HQ Dump?

Supposedly, dozens, maybe more than a hundred, got their notice that their services will no longer be required at the Brain-Drain on 35th and Michigan. Any confirmation?

This could put Rahm at either 100 or 600 additional cops on the street, depending on who's doing the counting.

BEFORE more SWORN police are hired the city / department should hire civlians at a cheaper rate to do as many jobs as possible.

KEEP AS MANY POLICE ON THE STREET as neccessary . . put civilians in as many spots as neccessary.

If you are a sworn officer and you are really sick/injured, then only should you work these inside 'empty holster' jobs.

New names appeared on the sheets for today...and there were no openings in this district last month, or in the past couple of years. Hmmm where did they come from!?

All this means is that they're putting more bodies from 35th in cars eventhough theyre probably just on the job to collect a paycheck. Don't expect this to solve anything Rahm.

Rahm could actually claim these as more officers on the " street" since they're inside people being sent out.
Have to think there's many tucked away in HQ that can't justify their job.

While Rahm/McCarthy are cleaning house they also need to look closely at the "Admin" offices of D.C.'s and Areas. Our "Admin" office consists of 6 full duty officers. 2 are Commanders secretaries, 1 calls herself a timekeeper even though we've got a longtime civilian timekeeper, another one nobody is really sure what she does or when she'll show up but she often calls herself the "citation clerk". There's another on loan from 3rd watch because.....well just because. Lastly we have a full duty assuming the position of District Manager..you know the civilian position that was eliminated. Several of these full duty officers are latching onto civilian titles that were eliminated. With Patrol as short as it is this sounds ass backwards and counterproductive.

As someone with 21yrs. on, I'm seeing words like, "punishment" in the comments regarding this manpower reassignment. Or comments like "they just created a dog". I can understand being disappointed in being moved to a new unit, being away from friends, starting a new watch, etc. Yeah it sucks, I've been there and I was pissed off too when it happened. But you'll discover, no one really cares. You will survive and settle into a new routine. It's upsetting, still, life goes on and you still have a job. A job you chose to do. I doubt anyone ever told you your assignment would last your entire career, YOU volunteered to transfer to these units. But even this will pass. Consider it a learning experience. Someday, you'll have seniority and will be able to transfer to a unit of your choosing. You had a great gig, you met some great people, but it's over...time to move on. There will always, always be the connected and/or scholarship people on this job and in city government. It's the nature of the beast. Be Safe

Put one knowledgeable Officer at a desk downtown. Have him pull the numbers. Send those numbers out to the District and ask the Commander to explain them.

We have dozens of Officers pulling the same numbers in the Districts. Why? So they can play "gotcha" at the meetings? Cheasa and Malloy loved that stuff. It was petty, stupid and counterproductive.

The object of the meetings should be to help Patrol.

Get it through your heads, the city isn't hiring any civilians to replace officers from the building!! if they leave a skeleton crew of people in the building their workload goes up tenfold! and then when those remaining officers get fed-up and try to go back to a district they will be denied! They are talking about laying off the remaining civilians in the building as it is, if they do, and then send officers out there will be nobody there to do the work... what a joke..

Those on the medical rolls for BS excuses should be terminated!

Those sitting behind desks at 35th Street and other buildings should be replaced by civilians and returned to field duty.

All police officers should be required to wear uniforms unless specifically exempted by the Superintendent. Tactical officers, many of those in Investigative Services, Internal Affairs, CAPS and other specialized units can perform their duties in uniform.

All personnel performing administrative duties can perform them in uniform.

Bodyguards for the Mayor, Alderman Burke, and other big shots can perform their duties while uniformed.

Whenever a uniformed officer, who works inside a buiding, goes outside the facility he/she should be required to wear a uniform jacket. They should be forbidden from covering up the uniform shirt with civilian clothing.

These requirments would increase the visability of CPD but would upset the "house cats".

So, is the Crystal Ball Unit disbanded? Saw this in the ST yesterday:

"Tolva is counting on his chief data officer, Brett Goldstein, to expand upon Goldstein’s work developing a Chicago Police Department program that aims to predict when and where crime will happen. “We want to apply analytics to sets of data to identify patterns,” Tolva said. That could mean comparing a neighborhood’s 911 and 311 calls, or analyzing overlapping data from the Department of Transportation and Streets and Sanitation Department to figure out how to better deliver city services."

To whomever is pressing for civilians to take over at the desk and other duties, you may haven't been around when that was tried 20+ years ago, it didn't work out well.

After they came out and the desk aides had to testify about the reports they wrote at the desk, they were relegated to writing up accident reports and answering the phone.

How many times have violent incidents happened at police front desks in the past couple of years? Remember Detroit?

Lets be careful what we wish for. You must have less that ten years on the job. Learn how to spell while your at it.

Do you really want a bunch of new hire civilians working the front office with access to all your personal information and your personnel file. Do you think a civilian employee has the same sense of security when it comes to sensitive information regarding Police matters and the security of you and your family.

The real questions you have to ask yourself are.

Do you, yourself really want to spend 29 years on the street and have zero opportunity to get off the street towards the end of your career?

Do you want to get stuck working the street with someone that has 25 or 30 years on the job and does not want to be in the street with you?

Are you willing to work the street for 30 years, retire and spend then next three years in court for no pay after you retire?

The Districts and Unit are run by the sworn personnel (not supervisors) most of who have worked the streets and know what is needed to do so.

Now go write some tickets and learn how to do your job before you start telling others that civilians can do their jobs.

Civilians on the police Dept is not the answer and never will be! Anyone who thinks so, should not be on this job either.

I would like to see you walk up to any one these "empty holster" guys and say it to their face punk! As a matter of fact I would pay to see it.

First, there were not many full duty officers left at headquarters. So only 50 were sent out. And second I'm sure a lot of you are unaware of the fact that some desk jobs require a trained officer to handle. And some desk jobs require more dedication and work than what a beat officer can handle in one day. Don't talk down what you know nothing about. There are officers that work the desk jobs who deserve a lot more credit and never get it.

As you are undoubtedly aware by now, Chicago has a unique brand of politics and, with the approval of the Mayor, you are doing your best to circumvent it. I suppose if you are going to "man" a number of inside positions with full-duty officers, and all things being equal, you might as well dole them out for political favors.

But here's a thought, though not necessarily new or unique... hire back retired coppers AS CIVILIANS to fill those spots and save the Department million$ by not having to do background checks or pay sworn officers' salaries for inside duty assignments and put EVEN MORE coppers back on the street. There is a vast wealth of untapped law enforcement trust and experience in our retirees who, given the opportunity, would probably jump at the chance to supplement their retirement income AND be an active employee again. I'm sure other police departments are utilizing these assets... Why not the CPD?

And for those MSF & TRU guys going back to the district, here's a little trick I learned ....
" you might want to re-assign those jobs squad, I'm going in with a uuw/ psmv/ felony narcotics " you know , a GOOD pinch...no matter where your at or whatever your assignment, you can always do police work.
As fouled up as this Department is, I don't believe any supervisor will tell you not to arrest anyone.

With civilian positions being terminated in districts, who should do the work that was once their responsibility? People complain about too many officers in the front offices but let's be real people, Districts don't magically run themselves. Who should be responsible for building maintenance, how about entering your activity? What about the day to day reports that are required? Even more importantly, your time? Some districts are lucky enough to have 1 civilian timekeeper, I don't know your feelings but that's a LOT of responsibility for one person. What if that T/K gets sick or takes time? Do you want an experienced PO as T/K to take over the responsibility or should the time cards, slips and ANA's wait for the return of the civilian? There is so much that goes on in the administration offices across this department that the average PO will never know about. Administrative positions may be unnecessary in your opinion, but next time you have a question, problem, or need something, your Administrators will still do what they can to help you, knowing damn well that you'll be talking about them 5 minutes later.

Several useless females in the commanders office who act as if the goddamn staion would collapse without them and are basically only there to do furlo selections and make key cards, wtf? and with a grand total of about 6 years on the street!
Moving on to the caps office, we have 2 well known male po's who spend a majority of their time blowing any politican, boss or business owner they can get their lips on. Their dry cleaning bill for fixing the 80/20's with knee patches must be killer. One of these fucks actually got a DC for setting up the 70th anniversary celebration at the old 009!
Finally, the desk crews! If these overloaded crews spent half as much time on the street as they did dodging paper, facebooking and ordering fucking dinner at the desk, we might solve the city murder problem. I realize it's such a burden to do a walk in accident or theft report for a retired po while the rest the district is in a fucking backlog!
I for one love the changes G Mac is making, and if it's at the expense of inside and desk personnel so be it! The amount of everyday theft happening by these same people by getting the same paychecks as the working police is sickening!

MSF & TRU - Check, done
CIS - Check, done
Academy - Check, done

DOC is next, sup is gonna start moving bosses to show that POs are not the only ones going back to districts. he doesn't want to lose the support of the rank & file like JFled.

SC will be moved north with the lateral moving of another cmdr. Hope he can deal with whiners. His unit to be consolidated with another unit of (perceived) similiar functions.

well, I could think of about a 20 different spots I could think of to cut besides the helicopter. The helicopter unit cant have that many people in it. besides, about a year ago they did a great job for us in a pursuit that started in 007 that went to 009 and the car got lost somewhere in 009. The helicopter found it, followed it all through 007, 009 then onto the expressway into 006 calling it out as the cars held back a distance as to not get into another pursuit. chopper followed it all the way into 002 where it was then picked up by the squad cars again and bad guy was caught... sure, they are never there when you need them but when they are there and on the bad guy his is as good as caught.. im sure we could think of many more useless people to get rid of than these guys

With some of the civilians employed by this city, I can't imagine that any sworn member would want them to have access to personal information, disciplinary records, time cards, etc....
Putting officers back on the streets is the ultimate goal however some positions should be limited to sworn members.
In response to utilizing PO's in civilian positions (ie: timekeeper or citation clerk), sometimes there are extenuating circumstances that require this to happen. Although some civilian positions were eliminated, the work still exists.
And finally, regarding the position formerly known as District Manager; most of the responsibilities can be split among the admin. staff, however, maintaining the newer stations is almost a full time job.
That said, unless you have worked in an admin. office, you will NEVER understand the hard work that goes on behind the scenes in a district. Having worked both inside and outside, I understand the pro's and con's of each.
At times like this, maybe we should stop hating and start working together because this department NEEDS both the "inside" and "outside" people!

5/26/2011 08:59:00 AM

As a former Army helicopter crew chief I can say with certainty that you have no idea what you're talking about. On most evenings the helicopter is assigned to a particular area/ radio zone. Now you may need it in the 16th district but he is on a patrol in the 4th district. Your zone would have to contact citywide in order to raise him to come and assist you. Also keep in mind that the helicopter is funded partially through the county and that means when it goes up it must patrol outside the city for a percentage of its air time. Also two hours of fuel time is about all they have and I would seriously doubt they would wait till near empty to refuel.
Maybe the success stories aren't as frequent as we would like to see, but I for one realize their value.
I am not in the aviation unit but wouldn't mind a spot there.
No helicopter in a city as large as ours would be a shame. If you feel you need the helicopter then request it but don't take it personal if it is in one of the other 24 districts or suburbs of Chicago.
The solution to the problems isn't the disbanding of every unit and putting everyone in a beat car.
Stop being so short sighted.

Be Safe

5/26/2011 07:47:00 AM

Well said. With 22 years on I seen many comings and goings, the only thing that seems different is how negative the newer hires are. Perhaps it's just the blog. Only death and taxes are guaranteed, deal with the changes, you might live to collect a pension check or two.

"Back in the day:" we had a civilain desk person and a civilian lockup keeper, I think it was called "Model Cities" or something like that.

The desk sergeant was a wounded/light duty guy, very honorable.

I was shanghaied because I was in a specific day off group designated "desk personnel." Not one of us knew what we were doing, but the "Old Sarge" held it together, and taught us how to do the job.(Yeah, it sucked) Kept coming up "light" on the bond money at the end of tour. First few times, it was $5-10 each to avoid the cr number. After we hit $20 each, we laid a trap, and found out the civilian aide was grabbing the bucks.

Hire retired coppers (NOT ME!) to try to give it a fair shake.

When guards call in sick they dont get paid, POs are already on the clock. Figure it out: crossing guard's pay is already budgeted in, so every sick day is a windfall for the department. Why would the city hire more when the job is already getting done and the city is saving money doing it.

And why are detectives behind desks at 35th st. Why can't a po do the work and save the money of paying a detective to sit inside. I'm sure we don't need a detective to process paperwork, a po would be quite capable.

I am amazed, butnot surprised, by the comments of desk personnel and HQ officers trying to justify their positions. Nothing but bullshit comments that do not ring true. You can hire a civilian and get them the proper fingerprint clearances to handle the alleged sensitive documents. You do not need a sworn officer and you certainly do not need a sworn officer to answer the phone so they can tell whomever calls, the " right thing". What utter bullshit. Many departments around the country have civilians handling just such assignments. In fact, there are ordinances and laws in effect that bar sworn officers from most administrative positions. This crap has been going on for so long that these privileged persons actually believe their own bullshit. Make it a demotable offense for a commander to be banging his subordinates and you probably will see less female officers on administrative jobs.

And, worried about trouble at the desk? Yes, can happen. The city needs to retro fit the stations to protect the desk personnal just like it is done in cities around the country. The HQs building? The critical work they do, the indespensible work they do? More BS. YOu do not want civilians lookins at sensitve documents? More bullshit. More coppers give that stuff away to outsiders then any civilian. Most departments get by with majority civilians just fine. I worked at the HQ for a few years. The jobs can be taxing and demanding, but most of them are not. Long lunches, frequent breaks, weekends off . You are preaching to the faithful here. I love it how people attempt to justify their positions. The department should have a consulting firm come in and make some recommendations . They did some time back but the city never released the report. Too many special interests were affected. What sob stories. You actually want people to believe that things will fall apart unless you are allowed to keep your very critical desk job? You sound like the anti-gunners who are always telling scare stories about what might happen if people carry concealed. The reality of it is that civilians work most administrative positions in most cities and none of these scary stories have proven true.

Everyone talks about the dogs at HQ, but what about the ones who were injured doing their job and now are forced to work inside, at least their not on disability dogging the system like some clout babies.
And I want some sworn at HQ doing work, I dont want some civilian to be going thru my file and spreading the word to the "boys".

To 8:27 p.m. post:
I have no idea where you get your numbers from.
8 people per watch on the desk? I think not. My district has a desk Sgt and 2 p.o.'s per watch on the desk and is often crazy busy.
Even in new districts there's nowhere near enough work stations for 8 people. So your calculations are way off and based on inaccurate numbers.

5/27/2011 02:08:00 PM

I don't know where you work, but there's got to be at least a watch secretary who (wink, wink) doesn't appear on the sheets as watch secretary. Where's that 06 car that fills in on the desk? (wink again) There's more than two people on EVERY desk, whether the sheets read that way or not. Either you're naive, or you're not just drinking the KoolAid, you're making each batch.

Yeah, let's do that, so we can have even FEWER bodies on the street than we do now.

Don't let your jealousy dictate your priorities. There's far more important stuff to deal with now than bitch about residency.

The solution to the problems isn't the disbanding of every unit and putting everyone in a beat car.
Stop being so short sighted.

Ok, then what is the solution?

There are more posts giving shit to MSF and TRU officers then there are from those officers.

In my 25 years I haven't seen this much hatred toward fellow officers anywhere.

To guys bitching about spots, units, early ducks, long lunches etc. don't blame the other guy because he got it and you didn't. Blame the bosses. The bosses set up the game and officers took the opportunity to play. Shame on you for not being cunning enough to finagle a spot, duck or
long lunch.

You get a check like the rest, if that isn't enough seek employment somewhere that will make you happy and enjoy life.

5/26/2011 09:12:00 PM

AMEN BROTHER!!!!!!!
When I got on the job 20 years ago an old timer told me to mind my own business and not to ever worry about what someone else got. He said one day you may be in a nice position your own self. There was always an element on this job that always seemed to be worried about someone but the absolute hate that I see on this blog is sickening. You have been calling for the elimination of TRU and MSF and GEU and the helicopter unit and desk crews and narcotics and HQ staff and on and on and on.....give it a fucking rest already and worry about yourself.
There are many more important problems to worry about, like the City paying its fair share of our pensions, or maybe hiring at the rate of attrition.

The reason why the dept should not civilianize is because it creates a caste system. The dept. gets alway with paying less and the civilians get an attitude. Pay people what they are worth! Years ago, it was D3 pay for dispatchers; now, its civilianized with less pay than an officer. Shameful! Yet the city can continue to hire more and more exempts, like Jody Weis. Pitiful! Continue to advocate civilianization and you'll see auxillary police some day. Yea, well you wanted it old retire guy with 34 years; hope your college educated grandkid can afford that job with gas @ $5/gal.

Why because then you'll lose YOUR inside spot when they kick your lazy ass on the street. I say fill the districts with the light duty officers and throw the full duty desk dollies on the street.

"I can't believe the hatred toward your fellow officer. Seriously there are some bitter people on this job. Soon it will come full circle towards you."

Do you want to BET on that? I truly don't think so. I have 30 years on the job, work a beat car and do all the boring shit ALL cops do: answer radio assignments, write tickets, make case reports, patrol my beat, lock people up. I'm not complaining at all. I came on the job to do police work, not be some bosses knee-well throat queen or ass-kisser. I passed some stroke in the hallway that came on the job in the class following mine and he's NEVER been the police. It saddened me to realize that when he retires he'll get the exact same pension that I'll get only he's hidden his entire career in some office.

Please don't get me wrong. I'm not complaining. But somewhere along the line, the CPD came to think that working in an office, having a job where the 2-hour lunch was expected, leaving the whole "beat car" thing to the recruits and idiots was correct.

To the High Speed Super Secret SWAT operator, Mr. Suit and Tie Detective, Mr. Deputy Supt. and, yes....even you, G-MAC: Come out and play. Let's get dirty together and wrestle someone into handcuffs. Enjoy the drive into the station as our prisoner calls us every name in the book. Think of all the fun you're missing around the water (or kool-aid) cooler as you finish that 8-1/2 hour tour and see your smiling Sgt. at check-off.

Ahhhhhhhhh....never mind. You didn't come on the job for this stuff and I'm SURE you wouldn't like it now.

Maybe it's better you stay under the bosses desk and out of the way of policemen who EARN their checks.

Sadly that is true that the CAPS officer from 009 received an award for making lobby of old 009 into a museum like lobby. He also hit the city up for copious amounts of O.T. while doing so. This asshat is completely shameless. If you ask him he'll tell you he did his police work on his other job before joining CPD. His other job was patrolling the dandelions with the Forest Preserve police!! If he ever has to truly hit the street, as in a beat car that answered the radio, he wouldn't know what to do. He can't be bothered with that nonsense there's politicians that need their hemmerhoids tickled!

Well his sister is no better. She left 012 because she no one wanted to work with her scared ass. Went to TRU where no one wanted to work with her scared ass Now shes back in 012 were she can tell her war stories of working the desk. You wanna be the police you shoulda went to the southside NG

You are obviously a civilian and not sworn. NO police officer has ever given personal information out. However civilians have been arrested for SELLING our data and personal information and coppers HAVE experienced identity theft and financial loss because of civilian selling protected information. Your opinion is not based on fact. You might have a grudge against anyone with an inside spot, I do not. I work in 014 and while I would like to have a desk job I wouldn't bash a cop having one since at least he can be trusted. Look what happened to the 911 system when cops were forced out. Yeah right, you are retired. If you are then you would remember that and the incompetence that followed when cops were replaced with civilians. You're a liar.

Greetings, I am part of MSF that got dumped, am I upset? you bet but only because they could have done more by taking a whole bunch of young Narcotics people out and put them in beat cars, if for no other reason then to teach them they are not all that hig and mighty, I make it apoint to be corgial to all in the workplace but these folks just think that they make the world a better place, they need to spread the wealth, take people from everywhere, I believe that we did a good job, yes, we too have some goofs in MSF, but I promise you that the numbers will go up, Homicide will go sky high this summer, Shootings too, it just stands to reason that it is going to happen, when you have a whole lot of people working in the same area, they can respond, I only hope our troops are safe . God Bless

I want to thank the folks that have made an honest attempt to make things available for ue officers at MSF, we had a good office crew who made every attempt to solve problems for us, never in my 12 yrs on this job did I encounter a Sergeant who actually got cars fixed for us and put his heart and soul into making things available, this guy has tons of time on this job and could out work anyone out there, I saw his crew shovel snow off cars, jump start them for us in the cold, come out at all hours when they needed the Light truck & Command Van, many thanks to Sgt. Nick and his crew, I'm sure we won't have this back in the districts. THANKS FROM THE MSF CREW !!!!!!

What is more amazing is that someone on this job (if you are)does not understand that security of sworn member's information is best done BY THE POLICE!!!! What is utter bullshit is that it is believed that civilians can get clearance to do certain jobs. They are NOT officers of the court and simply CANNOT prepare many documents related to that for example.

Simple fact.

Another great undoing from our new Boss at 35th Street, word is getting out fast that tons of department support groups are dwindling down in manpower, the Crime Lab has a whole lot of vacancies do to retirement and have no plans on replacing these folks, K-9 is down to about 22 handlers to handle the entire city for around the clock service, they are nowthinking of just 2 - 10 hr shifts and a call-out program as needed for the last 4 hours, so in the middle of the night when K-9 is needed they will respond from home, next up, they recently took cars away from the SWAT guys who respond from home when they are off, seems that the city needed the unmakred cars, but wait, they took back marked cars too, now the brainstorm of the century, take MSF officers away, strip a team of guys that work their special trucks like a Light Truck that goes out just about every night due to shootings involving the Police, and I can't wait until the bosses have to freeze their Asses off or get soaked because the Command Truck is not on scene due to no manpower. I hear that to make this work the boss asked for 12 guys and they gave him 6, because the rest just had to go back to beat cars, so Pookie and Ray Ray can have the comfort of calling the police when the need arises, like when someone loses at the dice game and threatens to killsomeone or when the girls get into street fights and pull off each others hair extensions, Great work from our Command Staff who are crapping all over theirselves tryin to get next to Big GARRY from New Jersey. Just wait until he Pisses off the revs and Rahm gets a call from one of them crying that his nephew got stopped by the police for no apparentreason, Garry this is Not N.J. Keep on pissing off the working police, you must be taking your leads from the SKULL, you all know the guy as the D/S of Investigative Services. And no I'm not angry because I had a life change, but they need to think a little bit more. Homicides and Shooting increase is on da way folks

Not a cop ?? Bullshit. I spent 35 years on the job and I saw plenty of cops give away and sell information . This is based on fact. Some have actually gone to jail or been fired for doing this. Don't be so stupid and ignorant. Your fellow officers can be tgrusted? Most can, but sadly some cannot. I have seen cops fired for stealing property from fellow officers to include their service weapon. Don't be a dumb ass. Lists with the home addresses of officers have made their way to insurance companies and law officers. With the proper safeguards, civilians will work just fine.

For commenter who would never believe that cops would sell information or betray their fellow officer. I have news for you. There are more then a few incidents to include mobbed up guys in evidence and a former commander who not only did name checks for the mob, he stole money intended for the memorial fund.Leave your weapon on the bench and go home and see if it is turned in. Leave some equipment in your beat car and go home and see if it is turned in. Maybe yes and maybe no. Buddy, you are one ignorant asshat or a true believer in the goodness of every person.
