Describe a Mushroom

It seems that the Superintendent was surprised to find out that all his plainclothes have been in uniform for the past month plus. When he asked why this was, no one had a good answer and no one was willing to throw the person signing off on the order under the proverbial bus.

The order was countermanded immediately and the teams are going back to CD. Good decision. Now how about demoting the mope who signed off on the order? In any event, the current command staff appears to have not related (by accident or by design) all of what's going on in the field. One might believe that the current gold stars are pretty much a collection of political hacks and incompetent double, triple and quadruple "merit" promotees.

Also, there is a new order to be released today stating that Tahoes will not be used in car chases. Ever. The Tahoe will be like a squadrol evidently, even though the Tahoes have been purchased with a police performance package. We are torn on this decision for a number of reasons:
  • Anyone being stopped by an officer in a Tahoe now has an incentive to flee;
  • Of the 300 or so Tahoes out there, all are camera equipped. By taking them out of pursuit business, you've now denied officers the video evidence needed to justify pursuit actions. We're going back to a system of "he said, he said," and we all know how the cases are going to go once they reach the Traffic Review Board - "here's your suspension and driving school."
  • On the other hand, one only has to look at the Densey Cole crash. McCarthy says he lost two officers to SUV crashes, so we can appreciate his concern for the dangers posed by crashes in the trucks.

well, I know we all want to chase in our hearts because we are police officers. It makes you nuts when a pursuit is called off but these days it is better to use our heads. As shitty as it is to let dude get away he will fu*k up another day. Its not worth getting ourselves jammed up over. If its terminated and you continue to pursue they can get you on all kinds of crap now. Especially if he crashes. They can get you for violation of the pursuit policy, disobeying a direct order by supervisor, inattention to duty etc... you can easily take 15-20 days for all that.. not worth it anymore.

I'm a Border Patrol Agent in AZ, and we use a lot of Tahoes, and the guy with safety concerns about their use as chase vehicles is right. We generally use them to get to places where our Kilo units (the trucks you see with the cages on the back) can't get to based on geography factors due to the Kilos being so damn heavy.

The Tahoes are top heavy, and will roll if you take them at too hard of an angle. We have a lot of straight highways in my area of responsibility, but I can't imagine trying to take a turn in one on a city street.

Honestly when was the last time camera footage was used to prosecute a crime. Don't even say DUI. Because asa s rather pull the video to Jam a copper. Get rid of the cameras what a waste of money. We were better off without them.

In 1996, I came back from a training class on the new order regarding the chase policy. I sincerely addressed roll call, explained the policy, then realized what I was saying.

I told the guys (yes, all guys at the time), "basically, don't chase. They won't back us up, so don't chase." Now, I have to admit, I've been in a couple of chases since, but we have to realize the Dept is a political and economic entity; it doesn't care if we catch the bad guys. Only WE care if we catch the bad guys.

Don't risk the house, the dog and the car. And, these days, I'd have to add, your own personal freedom. Tahoe or no Tahoe.

This department is run by clout heavy know nothings that have no business being bosses. Nothing will change under McCarthy. The same clowns will be incharge and they will keep him in the dark. For the past month or so we did very little in uniform. No covert cars, no surveillance, no building cases. These dopes make some of the worst police decisions and we don't expect it to change.

I don't know if I like this or not. I left Chicago several years ago and now work for a small sheriff's office. We swapped out from the Crown Vic to a GMC 2500 with the handeling package awhile ago. They handle much like you would imagine, but with the proper training and skill, you can take on a pursuit without a hitch. We've been involved in several since the transition with no problems. I can understand his hesitation, but I still think that the best judgement is with the officer and their supervisor.

Just my opinion.

I looked at only the unallocated funds and the total is $868,430,033.00. Looking at the total of all the TIFs (transfers in and out) $998,892,970.00. I'm far from an accountant but someone familiar with this type of stuff should look at it.

Off topic but nothing has been mentioned about James Jackson retirement. Great guy and the real police, Weis wouldn't allow him to be the first deputy because Masters had that role but I think a thread should be created, anyone that ever worked for this guy knows that there isn't many bosses on this job like him anymore and that is unfortunate.

Here is one good reason why once the chase is terminated, you should stop chasing. The state's attorney is going to prosecute cops if they disobey a chase termination and innocent citizens end up getting injured. Guess who will be prosecuted? Yes, that is right, you.

Unfortunately, the majority of our vehicles are now the Tahoe's. It was a stupid idea from J-Fled to buy them in the first place but how can you not chase in them if most of our vehicles are the tahoe's? How do you tell a victim you stopped going after a felon wanted for armed violence against another person because you drive a Tahoe? Our chase policy is already severely limited in what we can do. The convicts know this also.

i actually agree with the no chase policy...yes its sends a bad message...but years ago my partner and i almost ran over a little girl riding her bike...both of us said "oh shit"...but thank God...it never happened...all over dope....not worth it guys...the city is too congested...if you look at the statistics, nationally,....many officers die, and are catastrophically injured in traffic pursuits....not worth it...

The Tahoe was a gift to an Obama connected black owned suburban Chevy dealer, for JPuds public endorsement for president and of course, the customary Daley cut.
These vehicles may be best suited for desert patrol, or were the snow never gets more than an inch deep on a narrow city side street.
The city doesn't have money to buy new vehicles, the pay offs were made and nobody knows nuttin'....again.
I once heard back in the mid 80's after a blizzard, Fleet Div. was interested in 4 wheel drive, I believe they were looking at Jeep Cherokees. The cost was a few hundred $, probably under $1000 per vehicle. The CTA bought a few, for supervisor operations but eventually went with compact Blazers.
If anything, the CPD should have a few 4x4's assigned to districts if only to get officers out of the unplowed police lots and side streets.
Personally I don't like them. Big deal a radio, keyless entry, but no cupholder and if working 2 man no place for your gear.

I'm surprised that they purchased the Tahoes in the first place. An SUV hardly seems like a proper police vehicle. Slow, obvious, a drain on fuel resources, cumbersome. Maybe they'd be good for sitting still somewhere to provide presence. Could we sell all of them to recover some of the costs and buy real police cars instead?

If you find yourself in a high speed chase, remember to tell yourself that you are an idiot.

Loss of life. (Yours and any other innocent civilian who finds himself on the road at the time)

Loss of property. (mainly your property after you are successfully sued). As a side note remember to tell yourself that plaintiffs win 90% of high speed pursuit civil cases against the city of Chicago that go to trial.

Loss of freedom. If your car careens into a mother on her way to work, you can bet your ass that you are going to prison for involuntary manslaughter and rightfully so.

I have no pity for any CPD cop who gets jammed up for what happens in a chase unless it's for attempted murder or murder. Even if it's the shithead's fault, you are supposed to know better.

To the Supt. not knowing and being kept in the dark by the exempts: You expect anything less? Pop by the station and talk to the blue shirts and you will get a whole new perspective on this entire police department. You might even learn a thing or two, there G-Mac.
As to the no chase order with Tahoes: Mixed emotions, main thing is go home each and every night. Unfortunately, you get the same kind of burial if you die in a car wreck as you do in a shooting. The ends must justify the means.

You all love the Tahoes, I know. SUVs are room and comfortable and big and intimidating.

But they do not handle like cars. They have sharply constrained handling limits, and their brakes are not up to car standards either. Even with a police package on them, the immutable laws of physics mean they will (1) not go around corners as readily, (2) will not stop as urgently, and (3) will do more damage when they (more likely) go out of control.

I agree the brass has gotten a little out of control with this blanket policy. But we do have to recognize that big, heavy, tall vehicles have some serious limitations.

There's not much need for Tact Teams to be in Civilian Dress anyway, except on specific Missions directed by their Sgt's, and approved by their Lt's and D/C. Otherwise, Uniformed patrol is the way to go, especially if in marked Squad cars. Tact is pretty much an outdayed concept, with all the SWAT, Narcotics, and other specialized Units the Department now has...

You overlooked a few things.

The word "reasonable" Driving a top-heavy vehicle 50-60 mph (or more) on city streets to catch a "traffic violator"? Try to justify that in court (civil and/or criminal) when you run some one over.

The Department policy is NOT to chase. Stay within that policy you are generally OK. Go outside it and you are on your own.

Citing State Law is one thing, but we work for the CPD which is home rule, and State Law only loosly applies to us.

Talk to a Suburban, or State Copper of one fron out of state, and you will soon realize we are glorified radio chasers that have little or NO knowledge post academy days. Myself included

The only reason one should chase is if they harmed you, your family or another Police Officer, then chase until the wheels fall off, or if your JFLED'S meritorious promoted idiot driver in 015 just terminate the chase and then try to get the P.O. to change the pursuit form.

Why are you amazed that Chief RIVERA is still a Chief in Internal Affairs??? Chief Rivera is one of the best bosses left on this job. He is still the working police even though he is in IAD. Not sure what your beef is with Rivera, but take a chill pill dude. Being Chief of IAD is a pretty crappy job, but Rivera has done a great job despite the hangups he runs into with other bosses on this job.

Rivera is and continues to be one of the best bosses on the job...

Where in the world is Steve Georgas? I heard he took a sooner than scheduled furlough; are his days numbered since the units he commands were "obliterated?" Why does he still have a staff of full-duty officers that grab his lunches?

Next, why are Ryan and Roussell* still commanders since their units were "obliterated?" Oh yeah, this is CHI were clout rains supreme, maybe they're taking turns supervising themselves.

Why is it that we have full-duty police officers working as photographers in graphic? Their no Ansel Adams! What about hiring some Columbia College grads for this work? It only makes sense.

Lastly, why does the Superintendent have two Sgts. in-charge of the so-called "Executive Training Development Program?" These Sgts. should be on the street, yes, even merit LS.

With that above being said and all the other commnets on "No Chase"...

Why hasn't anyone taken into consideration how dangerous the Tahoe is for GOING to a 1A call or Assist Police....10-1 ...too!

In other words we can't chase but has anyone ever seen coppers "Fly" to these calls in progress in these things?

Matter of fact some REAL BAD accidents occur more often going to jobs than in chases.

For casually patroling and going to the goofy paper job or doing our FOCUS Missions or whatever other bullshit tasks we do at under 30mph...the Tahoe is nice to ride in (except for no cup holders).

Ehhhh.... I wasn't there so I can't speak from experience, but you can pretty much bet the Tahoe didn't give a smug little chuckle and then flip into the air on it's own laughing all the way.

Those cops DROVE that Tahoe into the accidents, nothing else.

Other than the 2 alleged pals that have died in auto accidents, how many actual Tahoe chases went on without a cop killing themselves.

It's a bullshit excuse to curtail chases so the city doesn't get sued.

There's not much need for Tact Teams to be in Civilian Dress anyway, except on specific Missions directed by their Sgt's, and approved by their Lt's and D/C. Otherwise, Uniformed patrol is the way to go, especially if in marked Squad cars. Tact is pretty much an outdayed concept, with all the SWAT, Narcotics, and other specialized Units the Department now has...

How true. I know he has been knocked by many, but we lost another good boss. He was a person who was down to Earth and alway said hello and shook hands with the blue shirts. He may have not been eloquent, but I and many others would have gone to battle for Jackson. One thing he knew was how screwed up CPD is and would have helped change it for the better if allowed. Driving is one of the most dangerous aspects of this job, but the crashes weren't caused by the Tahoe; they were the result of a lack of training by CPD.

A "Streaming Video" just isn't the same as actually getting behind the wheel and doing police driving in one of these vehicles.

And, today he announced there is no reason to arrest the drug dealer on the corner because it causes more crime; two new dealers will replace him, so we shouldn't be bothering with him.

Is this guy punking us? It's the only reason I can think of for a new superintendent to behave this way. Last week, Pf-flyer's church, this week, legalize drugs and don't arrest the dealers. Next week? Ah, hell, it's invite a terrorist on a picnic week.

Mr Citizen,
Your scenarios are all good reasons to chase, with one caveat, and I mean a really BIG one: We must know these facts before chasing.
God forbid 2 P.O.'s shot and we don't know about it, but if we dont know about it, we cannot chase.
The kids locked in the trunk
of a car: do we know yet that kids were in fact kidnapped, what is description of car? If not, we cannot chase.
A trunk full of explosives being delivered for a terrorist attack: What is description of car, do we know this before beginning chase, how do we know explosives are in the car, how do we know what kind of explosives are in the car, how do we know the intent of the people in the car even if there are explosives in the car, where is this information coming from, and how reliable is it?
These are all angles which we must process instantaneously in order to decide whether or not to chase a vehicle, in the three circumstances you outlined. Any one of those reasons fall through, and the officer will be in court being sued. That is why you are getting the sarcastic responses to your question.
Trust me, there are very few people in this world who can think clearly in the life threatening situation of a car chase, processing those ideas at a fast enough rate to have an effect. The Cook Co court system and unscrupulous lawyers have had a debilitating effect on our ability to chase, affecting department policy to the point of crippling our ability to chase even when warranted.
Sorry for the length, but as a long time blog follower on the serious side, you needed to see things from a different angle.
