Story Grows; Cover-up Too?

If only we all had the clout of the Altman family. We'd be able to commit batteries against the police, then watch as the Fire Department brass appears to stonewall and obstruct an investigation:
  • Earlier this week, Altman, a captain assigned to the fire department’s Squad One, answered the door at his Northwest Side home and said the Nov. 1 incident — now being investigated by the Internal Affairs Divisions of both departments — “really was” overblown.

He refused to discuss specifics, telling a BGA investigator, “You have to go through the Fire Department.”

Fire Department spokesman Larry Langford would confirm only that the incident was the subject of an internal investigation.

  • Adding further intrigue to the incident is a Nov. 9 e-mail to Fire Department brass from District Chief Joshua Dennis, executive assistant to current Fire Commissioner Robert Hoff. It states, “Per the Fire Commissioner, no correspondence, documents, interviews or other requests from the inspector general shall be honored unless approved by the Fire Commissioner. Any contact initiated by the Office of the Inspector General should be directed to the Office of the Fire Commissioner.
Really? Maybe someone will answer questions in front of a Grand Jury at some point. The cover up is almost always worse than the crime, especially something like this that probably could have been headed off two weeks ago with an apology and a "decline to prosecute" type deal.

Fortunately, the men and women of the CPD and CFD (the unclouted ones) realize this is more or less one out-of-control fire captain trying to stuff the ten pounds of shit he spilled into a five pound sack.

Meanwhile, the Tribune took down their comment sections (again) because, amazingly, some people actually pointed out that police can be victims of batteries and the fire captain was committing a felony.

Channel 2 has the first public comments by McHeadcase:
  • “It’s an internal investigation … we’re not going to talk about it now,” McCarthy said Tuesday.
So evidently, Rahm's gag order on McBlabbermouth remains in effect. Lord only knows what he would have accused the Marine Officer of if he had been allowed to talk freely.

So, when commenting on the Fire Department, McVain declines to comment, based on the ongoing internal investigation. He said EXACTLY what he should have said when he was questioned about the police officer's shooting incident.

Perhaps Emanuel made him parrot the canned response a few hundred times 'til he learned it?

Maybe Emanuel should invest in a media relations class for McMarvelous, so he can learn what he SHOULD already have learned in a couple of decades of police work. And the bonus, of course, would be all that camera time McCarthy would get while practicing.

It's always interesting to watch things like this. ONE person commits (e.g.) a crime (Altman), sex assault (Sandusky) etc. and EVERYONE around them enables the offender to protect the institution or their own ridiculous interests. And for what? The offender, being the loser that he/she is, will always take down everyone with him/her when push comes to shove because their troubling behavior is usually global, chronic and persistent. Further, they lack any moral or ethical character or they wouldn't have done what they did in the first place. Taken alone, they are usually the type of people that you wouldn't want to associate with, let alone protect. Yet, people circle the wagons.

Why idiots are enabled by co-workers, friends, family, I don't know, but it never works to anyone's advantage in the end.

Make the arrest!someone so we can move on.
11/16/2011 12:23:00 AM

It's probably too late for an arrest. An arrest should have been made immediately after the battery, if at all. Since the charge would be felony battery, the on-duty watch commander has the option of saying insufficient probable cause, and RWOC.

Many years ago I witnessed the arrest of a clout-heavy individual for disorderly conduct (when we were doing paper arrests) and the watch commander (no longer in 018) handled it "internally"...no arrest report, per the W.C. ... his orders were obeyed, and it was gladly let go.

Nonetheless, if ANYONE reading this wants to know what their options are: if YOU witness a clout-heavy individual committing an arrestable offense for which you can sign the complaint, or you have a signed complainant on-scene, YOU always have the option of arresting that person, just slap the handcuffs on and be prepared to follow through with whatever happens. Tell the dispatcher you would like a name-check (use the name and info. of the offender). If there is a sgt. or lt. on the scene who wants to unlawfully "un-arrest" that person AFTER you've taken them into secured custody per Illnois Law and your police training, be prepared to tell your on-scene supervisor that they do not have the legal authority to quash a lawful arrest on the scene, and get their name and star number for the C.R. you may have to file against that supervisor. Then get on the radio and ask for his or her supervisor. Then at the station, if the W.C. wants to RWOC, be prepared to file a C.R. against the W.C. You can see where all this leads, IF you want to pursue an arrest when your supervisors are all against it. A ton of headaches and incredible stress for you, and your name will be "mud" in your district, probably for the rest of your career. It's an option that most officers will not choose, for obvious reasons.

It's hardly a coverup. They are not being told to not cooperate. They are being instructed to notify the Commissioners' Office of any incoming requests, and obtain approval. Not all that different from the CPD's Court Notification process. Seems fair that the Commissioner's Office would want to have some say in any firemen being called away from their regular duties, no matter the reason, in order to accomodate logistics and contractual obligations. Examples: Need to coordinate meeting times with the firemens' tours of duty; Arrange for additional or substitute personnel for those firemen called away to meetings; Firemen have contractual and legal rights, too.

---------------------------------

So true.

Exactly like the Penn State debacle when you think about it.

People in a position of trust and authority flushing morality out the window thereby protecting the clout. Doing barely what is expected of them to protect themselves legally. High fives to the officer with the guts enough to take a stand!

You know how this stuff starts though?

It starts with the "professional courtesy" krap and then gets way out of hand as each little break that is given gets taken as being acceptable and therefore expected.

There's a feeling of being special and a feeling of entitlement.

Greed then kicks in and people want more and more "professional courtesies" as they climb the ladders of their professions.

It is so nice when the clout and the courtesies are given in our favor isn't it, yet it is such a double edge sword.

When the hustle and bustle of this job ends and we are no longer distracted from the day to day b.s. we tend to look back at these things and ask ourselves if we have done the right thing. Can we respect ourselves? It is our actions and responses that will determine what is acceptable in our society. You are setting the standards for which your children will be judged.

Live by the sword, die by the sword as they say.

How in the hell can a Chicago Fire Dept. Captain go home to his family and sleep at night after something like this?

What do you tell your kids?

Hey guess what...daddy punched out a cop today and got away with it because he's special and respect for the laws, authority and respect for the system doesn't apply to him.

..look at me..look at me.

Then the kids brag to all their friends about dad and how they're special too.

...and hizzhonor and the superintendent go home and tell their kids and families... hey guess what...I had to issue special orders today to cover up some b.s to protect a politically clouted one.

Yeah...keep this stuff hidden and protect the powers. Their image may otherwise be tarnished.

Well guess what?

It's not the 20th century anymore boys and you no longer have 100% control over censoring the media and spinning a story.

You don't have to go home and tell your kids anything. Your kids, family, neighbors and friends will just Google you and there's your reputation for all to see.

It will follow you into eternity.

Some may overlook the bad as long as you are in a position of power however once they kick you out of your job your reputation is all you're going to have left.

Think about that.

Wasn't Altman the Fire Commish when that video was making the rounds of a bunch of jughead drunken fireman did the Irish jig and went hip pity hopping all over the fire house. It's time for that video to get on TV again. I would suggest it get shown morning, noon and night for about two weeks with the name of the CFD Commish at the time overlaid on the video: ALTMAN

Wasn't there, don't know the real story, but if you had a bunch of police officers just standing around and no one locked the goof up - shame on all of you. You may work in a clout heavy unit but at the core you are still the police. Shame on every cop who was on the scene.

Why lock the cfd cap up? Hit him back knock him down. Is the marine copper that soft. Hit the goof back. Why go through all the nonsense in locking him up.

That's the way I feel too. He shoulda just punched him out and gotten it over with. All this drama is getting old.

As a proud CFD member for over thirty years , I am ashamed of this asshat. I stood in Springfield just a few weeks ago with our IAFF local 2 shoulder to shoulder with FOP Lodge 7, all fighting for our pension rights. I have always taken special care of CPD members. What really saddens me about this situation was a story told by the offgoing shift this AM. A psyche pt got violent and the sergeant on scene told his guys not to do a f**ing thing. We are all on the same team boys and girls and can we please play nice together!

"Everyone should be asking themselves is this the kind of police/fire department that we want to turn over to OUR kids?"

I'm getting my kids out of this city & county and probably the state as soon as I can. What happens here will no longer concern me. My kids will never come on a city job. I won't let them.

"We're suppose to leave this place in a better place from whence we came.."

This is out of our control. Daley & Company robbed, raped and pillaged this city for years and only left when there was no more to steal and the house of cards began to fall. We're just gonna leave this place.

Defend himself? Yes! Twenty years ago it would've been settled right there & then. Unfortunately those days are long gone.

When the workplace demographics changed, the days of settling something "like men" went away. Not just at CPd, but in virtually every workplace in America.

Once we began protecting those who were perceived as weaker with "personnel" and "human resources" departments, we began a slide down a slope from which we'll neve return.

Look what they're teaching children in schools; if you defend yourself you're just as liable as the bully that started the fight. "Just sit there & take it, we'll get him later" is their cry.

Of course this is crazy thinking. We no longer recommend potential rape victims just "take it". We tell them to fight back and fight off their attacker. So we're going to tell our children NOT to defend themselves in school, but once they're adults, go ahead and fight for your life? What if the attack occurs in a school? Are we sending mixed messages to kids?

If we continue on this path, it'll be the demise of society as we know it.

Why don't we have a fight night at Bourbon Street...set up a boxing/wrestling ring and let Altman and Smith go at it?

We won't because people of good breeding don't go to Bourbon Street, or Morettis, or other similar shitholes...

I know the Marine unit officer, he is one stand up officer and family man. He is tough as nails and would have no problem cleaning the clock of the drunk fire capt. However, the clout heavy fire capt would have been the victim and this could have ended up in another Cozzi type situation.

The cop from the marine unit that was attacked by that fire captain is a member of my family. The cop knew cameras were rolling and decided not to knock that captain flat on his ass, just for that reason. I pray that the fire captain gets time in jail and sued. IThis is specially hurtful since we have always supported the fire department. But with this guy, coverups seem to be generational in his family. I remember when his daddy saved his brother's job when his brother was involved in all that black face mess!! I still support the firefighters because all of them didn't attack my family member, just him!!!

To all the posters saying this is causing a rift--that's not the impression I get. This is one idiot captain. No CPD hold his actions against CFD in general. Stop trying to make this into something it's not.

We're fine. We're grown-ups. We understand CFD has idiot clout-babies. We don't hold that against all CFD. And any CPD who does, is an asshole.

We have to stick together. And if some sgt. ordered no one to intervene when you had a violent patient, you should report it. Hopefully it is a misunderstanding, not a payback.

As far as I'm concerned, CFD are my brothers and sisters, just like my CPD brothers and sisters. We all are in the middle of a shitstorm and need each other.

I hope everyone realizes that. Thanks CFD for all you do for us. Hope the feeling is mutual. Come contract time, we might end up being the "Blue Occupy Contingent."

No worries.

Can I just say that this whole incident and how it was handled by the police is embarrassing. Man up, don't write a report and ask someone else to do your dirty work. Precious

There is an actual police report on this incident on file. And guess what folks? Regardless of clout, that report is being kept firm and that fire captain can still be arrested at any time, and he will be!. Just stay tuned. Rahm needs to man-up. He's talked that talk...when is he going to walk the walk he's talked about? Gag order on McCarthy...GIVE ME A BREAK! When they finally lock up that captain, they need to get rid of Rahm and McCarthy. They should have taken immediate action on the scene. And just for the record, the attacked officer wasn't and isn't soft. That fire captain attacked the officer while the officer was in a squatted position doing his job! He was never physically on even footing with that fire captain. That let's you know what a real coward that captain is! And I know the officer, if he had been able to defend himself, he would have hit him only once; that captain's lights would have been out for more than two weeks! Hey Altman, you and your family are pigs! You treated and continue to treat firefighters like shit but you're the one that's shit!

Just like the asshole firemen who attacked a 019 Dist foot guy several years ago on Clark St after a Cubs game. The stupid drunks were arrested, charged, then when it got to court the judge dismissed it. P.O. was in court and not even given an explanation of why the case was dismissed! Fuck this city! Let it burn come May!

FYI the witness officer were ordered to give statements to fire IAD eventhough they were told not to by the detectives investigating the battery. That is right the bosses are colluding to cover this up.
