Fly On The Wall?

Truth? Or wishful thinking?
  • McCarthy is the first high level city official to feel the wrath of Rahm.

    Just before McCarthy went to a dinner for the National Chiefs of Police he got a major in person ass reaming from Tiny Dancer. He had already irked Rahm with his constant careless talk in front of the media and his never ending love of being in front of the camera.

    Rahm was informed by a partner at a big downtown firm currently contracted for a lawsuit involving numerous 8th District police that the Superintendent is now a defense witness in any and all lawsuits involving this officer. The Superintendent is an expert in Police Management and he has now publicly stated that the city was negligent. Rahm was told that these comments virtually guarantee an eight figure settlement on the Farmer lawsuit.

    The anger from Rahm's advisors is so real that rumors around City Hall are that McCarthy could be fired before 2012. The thinking is Rahm will wait for one thing to go wrong, one scandal, one bad car chase, one anything, and he will drop the hammer on McCarthy.

    First, you can guarantee that McCarthy will do absolutely no more press conferences. City Hall is sending a new spokesman to handle police affairs who will be installed by the end of this week. The McCarthy media tour is over.

    Second, you can expect McCarthy to tone down his Compstat beatdowns. His only friend in Chicago just called him out on the carpet and basically told him he fucked up and if he fucks up again he's gone. Aldermen had already begun beating the drums that McCarthy is an asshole who doesn't treat them or their cronies with the respect they deserve.

    The general consensus is that McCarthy better start looking for a new police department to screw up.
Let's see who makes the next public appearance on behalf of the Department, maybe even tonight at the 013 "rally." McMedia might (and should) be in big trouble. We also heard the First Deputy didn't unpack all his boxes from the last move yet.

Come to think of it, public FOP "no confidence" vote could very well be the trigger Rahm is looking for. Never let a crisis go to waste and all that.

I have been sued 3 times. One suit went to trial and fortunately I was found not guilty by a jury. Any copper who has been sued knows the damage McCarthy did by making those statements. Whats good for the POs now is that the case wont go to trial because the city wont put McCarthy on the stand testifying for the defense. This guy is really an amatuer.

McIdiot's just hung this guy and the city out to dry. McStupe was telling police,"rah rah! Go get 'em. Get back to real policing!" Then he shoots the guy in the back. Shit, gangbangers get in shootings every day--how do we avoid them?

Why not post a separate article on Rahm's chief of staff, Theresa Mintle, cousin of Richie Daley and former chief of staff at CTA, no embroiled in a serious ethics violation concerning her sweatheart pension deal. Crains broke the story, but buried the "cousin" aspect to second page of article. Mintle-Daley is yet another Daley relative sucking at the teet of Chicago corrupt politics. "Chief of staff" means full responsibility for the day-to-day management of that organization, whether CTA or Mayor's Office, and this cousin was in control of a great deal of patronage for a LONG TIME without undue scrutiny.

McCarthy's Rahm problems may be a smoke screen for Mintle's pension conflict-of-interest problem. Note that SHE'll have a comfortable retirement on your dime. She probably just received a 9% raise too, as I recall from last week's news.

I say we adopt a new method of policing--we set up perimeters around the shitheads to keep them in their 'box', and let them shoot each other until they're all gone! Police so they can't get out of their neighborhoods. Who cares what they do? Let them do what they want, as long as they do it in their own 'hood.

All that will be left is women and children--then we can go back in, and McStupe won't have to worry about us getting in shootings.

When you leave this office I don,t want you discussing this matter with anyone, not even other defendants.I have followed that rule and have not had any problems. I find it unconscionable that our supt.would make these comments to the media. He will now be used as a defendant against us. What a dolt.

What these folks really like is an ass kisser, bootlicker who follows every order to the letter that comes from city hall and who sells all good , unconnected police officer right down the drain when it comes to promotions and assignments. By the way, that is exactly what we have had as superintendent for the past 30 years.Keep it up, you might get what you wish for.

I have 23 yrs on the job, and would like to say something. In that time I have observed both good and bad trends, equipment ,bosses and morale. Since the Weis debacle all of the aforementioned have completely fallen off the table. Our veh's are falling completely apart, most Dist Wagons have over 200-250,000 miles on them, a catastrophic failure is inevitable. Bosses in this day/age are terrible,the only Supervision seems to be enforced against those who can't claim racial, sexual or medical bias. Morale is the single biggest problem and is going to cost lives next May. With Criminally Neglected Manpower issues, and a Dept of about only 3-4,000 actual POLICE, the others will run scared, have their weapons used against them or snap and cause bigger problems. Instead of attempting to fix this by a mass hiring the Dept has maintained the " Status Quo" and appeased the polticians. The sound you will hear in May is the echoes of " I Told You So" as the city burns.

Rahm knew what he was getting with him. He knew Mcjersey's history. Hell, Mcjersey's opening day race speach at the fake father Phlegar's fake church should have sent up huge red flaggs. Yes indeed, Garry McCarthy's insanely big mouth just about guarantees that the City will pay out much more than 10-million-dollars....probably closer to 50-million! And all because he couldn't keep his cool, act professionally, and tell the media exactly what SCC recommended: "under investigation...no comment."

On top of that, the Farmer shooting, which was already ruled "justified" by the Department (which helps to limit the liability of all concerned), is referred to the FBI for a Cozzi-style sandbag. So now the officer is facing the possibility of a long prison sentence, on top of the tens of millions extra $$$ that McCarthy's big mouth just cost us, the taxpayers!

McCarthy's public comments admitting city negligence regarding a shooting still under investigation are 100% unprofessional, imprudent, and completely INDEFENSIBLE. There is no logical way he can justify his senseless and reckless comments to the media, comments that also caused great harm, and public discredit, to the Police Department itself... a Rule Violation that could, and should, result in McCarthy's termination.

McCarthy should RESIGN IMMEDIATELY.

It would seem that if there is even 1 less MURDER in Chicago than the year before, the powers that be will shout from the mountain tops," We lowered the homicide total from last year!" The 1st 375 murders are as they say...collateral damage. They don't care about anything except being able to say that they lowered the homicide number. The robberies, burglaries, auto thefts, agg batteries and all other crime can go through the roof, as long as the MURDER (there, I said it) total go down. Most peoples property is insured and is considered acceptable losses by the bosses. Why even have property crime detectives? Why not just tell these victims not to bother reporting it because the city doesn't care. By the dangerous reduction of manpower makes it obvious that this is the attitude of the supe and 9.5!

OT , less than 400 police officers including supervisors will retire in 2011 . I doubt that more than 250 will retire in 2012 . FOP just made the 100 + for free health ins.
this year .
Our pension fund is safe , wait til FOP loses the free health at age 55 . City of Chicago will not contribute any $ toward health insurance for Future Retirees after June 30 , 2013 .
Looks like Officers with less than 20 years and under 50 will be working until they are 60 for paid health insurance until they are 65 or stay until they are 63 years old . Shortshanks wants to know if you miss him and Jfled yet .

Ok so someone could be yanking my chain but here is what I was told.

Mc Supt has realized that going down to 3 areas (North, Central and South) is not going to work. In fact it would actually cost more money if the Police Department would do this. And he does not want it to get out (oops). As it stands now Area Five would close with Area Five Districts being split up among Area Four and Three. With Area Three getting the majority.

Each Area will have Strike Teams, Gun Teams and Narcotic Enforcement Teams.

Pending approval from the Captins all Capts will be XO's (we all know this already). It has yet to be determined it Tact Lt's will stay or go under the XO's. The Tact Lt position depends on how many Lt's are left. To fill in or be the Watch Commander.

OCD will be going down to one Commander and units will be downsized, but not as much as expected or talked (rumored) about. Units 189, 196, 192, 393, 191 will all have Captins in charge followed by Lt's.

The Detective Division will be having mission teams with the various Districts that will be working Day to Day with them. However, the Mission Detectives will be under the Detective Bureaus Command. Mc Supt knows that a patrol supervisor should NOT be in charge of a Detective if he or she was never one.

The always expected command changes have to be approved by the Mayor as Mc Supt has had his leash pulled tighter.

There has been calls to City Hall as far as bosses getting to stay where they are at or moved to a better spot. That seems to be holding up the moves.

I also think the post might be true from what this individual told me about the Mayor and Mc Supt.

Mt spouse works at 35th St ( near the Chief of detectives) and saw lists from each area listing the 15 detectives from each area. Don't know who made them the top 15 or what criteria was being used but all 5 areas were represented. Maybe there is something to the Central Homicide concept. Nothing surprises me anymore...

A bit off topic.

The mayor wants to cut the 911 call center employees by 33% right? Talk of cutting the number of firemen per truck. Closing down 3 police stations. None of that is suppose to affect public safety?

I'll tell you what really won't affect public safety. Cutting the number of aldermen from 50 to 25 or less.

Managers from all these city departments are being asked to makes cuts yet the mayor is either unwilling or unable to run the city with less alderman? Why?

Think about that.

Who you gonna call if the doom and gloom predictions of NATO-G8(ate) become reality? Certainly the alderman will not be first on the list. However maybe everyone should place them on their speed dial lists seeing the power that they carry in putting up the no trespassing areas around their little wards.

The wards are drawn up based on racial boundaries for the most part so how about we have one Spanish alderman, one Black alderman, one Jewish alderman, One Polish, one Chinese alderman. one Italian, one Irish alderman, one German alderman and one miscellaneous alderman and we're done. What is that nine? Okay let's double that at make it two for each ethnic group one republican and one democrat so it's 18.

Why should an alderman's scope of influence be determined by a map in square miles?

Oh yeah I know..some will call that racist and segregation but isn't that what is going on anyway under the cover and silence of it all.

Oh..wait..and how could I forget. The illegal immigrants should have their two aldermen representing them no matter where they came from.

Come on mayor. Show us all how it's done. You're asking all your city departments to make cuts while you protect your own kingdom of city council officials. The aldermen and their clouted ward appointees. Where's their 33% cuts?

Stop blowing taxpayers money because you are in fear of some peaceful people wanting to exercise their rights to free speech too. Holding down dozens of cops to "watch them"... Go watch the apple pickers on the West and South sides were the violence is occurring and on the CTA lines. How the fuck is McCarthy an expert on "use of force"?

Has he taught it in a police academy?

Anyone remember the Rodney King beating?

The prosecution in those cases brought out the actual use of force/baton instructors from the LAPD Academy and even then some of the instructors disagreed among themselves. The general consensus based on the video was that most of the strikes were within their regulations, but a few were not.

Does McCarthy have that level of expertise regarding shootings? Does he have access to another video that shows what the deceased was doing just prior to the last shots being fired?

Has he taken any ongoing courses in use of force investigations? Such courses exist.

Now I know he allegedly knows how to shoot out streetlights. He certainly knows how to accost New Jersey cops who had the temerity to ticket his daughter.

I seem to recall graduating from a police academy in 1985 and in the 26 years since I'd hardly call myself an expert on "use of force". By the way I do have a bit of rank, non merit-cloutorious, and my academic background is superior to McCarthy's.

I know he has a background in stats, compstat, and running a medium sized PD, but that doesn't make him an expert on use of force.

I've been firing weapons since 1981 in the Army and later as a cop and that doesn't make me a range instructor or a sniper.

I've seen a few dead bodies, but that doesn't make me the star of Law and Order: Criminal Intent.

Now McCarthy may be an expert on goatees. He may be an expert on police administration. I doubt he has the experience or skill set to call himself an expert on "use of force".

Look at city council meeting minutes from last month and you will see IPRA investigations are a major problem! No matter what dammage McCarthy has done, no one can f*** that officer more than IPRA. They want more police on the street and they are all stuck in callback. Look at Swis: It has been almost 5yrs since he was stripped. Had a loan with Patrolman's Credit Union. Fell on financial hard times. Tried to work something out. They wouldn't negotiate. They filed a civil suit and added $4,000 lawyer fees. It never went to court. They said they would drop $3,000 of the fees if i pay up. At the end I paid them a $1,000 more than i owed them. They will screw you in a heartbeat

OT , less than 400 police officers including supervisors will retire in 2011 . I doubt that more than 250 will retire in 2012 . FOP just made the 100 + for free health ins.

Our pension fund is safe , wait til FOP loses the free health at age 55 . City of Chicago will not contribute any $ toward health insurance for Future Retirees after June 30 , 2013 .
Looks like Officers with less than 20 years and under 50 will be working until they are 60 for paid health insurance until they are 65 or stay until they are 63 years old . Shortshanks wants to know if you miss him and Jfled yet .

As i recall, there is also an ordinance that requires a city counsel vote to dismiss the superintendent. That and a vote by the police board. These were put in place when Harold became the mayor. You have to wonder, with these protections in place, why have the past superintendents caved so easily to city hall demands? They could have taken a stand on some important issues and made the mayor back down or risk public hearings. However, all of them caved. Uncle Terry got his reward, a security/investigations company with tons of government contracts.Millionaire many times over and does not have to go to the office.

The clearance rate has nothing to do with the above; if you were in the D or have a clue you would know that. When you are extremely short-handed, like our D unit is (no promotions in 4 years) your caseload is huge, if you have no leads you suspend and move to the next, pending any new leads, I.E. AFIS hits, CODIS hits, new witnesses that were previously reluctant to cooperate etc. the stringent 48 hr. rule, witnesses abilility to not cooperate and walk out, the inability to take a witness to the grand jury and lock them into their story (the state's attorney written statement isn't cutting it anymore,) and state's attorneys who try the cases in the AREA, instead of in a courtroom. These are the reasons for a low clearance rate. I'm not even in the D, and I realize it..

I have been saving at the credit union since 1973. I did have to take out a loan there many years ago to help out a family member. The people at the creidt union are very good at helping police officers. However, it seems way too many of our fellow officers just do not pay back loans. Deadbeats. Live within your means. You have the ability to work many part-time jobs if you need extra cash. Do not bash the credit union.

AFIS hits, CODIS hits, new witnesses that were previously reluctant to cooperate etc. the stringent 48 hr. rule, witnesses abilility to not cooperate and walk out, the inability to take a witness to the grand jury and lock them into their story (the state's attorney written statement isn't cutting it anymore,) and state's attorneys who try the cases in the AREA, instead of in a courtroom. These are the reasons for a low clearance rate. I'm not even in the D, and I realize it..

Great post. Great description of the situation. Supervisors have little control over the clear-up rate when the bosses just want that paper pushed out the door asap.
From someone who once WAS in the D (and is now happily working in private industry).

Changes in the detective division are iminent. A team of detectives ( squad) will be assigned to each district and they will not be in uniform. They will be accountable to the district commander however and to the watch commanders, which will, as I am told, make them do a little work for a change.
