- After misidentifying him as a wanted man, Chicago police shocked a motorist with their Tasers 11 times in four minutes, the man alleges in a federal lawsuit filed Thursday against the city.
Accusing the police of conduct that "amounted to torture" following a May 2010 traffic stop, Chicagoan Josue Tapia on Thursday recalled the intense pain of the Taser shocks, saying, "Every inch of my body was being brutalized, with no explanation why."

- Tapia has a prior criminal record, including a conviction on a 2006 charge of aggravated battery on a police officer, for which he served two years of probation, court records show.
So he's got a history of confrontation with law enforcement. Big surprise.

I've delt with this ass hole before. He is a grade A piece of shit. He gets High and then acts like a mother fucker. Tried to kill a paramedic one time and also tried to disarm a policeman. This guy is an animal and should not be on the streets.
And they keep "Updating" it so that its near the top of the breaking news page. I read it twice and didn't see any difference between the first and the updated version. Breaking news also just posted the story of the thug who knocked out the old homeless guy on the red line. A week after it broke everywhere else. Of course, comments are shut down on that story.
This asshole will still get money from the city. Racoon Eyes has plenty of cash laying around especially if a "connected" lawyer is representing the "victim".. Wasn't this "victim" supposed to be high on something at the time of arrest? On the news he looks like a nice decent family man. You can almost guess how he acted with the cops.

To the alleged supervisor who posted at 03:56:00. What possible justification do you have for initiating such a post? Do you plan on taking the stand for the plaintiff? From what I heard this piece of shit pulled out the prongs when he was tasered. I'm sure some of those trigger pulls were logged as successful hits but never made contact.

I love it when you guys arm chair quarterback things on this blog. I am especially proud of the douche bag that claims to be a Taser trainer. You really should know the limitations of this weapon.
What you are worried about is your sweet gig as a "trainer" going away. Not being on the scene you feel it's OK call the Officers on not being able to 'control' their offender. Spend a little less time in the classroom and a little more out on the streets Mr. Supervisor. It's sounds like you don't remember what it's like. Once again, you are a real douche bag.
If the darts aren't well placed, the guy is high, or the batteries are low (Chicago does not maintain any of their equipment) a Taser isn't as effective as you would like. It's a great tool (unlike our instructor here), just not effective in every instance.
He is also a "LATIN SAINT" convicted FELON gang banger piece of shit.

Don't know, as I wasn't there. What I DO know is that "11 times in four minutes" isn't shit in certain settings. Small dudes on PCP have no problem tossing a dozen coppers around like rag dolls, never mind the 6'3", 280-pound stud fresh out of Stateville.
Unfortunately the anti-police, overly sympathetic public will look at this as torturous. "The police coulda cuffed him after the first taze!" will be one of many mantras we'll hear ad nauseum. I was on scene for the incident. It was shocking (no pun intended) how this man kept fighting after he was tased over and over. Everyone thought this guy had to be on PCP or some other drug to be able to take those shocks.
As far as the SUPER COP Monday Morning Quarterback saying 11 stuns was in any case too many... STFU!! YOU WERE NOT THERE! Keep your opinions to your self! In all honestly officers used restraint in taking Tapia into custody, because if you were on scene you would know this ASSHOLE is lucky to be alive. The offender kept trying to disarm Arresting Officers while being tased.

Of the 3 times I've deployed the taser, two of the times it was ineffective! That thing is just shy of worthless in my eyes.

Listen the tazers we have are rarely ever charged to the max. A drive stun very very rarely works and takes multiple deployments if the darts fail. Arms are swinging and feet are flying. Try and keep that little yellow piece of plastic in one spot. Very rarely do you take the full ride of a drive stun during afight. Mr Supervisor tazer instructor has obviously never deployed it during an actual all out brawl.
While I willt agree with the fact that after a couple times of the drive stuns not showing effect its time to man up. The officer was obvioisly relying way too much on a tool that was obviously have next to zero effect. If u miss with the darts its proven that the offenders during drive stuns get half the voltage on avg and a 1/4 to an 1/8 of the actual time showed on the tazer discharge. The officers will be fine on this as Kong as they explai what happened correctly. I have tazer a ton of people and will say it has worked in a one shot elimination of a threat 65% of the time. If the pull the darts out or it has no effect forget trying to drive stun during a fight. It's useless.
It's something that should be taught at tazer training. The only time for a drive stun is when the offender is under control of several offiers ie pinned or held and unable to get an ARM to cuff or twin control of a cuffed subject who isn't cooperating. The drive stun is an attention getter not q disabler
This story was on CNN (TV) today, and in the abovethelaw.com website for law students earlier this week.
The guest on CNN had absolutely no question that this would be a multi-million dollar judgement. She apparently didn't know of the offenders previous history.
The abovethelaw.com article was also solidly in the camp that there was no question this was overdone. No clue about context there either, though they do have the generalized context of perception in America that the CPD is filled with bartender beaters or whatever. No clue whatsoever.
Apparently this story has legs. Hope the POs involved have a clean and consistent story on paper.

And as much as I agree with that statement,the ONLY thing you can say is they dont do our job and have to make those decisions. To your point of being a coward for not shooting Tapia... firing shots at close quarters while 5 or 6 officers are trying to take a freakishly strong assailant into custody is a BRILLIANT fucking idea. (Thank God no one listens to YOU!)
YOU were not there. What ever the circumstances surrounding your shooting have nothing to do with the events that transpired in this case.
YOU chose one option, which by the sound of it turned out well for YOU. These officers chose a different option.
So YOU call them cowards for not doing what you have done or would do? FUCK YOU!
I was just stating that the officers used restraint. Never once did I say the officers were not justified in shooting this asshole. But I guess reading comprehension is a skill that eludes you to this day.
Just so you know where I stand 1. I think YOU are an incredible Dickhead and 2. I do believe the officers would have been justified in shooting Tapia, but maybe the chance of shooting a fellow officer in the process made the prospect of shooting Tapia too risky.
And as far as 14 months to go... They cant come soon enough, YOU crusty, know it all, piece of SHIT!!!

Tapia was found not guilty by a jury, and there was evidence from the hospital where he was taken that he was NOT under the influence of drugs or alcohol... Did any of you see the picture of this guy, he weighs 100 lbs soaking wet... also from the trial there were no injuries to any police officers... 11 times, nice guys!
