fall.

When is everyone going to wake up? This guy has got to go. We have lost so much from this union. In ten years, we have received nothing. Losing 25 contractual days, working a 4-2 work week that we didn't want.( oh and yes we do work 5 days a week ) We give them a half hour everyday people. Remember we had a 30 days and pending ( max suspension) now they can give us a 364 day suspension . What if you have a family? Who takes care of you? Nobody. Our dental has not been upgraded in 18 years. Shields needs to go. It's up to us to make sure this happens. We can't afford to give up anything and with Rahm he will take everything.

If Cortez was not running for office he might have come creditability He's been AWOL for five years. He and disability Dean are forming their ticket for the next election. ticket. FOP CONSTITUTION AND BY LAWS..........Charges shall be in writing and shall describe the alleged violations. Upon receipt of such charges, the Recording Secretary shall immediately distribute copies of the charges to the accused member and to the members of the Board of Directors of the Lodge.

Charges were brought on 17 Sept. The board received a copy of the charges on Monday 23 Sept. Go Figure?

I was told by a board member that Mike is trying to speed up this hearing to keep the witnesses from being brought in by the complaintant. He knows that if the right people testify that the truth will come out and he will be gone. They should bring in his old secretary to testify. She talked about the letter in her exit letter.

Same here. Mike wanted to be the president. He should have known what it entailed. He fucked up. The responsibility falls squarely on his shoulders. No one elses. Period. If he was man enough he'd admit it.

The truly funny thing here is we hear all kinds of names being mentioned here, but nobody mentions Donahue himself told the members at the last meeting he told Mike to send the letter three or four times. What does he have to gain? Shields hired him for the past three years. Maybe he's telling the truth.

I know Tim too. Im not debating the fact that he was a great Cop and now an incredible Detective. Yes, he has worked in some shitty areas of the City and worked some high profile cases. And he's pretty personable too. Im not going to say anything bad about him.

HOWEVER....

As far as FOP President? I'll offer this question: Does being a good Cop / Detective make a good union president? I want someone that knows about contract law, workers rights, knows how to send out a fucking letter on time, can organize the Patrolmen in this department... THATS what I want for FOP leadership.

I want someone that knows about contract law, workers rights, knows how to send out a fucking letter on time, can organize the Patrolmen in this department... THATS what I want for FOP leadership.

well said with some added points.... the chances of getting an EXPERIENCED labor attorney elected are negligible. That's the reason the lodge hires a labor attorney. What's necessary for full transparency is to have interested parties submit resumes to the FOP, along with past political affiliations and any work history involving governments of any kind or that of any of their employers as long as they've been an attorney. After a thorough vetting the prospective candidates should be posted in the newsletter for an entire month, just for any investigators out there to uncover any possible dirt.

Cleanest guy gets the job.

Also, someone who can get along down in Springfield without pissing off those who support organized labor, if any exist.

As for the rest, run a legit lodge. Investigate all contract violations made known and always work for the aggrieved member first rather than the city.

If you would get your head out of Shields ass long enough you might be able to see that your blind allegiance to this self serving asshole only fosters the cause of Mike Shields who thinks of the FOP dues paying members as a bunch of dumb chumps. Mike Shields knows how to get his name in the press and the perception is that he is doing the right thing but it couldn't be farther from the truth. Lets not forget what started this. Mike Shields had a simple task to complete, was told by numerous persons that this simple task could only be completed by him and told the members at a general meeting that he would take care of this simple task. If he did nothing more during his 3 year term nobody would know the difference. However he did not complete this one simple task. How does this qualify for standing up for the membership when you personally decided that our members do not need a pay raise for the 1st year of our contract. That's right, Mike Shields and Mike Shields alone decided that we do not need a pay raise in the first year of our contract. Forget all the other political bullshit because this is the issue. After Mike Shields made the decision that we do not need a pay raise for the first year of our contract he then lied to the entire board of Directors who then passed this lie along to the membership because they took Mike Shields at his word. Shields has lost all credibility and will never be trusted by the membership again. Remember he profiles his accomplishments in the media so it looks like he is actually doing something when in reality all he is doing is taking the members of the FOP for an expensive ride, as in money from our pockets. When is the last time you let a total stranger help himself to whats in your wallet?

Let's not forget, that the contract hasn't been settled, retro, or any other pay raise has not been determined, and nobody has lost anything. Retro, or lack of retro, is an issue manufactured by people with political ambitions. Shields hearing is on Minday Sept. 30 to be heard by his hand picked people. There is one problem here and Shields needs to have more charges placed against him. The FOP by laws are clear on this point. . The hearing must be held no sooner than 30 days after the committee is appointed.

Has anyone posting on this Blog actually READ the By-Laws of our Union? Article 2: Section $ States
"Charges shall be in writing and shall describe the Alleged violations. Upon reciept of such charges, the recording secretary shal immediately distribute copies of the charges to the accused member and to the Board of Directors of the Lodge. The PRESIDENT , with the advice and consent of The Board of Directors, shall appoint an impartial Special committee of three members of the Board including a chairperson, who shall act by majority vote. Section 5 states that the 3 person panel presents a recommendation to the Board on whether the evidence as a whole supports the charges.

Article 2, section 9 states: "After a hearing by the Board of Directors and in the event found guilty of such act or omission by a two/thirds vote of the Board of Directors, the member shall forfeit his membershipand all benefits of this Lodge"
SEction 5 also speaks of the possible penalties they being, :
fines, suspension,loss of privilege and or expulsion from membership in the Lodge.
THe By-Laws were followed and if Shields did anything else including the suggestions of Daughtery, Aguilar, Graham and Donahue, he could have been and I am sure would have been brought up on charges by these same people or Carlos Cortez, the Puerto Rican Mormon Chaplain.
All this nonsense including this Rule 14 like BS charge just plays into the hands of our Snake of a Mayor and it wouldnt surprise me at all to someday find out that he threw cash at some of these would be Presidents to get Mike Shields out of office as our President.

Loyalty to the King is great in a non-democratic society, but in an alleged democracy elected individuals need to be held accountable. Would you agree Underwood, Dougherty (Trustee) and Lipka? Obviously, if Mike unilaterally selected these individuals to the trial panel, they must be running with him. No one is going to send these individuals a life-preserver. Your $7,200 a year is over should you find Shields not guilty.

Thanks for informing us of the bi law and glad you highlighted PRESIDENT, please be informed he is the accused in this matter. Also the law states it would be given to an impartial committee, well Underwood, Lipka and Daugherty (trustee) are all the accused running mates correct? Sounds very impartial! What about the 30 days? Charges given on the 23rd and the hearing on the 30th sounds like 7 days to me but again this is all up and up correct?
One and last bit of the 14 board members who approved Shields picking his own jury saw nothing wrong with this? Interpretation of any law is how you want to twist it, you cannot change the smell.

Dean Jr. is very young and dumb. But he never votes for anything at a board meeting w/o calling his dad. Half the people who voted for him thought thay were voting for his dad.

Disability Dean needs for Shields to stay in the race because he could not beat the backstabbers from the city-wide team on hs own. The CW team has a whole slew if their own problems that will come out as soon as they anounce their ticket. And there maybe a forth ticket emerging.

Funny how most of the people here probably voted the last election for Sheilds! Hopped on his hope change and "young blood" bandwagon. I have had a chance to actually talk to Dean Angelo and have found him to be a solid choice. I mean the lodge is broken! Plain and simple. Everyone is on this blog whining and moaning with no solution. I believe that Dean has real solutions for the real problems facing us. Instead of sitting here talking out of your butts talk to Dean he will answer you straight. As for the asshat picking on Dean Jr. Stay classy. The kids as hard of a worker as I've had the pleasure to work with. At some point we the members need to be the solution instead of the problem.

Well with bill and former city wide team planning a run for president, citywide would have put their boys on the committee. So really no fair way. The per as on who is bringing the charges also wants to run. He threatened to bring as ll on charges but that did not happpen. Bill and mark cut A back room deal to include carlos on their team. Funny h ow this works. Carlos brought a second set of charges to waste more time so he can say he went against mike. So really just a bunch people getting ready to run and still searving their own interests first.

Are you sleeping or what? He admitted that he was aware of the letter and had the intentions of sending it, and for whatever reasons he failed. When you tell someone that you are going to do something is there a need to have people follow you up until you complete the task? to defies logic Donahue stated he had 4 conversations with Shields regarding the letter and when it was due, Aguilar stated that Shields told him the matter was taken care of, his secretary who constantly reminded him to send the letter that she prepared for his signature was fired because she knew he did not send the letter after she reminded him numerous times, he told the membership at a general meeting that he sent the letter. You don't have to be a trained investigator to know that he was not aware of the deadline and did not send the letter. You also do not have to be a trained investigator to know he lied to the membership. These are the charges against him and he is guilty of both, end of debate.

Roberts rules of order Chapter 11 page 152 " One of the specific parliamentary duties of the Vice President is to preside when the president is unable to be at a meeting or when the president has to step down from the chair because he or she wishes to debate an issue. The Vice President also presides if the president is being censured or if a motion is being made that concerns only the president."

Lodge 7 Constitution and by laws Either the President or the Board of Directors may move for the creation of Special Committees to investigate any issue confronting the Lodge. Special Committees will be appointed by the same method used for appointing standing committees. Majority members selected by the President, minority members selected by the First Vice President. So lets get keep this straight, our president ignores Roberts Rules of Order which take affect when our Constitution & By laws are silent and he ignores the constitution & by laws after violating Roberts Rules of Order.

Certain board members are more worried about the election than doing their duties as officers of the lodge. The named board members who voted against the motion of Mike to recluse himself did themselves and the lodge a great dis-service these same members should have thought about doing what was right and put away their political questions.
As titled picking your own jury is so true, Sheilds you are so wrong in allowing yourself to pick your committee and then voting in behalf of yourself on the motion. Anytime an incident involves you personally it would be prudent and transparent to allow in this case the first vice president to pick the committee. However you did not allow this to occur. Oh this one is going to pick on me Oh that one is going to pick on me. Come On Man
Let's be realistic had you did your job this would not even be an issue, correct?
You got caught and now just like every politician you are looking to blame everyone but yourself.
We feel for you that you are being so picked on, but think of the rest of us who will feel the loss of our retro checks.
To the board members wake up and do what is right, quit defending incompetence.

There are no saints here. Sure Shields missed the 1st deadline and is taking the blame. But Dougherty's buddy Paul Geiger is the labor lawyer. Shields was wearing two hats at that time Pension Rep and head of the FOP. He needed help and these guys f@cked us all to ensure he failed to they could take back the FOP.

Dougherty waited until it was too late to start coming to meetings to run for office before he brought this up at a general meeting. But he covered his bases if the State Labor Board ruled in Shields favor. Dougherty had approached Mike to run on his ticket and was willing to throw DiMaria out of the office to replace him with some kid named Bailey. So much for honor among thieves.

Dougherty, Aguliar, DiMaria, and Kevin Graham (who has been on two prior contract core group negotiation teams) who turned in to Sgt Schultz right before my eyes at the last meeting when the membership turned on the backstabbers.

Carlos when are you filing charges on the rest of the board like you said you were going to do at the last general meeting. Or did you already sellout?

and that is why he has mysteriously gone back on his word to charge Both
Doherty and Aguilar. Wonder how Frank DiMaria feels now that he can read that he was about to be thrown under the bus by Doherty to be replaced by Jimmy Bailey, Doherty's friend. ? Lets see as I count them now there are 5 people running against Shields foe President of FOP, Bill Doherty, Kevin Graham, Carlos Cortez, Dean Angelo Sr., and the latest challenger, Tim Murphy. Every one of them stabbing each other in the back and stepping over the bodies.
And we as Chicago Police Officers let this farce go on, playing right into Rahm Emanuel's hands. And when we get a shit contract like the one just awarded to the Sgt.s , we will all point fingers at each other and blame this guy or that guy when in fact we should look in the mirror and blame that guy because he is the guy who did not have enough sense to stand together like the teachers did and
worry about the internal battles after we get our contract. If it wasn't for the "LETTER" what would your beef be with Shields except that you or one of your buddies wants his job, be honest with yourself. If you do get your retro pay , which you will, then will you admit that your actions undermining the President harmed this Lodge and our negotiations ?

Funny how most of the people here probably voted the last election for Sheilds! Hopped on his hope change and "young blood" bandwagon. I have had a chance to actually talk to Dean Angelo and have found him to be a solid choice. I mean the lodge is broken! Plain and simple. Everyone is on this blog whining and moaning with no solution. I believe that Dean has real solutions for the real problems facing us. Instead of sitting here talking out of your butts talk to Dean he will answer you straight. As for the asshat picking on Dean Jr. Stay classy. The kids as hard of a worker as I've had the pleasure to work with. At some point we the members need to be the solution instead of the problem.


Solution to the problem? C'mon.

The guy hasn't been to an FOP meeting for over a decade. He hasn't paid union dues in over a decade. He's been on disability for over a decade, can't work a limited duty position in the Department, but can work a job at Calumet College while collecting a disability pension.

Now, somehow he can work a full-time job as FOP President collecting D8 pay while still collecting a disability pension?

Yeah, a real solution to the problem if you're talking about his financial problem.

Notice how Mike Shields changes from someone writing this post for him when he references Shields and the president and then in the above lines at the end he states Will you apologize, offer to make good on the loss of pay or benefits
will I see a check from you ? Not in this life time I bet,. Notices how it goes from Shields to president to "I" as in will "I will I see a check from you ? ". Make no mistakes brothers and sisters this is all about "I" as in Mike Shields and the time has come for us to rid our lodge from this distraction and send him back to a beat car for additional training.

The Huberman deal was already decided long before the Shields press conference took place. Huberman was already told that he could not belong to our pension fund but Shields grabbed the spotlight and the credit making it look like, to anyone who watched the news that he was the savior. Truth is he is a true politician grabbing whatever credit he can even if he did not earn it. He knew that nobody else would claim it so he claimed it for himself after it was already decided.

Pure and simple Mike Shields rules some board members the same way Rahm rules our city council, with threats and promises. The vote showed who he controls. We should be thankful that there are 9 members of our elected board who stood up and did the right thing by putting the membership in front of the wishes of the dictator.

The backstabbers? What about the 14 who campaigned for transparency at the FOP who allowed the president to pick his own jury and alter the minutes of the meeting to omit what he said. This is transparency and representing the members? Sounds like a bunch of self serving interest before that of the members.
