Here Come the SPARs

A-fucking-mazing. Get a load of what IAD is doing (click the image for full size):

Evidently, IAD is going to go through with the 1,300 complaints for viewing/printing the case report from the 023 District incident. This is the only scan we've received so far from our informants, but we can only assume that one went out to every command in the city since so many people accessed the reports.

So now the question becomes, "Did everyone get get a SPAR notice? Every exempt that accessed the report? Every detective? Every supervisor who may have used this not as an opportunity for cheap shots but as a training tool?" A blanket SPAR with no investigation whatsoever? One could plausibly assume this is a trial balloon to see how hard the new FOP regime is going to fight for officers, because there is no justification we can see for naming 1,300 names in some sort of misguided witch hunt.

This is one of the stupidest things we've seen come out of downtown in a long time, and that's saying something seeing as how J-Fled just left.

What's un-fucking believable is that anyone in this electronic age would actually access the damn report knowing it could be traced back to them.

The same goes for running license plates for friends. If something goes wrong, you've left an electronic trail that can be followed.

If you're curious about something, read about it here or in the paper, and don't put your ass out in a sling using your PC number.

The only ones that will get SPARED will be the lowley P.O.s. Since the beginning of time the bossess have never got jammed no matter what they did. They will be left off the list and no one will even know. But you can bet many a boss looked up the case. This is just another reason why there is no trust any more. Different rules for the special people.

How petty and small can you be, Juan Rivera? Some sworn personnel accessed a report to determine the facts of a case, rather than rely on the false and misleading reports in the media and you PUNISH them for it?

It seems that part of this witch hunt hinges on the whole being "printed" part of this accusation. I know people who accessed and read the report, but didn't print a copy that haven't heard shit about ramifications...yet.

Furthermore, I know several people who have both looked-up and printed copies of the arrest reports of the 023 district 1/W Romeos without getting called on the carpet...yet.

I know for a FACT that the few guys/gals in my district (yes, it's in places other than 011) that got caught-up in this nonsense (they were listed by name AND time they allegedly accessed/printed the GOCR off AIRA on a second page), did NOT receive a SPAR on paper. They were told by the investigating Sergeant(s) to drop a To-From regarding their involvement. A few of the smarter/more tenured folks refused because they weren't presented with anything official on paper regarding any specific transgression.

EVERY copper that get's jack-potted, even if it ultimately winds up to be the infamous "counseling session", needs to tenaciously inquire as to what punishment gets meted out to the Tact Lieutenant from 023. After all, he is rumored to have physically DISSEMINATED THIS SAME REPORT TO MEMBERS OF THE PRESS. And then there are the many, many other supervisors that have surely printed the GOCR.

*** AND...just a little food for thought. There were earlier rumblings that those investigating promised to make examples out of those that might put excuses on paper that are less-than-believeable: "I walked out for a smoke and left the computer logged-in under my PC number" may get you (at minimum) a "Failure To secure Department Property" beef, or worse, a "Falsifying An Official Report".

Don't get jammed-up lying on paper because you're trying to minimize damage for this bullshit beef. In all likelihood, this witch hunt is going to be killed before it grows legs when the brain trust that initiated it is put on notice that it really isn't feasible to "investigate" 1,300+ individuals.

And seeing that said brain trust is comprised of a group of imbeciles, FOP needs to get in front of this pronto and let IAD know what time it is.

Nor will they conduct an investigation to see who happened to pick-up the photo copies of the incident as they laid around the stations.

There's value in reading incident reports. I read every report my PD writes (we are only 100 guys).

That's how you learn what going on, what to do, what not to do.

In an incident like this, there is huge training value in reading a report like this. Especially for younger guys who think it's ok to engage in conduct these guys allegedly did.

For the first five years in my job I read every co-workers report I could get my hands on. I read reports in files I had to pull. It improves your skills in more ways than just writing. It opens you up to different perspectives and methods. And there is always something that you didn't know or weren't aware of. I stopped doing it for awhile but have recently gone back to doing it because our offenders are changing, they're getting worse, their behavior is more bizarre yet the pressure to CYA is greater than ever because of all the rules and regs. And you can't possibly be exposed yourself to every scenario, by reading reports you can. You can also see how a good report can protect you from manipulation and politics. A bad report will fuck you up later on down the line. It's a completely worthwhile use of time if part of your job is to document because if it's not documented, it didn't happen.

I do not understand the reason for this CR#/SPAR... can we not look up any report or arrest we want?? sometime u need look up case reports to look for named offenders, to arrest. You did not do the original case report and were not involved in the original incident... So basically this SPAR sounds like you can not look up a case report, if you were directily involved with the paper.

I don't see how any police officer is unable to look up any report generated in the department. It's not for personal use. It's a situational awareness thing.

When you read what happened on a case that catches the public's eye, are you not more informed? You don't rely on the press or locker room rumors to find out what happened, you know first hand.

Our job in the intelligence led policing age is to stay informed. Or are we going backwards? Which way do you want it, CPD brass? Do we stay informed or put blinders on and not read reports or look up mug shots as police officers in the 21st century?

It's bad enough that any suburban cop can look up a criminal history from their squad car and we need a detective to do it. That's an officer safety issue that's never addressed. Now they want to limit looking at reports and mugshots?

This CR will go nowhere. It's idiotic.

Did this actually go out? I am a little suspicious since it's not signed. Also it did not go through the chain and normally they would send it out to all Districts, not one at a time. If it is real, why weren't the involved officers contacted during the investigation prior to determining they violated rules?

Mayor Rahm , select a superintendent from the outside or from cpd , a supervisor without any merit promotions . Commanders and above that were unable to pass a sergeant or lieutenant test should not be selected to lead chicago's finest . Look over all current commanders and above and dump those unqualified .
Someone shoots a bad guy at a birthday party doesn't qualify them to be our superintendent.

The department has the ability to "lock" the reports in CHRIS from those without the authority to view them. This was done in the past. I am surprised this wasn't done in this case knowing the curiosity it would bring from other police officers.

Didn't you know it already the first day this goof became the commander of vice. He totally doesn't know what is going on better yet run a unit so he needs a troll to run it for him. All he care is about himself and his personal stuff he needs to do when he is at work. And for her, your days is numbered so better enjoy where you are right now because after May a new commander and secretary will be in your position and put shit in your face. I have seen it happened too many times, the last one she replace was the same way until her time came up and realized what she had done. Oh by the way, look at the mirror and see how ugly you are. Inside and out.

people go to St. Jude is to pay their respect however
for decades the bosses have used the attendance

Even the districts honor this tradition.

A Commander who doesn't know how it works
cause he's been taken care of in inside positions his

I am retired now, but I was in organized crime for 17 years, on and off. I made almost every St. Jude for my entire time on the job. You have your head up your ass. Guys like you only go to get out of inspection, not for any other reason. And you want to get out of inspection because you don't have your uniform together, or don't want to put it on or bring it in. I know how good you have it there, so don't try to bullshit everyone. Get off your ass, and go to honor our dead, and their families. If you have to stand inspection, so be it. Maybe if the rest of your buddies down there went as well, the commander would not have to try to force people to go. If it were up to me, every single officer would be in uniform on that day, no trench coats, no silly hats, no sweaters, no long hair, no beards. Shave and get a haircut before you go. And don't try to tell me you need long hair and a beard to do your job. Maybe narcotics buy officers need to look scruffy, but that's it. You don't need a beard and long hair to sit in a wire room, or be on surveillance on the west side. Everyone out there knows exactly who you are.

There's value in reading incident reports. I read every report my PD writes (we are only 100 guys).

That's how you learn what going on, what to do, what not to do.

In an incident like this, there is huge training value in reading a report like this. Especially for younger guys who think it's ok to engage in conduct these guys allegedly did.

Anyone that thinks having access to reports or other information to an investigation they are not directly involved in and accessing it without possible consequence is a fool.

Having said that, if a boss wants a to-from ask if that is an order and always put in the disclaimer.

However if you are not formaly served a CR call the FOP and determine exactly how to proceed.

iA CR# was obtained for this! How is it my CR# was looked up across the entire city. I've even been informed of the IAD/ IPRA investigation. The best part is that I have not even spoken to IAD / IPRA. Nobody got a CR# for me. So to hear, that the department is obtaining a blanket CR# and issuing spars to those who looked up the GOCR. when the DEPARTMENT can't contain leaks from IAD / IPRA in every other alleged scandal. Is UNBELIEVABLE ! It does not show the integrity they portray. Instead it shows pettiness and the fear of not being judged by the public for allowing the incident to happen in the first place. If everyone looked up my CR#, and it was ok with the department. Then why is this CR# important. The information would be leaked any way. there is no better way to keep something secret than to send it to IAD / IPRA. Hah. People get ahead of this one barrage FOP with phone calls , now before this one gets out of hand.

I'm sorry this message is not about above topic. Tonight, I went out for pizza at Jullianis in Palos. A man in a wheel chair wheeled past us to use the restroom with his caretaker. His wife walked over too. She thanked us for moving our chairs so her husband could be wheeled by. She explained that he was a police officer shot in the line of duty. My father, a retired police officer pressed for more details. I was also intrigued. She told us his name is Bernie Domagala and he was shot in a hostage situation in 1988. He was shot in the head. The person who shot him was a former police officer. He is in a rehab facility in Carbondale. He was brought up here because the Chicago Cubs have asked him to throw out the first pitch tomorrow. When he was shot, he had 4 month old twins who are now 23 and a a 4year old son. After he was shot, his wife, Denise kept the family going. She was now responsible for raising her 3 children as well as taking care of her husband who was 37 years old at the time. Bernie is now 60 and was able to tell me about the day he was shot. Denise sang the praises of the Police Memorial Foundation. She did tell me that Bernie just recieved funding for his wheelchair by the finance department last week. Again, this police shooting took place in 1988. Bernie Domagala worked for gangs at the time and the shooting happened at 76th and Stony Island.It was an honour for me to meet Bernie Domagala. He is a true hero. This is Denise Domagala's email DKDOM53@comcast.net. She told me how her husband love to talk "police" Please drop him a line. We should make sure that he know WE NEVER FORGET.

Again, why the hell not? Are reports classified as Top Secret with a need to know basis? They are police reports written in a police department by police officers. They are actually public record if one were to push the issue hard enough.

Don't let these idiots push you into a corner. They want to suppress information because they know it will lead to embarrassment of BOSSES and their idiotic antics that stem from political pressure and bullshit.

Now if you use that information to benefit yourself or leak information on a case that's still being investigated and somehow compromise the investigation, that's another story. Simply pulling up a report and reading it so you know what's going on and are able to more effectively do your job is not an issue.

First of all, with S.P.A.R. forms your first line of appeal is with your unit CO.

Depending on the individual officer's discipline history, he could get 3 days.

As every access situation is different, I don't see how a blanket SPAR is sustainable. There are many reasons to have accessed those reports.

Tho if you are not in the investigation, it is harder to justify. The "if they didn't want you to look, why didn't they restrict it" argument doesn't fly.

I think what has the bosses upset about this is that they now realize that THEIR fuck-ups are no longer hidden.

How does IAD know that the listed officers accessed the reports "without justification"? Each officers' case is different.

Maybe a better approach would be for unit commanders to have a roll call training session about proper access of department records. Talk to each listed officer and ask why he looked at the records. That may be enough.

Does the accused have the right to request this be CR investigation? that would give the accused more rights and put the department through a lot more hoops.

Whoever thought this was a good idea is an imbecile. The appropriate way to handle this situation is: If it can be proven that an individual did in fact disseminate the report where it shouldn't have gone, discipline that person appropriately.
In the event well over 1,000 members accessed the information, this is a systemic problem, NOT one that should be addressed by the SPAR or any other normal disciplinary channels, including counseling. This needs to be addressed as a training issue, and PERHAPS, if necessary, a policy issue. (If the current order or policy is not clear, it should be changed.) Once the members are informed, or re-informed of the appropriateness of viewing and/or printing reports, discipline could be used if the policy is not followed! This is simple, but I think the problem is that someone may have actually given the report to the press (I don't know) and there might be a log/cr# and the person "conducting" the "investigation" is LAZY or STUPID and either couldn't think of any better way to handle it or just didn't want to be bothered conducting a real investigation... This ALL goes to LEADERSHIP again, and it is severely lacking on this department....

You have been in the unit a long time = time to move on! A unit that was without a commander for a long time. Now you are being held accountable. Obviously your first reason for attending is not to honor our fallen Brothers & Sisters. I worked a unit that only cared that I had my ID's, shiny shoes and black socks. They didn't understand or care about St Jude's so, I dressed and walked with my old district. St Jude's is the one selfless act the Department asks of you and it is the least you can do. It is not about uniform inspection, which was added as an incentive only to increase attendance. And shame on us for needing an incentive.
I'm sure your CO was very proud of the 10 or 15 officers who attended. Taking time away from family (and sleep for many) to pay their respects. He also had to wonder, where the hell are the rest of my guys!
I recently met the brother of an officer killed years ago in 010. He spoke with great emotion about attending St Jude's and seeing so many officers marching and remembering those gone. He didn't know or care about uniform inspection and neither should you. There should be 100% attendance.
Stop your whining, march in St Jude's, stand inspection AND be grateful you are able to march and not one of those being remembered.

1300 crs just goes to show that the Department mentality of being numbers oriented extends to IAD as well. They just issued 1300 parkers or movers or bus checks or whatever piddly activity you want to compare it to. The department has the ability to restrict access to certain reports, they should have in this case and probably in any police officer as the offender matter. Despite their failure to do so and the witch hunt that has followed, those that printed this out should have listened to that little voice in the back of their head that sounds like Chris Rock and says "man, I wouldn't do that shit if I was you!" It could be looked at the first step in dissemination of the information, even if you are just sharing it with your fellow cops. Somebody who is reading that report might dissmeinate it futher if you forget to get it back and now your info is on there!

there are many that have each others PC#'s and use them and their related passwords for CPD reports. Some have ENTIRE lists of almost everyone in their Unit. This could be checked by all the different PC#s signed in from the SAME Computer, over and over, and who uses same almost every day.
PC's and P/W's haven't been changed in probably 10 years.. So how can the CPD brass say that the officer who allegedly looked up reports really did, or was their PC & P/W used by someone else ?

I am retired now and this blog was a way to stay connected with my police brothers. I would read this blog to read about the funny things we would share. I would read this blog to read comments of support in sad times, and trying times. Now you read this thing and all I read are comments full of venom used to attack each other. Comment like wheel gunners, hair gels, clout babies all with the intent to harm the other; this division is of our own creation. All you can find are comments on how I got screwed out of a promotion, plum assignment, a raise and how every boss is out to get us. Some how we feel that the world owes us something and we are special and entitled. I spent 31 years in a blue shirt and I am grateful for the friends and that I was able to retire banged up but in one peice. The new mayor will not have to divide this department before he attempts to conquer because we have done it for him. The media reads these comments and must salivate in our weakness. FOP Response To Accessing Department Reports SPAR



As of today the Lodge has fielded several calls regarding the accessing of police reports through the Department's internal website. It is our understanding that the Department has requested discipline in the form of a SPAR against some Department members who "accessed and printed" police reports regarding a recent Department investigation.



It is the position of the Lodge that such action, in and of itself, is not a "Misuse of Department Equipment/Supplies." The Department has the internal capability to block access to sensitive reports through the CHRIS system and the Lodge assumes it would have done so if it did not want Department members to view such information. In that the Department did not take any of the preventive measures available to it in such a high profile media case, nor did it issue any type of directive prohibiting access, the Lodge assumes that the failure to do so was tacit permission for officers to access and view this information in conformity with G.O. 98-07-04a.



Absent an internal investigation which would reveal that such information was used for "personal or other reasons" under G.O. 98-07-04a, access and review of such reports does not violate Department policy. General Order 98-07 states, "Members who access information through a Departmental computerized information system will be held responsible should such information be used in violation of the law and /or Departmental rules and regulations." If a Department member violated General Order 98-07 or Department Rules and Regulations (Rule 41) by disseminating such information to a media outlet, the Department should launch an internal investigation into the matter. It should not issue arbitrary blanket discipline to Department members.



While it is clear that the Department intends to issue SPAR forms regarding this matter, what is not clear is the severity of the punishment. We would remind the Department that SPARs are intended as a vehicle to teach, not discipline. Any potential discipline should be progressive. We advise the members to call the Lodge with any questions or concerns and will monitor any information as it becomes available.

You can't really believe that everyone will
Show up to St. Jude and also stand inspection
2 days later.
I've been in unit for a long time and the 1st reason
people go to St. Jude is to pay their respect however
for decades the bosses have used the attendance
there to count for Spring Inspection.

Even the districts honor this tradition.
You think last years attendance was bad (10-15)


.....I don't think attending the St.Jude parade is the complaint made by the above blogger. It's the complaint on the CO secretary. I don't think anyone likes her because she believes she is never wrong. She decided to pick the dates when furlough picks were to be conducted. Outside the designated week specified on the furlough pick order. When people approached her and told her she was wrong she would blame it on the CO saying that it's his decision and thatvwe are all wrong anyway.

The new mayor will not have to divide this department before he attempts to conquer because we have done it for him. The media reads these comments and must salivate in our weakness. THANK YOU! for succinctly stating what needed to be said. Yes, this blog is a great place to share information and also to "vent," but all the comments that state "F-you" and related hate: this does not help us, either individually, or as a group. At the risk of offending someone, I dare to quote Christ, the Master Teacher Himself, who said, "what is that to thee...follow thou me!" (St. John), which means, "do not be concerned with what others do...obey my commandments--follow God's Laws and live a life of Love and Integrity--and all will be well with you!" So, do your job as a patrolman with honor, and worry not about the poor decisions and actions of others (fellow patrolmen, as well as supervisors and those who are promoted on 'clout'). Follow your heart, do the right thing, be cautious of course, in this environment-- and God's Law will protect you. I proudly work a beat car everyday - I will be doing this until I retire - and I have no animosity towards others who have a different experience in the CPD. When my mortal body dies and I go Home to meet my Maker, I will be judged only by my actions and intentions, not what any other person in the Universe has done.

It is time for us to stick together and act as one family, as CPD patrol has historically done in the distant past.

I am writing this as an expression, and exercise of my First Amendment Rights under the U.S. Constitution. Therefore, I am NOT signing off as "Anonymous."

Whatever your opinion is on St. Jude, Its the right thing to go march in it. Those of you that refuse to spite your bosses are morons, and I dont want you there. Some of us were close to coppers who died in the line of duty, and thats what I will be thinking about...Do you think the families of the dead give a damn YOU think it is about? NO, you are as much of an egocentric ass, as you describe your boss, not to mention you are so self-righteous, that you think you can do a better job than anyone at everything. there are many that have each others PC#'s and use them and their related passwords for CPD reports. Some have ENTIRE lists of almost everyone in their Unit. This could be checked by all the different PC#s signed in from the SAME Computer, over and over, and who uses same almost every day.
PC's and P/W's haven't been changed in probably 10 years.. So how can the CPD brass say that the officer who allegedly looked up reports really did, or was their PC & P/W used by someone else ?

Move St. Jude back to Michigan Ave and continue the tradition. Instead they hide the parade from the public. It is called respect. Let us march on the most prominent street in the city to show our pride and concern.
