Occupy Chicago Arrests

As you might imagine, Saturday night was interesting. Interesting on more than one front. First, the arrests:
  • Chicago Police arrested about 175 Occupy Chicago protesters who refused to leave Grant Park early Sunday following a march from the Federal Reserve Bank of Chicago to the Downtown park.

    More than 2,000 people marched and set up two-dozen tents in Grant Park near East Congress Parkway and South Michigan Avenue with the goal of staying the night to draw attention to corporate abuse and express solidarity with the Occupy Wall Street movement.

    Police said about 175 protesters were arrested and charged with a misdemeanor violation of city ordinance for not leaving the park after it closed at 11 p.m. Police said the protesters were told to leave numerous times before making the arrests.

Leaving aside the nonsense chants of "The whole world is watching," "Shame Rahm," and "CPD is the 99%, CPD needs a raise," the entire situation was handled in a professional manner.

But it wasn't timely. The park closed at 11:00 PM, and the first arrests took place after 1:00 AM. Why the delay?

It would seem that the Department didn't have the manpower to make a mass arrest situation. There were three separate citywide call outs for cars. The first was for the tactical teams, already on standby. Then there was a second call for additional cars, and then there was a wait for midnight cars. No one was held over from third watch except for the 001 District. Other than that, districts citywide were stripped of regular beat coverage for a downtown protest. We bet certain bosses are wishing they had a "strike" force of some 200 bodies they could mobilize at a moment's notice and send downtown for incidents such as this.

Now the question becomes, what did the Department learn? This was a peaceful event, but with nearly 200 arrests. What happens when the anarchists arrive for the G-8 or NATO meetings? Has anyone been watching the highlights from Italy? Rioters hiding among the peaceful protestors waiting for their opportunity. We can't afford a two hour wait for cars to be mobilized, mass arrest kits to be scrounged up, transport vehicles to be on site (A CTA bus for prisoners? That's real secure).

Hopefully, someone important is paying attention. And putting some other people on notice about shortfalls in the response.

For the G-20 the city will hire a mercenary security force using that Federal grant money -- they'll bust some heads while "the whole world IS watching" and after they pick-up their money and toys and leave, all people will remember is the black eye that the CPD is going to get from it.

Mercenary forces, police forces it's all the same. Did you see what those coppers did in Chicago to those people. Yeah.

Only when they cut loose and overwhelm the CPD, while the rest of the city devolves into chaos because all the resources are busy in the Loop will we see hiring, training and equipment being brought to the levels they should always have been.

Reason won't work, humiliation on the world stage however...

Watched one of the protestors THANK the CPD for our professionalism and handling of the arrests. Surreal. I've never seen THAT before, I have to admit.

But, if this was a peaceful event, and we couldn't put enough bodies out there to handle it, time to throw in the towel on G8 and Nato.

CPD Command Staff (snicker) isn't worried, Tiny Dancer 9.5 told them they have enough manpower to rule the world if neccessary, so they go back to learning how to tie their shoe laces.

So far CPD has handled these protests with professionalism and competence. Unlike the NYPD I haven't seen any videos of Chicago exempts pepper spraying penned in female protesters AND other cops or sucker punching a female who apparently shot a dirty look at said NYPD exempt.

From reading the NYPD version of SCC, Thee Rant, the rank and file NYPD members generally seem to be enjoying the overtime and the change of pace from dealing with domestics etc. They are less happy about being pepper sprayed by their own commanders.

If our exalted leaders keep their drunken oversized Irish heads about them these protests should die down come winter time in Chicago.

The real test will be too avoid any unnecessary incidents that inflame the protesters and bring in hardcore assholes hellbent on violence.

My suggestion for the protesters that show up next year for the international conferences is letting them camp in designated areas of the parks AND supplying them with a copious amount of weed from our evidence rooms.

We also might want to consider giving some of former Mayor Daley's nephews twinkie contracts for the parks for those weeks.

After all I'm sure with Uncle Rich out of power they need the help.

I was assigned to the event from the onset. It was ridiculous how long it took whoever was in charge to make a decision on when to go in. The manpower situation is disgusting. Before reinforcements came we were severely out numbered. I do realize that this was a peaceful protest. However, if for any reason this protest became unreasonable many people including POs would be injured.

Having worked all these demonstrations I am getting increasingly more worried about how the G8 will be run. If it took several hours to handle two hundred people who wouldn't leave a park we are in trouble. The city's resources were stretched thin because of this small protest. I'm sure when the G8 comes they will have 2 beat cars in each north side district and that will be it. I will be more interested to see the crime activity not related to the G8 such as bank robberies.

I wouldn't be so quick to mock their various chants such as: "the whole world is watching."

Yeah it maybe silly to some from the point of view that no-one was being mistreated, maced or clubbed during the arrest so what were they watching. Yeah that is silly.

However not everyone shares that perspective of what was meant by that chant.

From a "Broken Windows" crime methodology perspective for example, that the laws mean something. Then the whole world IS watching.

They are watching and what they saw was a joke of laws and contracts and freedoms where elite bankers can pull off 10,000 frauds a day worth billions of dollars and run free... making a mockery of the courts and the entire legal system.

Meanwhile we give our police force what amounts to busywork bullshit to bust people for obscure city ordinance hoping to collect some trivial fines that won't even pay for the time and effort it took to pull them all in. All just to create an illusion that the law is the law and to feed the ego's of some white shirts that their jobs also have meaning.

People that rely on the old 20th century corporate run media are being kept in the dark to what's going on. But there is something happening here whether you choose to believe it or not.

Occupy Wall Street just raised $300,000 dollars plus mass storage in NYC for their supplies.

Portugal and Spain had turnouts this weekend in the tens of thousands in various cities. All in all there was turnouts in over 83 countries.

The difference there is that their governments austerity programs designed to push the gambling debt of the banks onto the people are already kicking in.

Chicago's Mayor Rahm and Governor Quinn are just getting the austerity started.

Buckle up people!

Cutting your pensions, wages, cutting mental illness centers and turning those people back on the streets. Cuts to health care across the board all while raising taxes, fees, and enforcing chicken shit fines in a desperate attempt to raise money.

Meanwhile their close friends are getting double digit raises, retiring with several pensions, ongoing personal taxi cab and medicar services for retired politicians...yeah, you know the drill.

The whole world IS watching. When the people have nothing left to lose and see no future in the system things tend to get crazy.

That said I would not be surprised that things will be in full swing by spring 2012

Instead of arresting these peaceful demonstrators perhaps we should be joining them. Who are they exposing? Corrupt corporations and banks who have stolen trillion of dollars from folks just like us. These immoral thieves have brought this nation to its economic knees. And who is one of the main sons a bitches in all this...Rahm Emanuel. This little asshole has made his fortune with all the other corrupt thieves in Washington and elsewhere. Maybe we are arresting the wrong people. As long as these protestors were peaceful just leave them alone. Our Constitution used to protect our right to free speech and assembly. I guess those days are long gone.

Yes, there were a lot of losers and turds- their impromptu pandering about deserving a raise had us all laughing afterwards- but man, there's a part of me that's getting very weirded-out by the intense imbalance of wealth in this country.

There's still a decent middle class life to be had in civil service, a few white collar professions, the medical field, etc, but the big picture hints that there may be an underlying problem. The blue collar working class are taking it up the ass. Even if those Occupy Wall Street types are 80% wrong, they might have a point with 20% of it.

We sent countless cars to grant park while the people that were there probable made the park the safest it's been at that time of night in a long time.

Is there any big hurry to make arrests? Better to let them stew a while anyway. The later it is the less press coverage there will be.

If the city was really smart they would have figured out some way to let them stay overnight in the park. Or just ignored them. That might well have been the best answer.

Thanks to all those arrested. The city completely underestimated turnout and people’s willingness to do civil disobedience. When we got to the park and started setting up tents the CPD started to surround the area with officers and after a while two wagons showed up along with a truck with flood lights on it. It seems like they were expecting to arrest no more than 20 or 30 people. The arrests took so about 4 hours because after they filled those two wagons and one more which showed up, about 20 people had to stand in line – hands zip-tied behind their backs with police escorts – for the next wagons to come. This gave the 50 or 60 people left in the park with arms interlocked plenty of time to chant and discuss and dialog with the police officers who were just standing there, zip-ties in hand, waiting for more transport to show up. Eventually another wagon or two and a CTA bus arrived. Overall, the police were civil and the Occupiers were too. There was no violence that I saw and most people cooperated with the police during their arrest. A few did passive resistance and went limp, but this gave officers a chance to get a bit of exercise… so a win-win. When I get my photos uploaded someplace I’ll post a link on this site.

WBBN news radio Is all ready laying the groundwork by talking about the state saying to not to expect any help in shoring up the failing pensions. NO BAIL OUT.

The future does not look promising, especially if you have a pension here. We are going to get F*cked.

The first thing I thought of when reading about the arrests was that it must have been easier to deal with people that were probably difficult but were not going to fight back - probably even easier than dealing with a lot of the crazy homeless in the parks at night. Well, think it through to the logical conclusion then. It's not so much the "corporations" as it is the GOVERNMENT, especially the current administration that Rahm was running a short time ago (though the responsibility is somewhat widespread and goes back further than that), that's got things so messed up. It's high time to unwind the mixing of government and business and the "too big to fail" mentality that hands out favors and rewards irresponsibility with the tax dollars of those who work hard and play by the rules, and that's pretty much what the Tea Party was trying to tell you. (Oh, yeah, ignore them, they're racists, especially when they back Herman.) If that's all the OWS people were saying--not "give us everything for free and kill the golden goose that created our gadgets"--then we might actually have a consensus.

if we in Chicago, as you declare, have so little crime, ergo- closing stations, non hiring of police, dropping slots from budget,eliminating special response units to the districts etc.
Then free us from the tax supported payment of YOUR lawsuits
which shall result from poor police preparations in the aftermath of these summits.

Your disregard for administrative leadership, rank and file training, equipment, and across the board disregard for citizen safety as well as business protections, are on YOUR head not the taxpayers as now warned by so many.

Injured officers shall be yours to compensate, fires and civil disturbances to all businesses are yours, mass mayhem due to 911 overloads, fire non avail. status , hospital overloads, mass transit shut downs, clean up costs...all YOURS.

First, Weis' strike force is depleting district patrol and destroying contractual protections that base assignment on seniority, not management selection (clout).

Then, disbanding strike forces has left the CPD ill prepared to deal with changing situations around the city.

I was there and these so called protesters are nothing but lazy slobs that aren't very bright. Most are all dressed like dead heads, stink and have not lived long enough to know about responsibility. They are in disaray and are promoting all types of causes and it's difficult to figure out what they want. Other than their stink in the air the smell of cannabis was also present a few times. I doubt many of them would take a job if it paid $100,000 a year. For the most part they are just followers that want to be part of something and don't even know why. They hate the rich, but when asked, "do you know anyone that got a job from a poor man," they looked puzzled and then talk about the war. Dummies.

The majoriety of these protesters are to young to know anything. What they should do is read the history and find out that their politicians caused the mess America is in. Chris Dodd and Barney Frank started the housing collapse, but the media doesn't want to talk about it. These protesters should read up and learn about the things their politicians did.

These demonstrations are drawing a degree of sympathy from the police, unlike anything I have seen before because SOME OF WHAT THE PROTESTORS ARE SAYING IS VALID TO POLICE. Many of the college trained coppers are saddled with tuition debt. Many young coppers cannot live as well as their parents did in the past.So it was no surprise that several of the officers who were assigned to these protests have stated that there were specific issues that applied to them and they had empathy for the protestors. Remember, 9.5 sat on the Board of Freddie Mac and claims he knew nothing of the collapse of the mortgage industry. Also note that Rahm was Chief of Staff to the President when they loaned out $535 million dollars of Stimulus money, that was promptly lost by a company called Solyndra! As a nation we have witnessed the greatest theft, fraud and robbery in the history of this country, and nobody is in custody, except for our economy. The real trouble will come when the Hard Core Anarchists show up in May. These kids will be a herd of sheep, used as cover for the terrorists hiding behind them. For now, we are on display and being studied, and everyone did a great job. But before the exempt begin to pat themselves on the back and have a few pops; consider what would have happened if these kids had not "waited" to be arrested? What if they would have started to smash windows and burn cabs as is being done elsewhere? We can't count on that two hour warning.

Just to be clear here, these protesters (at least for this protest) are not protesting the police. They are protesting ill-gotten gains, such as the literal MILLIONS obtained by Bill Daley at JP Morgan, Rahm Emanuel at a hedge fund, Ken Griffith with his HFT outfit, Richie Daley with legislative handouts, and so on and so on.

For the most part, these protests and protesters are protesting the same things you guys regularly protest here. That is, unbridled corruption and outright theft of public funds.

Of course Rahm is willing to pull tac teams from the whole city to enforce park curfews at these protests. These protestors are protesting him and his cronies.

Let it burn, and definitely do not give anyone reason to make YOU the focus of any aspect of these protests.

Sorry SCC I call bullshit on your "strike force" comment. I push a beat car on the west side and have been busting my ass. Refused time due and trying to police the district with 2 or 3 downed beat cars on a summer night. Putting those officers back in the districts was a solid move and makes work a little less stressful. If the city hires more police officers then fine create such units and use them, but for now they need to stay put. We as patrol officers are told we have to do more with less, it seems that the hire-ups in the department were not given that memo. If someone running the show had half a clue then things can work, knowing is half the battle. The truely sad thing is that the department knows what is going to take place before hand and the bosses still fuck shit up. The whole world is watching including those hell bent on causing violence. To any of you tools that want to comment as to why I still bust my ass go stick your head in a hole.

Got a call at 1930 stating we were supposed to be on standby, ( which nobody told us), and that we were now called up. It was all the slower districts Tact, except 016 never showed up. Area SF and TRU also there. Skahill in charge.She almost drove a car down the stairs into the crowd. Tobias, Kennedy, and Angarone also giving orders.
Only two prisoner vans because nobody with CDL's to drive them. Took the CTA 3 hours to provide a bus. Protesters thought the whole thing was a party and print clearance was waived and I-bonds given. The OT spent on the whole fiasco was enormous.

I’ve talked to a few other coppers and have to agree that the occupy Wall Street protesters aren’t really that far off the mark. Yes, most are goofs that would protest the rise and set of the sun just to engage in the anti-government movement, but some of what the more knowledgeable organizers are challenging is absolutely wrong and should be changed. Their method is protest, but many of them are over-educated naïve college kids who have no clue of the real world, and think protest will get change. They don’t realize that protest is only a visualization of a problem; a method to bring it to light. It does not get change. They really need to storm the offices of the politicians from Chicago City Hall to Washington, D.C., to the little storefront offices in small-town America. There, change will be made. Politicians, along with for-profit corporate moguls are the problem in chief, and within them rest a majority of the problem; abuse of power and greed. The protesters have some unreasonable, liberal-based demands that are skewed and ridiculous, but the primary message is on target.
In a few other posts there have been comments that some of the protesters thanked the coppers for handling the situation like they did, professional and dignified, and there is a reason for that. Of course it is all based on the actions of the protesters, act like a jag and you’re going to be treated like one, but a lot of the coppers agree with the primary message. I’m glad to see the coppers treating people like they are, sorry, but you got to get lock up today…. Especially since they are voicing the concerns of many of us who can’t or don’t.
As for the police response, good job in managing the situation, but again, previous post show very well that when the rioters come in May; we are grossly unprepared and dangerously understaffed. We all know that the pussy protesters will break windows and burn cars, etc…, but what the need to do is devastate what is important to the people in the decision making positions, the politicians and corporate moguls, yep, there are those same two groups again. They could do so much more without violence if they properly target the problems at the source, their homes, their families, their personal businesses, finances, etc. Hit them at home, embarrass them, and cost them personally. If they are not afraid to get locked up, then do it for something real, something tangible. Storm City Hall and the offices of the corporation and target the offices of the power base in force. En-mass, take the office over, it’s only a CTTL charge. Embarrass them, embarrass them, embarrass them. Shame them in front of their family, their peers and their neighbors. Show their cowardice, get it on tape and post it, the message will be sent globally. They are spineless in the face of controversy and chaos and hide behind their books and subordinates –they need to teach them their fragilities in order to cause the appropriate change.
There will be coppers hurt, there will be rioters hurt, there will be violence and property damage, and we the police in Chicago will be on the losing end. In addition to that the taxpayers will be at a more extreme risk for violence and victimization, because they local personnel who will be left behind won’t be able to manage the calls for service, and even letting the nonsense stuff go, they too will be at risk because of the shortage of backup. Either way- it’s lose-lose in May. Hey- That’s a good chant!!! Either way it’s lose-lose in May.
Someone down there at the occupy Chicago movement should whisper to the protesters to storm the proper places and people, it will be much more effective. A sit-out in Grant Park is a joke and their message is falling on deaf ears. A sit-out in Ravenswood would be much more effective and meaningful.
PS. Get them to take on our message too! --Stop wasting our money – save our pensions and hire more police.

nothing wrong with being polite and accomodating as long as the protesters are non-violent.

in fact, that is absolutely the best thing to do.

even if they get a little rambunctious, who cares? the damage done by overreaction will far exceed whatever minimal amount of damage is done as long as the protests stay non-voilent. you cannot undo a riot by any amount of force, but you might be able to prevent it without using force at all.

keep in mind the whole idea is to get attention to whatever it is that these guys want. if they gain little or no attention, they will just go away in a few days or weeks.

if CPD wades in and starts busting heads for no real reason, all bets are off.

it may be more satisfying to some to bust a few heads, but it is almost always counterproductive in these kind of situations if it can be avoided. jabs to the ribs are a better choice if you absolutely have no other viable choice. bloody heads make for great pictures and video. cracked ribs don't.

My wife works in a building right by the Federal Reserve. She tells me that she sees a car parked all the time in front of the Federal Reserve.

The copper there walks around the group, and seems to have no problems. She approached him last week and talked to him. He told her that they are basically harmless and excercising their 1st ammendment rights.

All have been Democrats with the largest % FAR left.

Always the smell of marijuana and a STRONG odor of B.O. I truely don't get that part.

95% are white and 75% are under 27. Racist and ageist!!!!

Think that the Police make decisions where they can march or when they get arrested. Think we enjoy being there. Think we care about something. We don't, not anymore.

There are always hot chicks, or I should say girls who could be beutiful. The problem is they are unkempt and odiferous.

Combat them with kindness. You will do what you have to do IF the time comes.

Tell that pretty girl that is yelling at or patronizing you that, "You look so cute when your angry!" Works every time.

Also in the 60's during the riots and the convention, they did put the 3rd watch on the detail and had the 1st and 2nd watches work 12 hours. But then there was no union so you could put any po anyplace anytime. Now you have to deal with a preplanned event and seniority
Chase those 10 extra po's on the 2nd floor of each district and the "special" posts and you have an extra 250 po's, but that is never going to happen

Area 3 SVU has only THREE detectives on the day shift (one on furlo, one rdo and one retiring Friday) There are now MORE SUPERVISORS THAN DETECTIVES working any given day due to RDO's and furlos to handle MISSINGS, CHILD ABUSE HOTLINES, DOMESTICS, JUVENILE PROCESSINGS AND DOMESTIC UPGRADES! As a former TRU officer, your post is an embarrassment to the officers who worked there and the attitude you purvey is a good part of the reason others bashed the officers assigned. As for the phrase "We are young, dynamic, aggressive", let's remember how Most, not all, of the officers got to TRU or MSF, having a good work ethic combined with knowing the right person who was selecting officers and being in the right place at the right time.

They have neglected to protect the strength of the middle class by allowing fast tracking of our manufacturing base offshore; by allowing rampant monopolization and creating a crony capitalistic, pay-to-play, kleptocratic economy where it's Socialism for the "too big to fail" crowd and Capitalism for the rest of us.

They have totally taken out two very important dynamics of REAL Capitalism and that is competition and taking responsibility for your decisions; paying the price for your bad decisions and living within your means on both an individual and corporate level.

Repeated Chapter 11 Bankruptcies, bailing out the banks; and, as previously posted, holding Joe Schnook to the letter of the Law but allowing Wall Street and the politicians to steal trillions,to send guns across the border in to Mexico with noooobody going to jail can make some question our system.

It lends legitimacy to these Occupy Wall Streeters or Dirt Baggers as some call them, when they point and say, "Look, Capitalism doesn't work."

No, it doesn't work when the intergral dynamics that make it work are carved out.

Socialism is not the answer.

REAL Capitalism, manufacturing and accountability is!

We as citizens have to take some resposibility as far as our holding those in office accountable is concerned.

The real danger I see is the Left taking some of the truths and turning them in to half-truths, then using them to brainwash those less susceptalble to being a useful idiot and the other usual suspects in to believing they are each entitled free stuff for life and Obama and his Marxist cabal will give it to them.

As previous posted, when you look at how the union heirarchy has fucked the working man while the guys at the top walked off with millions as they perhaps duped the workaday union worker in to an unsustainable ponzi scheme, and how the Federal Gov't and bnaks have fucked us, it doesn't seemed that far fetched.

Perhaps it would have worked worked had they not pissed trillions away, and had we not murdered millions of American babies via abortion and shipped millions of jobs overseas.

Think about it, with millions of young people not aborted there would be millions to do the jobs that American's today supposedly don't want to do as they worked for less in entry level jobs before moving up in to the middle class like it once was.

As individual citizens the politicians and banks have fucked us, there's a lot of truths to be baked in to half-truths by progressives to get gullible votes. Then there is the votes they just steal.

Even with all that though, I still have faith in fly over America.

I think these progressives are going to turn-off most of middle America. I sitll believe there is still an American Spirit.

What worries me is we have to nurture it and rebuild our manufacturing base and we don't have a lot of time to do it.

We are one crisis away from a power grab by the Socialists that have been waiting for this day for decades.

S.C.C. You have done a great service to the men and women of this department giving us an outlet for all of our concerns and complaints and our humor. One only needs to read this thread to see how badly our morale has suffered. On a day to day basis this is okay, however if we go into the g8/nato with this attitude we are in for an ass kicking. As much as I'd like to see the powers that be take alot of heat for their shared destruction of this department, I don't want any of us to get hurt or killed during these trying times because we have a defeated attitude. Lets face it, the pols and the media will spin any failure to control the city and place the blame on us, not on their policies. Predators feed off weakness and apathy. Better to be judged by 12 than carried by 6 right? It is not your responsibility to improve morale, but you are in an unofficial capacity a leader of the CPD and therefore in a position where maybe you could improve morale. Maybe more threads on how we need to be vigilant and unified. If I can think of topics I will put them in threads. Thanks for all you do.

It's a capitalism society issue and the next generation sees no future in it under it's current form.

If you want any future just follow the money trail.

If you want those lush pensions to retire on you are going to need these people, the people that some of you refer to as lil jag offs, smelly, morons, etc..., to have living wage jobs that contribute tax dollars into the system to fund your pensions.

Your pensions are not going to be funded by shovel ready jobs or WalMart-like jobs or even $16K a year UAW jobs at Ford. Your pension will not get funded and if you have stock investments ask yourself just who is going to bid your stock price higher for you to make a profit? You can already see the effect of this in the housing market with prices dropping 20%, equity being wiped out and close to 50% of all mortgages underwater owing more on the loans than the home is worth.

We had better find a way to create the living wage jobs to get them to buy into the system... because if we don't...they will find a way to live outside the system in a black market society that pays no tax revenue.

After all what's in it for them?

Piles of debt the boomers built up with no living wage jobs to pay it off -- the jobs were all sent to Asia. Why should they cleanup the boomers mess?

There's no jobs for them, no social safety nets for them, no health care for them. Why should anyone be expected to pay into a system like that? The current police force don't even work for them why should they pay to fund it?

This is the next generation and as much as you want to mock it and deny it there will come a day when you're the meaningless old man of society... that is labeled as not able to work, slow, resistant to change, unable to adapt to technology, etc. by the business world.

You can think that it will never happen. Oh no not you. You'll take classes and run marathons be in great physical and mental shape. always on the cutting edge and you know what? None of that matters to a corporation. You'll be over 40 and might file an insurance claim so you're not worth the risk. No amount of education will change your age and business and society will stereotype you and label you just like you label those kids today. No amount of education will change your age. NO number of pushups or how fast you can still run a mile change your age. Boomers are dealing with that exact corporate mindset today and it's only going to get worse if it continues.

Your labeling and name calling made it acceptable in society and soon you'll find the tables have turned as you're forced to live with the rules you have created.

None.

In fact, not one nationwide.

And with the many protests/rallies they held in Millenium Park, they left the park cleaner than it was when they arrived.

But they sure didn't get the nod of approval from city hall as these people do.

One group stands for the constitution and they get shown the door while the other commits battery upon police and are given a pass on all permits.
