Interesting Proposal

Not exactly unique according to the article, but a new (or under-utilized) approach here for the CPD:
  • As the city struggles with a crippling budget crisis, Acting Chicago Police Supt. Garry McCarthy is proposing to set up a police foundation that would raise money from private sources to support the Chicago Police Department.

    McCarthy broached the idea Thursday during a meeting with representatives of foundations and businesses, but didn’t explicitly ask them for donations. Joyce Foundation President Ellen Alberding said she wasn’t surprised McCarthy raised the possibility during a broad discussion of police strategies. The Chicago Public Schools have a similar foundation, she said.

  • Earlier this month, McCarthy was hired from Newark where he was the police director. Before that, he was the head of crime strategy for the New York Police Department, which has been supported by a police foundation since 1971. The New York City Police Foundation bought the city’s officers their first bulletproof vests. Over the years, it has raised more than $100 million for over 400 programs, according to its website.

    “It’s critical in these times that we look for alternative funding for things that might be cut,’’ said McCarthy, who pointed to new technology as an example of something they could raise money for.

This could bridge some rather large gaps in equipment and technology issues. It may even help avoid the build-in pitfalls of "low bid contracting" that plagues so much of our secondhand and third world computers, radios and the like.

Speaking of Logos, and Shields, wanna boost moral a little? How about he bring back the old looking nastalgic Stars instead of the cheap ass looking Toys R Us, Security guard stars we have now. Why were they changed in first place? Just cause it read " Patrolman"? SORRY LADIES, nothing personal. So, now our stars read "Patrol Officer", and they still can along with serial number. Give us back our old stars along with ability and power to take our streets back too.

Great. Shiny new toys are nice.

However every single dime that is given via charitable donations is one more dime that the political apparatus can stick into their pocket.

No-one is holding these people to their responsibilities to fund promises and honor signed agreements so let's just excuse them all from it and look the other way.

We should do the same for the criminals. When a crime is reported don't hold the person responsible for committing the crime. No, forgetaboutit.

Let's set-up crime victim charities to make donations for the victims to make them whole. Much, much better than tying up the court system and sending people to prison. That stuff cost money. Just create a charity and shift the moral responsibility to someone else so that the theft can continue unquestioned.

Sounds like a great idea. I hope they make it come to pass. They Must keep the alderthieves & Machine crooks far away from any funding that arrives or else it will be like all other monies entrusted to them. It'll be used for everything but funding police programs. Let me also include the bastardized "CAPS" thing. The M.B. (make believe) reverends have wasted & profited enough from such nonsense as is CAPS. It only makes the "entitled ones" feel more entitled.

You cannot be seen as impartial when you are being funded by the private sector. How would the police be an impartial enforcer of society's laws if the private sector is financing the police department? This is a terrible idea, typical of a shortsighted thinker who does not see the big picture. Private funds financing the police department is one step closer to privatizing the police department. All of society should be frightened by ideas like these. The police do not operate on a for profit motive, nor should they. Think about it.

NYPD does that, so all the movies and TV shows have strange patches....because they don't pay the fee. The LA city seal lost trademark status years ago because of its age. Therefore its use does not require licensing. They need to change it and reapply for trademark status so they can money for its use in movies. etc.

Seriously; what about the issue of donors expcting/asking for/getting special treatment? Or "suggesting" to CPD how money should be spent on which programs or neighborhoods?Even if there was nothing to it in reality, the perception of many would be that it was true. I know we need money, but at what cost?

I like the idea. Funds that can only be used for the CPD. We need new cars ASAP. New PDT, and radios. We also need all new ranges that can withstand rifle and shotgun.

Another idea, uniforms provided by the city like the fire department.

As long as their money is used for NOTHING other than non-essential items that would give this consortium any power over the CPD to dictate policy or threaten to take away their funding it should be OK.

Training and other bullshit spending such as propaganda units like CAPS or other crap is fine. So long as they NEVER allow these funds to pay for officer salary or special equipment that could be taken away after becoming a vital tool such as new PDTs or extra vehicles that the CPD could come to depend on.

Give NO control over any aspect of the CPD that these white collar criminals could use as leverage over the CPD to do their bidding and I'm all for it.

But this is an Emanuel stunt, nothing more. This is not a McCarthy idea, he's only the little tool Emanuel's using to do his big corporate bidding for him.

I'll gladly take their money, and when the day comes that the phone rings with some demand or "suggestion" from these people regarding ANYTHING about deployment of items funded by them or deployment about manpower in and shape or fashion, they get a big FUCK YOU and a hang up.

I was visting NY two summer ago. They had shops that sold NYPD logo merchandise,t-shirts, squad cars, hats, coffe cups, the usual. They openly sold tothe public and they were selling plenty. Why not here? In this town, if someone puts a checkerboard band on their rear view mirror, or wears a jacket with a CPD patch, someone wants to lock that citizen up. It is wrong.

Here's another idea folks, by allowing big business to fund the police department, the city is tacitly giving preference to them over the taxpayers in this city.

This could be yet another in a long line of acts allowing corporate control over the local government OVER AND POSSIBLY AGAINST the taxpayers in this city.

So to you taxpayers I ask, are you willing to give up YOUR control over your local government and it's police department to some special interest you have nothing to do with? Do you really think that when the shit hits the fan that the CPD is going to be deployed to protect YOU, or the special interest that's paying MORE for the CPD than YOU are?

Think about it, because Wisconsin's Walker has already tried to create laws allowing big business to dictate wages and pay for their own private government.

Chicago's trying to jump on the bandwagon now by giving big business their own police department through the threat of taking away their money.

How about fixing some of the things that shouldn't cost any money? Why is it that you can't do an arrest report when doing automated case reporting? We used to be able to and this saved time. This has been an issue for almost a year now and our so called Help desk says it will never be fixed.

Foundations are places where former exempts can rake in a salary to enchance their six figure pensions.
It's a shame our Department needs to look for revenues that ShortShanks raided. Overtime is at an all time low as are new hires and promotions.
Want to save some money? Disband the bodyguard details. Elimnate the excess in Exempt ranks, all things Daley created to reward his cronies.
Motorola, (Gov. JellyQuinn's choice for corporate welfare initiative) already is reaping the benefits of corruption, won't even supply us with 'advanced technology', even though NOBODY went to jail for Huberman's signing off on phony parts requisitions to the tune of $6 million.
Sure, attaching a corporate name to the CPD will be the answer to all our woes. Just like selling the Lottery, Skyway and the Meters.

Companies that now donate to the 100 Club and the CPD Police Memorial which now donate funds to the families of killed and/or injuried police families will now be giving to purchase items from within the city budget. This will give the pols more money to spend on their pet projects (themselves)and less money for police FAMILIES.

Registering and trademarking the various department logos, acronyms and names was already accomplished over 15 years ago. It was the one and only benefit of having John Harris, then a lawyer and now a criminal, as the Dep. Supt. of BAS. The idea was to protect, not to use any or all in a business venture.

Youths with sticks? Yesterday I was in a cab driving past the Police Academy and what do I see? A gang of 8-10 youths carrying what looked like thin steel "sticks" about 2-1/2 to 3 feel long. They were taking turns wacking street signs real real good, heading north on the street located immediately west of the Academy. The "sticks" were so thin at first I thought only a few of the boys carried them. But as I counted the youths before calling 911, it became clear most or all them held these "weapons". Scarier yet, when I immediatley dialed 911 the call did not go through. When I called again about 3-4 minutes later once I was outside my home, there was a long delay before the 911 operator picked up. What gives?

This idea was sent to the city aboout 3 or 4 years ago by some retired PO's. It went to the corporation council since she says she was in charge of all these things.
It does work very well in NY.
The proposal was sent twice, followed up by calls and e mails.
The retired guys never got the courtesy of a reply. Typical, screw the workers.

The company that got the contract ( no bid ) was sponored by Teddy Kennedy and is out of Boston suburb.
They probably droped a boatload of money and had to make it up by making real cheap stars. After only 5 years, thousand of these have to be repplaced. I have asked downtown, and no one can tell me who is paying for the new stars. I do know it should not be the taxpayers. The comapny is Blackinton by the way.
And, yes, better designs were though about, but no body cared about some POs opinion.

Here's another idea, re-name Chicago after a sponsor who buys naming rights for a trillion dollars.
North China Industries City, Trojan Condoms City, Canadian Cesspool Cleaning City, you get the idea.
Of course with all the remaining Daley cronyism, corruption, mob tainted city contracts and assorted entitlement programs and just plain fuckery the City will be broke again next year.

LAPD Here.

We have a couple of foundations like this. The Parker Foundation, created after the death of Chief Bill Parker in 1966 which still has money to this day and buys equipment and sends officers to training, etc. We also have the Police Foundation (started by Bratton when he was here) that does pretty much the same thing.

But be careful who you accept donations from. Over the years, we've had some questionable people that have wanted to donate money or property to us.

They did this principally so they could get pix with us in uniform and/ or our chief to "use" later on when they inevitably would get their asses in a sling.

Wilshire Police Station had a "businessman" who was actually big in Asian crime that wanted to make a donation directly to the police station. This was caught at the last second before the donation was accepted and it was turned away, but this guy wanted to show up w/ his own photographer to get a photo of himself w/ the Station captain. You can imagine something like that being introduced by the defense at a federal RICO trial - him posing w/ the station captain in uniform to show that he actually was of "good character", etc. Would be embarassing to the Dept.

I had a friend at Newton a few years ago and the same thing happened there - they caught it in time too.

But just be aware there are people out there looking to weasel their way into our good graces with a donation of a few thousand dollars...

The other thing to watch out for, is giving any of these donors (even legit ones) police badges, ID's, or worse yet - police powers. If you "google" search OC Sheriff Reserves Scandal or terms like that (Orange County California), you ought to see a lot of articles about a major scandal they had. The OC Sheriff had (probably still does) a "Sheriff's Advisory Board" which was made up of donors. A lot of these guys were given OC Sheriff's Stars that looked very close to the actual badges issued to deputies. As you could imagine, these stars came out when stopped for traffic violations, when HBD in a dispute, etc. OC Sheriff's Department got a major black eye over this.

As always, the naysayers come out when the superintendent proposes just about anything. There are at least half a dozen large cities that have had a foundation for many years. Why not here? It seems the business community talks positive about this. And, for those lunk heads out there, it does not mean naming rights for facilities and you won't be wearing a advertisement on your back or your car. This guy is smart. I suspect you won't see any major changes in leadership until after the city council confirmations hearings.

Besides reading about Governor Ahnold's love interests my other hobby is reading about the NYPD.

In the recent past these type of funds have been used to fund club memberships for high ranking members of the NYPD and their dining bills. Hard to believe I know. Other questionable expenses too.

The war on drugs

I’ve been dancing around a thesis on the war on drugs that I should make clear.

My thesis is this: the Warren Court effectively made policing impossible, crime exploded, the war on drugs was implemented in response, crime dropped. As such, I’m not surprised by this: "the fourth amendment now has a de facto exception clause when it comes to drug -related crimes." I’d only make one minor correction – "the fourth amendment as interpreted by judges in the ’60s."

Is this state of affairs bad? Yes.

Should we end the war on drugs? No. We’re entirely dependent on it to keep crime in check now that we’ve outlawed old-fashioned (i.e. effective) police work.

SCC: Here's the problem with taking money from private sources: They'll eventually tell you what to do, otherwise they'll cut funding. We've talked on this blog about the privatization of law enforcement; "Private funding" is the backdoor way of privatization.

This is a GREAT idea. License the CPD logo and star. All money can goto department expenditures. NBC is selling CPD shirts in their giftshop! That's bullshit. They should be paying the department. I like how McCarthy is thinking outside the "chicago box" already. I have high hopes for this guy.

I don't think he's talking about companies buying space on the squad cars. He might be talking about official licensing as in marketing CPD shirts and hats and coffee cups and all those little trinkets. I visited in NY recently and I couldn't believe in every single store was selling NYPD tee shirts, polos, ball caps, everything!

How about fixing some of the things that shouldn't cost any money? Why is it that you can't do an arrest report when doing automated case reporting? We used to be able to and this saved time. This has been an issue for almost a year now and our so called Help desk says it will never be fixed.

Lewin does not fix anything!!!!
There is no glory in it for him.
He can't even keep the systems we have running.

what are we paying sgt , lt and captains for they can't enforce
simple grooming standards

I wholeheartedly agree with the poster urging the new Supe to cut exempts and free up all the hidden bodies in Commanders offices throughout the dept.
Our Commander has 5 full duty officers up in his "Admin" office. 2 are commanders secretaries, 1 claims to be the timekeeper, although we already have a civilian timekeeper and yet another one well nobody really knows what she does or what her hours are but she claims to be the "citation clerk" . Lastly there's an officer who took over as district manager. You know the civilian position that was eliminated. In fact 2 of these said officers now hold positions/titles of civilian jobs that were eliminated. The 3rd one is filling a spot that isn't a spot cause we already have a longtime civilian timekeeper. Oh and I forgot to mention the officer they borrowed from 3rd watch because....well just because.
Aren't we drastically short on the street? Wouldn't these 3 or 4 full duty officers help the cause if they worked the street? With this Commanders office staff ever increasing it seems ass backwards and counterproductive.

You cannot be seen as impartial when you are being funded by the private sector. How would the police be an impartial enforcer of society's laws if the private sector is financing the police department? This is a terrible idea, typical of a shortsighted thinker who does not see the big picture. Private funds financing the police department is one step closer to privatizing the police department. All of society should be frightened by ideas like these. The police do not operate on a for profit motive, nor should they. Think about it. I am in total agreement with you, by selling yourself off. You compromise the Dept !

Give McCarthy a chance. He was in 006 today and what a treat it was to have a well spoken Superintendent talking WITH us. I, for one, felt refreshed and even hopeful when he left. I am sure he will, at some point, royally screw up, but if he doesn't send anyone to hell (Cozzi) or throw anyone to the wolves without knowing what's going on (Howard + 6), he's better than what just left. Let's keep an open mind and try out some of his ideas. You know the old saying, "If it ain't broke, don't fix it"? Well it's fucking broke, and maybe he can fix some of it, I don't think anyone can fix all of it. So for heaven's sake, pray for the man and this department!

I know a cpd officer who tried to start a cpd foundation several years ago. Don't know how far they got trying to move us up the food chain. Probably got squashed by the powers that be.

I knew that officer too, she worked in 012. Good kid, true blue and hard working but no clout or connections so I think she ran into alot of obstacles that must have educated her in dept and city politics. I have to admit it was a good idea though and still is. For you younger cops, that usually means it isn't going to happen.

??? I've have not had a problem with this yet. My case reports have always transferred. I know our computers suck going down frequently but never had the problem you are talking about.

The police department is a necessary evil to them. Only in the last 10 years or so, have they been able to run really good scams with technology vendors.

Prior to that, all they got was headaches with 0 return. Now they get the same headaches, but can funnel money to contractors easier.

I just hope that if these outside donors do contribute financially to the department it is not so that we then become their lackies. They give us money to do their programs, not police work. Kind of like the "park cars were a number of years back: they were ONLY to handle incidents in the park or on Chicago Park District Property. There was he!! to pay if you did something policey away from the park.

But then the higher-ups of this department will do anything to keep from having to dump their bootlicks and/or do real work.

You know, you shouldn't have mentioned this, as you can talk over the dispatcher (they can always hear you in an emergency)
what would really stop them from doing this?? Hopefully the FCC has some rules regarding commercials on public safety bands, but that could always be changed.
