Prepare to be Screwed

Rarely if ever, have we seen a politician so openly contemptuous of a Department, so much so that he has no qualms about telling everyone exactly what he plans:
  • By pitching a shutout in his first big game on a new field, Mayor Rahm Emanuel has strengthened his hand when it comes to tackling the next big challenges ahead: pension reform and winning contract concessions from police and fire unions.

    Emanuel’s $6.3 billion 2012 budget — and the $220 million in taxes, fines and fees needed to pay for it — scored a 50-to-0 vote in the City Council on Wednesday.

  • Moments after the final vote, Emanuel warned aldermen from the rostrum that it was only “the beginning” and that “hard decisions” await. Police and fire contracts expire June 30.

  • Aldermen swallowed the mayor’s plan to more than double water and sewer rates over the next four years and lock in annual cost of living increases after that.
Evidently, that's not all the aldercreatures swallowed.

Upcoming contract negotiations are sure to be the worst ever, with 0% raises offered and all sorts of give-backs sought by the city. Arbitration is almost a certainty as the city cannot be trusted to bargain in good faith. We certainly hope the negotiators are doing their homework on this one.

Screw Emanuel he got rich screwing over the taxpayers we work for our salaries unlike the part time alderman. Taxes are up inflation is on the rise food, gas, water city stickers all have had double digit increases we are going backwards earning less take home after the last contract. Tell Rahman that the TIF slush fund needs to be stopped Emanuel had no problem giving his staff nice raises.

It had to come to this, no raises.

Look at the private sector. Many people have lost jobs and those that found new ones are working for a lot less. A LOT less.

Now, it is starting to hit the government sector. No raise or get laid off. Believe me, you don't want to lose your job in THIS economy.

Welcome to the party!

Look at it this way, you're not getting screwed, it's the "new normal".

More people have to look beyond their own job and circumstances to get a better idea of how bad this economy is.

You bitched at 2% but believe me, most people working in the private sector would look at that as a decent raise (especially if they took a 10% cut or had to change jobs and took a 30-50% cut)

Having said that, if it was up to me, I would have cut the aldermen in half to 25 and taken all that money (including those $1 Million+ ward funds) to give to police and fire. I would have found the money.

We can do without Aldermen, but we cannot do without police and fire.

Not a LEO, JAFO.

Of course the aldercreatures approved the budget. He probably threatened them with the next budget which would likely include 50% less aldermen. That means their appointed relatives and friends will lose their jobs too. Now, we can't have THAT, can we?

Someday all city services will be privatized. I'm sure that will all be for "the children" too. Some twisted logic will be thrown around in an attempt to make that point. Frightened aldercreatures will vote for that too.

Every single person holding office in this state should be recalled.

It's pretty difficult to be sympathetic to your cause.

Especially when the average citizen sees that the only people that are willing to stand up and really fight for it -- to get in the faces of the lawmakers -- are the Occupy Wall Street crowd -- and they are demeaned, ridiculed, labeled as smelly, stupid, morons, idiots that should "get a job" and are told to stop living in mommy's basement and finally arrested for their efforts.

Yeah...we know. Just follow your orders though.

It feels like martyrs on a career suicide mission.

What's the point of negotiating a contract if failing to meet the obligations of that contract have no consequences. I just don't get it.

There's all these great speeches and fear mongering about the pension cost and one of the largest cost is to pay the interest on borrowed money because the city did not meet it's obligations in bringing the pensions up to the 95% level in the first place as they signed onto during the last negotiations.

Where's the union? Where's everybody, the rank and file? The so-called brotherhood?

All I see are a bunch of so-called morons stinking up the State Capitol building in Springfield fighting for you.

I have over 20 yrs on and I reflect back on what once was and I have no answers, what happened to the job? I was fortunate to catch the final glory days of once was the Great Chicago Police Department, but I really never thought it would come to this. Can anyone name a go to guy in the district or area that you can cpunt on to see a critical situation through? Remember their were Det.'s that were the Ones to handle all police shootings/involved shit. How bout the old saved guys who would stop you and " hey kid what the fuck are you thinking"... Look At the retirement fliers, whole lot of experience leaving this job, now what? theirs NOONE LEFT!!!! Is it everyone for himself? Do we just lock the doors and drive the main streets? Can we count on our commander who is a political appointee to have our back on a complicated
situation? Where are the Frank Papes on this job? The Chris Cato's of the D unit? The Charlie Fords of the Areas? Where are the teams that went out looking for real bad guys with orders to " not let this go to court, street adjust it, permanently".... I just want to retire as soon as possible...before I see the department completely disassembled before my own eyes....

When we refuse he will start his "media negotiations," accusing us of not sharing in the "sacrifice;" public opinion of us will plummet further, as we are portrayed as greedy; lest they forget that we have sacrificed more than anyone, more than 2,000 positions eliminated from the budget! one man cars or downed cars nightly in nice districts so that the ghetto can have 100 officers per shift! a pension fund that only we contribute to, which they want to dive into next! How about the Alderman start sacrificing, say eliminating half of them!

Do those locked cost of living raises apply to the aldermen & the mayor himself as well? Doubt it. They need to start accepting cuts as well. Like less aldermen for a start. We along with CFD need to start our own protest, occupy city hall !!!! Whose gonna police us at our own protest? I was part of an informational picket at city hall that the union organized about 8 years ago and it was amazing to see how we took over the surrounding streets and marched right up to the 5th floor chanting together demanding a contract & better working conditions without any resistance at all. A few exempts were running around yelling at coppers who were getting a little wild standing on cars and blocking traffic but they couldn't control it. Many CFD showed up to march with us. Rahm wants to lower or take away our pensions that we contributed 9% per check, which at the start of our career was roughly $800.00 a month and has gone up as pay raises do, and we were guaranteed by contract as a condition of taking this shitty job. At the very minimum they better give us back the 9% money they stole out of every check before they try to tell us theyre bankrupt and were out of luck. The mayor & those city council thieves are going to be out of luck!!!! A lot of these city workers live paycheck to paycheck and are counting on that pension to live off of after retirement and most of them have guns!

People without water meters should start sharing or selling their water to make up for these insane increases. And they want to charge more for sewage? My whole block floods numerous times a year because this shithloe city put in sewer blocks which they pick and choose to close city wide during heavy rain fall. My basement apartment had 2 feet of water the last heavy rain this summer and it ruined everything causing so much mold i had to gut it to the bare cement walls. What sewer service am i paying for?

That is true, now. But I'm sure if you go back to the last decade, would the private sector say the same thing about a 2% raise?

If Shields is smart he lets the contract negoations go for a couple years maybe 3 or even 4 years! Its ALL RETROACTIVE!!!!!! Our old contract is in full force while we wait for the economy to get better and we give up noting! Accumliate all information on city budget and 28% raises Rahm just gave his staff and the 6% per year alderthiefs get along with what TIG collects with NO oversight.

Last year the elected representives in springfield formed their OWN pension reform fund without any other unions or employees in the funds not even the judges, just themselfs. They are seperate and protected form ALL the other pensions this was planned two years ago and everybody thought I was crazy when I claimed the selling of the parking meters was childs play compaired to what their going to steal and give away from our paid pensions!

The teachers fund will be the first to go, just before daley retired the law was changed for the city to forgo their contribution until 2017 under Huberman. Daley consolidated his three pensions into his state elected representive fund and collects from their fumd NOT the city or county which will most likely go belly up in the next couple years.

Last year Rahm stated he wants the laws changed so TEACHERS CAN NOT STRIKE because they are essential employees of the city like Police and Fireman he was also talking about the Laborers International union but dropped them their city pension is over 80% funded. Rahm don't want to piss off those guys. He wants ALL city employees privateized or as indentured servants under his thumb! If we thought Daley was bad Rahm is just getting started and it's going to be a rough ride! E M R L

Rahm started to test the union months ago to see how they would react. He pushed on the bodyguards and the union did nothing.He pushed on the background investigators and the union did nothing. He pushed on the closing of the districts and lockups and the union did nothing. Those jobs went to civilians. Even though the contract says at page 40 that the bid positions can't be eliminated while the contract is in effect. Rahm now knows the union won't do anything while he picks their pockets.

I guess you folks haven't seen the bills that were put up a few months ago have ya?

Apparently nobody is aware that Mr. Cocksucker Emanuel has his shithead friends spark up bills to the legislature that completely alter the arbitration rules in this state. How could that have slipped by all those who think they've been watching this shit?

For those who never paid attention, the following was the gist of what the cocksucker tried to pull against us with arbitration rules:

No longer would ONE person be selected by both parties, but rather a whole PANEL of people would have to be chosen with ONE scumbag running the whole show. That means Mr. Cocksucker has many more attempts to coerce ONE of those arbiters not to mention the fuckstick lawyer running the show.

#2. Arbitration won't be taking "forever" as this was also covered in the bill, which means Mr. Cocksucker can claim "impasse" whenever he wants and send it straight to all his fucking buddies to "rule" on.

#3. If Mr. Cocksucker Emanuel doesn't like what the arbitration board came up with, he can summarily say FUCK YOU, I REJECT to the board and send it back, where it then is "reevaluated" by the fuckstick lawyers in a "light that favors the City".


So go look up that bill kids and see what's happened with it, because NO ONE seems to have paid any attention to it and if it passed you can consider this a court fight.

Yes, the Racoon shithead never attempted to destroy "collective bargaining" in Illinois like Walker.... he just made it so that he never actually has to "bargain" rather just claim an impasses when you don't fully take what he offers.


If that bill became law, we're fucked.

Now is EXACTLY when Shields should be fighting this cocksucker in the media just as the cocksucker does to us. THAT MEANS AIR TIME PAL, THAT MEANS TV ADS. THAT MEANS MONEY HAS TO BE SPENT OUT OF THE COFFERS TO PAY FOR IT.

Almost 3 years. Look for a settlement around June 2015. I will be retired by then with my pension locked in and free health insurance. And I will never again purchase a Chicago City Sticker.

I agree with the first person on not writing parkers or doing anything else for that matter. If you hammer the citizens all you will do is feed 9.5's coffers and turn the public against us. This would strengthen 9.5's position and weaken ours. Do only what you have to, nothing more – no proactive policing. When the revenue starts drying up, 9.5 will start to feel it. When the crime starts going through the roof the aldercreatures will feel it from the citizens. Explain to the citizens that we are way undermanned and the aldercreatures and 9.5 just don't care. We need the public on our side. This is a was of hearts and minds. However, I do agree with writing a report for everything.

For all you young coppers out there still busting your asses to bring in numbers, all you are doing is hurting yourselves in the long run.

Off topic again. To the 20 year misty-eyed vet wondering what happened: Think about what you're saying. Don't let this go to court? Street adjustments? Permanently? One of the main reasons we have completely lost the faith and confidence of the citizenry is that, as good as these guys were, they were human and, yes, made mistakes. With an attitude like you describe, those mistakes were and continue to be very costly. Watch a local newscast or read a paper every other day. It never ends. We are not, and never were, above the law, much to the chagrin of some of the hard chargers on the job. When we become judge, jury, and executioner because we think we have such a noble calling, then we are truly doomed.

This might be a bitter pill to swallow, but there might not be a choice. Yes, you can say vote these people out because they will not give you a raise or increase in benefits. But, the sad truth is there might not be enough money to do anything else. Other cities are laying off cops and giveing the cops paycuts. The national recession is effecting just about every state. Yes, you can blame the democrats for the giveaways and the welfare states, but nevertheless, there is a problem that has to be overcome. Many think tansk have come to the conclusion that it is impossible for the governments to tax their ways out of this mess and pay and benefits will have to be reduced . What these polititions will not address is the salaries and benefits of other government workers, the fact that they far exceed what the private sector is paying. The politicians have taken care of themselves and their interests and I doubt that many cuts will effect them. However, you do not want to lose your job in this economy for you stand to lose everything you have.

It will be interesting to see what happens next year with contract negotiations for the teachers and the transit workers. Daley took care of the other unions for labor peace until after any possible olympics. The best job in the state of illinois next to alderman and legislators), is a tradesman with the city of chicago or the county of cook. Personel costs are 85% of government and when you need to cut the cost of government, you will to cut the cost of personnel. When you have your tradesman and sanitation workers and transit workers making a lot more then the national average you can see where this is going, as it should.

I have over 20 yrs on and I reflect back on what once was and I have no answers, what happened to the job? I was fortunate to catch the final glory days of once was the Great Chicago Police Department, but I really never thought it would come to this. Can anyone name a go to guy in the district or area that you can cpunt on to see a critical situation through? Remember their were Det.'s that were the Ones to handle all police shootings/involved shit. How bout the old saved guys who would stop you and " hey kid what the fuck are you thinking"... Look At the retirement fliers, whole lot of experience leaving this job, now what? theirs NOONE LEFT!!!! Is it everyone for himself? Do we just lock the doors and drive the main streets? Can we count on our commander who is a political appointee to have our back on a complicated
situation? Where are the Frank Papes on this job? The Chris Cato's of the D unit? The Charlie Fords of the Areas? Where are the teams that went out looking for real bad guys with orders to " not let this go to court, street adjust it, permanently".... I do understand how you feel but we do not work in the private sector. A lot of us took this job knowing that we would job security, a decent salary and a partial pension when we retire.

I good times and bad we received at most 3-4 percent raises, in bad times less. A lot of times it looks like we are getting more because the city dragged their feet for 2 years or more and had to give us back pay. Mind you back pay with no interest that they have been sitting on earning interest themselves. The city always figures in raises for each budget and if they can put off giving them to us it is a plus for them.

You talk about our raises. We will get a great 1 percent raise this January. I know you said the private sector haven't gotten raises or took cuts well so did the CPD. They under hired for the last 3 years while keeping the over 1000 empty spots in the budget. The money was there for them. Where did it go?

(And there is money, look up the term TIF and see how much there is laying around)

Just a few short years ago when the economy was booming I had friends in the private sector getting 5-10 percent raises and bragging about their investments and how they would retire early. Some of them even would ask me why I kept working for the city. Now they are some of the same ones out of work complaining about us who get public pensions.

On to pensions. Did you know we pay 9 percent of paycheck, every paycheck, into our pensions plan. DO you save 9 percent of every paycheck? This does not include other investments that we put into like Deferred comp and credit union. We do not pay into SS but most of us pay into medicare. A lot of us work second jobs to get our social security benefits and you know what? Thanks to Dan Rostenkowski (SP?) we are lucky to get 60 percent of what we should get because he considered our pensions a "Windfall" and cut our benefits.

After all this I have to work 30 years to get 75 percent max of my salary for pension. The reason the pensions are messed up is because the City has missed paying their part and paid late many times and has wanted to use the pension money as their own little piggy bank. Miriam Santos tried to keep Daley's paws off the pension money years ago and she was railroaded.

I could go on but I know its a long post and complicated.

I hope the economy improves and you get a good pay raise my private sector friend.

"Pension reform" is coming soon. The law is already written and it was supposed to be voted on in the last legislative/fall veto session. It's called SB0512. That is the bill number. That bill was written about a year ago. It was written by attorneys so it could withstand a legal challenge asserting that it goes against the Illinois constitution (i.e. pension benefits can not be diminished).

The new law will set up a three tier pension system. Do you still want a nice pension? Then pay up. You will need to contribute more money. Or you can get a hybrid. You can get a traditional pension and a 401K (a 50%/50% split). Or you can get a complete 100% 401K type of retirement.

Also, if you think that with 20 to 28 years on the job you are safe think again. The pension fund has about 7 to 10 years of money left. Once the money is gone. It's gone.

All I can say to my fellow police officers after all of this is that continue to work hard. Write parkers, movers, two and impound cars. Generate revenue for this city and make a lot of arrests. Keep working hard. The mayor and city council appreciate you.

Back in the 90's, many people in the PRIVATE sector laughed at us for taking such a low paying,demanding job. We knew we weren't going to be rich, but we sure did like the security. Now when you ask for something they say sorry kid! I used to think it was just my district but now I see its city wide. The Lt's and Sgt's think you can run a tact team like the watch!

I say Why deal with all of that nonsense when you can work the watch, and all you have to worry about is answering the radio?

The hardest part for any officer is change. When you decide to do it you will be happy you did, and have less stress in your life. I did.

The only reason I can think of why anyone would want to work tact is to get off midnights!

Theyre are still alot of old school coppers, I was taught by alot of them who are now gone. Within the last 5-8 years it's not that there aren't any go to guys, it's these hair gels who don't listen, think they know everything and basically tell you to F off. When I came on and a old timer told me something, I didn't take it as an insult, I learned by it. 90% of this job is learning on the street. And this is why I don't say anything unless someone approaches and asks

People without water meters should start sharing or selling their water to make up for these insane increases. And they want to charge more for sewage? My whole block floods numerous times a year because this shithloe city put in sewer blocks which they pick and choose to close city wide during heavy rain fall. My basement apartment had 2 feet of water the last heavy rain this summer and it ruined everything causing so much mold i had to gut it to the bare cement walls. What sewer service am i paying for?

Look at the private sector. Many people have lost jobs and those that found new ones are working for a lot less. A LOT less.

Now, it is starting to hit the government sector. No raise or get laid off. Believe me, you don't want to lose your job in THIS economy.

More people have to look beyond their own job and circumstances to get a better idea of how bad this economy is.

You bitched at 2% but believe me, most people working in the private sector would look at that as a decent raise (especially if they took a 10% cut or had to change jobs and took a 30-50% cut)

Having said that, if it was up to me, I would have cut the aldermen in half to 25 and taken all that money (including those $1 Million+ ward funds) to give to police and fire. I would have found the money.

We can do without Aldermen, but we cannot do without police and fire.

We bitched about our raises because they were RETROACTIVE! We worked without a contract for years and were awarded a retroactive raise based on the CURRENT economic climate. It would be like me agreeing to pay you your rate of 2 grand to do my roof. You do it and three years later I finally pay you, but only pay 1800 because I frittered my finances away and blame you for my shitty bookkeeping. And I tell you be glad you get paid at all. I believe that in order to remove a percentage of Aldermen, a vote has to be taken by the Legislature in Springfield. I think that they are mandated by law to have 50 Aldermen in this wretched town.

Raccoon Eyes and his minions scoff at the idea when they read this blog (and you know some of them do)to have the good folks call for the immediate reduction of Aldermen. They know it can't happen without a vote from Springfield.

I'm calling on every one of you to sign out a few ticket books and get to writing. This is exactly the reason why I won't take that option. Anyone who thinks that the city and the ballerina won't come back in the future and say contributions need to increase is smoking the shit they should have inventoried. The problem is that too much has been promised, and no money is available. It's the same story with many government programs. So we're all going to have to suffer; the Chicago Police are not being singled out to bear the burden. Too many Chicagoans have lost their jobs and their homes, and they just don't have the resources to pay the taxes and fines that Emmanuel is going to try to milk out of them. In fact, many of them are leaving. You have been lied to. The whole state has been lied to.

I sure as hell CAN argue the math.

If there's no money for cops and basic services like pothole repair, there isn't any money for any of the following...

Revoke that increase in 'discretionary' money the aldermen were just given and the raise they voted for themselves, too. Find the loophole that will give the City back the income from its own parking meters.

Stop building useless, high-maintenance flowerbox obstructions on every city street. Make EVERY event pay for police, water, electricity and physical repairs required as a result of their event. (That one, alone, could recover a huge amount of money for the City coffers.)

Have a one-year moratorium on new projects. Just delay every new program and project for 365 days. (It's what we do at our house, when there's no money in the budget for 'new' anything. We can't spend what we don't have in our bank account and neither should the City.)

Then, start working on ways to make people WANT to buy houses here (=city transfer tax income, sales tax on goods and groceries, jobs for bakers, cashiers, dry cleaners, realtors and movers). Find ways to maintain and utilize the existing housing, rather than bulldozing it and laying waste to whole neighborhoods.

Find ways to staff and implement existing programs by using enthusiastic young college students, rather than high-priced, imported executives with no investment in the outcome, apart from a fat, guaranteed paycheck.

I'll argue the math, because it's GRAFT, THEFT and MISMANAGEMENT that has caused this. The only way to fix it is to expose it and to stop it in its tracks.

The city would have to sell all the assets they own before it could claim bankruptcy. And all u have to say is FORENSIC AUDIT to the city and they will back down. Don t forget there is 600 million sitting in TIF funds so the city has the money.In fact i say we should demand an audit before we go into the new contract.
