City put 30 more computer in area 2 ( detective area south) and now sending everyone to district. HGS detective to follow in short order. We must follow the NYC example, but why?

Because there is NO ROOM in the newly merged facilities to accommodate that many detectives, so this was obviously the plan right from the start.
AND, because property detectives are unimportant. McFullOfHimself thinks only Homicide people are worthy of the title of Detective.
As for the 'no written order', that's easy. It makes it harder to grieve it.
