How can this be true?

Hey SCC,

I don't know if you are aware of this, but it looks like Madigan is at it again and I am sure he is getting some help from Rahm in regards to trying to F us out of our pensions. On the November 6 ballot will be CA 49, a proposal to the Illinois Constitution. This proposal basically changes the Constitution so that the protections our earned pension benefits now have under the Constitution can be changed. We need to get the word out to vote NO on this proposal on November 6.

Yes we need more cops on the street. As for harsher punishment, the laws on the books are stiff enough. Its the judges that believe everyone deserves probation and the State's Attorneys who are so willing and able to cut a deal so they don't have to actually try the case.

I seem to recall that a felony is a crime punishable by at least one year in jail. Hmmmmm.....at least one year in jail? I can't even tell you how many felonies I've gotten where they get 1 year probation.

The biggest problem is that the City and Police Dept. will throw a P.O. under the Federal Bus for Political grand standing!

I sat in Federal Court over "false allegations" a few years back and when I looked around the room no boss was there to support me in my wrongful case!

So now my attitude now is of self preservation, get my pension and leave Chicago as soon as possible!

Something for you young gunners to think about for your future, from an old veteran!

I agree that we need to hire hundreds more police officers, but we already have tough laws on the books for crime, it's just that the corrupt judges and lawyers don't enforce them. The court system is so light on criminals it's sickening! Only people actually involved in the system day to day see it. Outsiders have no idea how bad the court system is in cook county. Ask any shit head on the street and they will tell you nothing serious ever happens to them in court, so it's worth the risk to be dirty. In the end it's politicians that control the courts through the judges. Cook county is a place where crime does pay.

Okay, we have said it before, it never gets reported, but here it goes again;

Rahm does not want to hire more cops and put them into the current pension system.

Rahm wants a new, deluded, unfair pension system in place before any mass hirings, even if people are DYING because of it.

Rahm feels the police dept is his toy, and he will do with it what he wants.

What Rahm should do is pay the city's share into the pension systems that the city owes, with interest. The rank and file have been paying their share all along. Once we are on equal footing we might get this thing solved.

Rahm should stop trying to get complete control over the various pension boards. The city's guidance(stealing/special interest) was the PROBLEM, not the SOLUTION.

Stop with the Maggie boxes and everything like it. No pet projects until the important problems get taken care of.

Make Rahm tell the Murder Victim's Family the bad news immediately after a Fatal Shooting, Stabbing, Etc. He might take a different stand on the C.P.D.'s strategy.

We understand that Garry has to carry out Rahms marching orders, but maybe once, he could publicly disagree with him with a an important safety issue, like manpower.

Where do you think the CCC operates? Who do you think works for them? The report indicated that more cases should be Fed cases, in case you didn't know that is not Cook County. You could also change the laws to take sentencing of certain crimes out of a Judges hand and enact a stiff mandatory minimum. That can only be done via legislation. Class dismissed, you Puke.

"Harsher penalties" is a good idea, but it will never happen in Cook County because the majority of judges here are spineless political hacks who WILL NOT hand out the fullest sentence possible for violent offenders, which would keep them in jail longer, off the streets, thus lowering the violent crime rate.

The only alternative left is to hire more cops. We don't need 1,400 more ... because Mayor Daley REFUSED to replace retirees over the past decade, we need to hire 3,000 more. The sad part is that the city budget DOES have the money to pay for 3,000 more cops, IF the city would cut the fat, including cutting the City Council down to 15 members (national average for a city this size) and cut out all the wasteful spending.

What a shame ... we need 3,000 more cops, AND the City has the money to do it, but chooses not to for political reasons, spending the money elsewhere, including a "longer school day" that the City can't afford.

More and more black youths will continue to get shot and killed in Chicago, in part due to a decimated and under-staffed police department.

The time has come to somehow remove from office, Mayor Emanuel and the ENTIRE City Council. Their incompetence, selfishness, greed, lack of true concern for our escalating homicide rate, and refusal to hire 3,000 more cops is unacceptable.

We cannot truly make a dent in the epidemic of murdering savages committing all of these homicides without 3,000 more cops patrolling the streets.

People of Chicago, WAKE UP!

ILCON Art. XIII, Sec. 5.1 new


Synopsis As Introduced
Proposes to amend the General Provisions Article of the Illinois Constitution. Provides that no bill, except a bill for appropriations, that provides a benefit increase under any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof, shall become law without the concurrence of three-fifths of the members elected to each house of the General Assembly. Provides requirements for passage if the Governor vetoes a bill or returns a bill with specific recommendations for change. Provides that no ordinance, resolution, rule, or other action of the governing body, or an appointee or employee of the governing body, of any unit of local government or school district that provides an emolument increase to an official or employee that has the effect of increasing the amount of the pension or annuity that an official or employee could receive as a member of a pension or retirement system shall be valid without the concurrence of three-fifths of the members of that governing body. Provides that no action of the governing body, or an appointee or employee of the governing body, of any pension or retirement system created or maintained for the benefit of officers or employees of the State, any unit of local government or school district, or any agency or instrumentality thereof that results in a beneficial determination shall be valid without the concurrence of three-fifths of the members of that governing body. Defines terms. Effective January 9, 2013.

Question: Its ironic that those who wasted the pension funds will be the ones to decide whether we receive any increases in our pension. What if we get raises after Jan. 2013? Are they saying if this constitutional amendment goes through, that our pensions will be frozen at the salary we received prior to Jan 2013?

I don't remember hearing that there would be a constitutional amendment regarding our pensions on this November election.

Did I miss something or has the pension board and FOP board not mentioned this? I thought there had to be a FOP committee consulted when these bills/amendments are introduced? Isn't Donahue the lobbyist in springfield and Shields on pension board? At the very least there should be radio spots, press releases to the public and maybe a billboard or two encouraging a vote of no. The election is in a little more than 30 days. Thanks to the post that alerted us.

The sad news is that city hall said to hire 500 recruits now. But one huge problem. TRACY LADNER! She has screwed up the entire hiring process and cannot send qualified candidates to the academy. Tracy and HR cancelled the class of recruits for the end of September! Very last minute notice. She cannot even put a list together and give a week notice. Imagine what out of town recruits and military veterans who left the military to join are feeling? 24 hours or less notice the class is cancelled? No pay check for possibly a month or more until the next class starts the academy. THis is an embarassment to the CPD.

Funny thing is you are not alone, I had a week long civil trial in federal court where I was being sued NOT the City just me. Why you ask well because the lawfirm missed the fiing date for the city but managed to tag me and my partner instead.

And I feel your pain because while we were sitting there, NOT ONE EXEMPT showed up for our trial to support us. Hell we didn't even see our Lt., but we did have two Sgt.'s show up.

I can also say they do not give a rats ass about us when it comes down to it, take the money and run when you can. Pension money that is not traffic stops. LOL

If you look at the FBI crime stats, Chicago stats ARE counted. I didn't know that until I looked at the stats on the LEO website. Chicago IS in there, including the index crimes, and there's nothing to indicate it's a partial total. Seems like that thing about FBI not counting Chicago stats is either a rumor or it's gone by the wayside.
