Why So Many Shootings?

Once again, people ask the obvious question. Then don't go anywhere near the obvious answer:
  • An early Tuesday gun battle on the North Side is part of a sudden, unexplained rise in police-involved shootings in recent weeks, authorities said.

Tom Byrne, the Chicago Police Department’s chief of detectives, said he can’t explain the spike — which is happening in a year in which police-involved shootings have been trending downward.

But he said the shootings are a demonstration of aggressive policing.

Really? Aggressive policing? Waitress? Whatever the Chief is having, we'll take a double.

Surprisingly, someone else touches on what we believe to be part of the reason:

  • [some guy], president of the Fraternal Order of Police, said he thinks criminals have become bolder because of a continuing police manpower shortage.

“They have no respect for authority and will pull a gun out to keep themselves out of prison,” [some guy] said.

Since the end of August, officers have shot six people in Chicago, police said.

There are a combination of factors contributing directly to an increase in flying lead, manpower being but the most obvious of them. The recent tendencies to toss any-and-every cop under the bus for the sake of political expediency, the overly political prosecution of cases long since closed and/or forgotten, and the resultant increase of weapon movement due to the listed factors (i.e. police are actually less aggressive) means more guns on the street, more shots fired at opponents, more police literally stumbling into gun fights that normally wouldn't be occurring.

Byrne's supposition is ludicrous. The second theory has been espoused here for a couple of years now, far before of the tenure of the current occupant of the FOP office.

UPDATE: Once again, one month doesn't make a trend. McCompStat bragged about numbers trending down in July, then got buried in August, making July the aberration, not the trend.

Shootings involving police up over two weeks doesn't mean anything either.

Agressive policing?? Seriously? Are you shitting me with this? We can't do anything out here without the department acting like we're stepping on our own dicks! You get thrown under the bus for ANYTHING! Sgt. Howard slaps a kid under the pod cam after getting spat on and he's looking at 5 years in prison. Don't for a minute tell me that shit like THAT doesn't have an affect on how people are policing now. Most of us have homes, families, and bills to pay. So in the age of shit bags hiring attorneys and slapping law suits on cops for doing their jobs is directly responsible for the police being LESS aggressive. The only ones that I see that are being very aggressive anymore are new guys who feel like they have something to prove. We were all there before, so I don't fault them, but they need to learn that this department won't do SHIT for you no matter how aggressive you are. If they use you as a pawn to save their own asses, they will. They'll fire you in a New York minute and throw you under the bus for politic's sake. So he can take this "more agressive policing" bull shit and ram it sideways. That is NOT why gun fights with the police are up. Not at all. More stories for the media. I've been hearing for years that the pendulum swings one way and then the other and I've been waiting nearly 10 years now for it to swing the other way and it ain't happenin'. Last one out, turn out the lights.

Less and less police on the street no matter what the Rahmster says means that there is less and less backup. So it is more likely criminals will act aggressively and offices will fire their weapons.

As Clint Eastwood (Inspector Harry Callahan SFPD) said, "Nothing wrong with shooting, as long as the right people get shot."

Note to SCC: Can you get and post that Motivational Poster that features McDufass in costume looking over his left shoulder. The caption reads something like,

Does anyone really think that hiring more police is the magic potion to all of society's problems? It's not. Yes, it might make you feel better knowing that your assist car is manned and reasonably close. However, as has been stated here ad nauseum, you could put a copper on every corner of certain neighborhoods and it would not make a bit of difference. And the people in the neighborhoods not affected (yet), are more worried about property taxes, other city services, and losing their jobs, rather than increasing the city's pension debt. So don't expect any major hiring anytime soon. Unfortunately, nobody gives a shit. Something's got to give.

Rahm says "World-Class City"

Where else but the World-Class city of Chicago would your elected officials add the teachers pension benefits to their wage increase demands to make their wage demands look inflated and unreasonable!?

World-Class baby!

I mean really..

It's not like the city is funding the pensions anyways, right? So what difference does it make.

Hey, we'll give you a 20% increase in wages. We'll put it all in the pension fund for you, and then we just won't pay it! How ya like that?

We're not that far from it.

We'll point at those golden handcuff pension benefits year after year for 20..30..40 years and when it comes time to cash in -- welp, we can't afford that! Sorry bad day for you hah-ha. But did you see our $55 mil. Maggie Daley park though or been out on our $140,000 per mile bike paths? So cool yes?

The Teachers 3%, 2%, 2%, 2% wage increase comes out to about 9% over FOUR years and the city is saying 16% which is still kind of funny math if they are saying the difference of 7% is all pensions. Look at it this way. For every $9 dollar increase in gross wages the city is implying that there is an additional $7 in benefits cost?

Hell by comparison, health care expenses are rising 9% per year for at least the last five years. After four years that's a 41% increase!

How about anyone with a savings account or investment account where the Feds took away their "time value of money" in bonds by manipulating the interest rates with the "quantitative easing" krap.

If your financial planning counted on the historical 5% interest rate of return for example now you're getting 1.75% on a ten year bond, sometimes less. THAT'S A HUGE WAGE CUT, an income cut plain and simple.

Just look at the size of it percentage wise compared to what the teachers union is asking for.

Quantitative easing. Yeah it sounds so not offensive. How could you not like something that is easing eh? The media focuses you on all the benefits to the people that want to borrow more money and spend beyond their means but punishes every single saver doing the right thing by taking away their interest income. But let's not look at that from a saver's perspective. No, no-no. This helps business hahaha..

How much did Illinois raise the State Income Tax by? 66%, right? Not over four years in one year.

How about Chicago gasoline prices and CTA and Metra fare increases? The license plate and city sticker fees? The water and sewer bill increases.

Yeah think about it. The transfer of wealth continues. $144 million to Obama's campaign fund to buy advertising to promote propaganda and what do we gain from that propaganda?

Personally, I believe that every inquiry into an event or number of police involved shootings should automatically include the present number (stats) of people shot and/or killed to date.
Those numbers speak for themselves.
When all those numbers are taken into account, police who patrol those areas 24/7 who get involved are actually low, less than 1%.
The reporters should be asked WHY he/she is not concerned about the 'individual' cases of people shooting/killing one another in over 500 cases in the city.
Yet they question cases when the legitimately armed police must defend themselves from these same people.
Every response by a boss or Camden in a police involved shooting should include citing the overall shooting numbers along with the lack of CPD manpower in their answers.

Bewteen Daley and the Evil Raccoon they have destroyed a once great police dept. No matter what officers are going to protect their own lives. Another opinion is that people are getting back into a corner.
The American Dream is being taken back by corrupt politicians and cronies looting the coffers.
As jobs disappear and hope drifts away, folks get pissed off. Their pissed that their jobs are vanishing, that the few that are working are seeing their money isn’t going to make the rent or the car payment. That gas prices have taken front seat and their dentist will be put on hold for another year. You see corrupt politicians over and over again and they seem to get a sense that it doesn't make a difference to bust their ass anymore.....
Unfortunately some view us as being part of the government, that’s scary. They can just read this blog and you can realize that we are not.
This blog has more integrity then all of the lame media outlets combined, and that’s a fact.

Just a few things I’ve heard from time to time....

McCarthy's insiders have just been asked by City Hall to come up with a Police Officer evaluation. It's bare bones will include medical time off, compensatory time off, arrests, citations (ANOVs and movers), and a "productivity grade" by the unit's commanding officer.

Much of this data was collected under Weis' evaluation program, so the new task for McCarthy is to determine how much each factor weighs in the evaluation.

This new program will be part of the upcomming contract. The city will propose to beef up the evaluation language that already existed in the contract, but was never enforced.

Is merit pay in our future? Probably not. But, the city will use poor evaluations as a means to discipline (ie. suspend) officers, which has the same effect of reducing pay for substandard performance, rather than increasing pay for excellence.

The city will not back down to the teachers union on evaluations. This will encompass every city service, including firemen.

Well the homicides are down since Saturday.

YEah..and it's being linked to the teachers strike and not the weather...how about that!

I say we take that $1 million dollars back from Cease Fire and put it into the teachers strike fund and see if the homicide rate continues to fall.

Nevertheless Trigger Happy Thursday awaits us. Let's see what happens then shall we, before we make any conclusions.

Hold judges accountable. No one cares about authority anymore. And as long as judges aren't sending messages with long prison times for shooting at officers, it will continue. What do they have to worry about. They should all be charged with attempted murder. Maybe these criminals would think twice about firing. But that's assuming they have brains. And if you're shooting at cops, you don't have any.

After reading this comment this morning I am just peeved. Police get shoved under the bus for just about anything these days. What really hurts is when the statement comes from one of your own. Without going into a thirty page rant about why there are so many shootings, I recommend a book that was written by Terrance Howard. Terrance was a patrolman for 24 years with the Chicago Police Department. He was in patrol in 005, 021, and was a tactical guy, an FTO, and acting desk sgt. There is credibility here in his book and although I was leery at first about what he had to say, after reading it I couldn't have said it better myself. The books title is THIS GUNS FOR HIRE ( A look inside the mind of a street cop ) by Terrance Howard. The author talks about everything from JACK DANIELS to JAZZ, from ROOKIES to VETERANS, and RACE RELATIONS to GANGBANGERS. After reading this book, now the public may know why there are more shootings these days. An item of interest is that CITY HALL and 35th street are absolutely fuming that this book was published. After reading the book, it is nothing more then the TRUTH about the job of a Chicago Police Officer on the streets of Chicago. Maybe that's why CITY HALL is fuming.

The almost 2000 police officers we're short is a huge part of the crime problem in Chicago, the other - our broken judicial system in Crook County. Slap on the hand for your crime and youre back on the street to do it all over again. Its a joke and a real shame.

The guys with a half dozen, a dozen or more justifiable killings under their belts...

We won't name names in the modern era but legends like Frank Pape and Sylvester "Two-Gun Pete" Washington come to mind...

Anyway...

This stuff is cyclical.

We remember a string of justified killings by The Police sometime in the late 80's...

There was so much ink spilled and the wind-up dentures on local network news clacked furiously about how shit heads being serially dispatched to their deserving doom was indicative of a PROBLEM with The Police.

*Sensitivity Training is the answer! Empower the community! Police oversight isn't oversight-y enough! They're outta control! Somebody do something!*

>Fart...<

And the ugly, screaming, puking and shitting baby named CAPS was eventually found abandoned in the alley by the dock at 1121 with a note.

"Please give it a home... Whatever the fuck it might be..."

Try as we may... We NEVER found out the name of the poor slob of a copper assigned to the punishment post who found the ugly baby that fateful night... XD

Sorry, limited police manpower and it's needed to usher red-shirted chanting crowds around and around the block, day after day.

Couldn't foresee what an enormous drain this would all throw on city services in the middle of a street war. Couldn't just talk it out.

...and they keep looking at us all cow-eyed, accusing-like, and rubbing in our face "how many CPS students have been killed this year by 'gun violence'..."

This avoidable disruption isn't helping.

Hardly. Byrne was implying that the "young officers" don't have the smarts to defuse a situation without using deadly force.

There it is. Also half-assed "lock up the leaders for headlines" initiatives splintered the gangs and now the shorties are bangin each other and anyone else...didn't read the box. "BE CAREFUL! RANGE 1 1/2 MILES!"

...and the suburban chiefs are banding together as the heroin shows up farther and farther out...

Didn't some small "militia" somewhere just get classified as a "terrorist organization" which greatly increased sanctions available for dealing with it? Not the first time someone asked "Why is this not applied to huge organized street gangs?"

...like people with the affiliation tattooed right across their forehead. Big mystery?

Might help solve the problem. We couldn't have that.

1. Breakdown of the family unit due to welfare. Kids run wild at an early age.

2. Gangs popping up to replace the family unit for many kids.

3. Dope being so prevalent (and guns to cause you can't ban something and my magic it just disappears from the streets. Call supply and demand. This kind of goes back to Al Capone, you know, that Chicago guy.

4. Stupid gun laws that keep good people from defending themselves (and open the door for bad guys to use them!)

5. Yes lack of police. But honestly police can't be everywhere.

Sgt Howard, good guy that he is and who I believe got fucked over by the ASA office, testified that he hit a handcuffed guy who was "about to spit" on him. He should have gotten disciplined, but not charged. But I don't think he should be used as an example of anything, good or bad. Except as an example of YOU ARE ALWAYS ON CAMERA.

Confusing Strike Numbers

Man-oh-Man!

Take a look at that link from capitolfax.com if you want to see how the media is spinning the Teacher wage story.

The link is comparing several different sources some are comparing average wages to median wages. Others are comparing avg. mean wages to avgs.

These people are not comparing Apples to Apples. They're hoping to slip one in pass people. Average wages and average median wages are not the same thing. Oh but they both have the word average in so for the open mouth breathers they'll just buy it all hah-haha.

He also points out that the often quoted 16% raise that's been proposed doesn't apply to all the teachers because there's a sliding scale depending on the number of years experience.

It's a good read. It'll open your eyes if you think that you're getting the straight dope from the main stream media.

The teachers union makes MIkey look like an dipered amature, they know what a backdoor layoff is and resist to be evaluated on if "boo boo the fool" passes a test or not. Learn from this, you idiots on Washington street who let it's membership and the safety of the city get plundered by the above rats.GFY.

Looks like "Good Guy" Tom Bryne is trying to catch up to McJacass in the stupid comment category.

Fuck Bryne. Much like the rest of these bosses, he part of the problem, and brings nothing to the table when it comes to making the d unit a better place. The consummate yes man.

That's the problem with current CPD boss demographics. All too young to retire, therefore they must continue to be the jizz gogglers that they are. " Yes Boss" " Good idea Boss"

There's nobody left that is truly KMA that will tell Mcwifebeater that all his strategies and initiatives are bullshit. A bunch of bootlickers and ass kissers who don't deserve, or should get, our respect.

That is of course until McFuckstick leaves and all those ass kissers tell the rank and file how much of a jag he was and that they didn't agree with him and fought him on everything. They can go suck it.

This job blows.

Here here. Excellent comments. Couldn't agree with you more.

I'm glad Little Tommy B is getting outed. He has done absolutely nothing for the D unit. He just sits in the chair and collects the check and lets the FK above him and the FK below him run the show. Big pussy.

Hey goof do you know how much overtime those dicks are making? I would love to be overwhelmed making all that easy money!!!

9/12/2012 06:47:00 PM

_____

It's not all about the money. And it certainly isn't 'easy money.' As a det., I'm at the end of my rope. Every day is overtime. I want to spend time with my family. We have been saddled with doing the impossible.

Instead of responding with such hatred and preconceived notions, why not stop to think of the boat we ALL are in?

I'm hammered every single day. I get 10+ cases on my days off. I get process jobs 3-4 days, + court, plus having to deal with 30+ cases per week.

It's ridiculous. I don't know how much longer I can take it. I'm seriously about to crack. I don't even get to eat during the day, and I am always, always, behind. I have sgts. on my back, citizens screaming at me, and no time to deal with anything.

My stomach is constantly in knots and I am so overwhelmed and I know there is no way out of the hole.

You still stand by your statement? It's not all about the money, son. It's about health and well-being, and balance.

I think I'll sign up for the wellness thing--they can see what my blood pressure is.

I do believe your coworkers will assist you when you are getting your ass handed to you but I think you are either a little crazy or selffish to be workin mids in 11 with 21 yoj. I have only a little less time than you and I know that I'm not a young buck anymore. It was a tough pill to swallow but I accepted It before I got my ass handed to me by one of these young thugs. Don't get me wrong I am in great shape for a 48yo man but not on the same level as the young thug from the south or west side. Unfortunately I advise you to swallow that same pill before your immediate and extended family is mourning your loss. This is not a knock on you just a reality check! Stay safe!

"I cant understand why people never blame the courts, judges and asa s as part of the blame."

Because everyone thinks that once we arrest someone, it's over. That's it.

Everyone here knows that arrest is just the beginning. Once the handcuffs go on, we've won. We've done our part.

It's the ASA's job to prosecute the offender and to win the case.

It's the judge's job to weigh the evidence and make the proper decision.

The public (and some coppers) need to be educated on who's responsibility is whose.

Fridy's changes- Tom Byrne is going to 014.

Maria Maher, former chief of dick's is un-retiring and taking back her old job. Flores is going up to Dep. Chief of Dicks.

This came from the hall to McC. They want someone who will get the dicks to start clearing the open cases ASAP. Both of these two have a proven record while in the "D" unit. They will not be putting up with the crying anymore.

There was talk of demoting dick's who will not produce. In a week or so a list of the bottom feeders will be sent to her and off they go back to a beat car in a S/Side district.

Sorry to report this.

Stop the bad guys. Engage them. Make them uncomfortable. Make them feel unwelcome. Make them feel like the shit that they are.

It's a self-esteem issue: you have "superiors", the rest of us have "bosses" and "supervisors" with an infrequent "leader" thrown in.

Apparently you're not a regular reader: Pro-active police work left Chicago when we no longer received support from above.

Besides, who has time to be pro-active when you run from job-to-job all night?

My "work ethic" has been overshadowed by my "self-preservation" instinct, i.e. keep my job and stay out of jail.
