$7.3 Billion? Seriously?

This guy just finds money everywhere. How much of that is going toward hiring police, firefighters, teachers and shoring up the underfunded pensions? Exactly zero:
  • Mayor Rahm Emanuel on Thursday urged major airlines squeezed by skyrocketing fuel prices to come to the table a year early and negotiate a fourth new runway at O’Hare Airport as part of a $7.3 billion plan to rebuild Chicago’s infrastructure and create 30,000 jobs.

    “I’m announcing this when we have everything secure on the very day Washington is doing a 60-day extension on the highway bill. The last highway bill was 2005. I can’t let the city be held hostage to that dysfunction,” the mayor told the Chicago Sun-Times.

The Sun Times points out a lot of these projects have been previously announced and this is just Rahm repackaging stuff that never got off the ground.

And some people are about to take baths on their property speculations:

  • Now, Emanuel is pushing that fourth runway and moving up the timetable for negotiations to reduce delays by 80 percent, boost capacity by 300,000-passenger-a-year by 2015 and eliminate the need for a third airport.

    “If I owned property in Peotone, I’d be looking to put it on the market right now,” joked Ald. Pat O’Connor (40th), the mayor’s City Council floor leader.

How much are Jesse and Jesse going to lose here? We'll just say, "Hahahahahaha."

What he's probably not telling us about those jobs is that about 29,500 of them are temporary contract positions that last about one week..hahahah.

Many people draw the conclusion that we're talking 40 hour a week full time living wage positions and no-one bothers to ask such a question that may be embarrassing to his royal highness.

INO the way gas prices are going a 4th runway at O'hare is going to be like building a bridge to nowhere.

wait a minute--- didn't the airlines say that they don't need the runway currently being built--- you know, the one which we had to buy up half of bensenville to make it happen as well as moving a centuries old cemetery--- cps looking at a 700 million deficit, cta in a financial shambles, pension funds that will go bankrupt in about ten years if the city does not meet their obligations to infuse capital into them--- it might be time for a revolt date--- every city worker calls in sick and does not show up at the office--- it is not a strike, just a case of some bad chinese ( general tso's chicken )--- a good date to start with would be 5/20 or 5/21--- hey rahmbo, you can dream all you want but you will take care of your workforce first or we will fight back and fuck up your grand plan....

The Supe must be running a fever and it's effecting his judgement. He wants 1 police officer to to stand on dope corners after a sweep of a drug spot. He wants 1 per shift 7 days a week to stand on foot. After having 6 police shooting in the last couple of weeks I think that number will climb if he gets his way. He calls it the scarecrow effect. He has named it right. I would be SCARED standing on the corner of Ohio and Homan by myself at 3am and you know what I would be eating CROW. I have told some war stories about my career however most were with lots of support. Those times I ended up alone in the jets separated from my partner or partners don't think my spinkter didn't have a moment or two. Main objective getting home safe and in one piece to your family!!!

City is still broke, so they go after the Airlines and other big business. Airlines and big business simply pass the cost along to the taxpayer. The local morning news programs are reporting our McDrunken will announce nine promotions to the exempt ranks at 1100 hours today. Three of the nine are supposed to be females with one of the females becoming the DC of 015. However, there is yet to be a mention of it on Chicago Breaking News.

If these are brand new exempts, who is taking a dump to make room for the new promotees? Or is McDrunken expanding the exempt ranks? If so, where did he find the money to do so?

In that same interview Rhamie said that the money to pay for these improvements is already collected from LAST YEAR sacrifices so no new money is needed. He made the "hard" choices like screwing teachers outta their 4% raises, laying off a few 911 supervisors etc

Spoke with a lawyer who said 28.1 of our contract is an "evergreen clause" and is always written in contracts whether they be labor or for any business who does work on a weekly, monthly,or yearly basis. Search "evergreen clause" and you will find it is exactly what is written in 28.1 of our contract. All the legal websites state the only difference in these clauses is the dates or amount of time you have to terminate the contract. If you do NOT send a letter of termination in by the specified date the contract automatically renews for the amount of time previously agreed upon. In our case it runs from year to year. Please look it up an educated membership is a good thing.

It's not just the Jesses who'd lose if Peotone doesn't happen: the whole Bridgeport Crony Crew (Degnan, Tadin, Barbera) bought land down there riiiiiight before Daley announced his support for Peotone.

What ought to happen: screw the NW suburbs who fight O'Hare expansion while making their living on the freight that moves through O'Hare (Fedex, UPS, USPS etc). Don't expand O'Hare, quit fighting these mopes: just build Peotone and make ALL the air-freight traffic go there, reserving O'Hare for just passenger traffic.

Restrictions on Use of Elective Time

At a recent March CompStat meeting, a District Commander was called on the carpet for allowing sixty percent of his available manpower to be off for the day. Apparently, members who were RDO (always 33% on every watch), members who were on furlough, members who were IOD, and members who were sick or injured were included in those statistics. Any Police Officer realizes the District Commander has absolutely no control over any of these these numbers.



What does the District Commander have control over? Elective time off.



The Lodge has been informed by members of several districts that restrictions are now being placed on the use of elective time off as a result of the CompStat meeting. Several of these Districts have now established an arbitrary number for the amount of Officers that will be allowed to use elective time on any given day.

OT:

Any Officer who is denied the use of compensatory time due to the implementation of this arbitrary practice should contact the Lodge. A grievance will be filed by the Lodge on behalf of the members of the affected District if necessary.

VOA Architects, d'Escoto, McDonough, and Walsh Construction must be running low on gold-plated construction contracts. Construction projects are an easy way to repay political contributors in overpriced contracts. Too bad Suntimes and Trib are too weakened to do any responsible reporting anymore; Chicago Crains can't or won't cover all business graft stories.

Recall that the airlines don't want, don't need, more runways. O'Hare traffic's been declining for years, because Chicago's market share has been declining for years.

Carefully examine the daily pronouncements from Rahm's office and you begin to sense that he's overwhelmed and lost at the task of governing a declining city. Histronic, yes. Whiny, yes. "Big Picture" projects, yes, but no implementation plan, budget studies, etc - his big proposals are all like the G8/NATO conference announcement: Make the big speech, hope that it sticks, and avoid figuring out HOW TO DO IT. Rahm's short attention span and lack of executive management skills are already showing; it's easy to be a screamer and a political strategist (all words, all posture, little substance needed) - but he lacks the depth of experience, the patience to allow planning to occur, the ability to delegate to competent people (not the usual World Business crowd that's mismanaging G8/NATO conference).

He was the best of a poor mayoral candidate pool; just didn't think that he'd unspool so fast. Chicago is truly leaderless.

The fact of the matter is that airline traffic into O'hare peaked in 2004~05 both in the terms of number of aircraft operations daily and the number of passengers and it's been falling ever since.

Airlines have been cancelling flight time slots into Chicago due to the increase in fuel prices.

Where do all these pie in the sky numbers come from?

Adding a third parallel runway to two existing runways is only a 50% increase in capacity.

With many jets having a capacity of several hundred passengers what are we talking about when we say we are going to get 300,000 more passengers per year through the airport? 1,000 passengers a day each and every day would be 365,000 per year or about five planes per day worth of passengers.

Oh and this is going to add 30,000 jobs? LMAO...Gimme a break.

Look at the stats. Ohare is transporting the same number of people it was back in 2000.

The mayors plan is like building the bridge to nowhere. The only way we're going to create 30,000 jobs on this project is if they are all temporary contract positions that last for a few weeks during construction.

If you have more city workers, living in the city, paying taxes, buying shit in the city, you have a stronger main infrastructure. Couple that with strong hiring of hospital workers, construction workers and industrial workers you build your city. Our mayor needs to play sim city or something.

I have a major issue with both the airport runway plans and plans to replace interstate highway infrastructure:

While they do create jobs, those jobs go to the same set of highly skilled people who have been working for the same group of connected corporations who donate major money to election campaigns.

Mayor 9.5 is not creating jobs. He is stealing money from schoolchildren and communities who desperately need better school infrastructure to replace aging schools; better teachers - who can actually teach; and more police officers who have vehicles that function and equipment that works.

Let's cut the crap, Mr Mayor, and start to look for ways to improve the crumbling school buildings in Chicago and put more police officers on the streets!

PS: Start saving your money because of the Citizens of Chicago have our way, there is NO WAY IN HELL you will have a job - ANYWHERE - once your first, and only, term as Mayor of Chicago is over.
