- The City of Chicago has agreed to buy more than 8,500 new face shields for police helmets in preparation for the May NATO conference.
The new shields will fit over police helmets and provide added protection against rocks or fluids, according to Chicago Police Department spokeswoman Melissa Stratton. While all the shields are expected to be delivered in time for the May 20-21 NATO conference, Stratton said "essentially this is about protecting our officers" at all times.
The $757,657 purchase was made through a contract Safeware Inc. has with the U.S. Conference of Mayors, and did not utilize the special powers the City Council granted Mayor Rahm Emanuel to enter into no-bid contracts for equipment related to NATO, Stratton said. The city used a federal Homeland Security grant to cover the cost, she said.
This order of 8,512 shields is in addition to the 3,057 ordered last month.
That's only 11,570 - not nearly enough for the supposed 13,500 officers the administration always seems to claim exist. If there are a few hundred extras on order in case of breakage, loss or theft, we're even shorter.
UPDATE: A sharp eyed reader related the following:
- The first purchase of 3,057 shields cost $193,000 ($63.13 per shield)
- The next was 8,512 at a cost of $757,657 ($89.01 per shield)
Correct us if we're wrong, but don't most purchasers get volume discounts? The bigger order ought to be a bit cheaper, right?

As a newer officer I had to purchase my own helmet with the new shield already in place. I paid $186 for the complete helmet. Are you telling me that $89.01 of that was for the shield only? Must be a pretty fancy piece of plastic.
Some grease with a lot of piss poor planning..if the connected company doesn't have the available quantity to pull from, they probably have to add overtime to the cost since the company has to jump threw hoops to fulfill the order size...our dipshit planners and City brass never paid attention in business manufacturing classes or took any business class...period!

Shipping costs are thru the roof these days.
The extra shields were purchased thru the "minority contractor' Duff/Vanecko LLC. That caused the cost to go up.
Chicago breaking news has updated it's story.
It now says the 3057 order and the 8512 order are from different companies.
Rahm found out the first company didn't donate to his election fund.
The shields probably cost more because they were bought on "rush" status. For some reason (incompetence), nobody ordered these shields (which are mostly unnecessary) in a timely manner and in order to get them in time for any political demonstration, they now have to be rushed.
From this I can conclude everyone is now considered tier 1, or am I mistaken? Only Georgas knows and he'll never pass the information down, will he!
That's a pretty expensive strip of rubber. What a blatant robbery of tax money.

While I know there is plenty of fraud in city government, that may not be the case here. There are two types of face shields and two manufacturers. The first type of shield is an $84 piece for helmets produced before 2005 (these have snap on face shields). The second type of shield is $51 a piece for the helmets made after 2005. The orginal contract was awarded to Super Seer which could only make 800 a week. This second contract is to Safeware INC. I assume most of the new order of shields will be for the pre 2005 helmet as the department has done a piss poor job of hiring people the last 7 years.
1,138 for pre 2005 helmets (Fomerly with snap on shields)
X $84= $95,592
1,919 for post 2005 with screw in attachments
X $51= $97,869
Total= $193,461

Look at footage of European gatherings from the decade past and it is clear that officers on foot using shields are not as well protected against different tactics a mob of skilled trouble makers can use.
Very scary some of the en masse violence that breaks out. Kind of creative too, on the side of the looters, but none too kind.

If I want firearms training I have to do it on my own time and pay for my own ammunition. Do you think there are any other police departments that operate this way? 30 rounds of ammo a year and a piece of paper to shoot at and they call you qualified.

The only thing transparent about this deal are the face shields and coming from a city contractor one may wonder about that.

The added cost of the shield is certainly within the norm for the options requested by CPD.
The new shields have two custom upgrades that only CPD required. the first is a custom blended acrylic that enhances peripheral vision in multitudes and pinpoint optical zoom when viewing directly forward.
This new technology allows for the officer to focus on just one individual directly in front of him/her and only that subject. The advantage of such an option is that it puts the officer within his/her comfort zone by giving the perception that the subject is alone. This enhances the officer's ability to conduct themselves in a politically correct manner .
The second option is the new "Rose Colored" option along with the peripheral "Multiplier" that gives the officer the perception of being amongst thousands of officers.
The cost is actually a deal but the only disadvantage will be the 4" x6" Mayor rahm emanuel decal on the shield,the adhesive tends to drip down and the officer's footing may become affixed to one spot.
The basis of this technology is the new federal mil spec requirements used to conform with
the obama administration Rules of Engagement strategy.
City requires some form of DBE/MBE/WBE participation for everything. The best part is when it is time for the contractor to get paid. The City will do anything to delay payments. Between the bs participation and between how long it will take you to get paid from the city, I am surprised that the first $63 per mask didn’t double. Even connected companies take forever to get paid.The City will always hold 10% retention that you will most likely never receive. If you do some serious “donations” you might see your retention.
Take 10% (retention held) of the 1st $193k = $19,300
Take 10 %( retention held) of the 2nd $757K = $75,700
Retention amount you will never see:$95,000.00.
Divided by 8,512.00 (masks ordered) = $11.16 per mask increase from the 1st order. These guys got a $25.88 increase per mask on the 2nd order. The difference is $14.72. Take the added bs participation that would increase by the larger bid amount and the City didn’t do too bad.
I don’t know the company that bid this. I am sure they are dirt bags. I have done business with the City in the past and they suck. I have been out over $100k (retention) for about 2 years on a job I did for the city. The clowns in procurement suck to deal with. I will never see the $100k but that’s how business with the city is. You either take it or leave it.

What about riot shields. We were told by the Tara people that we would be lucky to get only 1 riot shield per 8 man team. What a crock of shit! What about fire extinguishers? What about the new upgraded and better gas masks? We were told by Tara recently, "oops, they miscalculated", now we were not getting them. What about OC spray replacement? What about Illinois State Police batons? They are twice the size as our little tooth pick batons and would put critical distance between us and the violent protesters.
I wonder is the face shields are totally compatible with the SEER helmet we have. This may have negated any warranty there is.
The SEER people did work with the city while Kirby&company sat on their hands and did nothing until its almost too late.

Mostly unnecessary? Every piece of safety equipment is unnecessary until you need it. Silly, silly, silly.
I would think the higher cost is associated with the higher number ordered and the date it's needed by, ASAP!. They also probably have to pay overtime to their employees to crank these things out in time.

And a huge lawsuit. Remember if you do end up in a bad shoot, and God forbid you are charged make sure all you're training records are pulled. Thirty rounds of year is called Deliberate Indifference. In order to maintain adequate target discrimination, and combat shooting skills CPD will be liable and not the officer. You're training record will hold the city liable not the officer. Imagine all the suits this city has paid to all the savages and their families. The city could have had the best training for us but the idiots in command of us for the last twenty years never cared to check out the latest training for this police dept. The only one that came close was Weis. Please don't hate me for saying that but it is true especially with the carbine program. Be safe!!

But will the new shields withstand between 850-1130 ° F ?

Recruits for the last several years have bought everything themselves. That means uniforms, gear, nightstick, etc. The only thing the city provides is a crappy bulletproof vest that most people pay out of their own pocket to upgrade. You have to remember, recruits aren't protected under the contract. They city can do pretty much whatever they want with them. Hence the term at will employee.
The different prices reflect the cost for the new or old style helmet.

Remember, St Jude parade was moved off of Michigan Ave and hidden behind solider field. No one is even aware of the parade except for a few officers that attend. Years age it was a proud event. I bet even the protestors could not find St. Jude parade. This is not even news worthy.
