FOP Damage Control

  • Fraternal Order of Police President Mike Shields has suffered a major blow in his effort to recoup from an embarrassing paperwork mistake that threatens to deny rank-and-file Chicago Police officers a retroactive pay raise.

    The executive director of the Illinois Labor Relations Board has dismissed the unfair labor practices complaint Shields filed against the city after Shield’s oversight gave Mayor Rahm Emanuel an opening to declare that if the FOP wants a pay raise retroactive to June 30, 2012, they’ll have to give up something to get it. It will no longer be automatic.

Not good at all, and numerous comments say that phone calls to the Hall are not being provided any substantive answers. September meeting right around the corner - might be some fireworks. And everyone who may have been delaying retirement in anticipation of some sort of bump? Drop those papers now.

Anyone writing case reports near SAFE Zones should ponder the address a crime occurred at and double check. Victims sometimes are confused by details.

As bad as the sgts union is at least all of them get the same pay that they would regularly. Make the pay the same so that you don't get people with agendas running. Having worked with both Mike and Dan Shields, I decided not to vote for either of them even though I thought so little of the guy who ran against Shields (Hell, I can't even remember the guys name and I voted for him instead of Mike). That being said, I'm not surprised by any of this, and the only thing he can do at this point to make it worse is to actually give something up for retro. Forget the retro, lets try and get the best contract we can without sacrificing anything. If he gives in to the idiot cops that are always so short-sighted that they're mainly worried about retro checks, then he'll only further cement his legacy.

Shields needs to go. He should resign doubt he has the stones to do it. He will be voted out. In mean time lodge needs to start filing unfair labor practices and lawsuits against the city for every possible action. Bring in the field reps and get them trained on safety grievances, and train field reps to enforce every single contract provision, go to war, no this isn't something that can be won in the traditional sense but Rahm doesn't need an insurrection that will cost the city money and make the department unmanageable.

Oh wait their guy greg didn't win so no need to help out and make sure that this stuff is taken care of? Shields it was his first time at the table so where was Bill, Frank and Rick were too busy collecting their pay check and hiding in their office.

Lets also remember why Rahm doesn't want to play nice. Shields stopped the sergeants from accepting a contract that would harm our pensions and dictate pension reform. We all know that this is the true reason for all of this. The city doesn't want to be on the hook for amount owed to our pensions.

Although the FOP should absolutely have filed the paperwork promptly, I still think the City is bogus as hell for not accepting it late. The City had every intention of negotiating, it is just hiding behind a technicality. Normally, that might be ok, but not when it affects ten thousand employees. Also, if the same thing happened to the CTA Ironworkers and the City still dealt with them, they better damn well do it for us.

No word yet from fop..Can you please shine some light on what is suppose to go down in 012 September 15th. Word is the sup is going to pilot a program where the watch is ran like a tack team. 10-15 pos assigned to a sgt all in the same day off group. No more beats. What happened to beat integrity? Can they just change are D.O.G like that? Why would they mess with dog in the middle of September when pos already have used up most of their Pdays. BFD V-day planning their year around their day offs and weekends. If this is true can we get in the ear of the superintendent and at least make him push this till the first period. After furlo and watch picks. And why do this in a somewhat slower district? wouldn’t a faster district make more sense to see if this dumb idea even works? And what happens when you get assigned to a sgt you don’t even get along with just being on the watch ? now your on his team. Word is all the teams are goin to be picked from downtown.. Help please from 012 officers..

Is anyone close enough to the situation or to Mike Shields to know what his career plan is after he loses the next election? I ask this question in all seriousness because he obviously can't retire, and he's only a patrol officer, so he's going to have to hit the street. Sure, someone could throw him a bone and hide him in a unit, but I can't imagine he's going to have much enjoyable camaraderie amongst his coworkers. Has he made enough connections downstate or within the private sector that he could make a jump? It's the downfall of becoming the president so early in your career, especially when you factor in the disastrous results. Maybe he can work at General Iron full time.

When u get a chance try and find the campaign literature that Mike Shields distributed in the last election. Lets see Max out at 21 years and live outside the city limits were just two of the promises that we were told that Mikey would deliver. He failed on all of his promises, yet many people will still vote for him. I believe the Ron Huberman pension video was staged so that that Mike Shields could get notoriety. He did and everyone bought into it. Am i surprised about what happened ? no, because if u sat down and talked with Mike Shields it wouldn't take very long to figure him out!!!

Upset i voted for shields. Won't make that mistake again. I think many others out there who feel same way. His ego is too big, and he cost my family a lot of money in losing retro. Thanks! He should step down and let someone qualified take over. Rahm is an A-Hole but our FOP President is a clown. We can't seem to win in our elected officials and even in our own union who is supposed to watch our backs. I want a refund for a few years of FOP dues.

Seeing this only from the outside - and only reading what is written here, Shields made a mistake. No doubt.

BUT, as one post asked - Why wasn't Donahue advising him on sending the letter ? (that should have been part of the transition briefing - "don't forget to send the letter")

THAT is an excellent question and sheds a lot of light on the previous regime.

Looks like the previous regime wasn't doing their job when they were IN office as well as when they left it (making sure the transition was clean).

Shields would not have gotten in, if you were satisfied with the previous regime - YOU WEREN'T at the time. They didn't do everything they could - and it was high-time for them to go.

Give some credit to Shields - he did some good, but he could not do it all.

So look at Shields as the transition step to the next regime that had to happen.

This NEXT regime better be a good pick. Otherwise, I would say you are better off without FOP - get a different union altogether.

Make no mistake, Shields owns it, but the other guys let that one slide and they should have known about it. Did they do it on purpose because they didn't like a new face? Was it out of spite? Are they that incompetent?

That being said, stick together. Divide and conquer is too old a strategy to work on experienced police officers. Look forward because this game has just started.

I have talked with the guys at the FOP offices. Donahue too. The all say they advised Shields to send the negotiations letter. He apparently ignored them. Read his newsletter article posted on the FOP website. He says it was his responsibility as president to send the letter but he didn't. About as close to admitting he was told to send it without actually saying it.

All Mikey had to do was use Donahues letter from the previous negotiations (it was in the file folder, Mikey) and change the date and names. He didn't. He PURPOSELY didn't. Several inside people from the old regime begged him to file the letter. He CHOSE not to do it. Vote him out of office?! Hell, there should be a criminal investigation and jail time!

For those who think you are "only" missing out on a 2% retro-check for a year, remember this: not only are you not getting that 2% THIS YEAR, you are not getting that money NEXT YEAR, and for every year after that for the remainder of your career (plus compounding).

Let's see: you're a young guy with only five years on at the end of the last contract...your salary is $75,372 (according to the pay scale easily found online)...2% of that is $1,507.44...you lose that this year, and every year for the rest of your career (you're young, so you'll stay the whole 29+ years...29 minus the five years you already had equals twenty-four years left...) so 24 x $1,507.44 = $36,178.56 that you will never see because of Mike Shields's CHOICE TO PURPOSELY NOT SEND THE LETTER, DESPITE BEING REMINDED TO BY OTHER BOARD MEMBERS (the amount is actually higher with compounding, but, hell, enough math to make the point).

Let's multiply that by your entire, only fifty member academy class...almost 1.9 million dollars of YOUR pay, given back to the city by Mike Shields. And that is only ONE small academy class worth. Multiply that by an entire police force (below the rank of Sergeant) and you have way more money than even Rahm can make in questionable (at best) deals he made capitalizing on his Bill Clinton and Obama connections.

Why don't we ask each of the inside guys, when they give their reports in September, "How many times did you personally tell or ask or remind or whatever Mike Shields to send the letter?" Now remember, only Mike Shields, the President, had authority to send that letter.

Yep, we've put criminals away for decades who didn't cause anywhere NEAR this level of harm. Musing....maybe we can arrest Mike Shields at the September general meeting....

“As for the letter, in hindsight, I with I had sent one within the window the City wanted” He Mikey, the time frame is not what the City wanted, it’s what’s IN THE CONTRACT” Do not try to fool the membership in saying it is something the City did. You fucked up by not follow the process laid out IN the current contract.

“Do not allow this Mayor to divide and conquer the FOP” He is not doing that, YOU are. YOU are the one who totally fucked up and have lied about up until this letter. The only reason you are coming clean now is because the ruling is made public.

Now you want to spend more of our money on Labor Board Hearing and lawsuits that we will never win. You already pissed away our money in regards to retro, stop pissing away our union dues..

Whoever thinks that Frank, Bill, and Rich are there to help anyone except themselves is sadly optimistic. The 3 of them played both sides during that whole election. Aguilar is inarguably the worst of the 3. Its amazing some copper hasn't shown up to knock his teeth out. He's a super tough guy over the phone. He's condescending and arrogant. But in person he is a ball-less punk.
Clean house up there. The paranoia and infighting mirrors the Nixon administration. If the incompetence didn't directly affect me I'd laugh about it. I knew Shields was a horrible choice but he even lowered the bar more. Pathetic.

Organized labor, Chicago Firefighters Local 2 and the FOP Lodge 7 better wake up and realize we're not dealing with an honorable man when it comes to contractual and pension issues. Hit back twice as hard! Throw a $20,000.00 annual residency stipend at him in current negotiations. Even if you go to arbitration there's an excellent chance that an arbitrator will grant us a portion of that amount. Then let Tiny Dancer explain to the editorial boards of the Tribune and the Sun Times why taxpayers have to pay more to keep Chicago's employees from fleeing this city.

I’m mad at Shields but I’m madder at the City-Wide team that submarined all of us to get back at Shields for beating them in the last election. The CPI in July fell in Chicago. Our raise will never be over the CPI for the foreseeable future. Shit my VRI check for June was more than a year’s worth of raises. While we a f-ing around here the city and FOP are meeting and have met during the entire time the contract is expired. Their job is to stall as long as possible just like they have always done in the past. The retro check is just 30 pieces of silver. The cost of your health care and the pension you get when we retire are the two main issues that are in our face today. I’m pissed at all of this. But I’m more pissed at the City-Wide team that let this happen and laughed about it. Greg/Sid/Rick/Bill/Kevin/Jim/John thanks for nothing. And now we know who put Steve Robbins up to change the by-laws to take away voting rights away from retirees. This was a constant attitude during the Nolan and Donahue terms. The retirees should remember that in the next election.

The arbitrator will decide this as he always was going to do. Rahm’s laughing his ass off while we fight here like a bunch of 10 year old girls at a Saturday night sleep over.

All the shields bashing here, mike shields was like a PPO without an FTO, Doherty, dimaria, Davis, and the rest were all there before, and Donahue who is still being paid obviously said nothing, so the fire on shields needs to be equally metered out, perhaps more so. How would you feel if you were a recruit and your FTO left you on your own doing something you have no clue about?

Lets analyze this some, maybe the others were mad Bella lost and want to screw mike next election, but in reality they hurt all of us? Think about the big picture, if so we need all new people in there throw them all out!

I don't understand this. No pay raise is "automatic". Every raise is negotiated or awarded by the arbitrator. The City prefers a small raise upfront to reduce any retro check. How does this change that scenario? The City will argue that the economy was bad in 2012-2013, so there shouldn't be a raise at all for what would be the first year of a new contract.

Or is it that the City will argue that 2012-2013 wasn't really the first year of a new contract, but the last (extended) year of the old contract? Can you imagine going into contract negotiation with the city last year?
Did everyone forget what Rahm was bringing to the table, crying broke, wanted to take this and that away and give little raise that at the end you would make less take home money than you make now.
Not getting retro might be the best thing that has happened, just have to look at the bigger picture. Economy is improving,Rahm can't cry broke anymore while spends millions on BS projects so the card he plays is "DIVIDE AND CONQUER". We need to remember that we are only strong when UNITED.

It's called Team Policing and it was tried in the '70s in many departments and proved to be a total failure. So no doubt we will be trying it here.

Let it go. Shift focus where it belongs, on Rham and his minions. An internal feud within the FOP at this point only creates havoc on negotiations. I've had two years without a bump in salary on my side job, as my employer laid off those around me. It sucks, but trust me, you'll all survive. Plus, many private sectors jobs didn't receive a raise in the last few years, so no sympathy from the masses.

Like it's already been said, arbitrator will take 2012 into consideration, and it will work out.

Now REFOCUS that energy, and work with the hand we've been dealt. A stronger front is better at the table, then a bunch of pissed off coppers who can't think straight.

Mike Shields is the son of a white shirt who was a do the right thing type of guy, not a machine type of guy and I'm sure he raised his family the same way. This was a mistake, not collusion with Rahm.
The crew down at FOP have been helpful to me. I'm sure this mistake is going to cost them a lot of votes next time around.

I think we are counting our chickens before they are hatched though, retro this time around is not a given. We didn't get much of a raise last time around and actually got less than was offered.

Money is important but I think we need to concentrate more on keeping what we have this time around. No increased medical contributions, no more unreasonable disciplinary measures. Don't take away tuition, personal days, uniform, duty availability, holidays, medical days.

Lastly, everybody respects a working copper. A working copper is who I want to see go to a unit or become a supervisor, but not a Union rep. I'd rather have a guy that makes 20 arrests a year but has a degree or experience in labor law be our rep or president. That would be of the most help.

Lets see Max out at 21 years and live outside the city limits were just two of the promises that we were told that Mikey would deliver. He failed on all of his promises, yet many people will still vote for him. I believe the Ron Huberman pension video was staged so that that Mike Shields could get notoriety. This was an error no doubt. With that being said, historically the arbitrator has always discounted or disregarded the 1st year retro pay. This will simply happen again no difference.

I voted for Mike because of his knowledge and position on pensions and he has been invaluable at highlighting/thwarting the smear tactics of assholes like Laurence Msall of the Civic Federation and other Emanuel minions. WE fought off successfully several pension bills that would cost you and I hundreds of thousands of dollars from our retirement.

Example, if you have to work 3 extra years, that just took at least $180,000 out of your earning potential post retirement.

Wake up and stop looking to implode. The war is still on for both pensions and a labor agreement.

No one is happy that this happened, but lets wipe up the spilled milk and concentrate on debunking the city hall promoted fear mongering regarding our pensions and demand TIF reforms before pension changes.

He cost each copper a possible $1,000 to $3,600 out of pocket - that's each and every one of us. Not to mention hitting the coppers harder that are in court everyday, working VRI all the time and the recent retirees that base their retirement pay on the last 4 year average. Shields needs to step down or get booted, immediately. Can officers file a lawsuit/class action against Lodge 7, Shields or both? Do they have insurance like a doctor has malpractice insurance? Then as most of know, Rahm is an asshole and still stuck it to us even though he didn't have to but chose to. The lodge can cancel the fishing tourney, the golf tourney and the picnic and maybe split the money up amongst it's members.

The question isn't “Did Mike Shields and all his staff” screw up; the real question is what are you going to do about it? This isn't a question to Mike it’s a question to every FOP member (active or retired). What are you going to do about your leadership in the FOP. I would say that 100% of the executive board and 90% of the trustees need to go. The executive board proved they are not capable to managing the day to day operations of the membership. They trustees for the most part are there for their monthly check and will vote the direction of the President who has the ability or votes to replace them.
This is a serious time for the FOP and other Unions out there and if we get this wrong in the coming year, we will go the “way of the dinosaur”. Unions have been good for me and my family and I want to see them stay strong.
Start looking at yourselves and what you want out of the Union. Once know what you want vote for the person that can deliver (not promise).
I would also like to see if Second City Cop would start a separate blog post for serious ideas and debate on the FOP and the board. Just an idea.

Markie never left the office. Mike in one of his good moves (not all were good) kept Mark on the payroll as the lobbyist. That move along with hiring Pat Camden, Ckis Kato and Capt Farrell on a hourly basis as needed were good moves.

But Mark was the President and he left Mike out to dry. So if yo do not want to vote for Shields before this contract gets arbitrated certainly don't vote of any of the city wide guys they let us down and don't need a third bite at the apple.

Officer Jason Schneider was shot and killed while serving a search warrant at a home in Catonsville at about 5:00 a.m. Officer Schneider was part of the tactical team that had entered the house in search of a subject wanted in relation to a previous shooting. While the team searched room-to-room, the subject opened fire and shot Officer Schneider several times.

Despite being mortally wounded, Officer Schneider returned fire and critically injured the subject.

Officer Schneider had served with the department for 13 years and is survived by his wife and two children.

An arbitrator will rule in the past practices, and retro checks are past practices. Your letting a simple $1,000-1500 retro check amount to the entire contract. Simple solution work some vRI or court to compensate IF there is no retro. Don't loose sight of the big picture, a fair solid contract for ALL sides, period. Don't play into rhams hands, of bait and switch, keep your eyes on the real issues which is the contract in it's totality. Deal with FOP later. Remember, FOP is supposed to be run by a team, right? So remember that at election time, seems the team led by Mike dropped the ball, but there is accountability for all.

Joey d'Alba the previous labor attorney, fired. They were shitcanned right off so there was no one in a position to advise to send the letter. As for the pilot program in 012, they already found a schedule that worked. It was the 10 hour days. adjust the hours a little (the only gripe by some of the watches) and it works great.

If you are maxed out, you are being foolish.

Remember, if die before you retire, your spouse/family gets your contributions refunded to them and, while it will be a nice piece of change, they will not have a continued income or medical benefits because you were not retired when you passed away.

And, if you are maxed out and passing up the free medical benefits you are eligible to receive if you retire between 55-60years of age, you are again, being foolish. If you wait to retire until you are 60, the free medical benefits might still be available to you, as has been the custom, but by that time, who knows?

Also, while you work to 63 and are maxed out, you are still contributing to the pension until the day you leave, when you could be enjoying life and receiving your pension benefits. Most people who wait until 63 to leave do not live long enough to enjoy their pension.

While you might think you are getting over by staying until the bitter end, you might just be fooling yourself and no one else.

Understand that he was voted into office as your president and you had enough confidence in him however he failed you, now do you need to drag everyone else down. It isn't merely one year of a raise given as retro. It is a raise due you for every year you work from now on. In addition, since your pension is calculated on your salary, that raise you didn't get will not be used to calculate your pension, meaning your pension will also be lower.

Let's say that first year raise would have amounted to $1,600. Let's further say that you have twenty more years to work. That is 20 times $1,600 or $32,000. That's $32,000 you never get.

Then there is the compounding effect. That is the raises upon raises in the future. The 2% and 3% raise on that 2% raise that you didn't get and you will never get the compounding either.

And you will never get the 75% pension on any of that money. It isn't a one shot bonus like we got once about 25 years ago, it is permanent salary. Pensionable salary. No big deal? Yes, it is a big deal. The way the city throws raises of a nickel around like manhole covers, yes, it is a big deal.

I'm going to tell you about a Unit Rep meeting that was held at the hall about a year or so ago.
The meeting was held to discuss with the unit reps the contract negotiations.

Initially at this meeting we were hoodwinked into signing up to be deputy registrars. A lot of us were pissed about that.

After that, we discussed the contract proposals between the FOP and the city.
Mike Shileds stood at the podium and went line by line of what the FOP was asking for.
There were questions back and forth during this meeting.

But what I noticed during this meeting was that Mike Shields is like a 10 yr old boy.

One of the FOP issues on the table for contract negotiations is the font size that the contract and any other documentation that may go back and forth between the city and the lodge.

The FOP wants all communication with the city to be done in New Times Roman font size 12!

Yes people this is one of your contract points with the city.

Mike Shields stood at that podium and laughed about this. Thought it was funny.

I left, I could not believe that of all the things the lodge could bring up at contract negotiations was the font size of written communition! How petty and juvenile.
And how does it make all of us look?
