Chicago a Punchline to NY Joke

The fall of "stop and frisk" casts a bit of doubt on the legality McCompStat's crime fighting strategies, but now we have to read about New York worrying about becoming "like Chicago:"
  • Chicago police became a punching bag for a New York politician and cops after a federal judge this week stopped a controversial NYPD tactic, prompting predictions that crime in New York would soon be as bad as Chicago’s.

    “Welcome to Chicago,” the New York Post quoted one anonymous Bronx police officer as saying after a federal judge on Monday ordered a federal monitor to oversee the New York Police Department after finding the city’s stop-and-frisk policy was unconstitutional.

    Former New York Gov. George Pataki pronounced on national TV that policing in Chicago “leaves a lot to be desired.”

    Pataki, a Republican, was defending the stop-and-frisk policy and blasted the judge’s ruling. On Tuesday on MSNBC’s “Morning Joe,” he fired a barb at President Obama and his Chicago hometown.

    If Obama and U.S. Attorney General Eric Holder want to investigate a police department, Pataki said, “why don’t they look at Chicago, where the civil rights of young African-Americans are being not only taken away, but they’re being murdered in record rates on the South Side of Chicago?”

    He went on to say of Chicago: “The policing there leaves something to be desired when it comes to protecting the constitutional rights of young African-Americans to walk the streets with life, liberty and the pursuit of happiness.”
Actually George, in your haste to blame policing, you miss the fact that it's other "young African-Americans" committing most of the mayhem and depriving all sorts of people of all stripes from enjoying the Rights enshrined in the Constitution.

And George also fails to note the lies and falsehoods that the original CompStat program is based on and the less-than-stellar record it has in various minority communities. If this isn't the pot calling the kettle black, we don't know what is. Bloomberg's insistence that "...they put the police where the crime is..." completely misses the fact that crime is in the minority communities because that's where and who the majority of the criminals are.

But of course, even stating that makes you a racist and the cycle continues, grievance-mongers get grants and legalized bribes, and everyone goes along pretending that the statistics don't mean what they actually show. And then Chicago gets blamed for New York's inability to effectively argue a point of law in front of a liberal court.

So if New York Post reporter Jamie Schram claims that ONE, repeat ONE, NYPD cop (out of 35,000) said "Welcome to Chicago" and our "beloved" Frank Main and Fran Spielman echo Schram's allegation, it must be true. Right?

I think we should stop the stop and frisk and the stopping for "field interviews".

Let's sit back and watch what happens. For once let the police watch the show instead of being a part of the show.

We should also reduce the number of police of minority neighborhoods, and distribute police equally across all neighborhoods. Doesn't that sound fair. This will also address Holder's and Obama's concerns that too many minorities are going to jail: with less police in their neighborhoods there will be less of a chance they get arrested.

It's time we start thinking of policing as we did politics during the Cold War: Containment.

As with the confusion and misrepresentation that we saw in the Trayvon fiasco, the Politicians and the Media got it all wrong again. With Trayvon, "Stand Your Ground" or "Race" was never really the issue. And in this case Stop and Frisk is also not the issue. SCOTUS ruled that Stop and Frisk was valid in Terry v. Ohio and that still stands. Once "Reasonable Suspicion" is believed the officer may Stop and Frisk, for His or Her safety to determine if the subject is armed. "Enhanced" Stop and Frisk is the issue and that is the result of programs prompted by politicians like Bloomberg, Rahm and McCarthy. COMPSTAT is the manipulation of stats and all the other bullshit that allows bosses to minimize humiliation at COMPSTAT meetings is what this is all about. And any patrol officer or sergeant who plays along with it is a fool. Cover your asses and ride it out, Rahm and McCarthy will soon be gone, no politician or exempt lasts forever. In my career I worked through 5 Mayors and almost a dozen superintendents. My pension check is nice, until that fund runs out. Stay Safe and don't let yourself become collateral damage. Rahm and McCarthy won't even live in Chicago after they change jobs.

NYPD can't criticize CPD. Sticking a plunger handle up some guy's a**. Shooting a guy 40 because he pulled his wallet out. Tasering a mentally ill man while he was naked and standing on a ledge,causing him to fall to his death. Shooting a guy after he left his bachelor party knowing that everyone that enters the lounge is searched,moreover your own UC officers were searched,but you let the guy enter his vehicle,and panic and start shooting. Hell,don't even start on how many of your own UC black and Hispanic officers have been shot by fellow NYPD. Stop & Frisk was BS because the only thing it did was piss off the good citizens who weren't criminals and got fed up by being constantly stopped.

With only a 2% "success" rate, people wonder why the black & hispanic community have a disdain for police when most of the people they are harrasing have nothing. Not bashing the police around the country for doing their job, but no one likes to be on the other end of racial/class profiling because they MAY have a gun based of the fact that they are black or hispanic, or they MAY have drugs because they are white in a run down black neighborhood. Attorney: Officer, what was my client doing right before you stopped and frisked him on Saturday the 15th?

Officer: Walking down the Street at XX time of day.

Attorney: What sort of neighborhood is that area of town?

Officers next comment will lead to a followup question from the attorney about the clients Race verses the neighborhood the stop and frisk occurred in. Or if the neighborhood is a high crime area of a certain type, the follow up question would probably be "so my client Fit the description of a suspect in X type crime?" And if the officers answer is yes, the Race card can then be played depending.


It's too damn slippery a slope.

You want PC to stop and frisk someone? Follow them and wait for them to Jaywalk. Or wait for them to enter a Park, then you can reasonably check people for Alcohol and what ever else you might discover after a consent search. Or for them to pass through a school zone.

PC to stop someone in Chicago isn't difficult with all the MCC on the books. Car drifts from left to right lane with no signal...Illegal Lane change PC to pull over. Don't have their vehicle lamps lit during twilight? MCC 9-76-050B violation, PC to pull them over.

I don't need a damn Stop And Frisk Directive to be able to legally Find PC to stop and check someone. And while I've had to answer a boat load of questions from attorneys about Why, I've never had to pay out for a civil rights suit loss or been sent to call back for a civil rights violation.

Know your City Ordinances and you don't have to rely upon State Law or be at risk for a 4th Amendment Civil Suit.

"016 Up For Grabs", I'll tell you one of the reasons that 016 is up for grabs. Take for instance the 2nd Watch female officer who lives on Beat 16XX but usually works another beat car. She'll park that other beat car in front of her house, go inside and come out literally an hour and a half later and will do this several times a day. You might say that the people living on Beat 16XX would be happy to see a squad car parked on their block but really, how is crime being deterred when the officer driving that squad is inside her home oblivious to what's going on outside. Oh, and I'm sure that the other residents living on the beat that she is supposed to be working and protecting are ecstatic with her work ethic as well. Give me a break!

If you are talking about 1612 I couldn't be happier with her staying on the beat. Yes I see her car parked in front of her house sometimes. Do we not get a lunch? Is it not on her beat? I also see her constantly driving around the neighborhood. Even if she didn't do a single proactive bit of police work (which I don't know) I GREATLY appreciate the police presence. It is a fabulous deterrent.

With only a 2% "success" rate, people wonder why the black & hispanic community have a disdain for police when most of the people they are harrasing have nothing. A tactical team in 019 was disbanded and sent to start a entertainment team on clark st. This was overdue. Since the merge, 019 has had an abundance of tactical officers which isn't fair due to the man power shortage. So I think this is a great move to make some noise on clark st. The players that were picked to do this team which is a Sunday / Monday d. o. g. where picked by least activity. Which is great. The dog asses got what was coming to them!! Ive been telling people for years there are no benefits of tact anymore. That's why ill handle my jobs on my little ole beat car! Have fun on Clark st hair gel police!!! Maybe you guys can get some phone numbers while your looking cool on the corner

You want PC to stop and frisk someone? Follow them and wait for them to Jaywalk. Or wait for them to enter a Park, then you can reasonably check people for Alcohol and what ever else you might discover after a consent search. Or for them to pass through a school zone.

You dont need probable cause to conduct a street stop. You only need reasonable suspicion which
still isn't enough to frisk. In order to frisk you have to be able to articulate why you may think he/she could be in possesion of a weapon.

NYPD can't criticize CPD. Sticking a plunger handle up some guy's a**. Shooting a guy 40 because he pulled his wallet out. Tasering a mentally ill man while he was naked and standing on a ledge,causing him to fall to his death. Shooting a guy after he left his bachelor party knowing that everyone that enters the lounge is searched,moreover your own UC officers were searched,but you let the guy enter his vehicle,and panic and start shooting. Hell,don't even start on how many of your own UC black and Hispanic officers have been shot by fellow NYPD. Stop & Frisk was BS because the only thing it did was piss off the good citizens who weren't criminals and got fed up by being constantly stopped.

Once again, you're wrong. That team is now part of the area saturation teams that work under Escalante. The entertainment detail people mostly came from the watch. But you know, dontcha?! Asshole.

I have mixed feelings regarding both stop and frisk and the NYPD.

There's a whole lot of good and bad in both. Under Ray Kelly the NYPD seems like a very very dark organization. Ask Adrian Schoolcraft about that.

Putting people in forced psychiatric care for whistleblowing when they have tapes to back up their allegations is Fecking dumb and criminal. Kelly seems like a control freak of epic proportions. I can't think of a CPD superintendent of the last thirty years who's been that goofy. That's saying something. As for Bloomberg he's another control freak.

We have right wing control freaks who want to tell you who you can have sex with and left wing control freaks who want to criminalize Happy Meals and Supersizing McDonalds meals.



As for stop and frisk it does seem to work. The reason the NYPD is finding so few guns is that "skels" are afraid to carry guns in NYC. I've read interviews where bangers now hide guns in bushes and garbage cans for quick retrieval rather than carry them around.

Less carrying, less gunfire. You can't shoot someone who stepped on your brand new $200 shoes if you don't carry a gun.

It works. It's really a question of the constitutionality of it and whether the "cost" is worth the drop in violence.

If the murder rate jumps in NYC soon that will be one indication of whether stop and frisk was truly effective and worth it.

Think of NYC and it's police department as being a big laboratory because a judicial forced experiment is about to begin.

Sure. If I run a plate and it comes back with a Polish surname, can I do a traffic stop solely on that information? Because we all know Polish males have a high incidence of DUI. Therefore,I want to save lives so I will stop any vehicle that's registered to someone whose last name ends in "ski." If a police department did that there would be an uproar. You want your rights respected,but have no problem trampling mine. GFY!

Lighten up guy's the NYPD Blue shirts didn't say anything and the way they treated me after 911 was great. I also spoke to Mayor 'G' for 15 to20 minutes while he was at O'HARE great guy. It's another politician who I thought was pretty good a Rep. Pataki these politicians have to run their mouths we all know that , but don't let it get between the BLUE NYPD and the BLUE CPD we worked great with them in NY and I'm sure they would stand up for us knowing the conditions CPD must work under AKA rham and garry. It would be nice if their union came out with a comment to Pataki's mouth though we will see.
