015 Trials and Tribulations

Here's what happens when manpower shortages meet off-duty life and it's run into the ground by incompetent, over-promoted, "merit" hacks like First Amendment violator Barb West:
  • So, I looked for something regarding this matter and didn’t find anything. I will say this, in 015. we had heard rumors that time due was going to start being denied based on man power. We were never told exactly what that meant and were also told we weren’t going to know until three days before we expected to get the day off.

    Well, I never had a second thought about, because like everything else on this job, until it ACTUALLY happens, it doesn’t really mean much. Well, now it has happened. In 015 Commander BW and Capt S decided to deny time due for Saturday April 20th . There were 8 people requesting the day off and 4 needed to be denied. The WC was instructed to go by seniority. Well, that left 2 of the 4 not being able to go to their own partners wedding and another not able to go to his daughters birthday party. It was overheard when I cop had asked her about time he requested off because he was going to be out of town, her reply was, “We’ll see. It’s time you officers start taking a more personal interest in the District”. Are you kidding me? You want me to be more concerned about the community then you do with our own partners or our own daughters???? MAYBE, if you gave me OT for attending all these prayer vigils and crap when off duty, more officers would attend. Not that it would matter because we would be denied our time off.

    Commander BW, is so scared of losing her job as Commander that she works probably 18 hours a day EVERY day and micro manages more than any other Dist CO I have ever worked for. When Commander WG left, he told Commander BW, this (015) is a great place to work with some of the best and hardest working officers in the city, don’t scew it up… well…. Guess what she came and did???? She is a mindless pawn who knows nothing about policing the STREETS, and obviously knows nothing about actually LEADERSHIP. Someone should tell them when they give CO’s their Star, leadership is earned from your troops, not given to you with this star.

    I just wonder how the powers that be, have come to the conclusion that denying time, keeping officer away from their families and canceling their plans will make this city safer. There’s nothing like have disgruntled, unhappy cops on the street. In 015 there are more Tact Teams and Mission teams then any other Dist in the city. There are also less officers in 015 then most districts in the city. So when you do the math, there are far fewer cops that are able to take time, since they are all on tact or a mission team.

    I know almost all of us hated JFed, BUT, he managed to keep down crime (by manipulating the numbers, but regardless) without denying cops their time. At least he was able to figure out, a happy cop is a working cop. Funny thing is, he wasn’t even the police!!! Oh wait, and he was also able to do it before they closed districts, and disbanded units in an effort to put “more cops on the streets”.
    I am not sure how we can even try and show them this isn’t the way to handle the manpower issue. Maybe since OUR time due means nothing, we ALL need to start checking the money box. Maybe what city hall sees the Comp Time money go through the roof, they will inform the Supt, he is an idiot!!!
We're hearing more and more of this citywide. The FOP had a note posted a few weeks ago about calling them immediately in the event of Time Due being denied for any reason, especially if it was denied with under 72 hours notice. In these cases, you may be eligible for extra pay based on the Contract violation. However, that isn't going to help in the event of missing a wedding, birthday or other scheduled event.

This needs to be addressed, especially in light of upcoming summer events like graduations, vacations, reunions and everything else that summer entails.

Well look at the checkoff sheets at the end of each tour. Hopefully they look the same as they did at the beginning. If not thats on you to correct it.

My son is graduating from college I paid over $200,000 to have him attend and we were told in our area that the 1st deputy has to approve time due during the nato bullshit fiasco,deny me this time a big FUCK YOU, care about this job again FUCK YOU, want to see morale go down even faster! BTW I requested a p-day in JANUARY for this event, did a to-from but waiting for the 1st deputy to approve! WTF!

Boo boo. Come on over too 008.. The cmdrs new policy is that only one officer off per day per watch. Personals BFD time all getting denied. Fop contacted and said it is no longer a valid grievance because you can switch your days off with another willing officer on the watch. The new commander of 008 has managed to piss everyone off with his micromanaging. And the one person rule is not just weekends.. That applies to everyday. You have to beg and pray just to get a Tuesday off.. And forget about weekend off.. Some weekends already everyone has been denied. This guy has lost the district.. Nobody will work for him

J-Fled also let the 10 hour day and 6 and 3 schedule happen in units and districts, whre coppers got more weekends off and time with family and friends. Why dont we at least get a schedule going where this can happen again? This way denying us wont hurt as much. HELLO UNION!!!

Disagree that the fed had anything to do with people being able to take time off two or three years ago. We had many hundreds more police two or three years ago.

Denying time off is just a way to try to convince the public that they still have the same quantity/quality of policing now as they used to have. While the quality might still be there, the quantity and response time sure as hell isn't.

We were told in 022 that all time will be denied if all the cars are not up. The problem is we don't have enough manpower to man all the cars with nobody off. Which means no elective time off. We were told to if we want off we will have to swap.

It's time for us to band together. The majority of us are good employees and do not deserve to be denied time due in violation of the contract.
We need to start hitting the medical 3 days at a time for everytime we are denied.
We need to have the blue flu and stop producing revenue for the city.
They cannot stop us.

Ok, am I wrong, or didn't FOP win some suit that said we can't be denied time due when requested in a reasonable amount of time, and if manpower needs are low, the Dept. has to hire back and time and a half? Seriously, does someone have the correct info on this? Didn't we win some suit also that said the TMA's jobs were supposed to go to police officers? I thought the city appealed this and lost that too. A perfect example of why the TMA 's should not be out there was the barely understandable female TMA screaming like a moron at cars and pedestrians at the UC for game 3 of the PHO / Hawks series. Only the best and brightest in that fine dept.

This is not just an 015 problem.

The Superintendent has demanded from all commanders that there will be "Maximum coverage" in all the districts on all watches.

As it was explained at our staff meeting in my district; the more people who are off IOD and medical, the more will be denied time due.

When there is a shooting or an "up-tick" in crime in a district, the Compstat a-holes will be looking at the worksheets to see how many were given time off.

If you boys and girls are denied time off for a wedding or child's graduation, you better speak to some of the senior officer's on how to handle it. I'm sure you will always get a "witness".

Welcome to the NYPD...Where from May-Oct. The sat.+ sun roll calls have "NO EXCUSALS" wriiten in red across the top. Meaning the only people who get off are scheduled vacation pics. No lost time(our time due), no sick without seeing a dept. Surgeon, no e-day (family or other emergency). That's with a force of 23,000 PO's. But the sat+sun RDO house mouses never get hit with OT.

In the 010 district only 8 officers are allowed to take time on the 3rd watch, 10 on midnites, and 6 on days on the weekends. Everyone that had a S/S dog will be changed to the 4/2 beginning the sixth period. They are also starting a box in the tenth district which will be have to be covered 24/7. And the commander herself said that you are allowed to leave your post if an officer is asking for help but only if that officer is 1 or 2 blocks away. So if an officer has a 10-1 farther than that you are to remain in your box. We are so short handed that creating this stupid boxes just creates safety issues because now there is going to be one less officer that could help. Now if more boxes are created than more officers down, this is such a stupid idea. Pena another merit hack, that all she wants is the numbers, so little by little the tenth district is going down the tubes just like fifteen...

That was like the last 1-2 years under CW in good old 021 on 1st watch. Same shit. Telling you we'll see and then calling you in the day before and handing you your slip back. Now I guess it's starting to happen all over the place. I can tell you from experience that it really sucks putting in for time off and then having to wonder up until the day you're supposed to be off whether or not you're going to get that call to come in and see the W/C. All I know is that productivity under her dropped to almost nothing. Another morale booster on the CPD!

Police already work most weekends and holiday's. Now when they really need a day or weekend off some Walmart manager (we have no leaders) tells them too bad. This makes for very bitter officers which equals bad interactions with citizens and zero production. Thought there was no manpower issues ? 20 and out. At least in the private sector you can work day's with weekends off and be normal.

A real eye-opener--read the minutes of the last con-stat meeting. McFluffyPuppy harps on and on about comp time on the weekends and wants it to stop. Go to 'bureau sites', then 'office of crime control', then to 'compstat resources' (I think--I'm off, so that's the best of my recollection). Then read the minutes and you will see that McDumbass doesn't want anyone to be off on the weekends--um, maybe if we actually had enough manpower, this wouldn't be an issue?

This department everyday alienates its employees more and more. They better be very carefu with these tactics , because the average copper in a beat car really has nothing to lose. What I mean by that is he/she is not in a unit and probably has a bid spot on a watch. I predict if this keeps up the patrol division (back bone of the department ) will eventually shut down . Why would anyone go the extra mile for a boss that won't allow you a day off that you earned with comp. time that this bullshit department offers as an alternative to money. Have a great summer Commanders. I'm sure that you're index won't rise too much with your constant alienation of your officers.

Same thing in the new 019. 3rd watch WC denies time off citing manpower issues. Thing is he now has close to 400 officers in district and almost all of the people are forced to work 10-4 because of all the officers. How can you cite manpower issues when there are so many people working you are forced to work with "lunchmeat"?

If you are denied time off, you go on the medical and take three days off, send a message loud and clear. Commanders are graded on tickets, movers, contacts, and PEOPLE ON MEDICAL. They will get message very quickly, because they are such pussys about there position.

The lawsuit from a few years ago only applied to FLSA accrued overtime. If any of the time that you have on the books is FLSA, it must be granted. However, almost no one has this anymore since the intorduction of the cycles vs periods for payroll. Also, it you did have any FLSA time it was used first when you requested cu. Now if you happen to accrue any it is automatically given to you in pay and not in time; part of the that lawsuit. There are just a few people left with any FLSA tiem on the books. Plan accordingly and put those personal days in 10 days in advance. And if your request for time due is denied, the residual effects may come to pass on about May 20th or so. RIGHT!

12: 18 am. The current scedule was voted on by the rank and file. The 10 hr schedule was the best, but the old timers and officers with "second jobs" feared that schedule would interfere with the "extra income" or make their day to long. Thus playing right into the cities hands. The FOP sanctioned this current 4-2 schedule and touted how they finally listened to its membership and got the schedule changed. Changed to the worst schedule offered. Those of you who didnt see this time due denial coming, were either retiring or believed the bill of goods the city and FOP sanctioned. Three day weekends gone. The 10 hr schedule has 3 and 4 day weekends. Now trying to add a day to the current schedule, virtually impossible. Same "not enough" officers on the watch, bullshit. The fact that we and they know of our disappearing manpower gives these assholes, that run this department, the mandate to mess with the ranks. Its going to be a long summer. Please be safe and stick together.

B.s. as usual. If you are denied time hit the medical for that day.....you have 24 hours to report to report to the medical section. I don't get why coolers are still playing by the brass's rules and getting themselves upset and worked up....its not healthy....its what they want....plus I think we ALL should not do a proactive thing for a week.....why aren't we getting it yet, they aren't playing fair or respecting or contract or safety...... We have the opportunity to ruin rahm and Mccarthy politically. The fop needs to speak up to get media attention, we need cps and cfd and s&s. Then cops need to start using the medical/iod (to get our days off we requested and got denied) stop being pro active for a week, then March.... All before NATO!!!!!

cpd is planning on ending time due , paying officers for all overtime , when swiping starts officers will be required to work a complete tour or be docked
don't swipe and you will be spared,suspended after 3 times of not swiping
cpd will have plenty of money once the crack down on overtime starts
this means no m,ore lunch with 2 hours time due on the end and the sergeant holds your slip ,it will be 2 hours no pay

Remember to document it if denied. The dept.s big push right now is to utilize the officer swap program, I work for u this day and u work for me that day. What happens if no officer wants to swap the day with you? I understand that cu is at the descretion of the dept but common sense should prevail. If that doesn't work hit the medical.

Austin was always a fast district where you could work for good bosses. Scratch it from the list....

The Superintendent has demanded from all commanders that there will be "Maximum coverage" in all the districts on all watches.

As it was explained at our staff meeting in my district; the more people who are off IOD and medical, the more will be denied time due.

When there is a shooting or an "up-tick" in crime in a district, the Compstat a-holes will be looking at the worksheets to see how many were given time off.

If you boys and girls are denied time off for a wedding or child's graduation, you better speak to some of the senior officer's on how to handle it. I'm sure you will always get a "witness".

duh..if something is happening across town at numerous districts, it's coming from the top. Why people dont get this, I dont know. I learned it in the Army. Problem is you have some leaders that mean well but they dont know how to get creative with the junk they get passed down from their bosses. The best leaders mentor and say this is how you can get around this issue that I have little control over. You will always have bum bosses like you have bums in every other human endeavor. Ive been around WG and BW and like her or not, from my observation she is much better than WG in effort at least. But if youve seen more than I have, how can I argue? I wont. I just havent seen what you have.

Same shit, different bosses. I remember current Sgt MS of 011 having to come in to work in 025 as a PPO AFTER a wedding service he was a groomsman in Thanks to Lt. Willy The Whale. Mike walked into the District in a f-ing Tuxedo and proceeded to work his 3rd Watch shift. The old timers went crazy at how shitty that was to do to a PPO, or anyone else. I'm guessing this was in 1995. And there are varying opinions of Mike, as with anyone else on this job, but no one can deny he was a hard charger from day one and deserved better.

what seems to be happening....McLet'sFight thinks there's "too many people off on weekends", so...the word comes down (with no specifics, no numbers, nothing that anyone wants to put their name on in writing); commanders running scared, they say that "only X number of" folks can take time off on a Friday-Sunday; hq does a tally after the weekend, of shootings vs. district % of folks off (RDO, medical, furlo, time due, etc.)....forgetting, it seems: a) on any given day, 1/3 are off (DOG's); furlos and medical always vary; and, what the hell does giving a few folks time off have to do with some mope getting shot?

Realistically, you cannot take a job that works 24/7, 365 and think you will get time off for family events, no matter how important. No job, no other police department that I know of, grants compensatory time off for overtime worked. You work the days you are scheduled or take your vacation days if you can get them. That sad, the department is short of personnel and this is adversely effecting the ability to get additional time off for important events. They really need to hire at least 500 more police officer soon.

I'm not saying that anyone shouldn't be given time off when it's due, or that anyone should be denied going to a wedding, birthday party, or other such special family event. But just how would you decide if 8 people asked for time off, you could grant 4 the request because of manpower shortages, and all 8 were going to a wedding, birthday party or something like that? All are equally important events?

I'm not saying it's fair by any stretch of the imagination, but work sucks - no matter what the job is. Sometimes being a professional means missing the family stuff. It hurts, the kids don't understand, but it's the job... That doesn't make it right, but it is what it is...

How many more cops would have to be on the street to solve the manpower issue? Let's just pick 015 because that's what you're talking about in the article. How many officers? What's the average salary? What's the average cost of benefits? Cost of equipment, vehicles? PER Officer, now do the math. What's the total cost?

Now extend the cost across the City. What's the total cost?

What do you think the appetite by the taxpayer will be for footing that bill or a portion of it?

What else has to be given up to make that happen? What are the ramifications of that? What's the appetite by the taxpayer for doing that?

I'm not trying to say more cops aren't needed - they are. I'm not defending the politicians. But there's lots of pieces to the puzzle, and unless those pieces are addressed, things aren't ever going to get better.

The FOP is your mouthpiece. It's up to the FOP to figure out the pieces, not continue to act like they're operating in a vacuum, pitch it as an advantage (and not some transparent bullshit usually spouted by Unions), and get it worked out.

If the FOP won't do it for you - then damn it, start a new Union, kick the FOP out and get shit done. Everyone knows that when CPD officers want to - shit gets done, and done fast. You guys are some of the best in the business. You take on 'bangers, shitheads, crackheads, assholes, and wannabe terrorists all day long. The City of Chicago - those fucks don't hold a candle to ANY of the assholes you deal with day-in-and-day-out. So quit bitching and CHANGE THINGS FOR THE BETTER.

How could it be any different for cops? Just asking cause it doesn't make much sense to me.

I had 10+ years seniority before I could get Christmas off, and sometimes I had to work that out with the other guys.

I'll try my best to explain the difference between asking for time off and our system of time due. These officers have banked time for working overtime, working holidays, and going to court during their off hours. This time is banked in lieu of them being paid for those hours with the understanding that they will be able to use it at a future date to take off of work (this system saves the city money by the way). Now, when they go to cash this time in for a day off, the department tells them NO. The best analogy I can come up with would be this: You deposit all your money in the bank and then when you go to withdraw some of it the teller says "no, not today. Come back tomorrow and maybe we'll give you some of your money then if we feel like it". I bet you'd be pretty pissed off with that type of system in place. So an officer has an important event such as a birthday, a graduation, etc., and he tries to use time that is actually OWED to him to attend. The officer is told no just because some boss feels like being an asshole even though everyone knows there's enough officers to cover the shift. You're right that if too many people asked to be off it would have to go by seniority and someone would need to be denied. This is almost never the case however. The time is denied just because some boss feels like denying it. The CPD is full of morale boosting bosses.
