Test Shenanigans?

One of the least well advertised tests in recent memory. As we heard one story, created by the CO's of the Unit specifically for members of the unit. Nothing suspicious about that, right?
  • Over the past few months, the department implemented and offered a test for Police Technician. The test was offered to members who fit a certain criteria. I believe 5 years on the job and assigned to OCD. The FOP sued to open it up to 3yrs on the job and I think any unit could take the test. The test was an electrical aptitude test, which may have been offered for sale on line.

    I took the test and did not score high enough to make the next level... the practical. Those who did well enough on the practical moved on to the oral interview.

    WELL.... a lot of issues with this.

    Rumor is that they are going to make MERIT Technician. At least one genius who failed the first part and did not take the second or third part will be made MERIT.

    My question is why???? If he/she could not pass Part 1, then clearly they should not be a Technician. I know of about 200 other people that feel the same. Also, the department tried to rush this test quietly. The only reason I was aware of it was knowing where the office is and asking.

    Typical city BS and typical way to get wrong guy in right job.
The easiest way to promote the people you want is to specifically tailor the job requirements so the only one applying is the only one qualified. We know plenty of old timers who have stories about this holdover from the bad old days. We've seen it happen in a number of the smaller units.

Someone has already pointed out in another comment section that there supposedly won't be any "merit" on this list. We have a hard time believing that one, but stranger things have happened. Who has the real scoop?

I have never heard of this "police tech" test/position/whatever. In fact, no one on my watch has ever heard of this. This is the first time we're hearing of this.

Well SCC here is more.............I also took the first part of the Police Technician test and passed it. Then the city took the top 50 scoring people from the first electrical aptitude test and had them take a second test.
The second part of the test given to the top 50 scorers from the first part was a practical test which consisted of making a simulated wiretap recording and part two was putting a GPS on a car. These two events were timed with the two times being added together given you a score.
The city then took the top 25 scorers from the second part of the exam and notified them of the third part of the testing process. I was in that top 25.
Here is where the old boy network/cronyism/who you know comes in big time. The interview panel was a OCD Deputy Chief, an OCD admin Lt. and a OCD Sgt. They asked you a series of pre-written questions which I assume they graded you on your answers which would then give you a "score" for the 3rd part of the test.
Whats the catch you ask? ........
The Lt. told me at the beginning of the interview that the two prior parts of the testing process were merely a screening process to narrow it down to the top 25 "qualified" candidates. The final eligibility list of 15 officers would be solely compiled and ranked on the interview portion ALONE. No matter how well a person did on the first two parts of the test it doesn't matter. If you had the best time and the best score on the first written part, in theory making you #1 going into the interview so what cause the interview was all that counted. So I'm gonna guess that any OCD people that made it to the interview portion might do pretty well in an interview with three OCD white shirts. Especially since and interview score is based on the three individuals conducting it thoughts and impressions of a person. An interview cannot be scored without the scorers opinion unlike a test where there right and wrong answers. So they can say whoever they want did the best on the interview and there is really no way to challenge there ruling. Probably a coincidence I'm sure. Very legit.
Also, to show you how the interview questions were written, besides such questions as where have you worked?, how long have you been on the job?, do you know that this position might necessitate RDO being canceled or changed? type questions the other questions were on par with have you any experience installing or maintaining surveillance equipment? Or have you much experience with long term surveillance? Now where would the average officer, except a few ex military or security people, get that type of experience? Thats right folks, OCD. Now I'm sure the city would say we just want the most qualified people. Well that's all well and good but the skill set that this position requires is extremely limited and specialized making it almost impossible for anyone other than an OCD officer to meet the qualifications. Do they only promote those officers who are prior K9 officers or dog trainers to K9? No. Thats another position that the average officer would have very little previous experience doing.
So the lesson is don't waste your time on this test ever again cause its not a fair selection process. If I would have know ahead of time the the interview would be the sole basis for the creation of the eligibility test I would have not wasted 8 hours of my life taking the test. Anyway there only gonna hire 5 anyway with one being merit so it would have been hard to get the spot anyway.

Bottom Line that me and the topic poster have in common.....Thinking that this test would be totally legit.

They did this many years ago for the position of "The Department Armorer".

Wrote a two page list of requirements to meet the specifications of the job, and guess what, ONLY ONE PERSON in the ENTIRE Department met those Standards, even more amazing, he was selected!

I took this test. Most legit test ever given by the department ( to a point) part 1 was graded immedatly and u could wait for your results ( impossible to fib). Only top 20% percent made it to next test. Next test ( 2 parts) timed and u knew that day how u scored. Only top 25 advanced. Oral ( least legit) interview elimated 10, resulting in 15 making final cut. I heard less than 10 with 1 being merit.

I took test and passed the first two parts and had my interview in early December. When I had my oral the told me out of the 25 that were left and list of 15 would be made and out of that list 6 techs would be hired. 5 via test scores and 1 merit.

If true, what about the federal monitor and a possible Shakman violation....

....Not that that would be the final solution. The Shakman monitor keeps "calling out" the City, and the judge never follows up with sanctions/penalties

(My opinion, will admit to not fully knowing the dealings w/ the Shakman monitor)

I graduated from Devry. I was a field technician for 5 years, and a techinical field specialist for another 5. I heard nothing of this test. Im not qualified because I am not kissing someones ass.

There is an abundance of coppers with other talents outside of Police work that could enhance this department. But that would mean some merrit hack ass kissing boss would be threatened.

I have been asked several times if I could look at a computer that was acting up. I simply say. The city hasnt trained me and I walk away. Fuck em! Send the hot looking nail technician to fix things.

Nice segway into what is brewing at 35th st and at the keep of shortshanks. It seems that a few individuals and groups got ahold of the last sgts exam and used it as their own group and study tool. A disgruntled in the know certain someone couldnt keep their mouth shut about it(theres always at least one)so a quiet audit was done on the test and low and behold guess what was discovered. The test of some of those who made the top 100-150 were barely different than those who scored in the mid hundreds and even in the thousands. Example, the test score of a person who scored in the top 10, errr we'll say #1, was identical to several who scored in the hundreds with the essay portion making the difference. Now in that essay portion the only difference was the length of the essay as the major points and criteria were in the body. Another example, the essay portion to several top 100-150 scorers were compatiable to several of those in the mid and late hundreds and some in the thousands but the difference in the multiple choice section was only two to three answers wrong between them.
Whats being discovered so far is that those who were outed for having a copy of the oh so secretive test all were placed in the top 100-150 with some already having made sgt. This is just the tip of the iceberg and since this didnt happen on a certain someones watch you better believe more intense digging has begun.

I saw they were testing for police technicians assigned to ocd in the daily bulletin at least for a week. It was also published on the human resources page of I-clear at least a month prior the application closing. It was posted.....as for the other BS.....well who knows

OT:

There was one Administrative Manager that was saved from the chopping block and there are no answeres as to why except to say CLOUT!
This Admin/Dist Mgr. has the least seniority of all yet was saved in the budget cuts!

Do the others that held that title have a law suit?
Any one of them could have certainly stepped in and taken that least senior persons job.

First off I want to start by saying the test was announced twice...once about a year and a half ago and the other time approx 6 months ago. Second the test was scored the same day it was taken, top 20% moved on...the practical you were timed and the top 25 times moved on...as for the interview well who knows...so If you did not make it stop crying and make your phone call.

just finished attending the 011th district christmas party. And Penny is about to out do herself next year. She is so pissed at the turn out of the party, that she takes it as a slap in the face to her. So starteing next year everyone on management on the watches will be moved around every couple of weeks. So without warning anyone on 2nd or 3rd watch could be working 1st watch. although im sure the people on 1st watch wont mind, its still a pain in ass to no know what watch youll be working next week. She said this will continue untill she has the respect of the officers working under her.

It is in your best interest to check the computer yourself once and a while for updates. Don't count on the WC or anyone else to TELL YOU whats going on.

Always check the AMFN messages that are posted on the home page of Clear. In addition, occasionally check the automated directives for updates there as well. These two resources would have told you this test was coming up. I saw it there and passed it along to everyone I knew.

All I'm saying is, if you are gona wait for someone to tell you whats going on, you will continually miss the bus. Check for yourself once and a while and you will be surprised what you find.

D-pay nice! What special training and testing did the mayors guys,burkes,the treasurer girl,aviation commissioner, etc... have? Working for example burkes and the treasurer 2 on 3 off with overtime how does that work?

Funny though the mayor's guys are trying to work days off to chauffeur rahmbo around but he already has an army of off-duty to kiss his ass and get the cush job if/when he is anointed! one of the best test shenanigans that i have observed in all my years is the new husband & wife K9 handlers in mass transit. he was an instructor at the academy and she was the secretary for the lieutenant "conducting" the oral interviews. can you say...SHAKMAN DECREE VIOLATION!!! its all legit folks. keep studying for future promotional test.

From what I heard is a couple of guys that were already police technicians were forced to take the test and failed, so here we are with this. All about protecting the clout bitches that shouldn't even be doing the job which they clearly demonstrated that they can't. It's all legit!!!!

Unfortunately this is business as usual in this back-ass-wards dept. The “interview” portion is simply a tool to boost the score of the clout heavy simpleton who would otherwise blend into the middle of pack. K9 exam was the same way, sure you get a score for the first part of these exams but it doesn’t mean anything, it’s basically pass or fail. I scored well on the K9, passed the physical portion and then had my interview with a panel of uninterested white shirts that couldn’t even pretend to care about my answers; in fact one of those jags was nodding-off through the interview.

I have well over 25 yrs on and am amazed that someone starts any sentence with I was at the district party last night its bullshit to go and show all these clout assholes respect and please don't tell me you do it for the retirees's I hope to retire soon and would rather be respected while on the job.I work in 009 so that not gonna happen.

saw the announcement on the human resources page, and signed up. Not knowing what was on a aptitude test I googled it. The exact test we took was available on line from 25-45 dollars. anyone with knowledge of the company being used could have bought this test

Check the pay scales. I would be willing to bet technician has a much higher pay grade with a handful of levels. Then, I would be willing to bet it is all pensionable, same as the crime lab techs some of whom get captains pay and pension.

For all the same reasons only qualified people will be selected, to wit:
A) marine unit candidates that can't swim, but would look
in a wet suit.
B) canine handlers that are really cat lovers.
C) claustrophobic lockup keepers.
D) Sergeants that believe " theft from building" is when
someone steals a gutter off a house.
E) Intelligence agents that lack any.....intelligence,
unless it involves web surfing.
F) and a whole lot more of qualified district level specialists.

As far as I know, it's all legitamate, fair and square, I asked my C.O.

First, as a retiree, I would have been hurt and offended by the boycott. You work thirty years, you get precious little gratitude or appreciation, then your co-workers diss your party? Not cool.

That being said, I worked with Penny. Same rank. She is a totally self-absorbed, shrill, overpromoted witch. She will NEVER have the respect of her subordinates. A la DD and that lieutenant in 14, she believes if she DEMANDS 'respect', she can squeeze it out of people.

They don't get it. Respect is earned over many years. You don't just stomp your foot and scream that you want it and you want it now. Kind of sounds like a spoiled toddler, doesn't it?

As for bouncing people every couple of weeks, uh, there's a contract. Make it work for you. Get that overtime for shift changes in the middle of the period and drown her incompetent office staff in paperwork.

I'm sure Weis really wants a ton of grief and grievances and paperwork just before he leaves. He just might give her a lovely 'parting gift' on a watch somewhere on mids, if you guys play your cards right. (And, who knows, maybe she'll leave some screaming, ranting threatening phone calls on your machine and you can sue her for everything she owns.)

Unless you were able to physically be in the same room as your grade card was run through the machine and watch and COUNT everyone else s to make sure the number of cards run through added up to the number of people taking the test then you could say it was legit. If you did not watch then it was not legit. It has happened before. It only takes a second to change a score or slip in another test card.

2011 will be the start of no test for rank of lt. submit your resume
it's a waste of money to spend millions of dollars on a test and promote 100 lts , 70 from list 30 are merit
save the money and make all future promotions meritorious

eliminate captain rank , 90 % were merit sgts or merit lts

i signed up for this test because I saw it offered on the daily bulletin. But I knew the fix was in and sure as fuck wasnt wasting a saturday a.m to take a test for a spot which was already filled with the chosen ones

just finished attending the 011th district christmas party. And Penny is about to out do herself next year. She is so pissed at the turn out of the party, that she takes it as a slap in the face to her. So starteing next year everyone on management on the watches will be moved around every couple of weeks. So without warning anyone on 2nd or 3rd watch could be working 1st watch. although im sure the people on 1st watch wont mind, its still a pain in ass to no know what watch youll be working next week. She said this will continue untill she has the respect of the officers working under her.

Can't happen so don't worry about it... your assignment can't be changed in the middle of a period, and if they try to move people to different watches it would have to be volunteers first, then reverse seniority..

Fire contract says Jan 2012. Same as ours. Who cares what the firemen get? We got a new schedule. They have limitations on the 55 free health insurance (max of only 50 can go)we don't. So the lesson is don't waste your time on this test ever again cause its not a fair selection process. If I would have know ahead of time the the interview would be the sole basis for the creation of the eligibility test I would have not wasted 8 hours of my life taking the test. Anyway there only gonna hire 5 anyway with one being merit so it would have been hard to get the spot anyway.

Attention everyone...The above is why you really need to make sure you will be happy being a blue shirt pushing a beat car on this job. NOTHING in the line of promotions is remotely fair. (see the comment about sitting on the sgt's list for 4 years after scoring under 150)
Unfortunately there are a lot of people who continually have to learn the hard way. Gee..if only I had known...Read and BELIEVE SCC, then you will Know.

@Who are the guys? Which team? How much they win? Just recently? Was it the 325,000 Little Lotto at Tinley Park? That was the recent...unless they are real slick and won sometime in October and didn't say anything.Good for them. If anybody can get out this dump, major cudos.They will have a nice Xmas and retirement.

ask any narcotics team about the PRIMA DONNA techs we have.... they wont change a tracker on a car if the car is parked over puddle of water or in the mud or in an unpaved alley.... and these guys get D-3 pay... just what we need more joe college types who never want to get their D-3 Gucchi's dirty!!

D2 not D3. Everyone always talking out their ass. What about the ongoing court cases which will now have another issue for the defense due to the fact that many of the current Tech did not pass the first part of the test.

If the Dept had a half a brain they would have eliminated the position and put whoever they want in there. Just like every OCD spot.

Wait till it creeps down into Lts and Sgts. The best part about it is the POs have nothing to say about what the Lts and Sgts unions give away. Suck it up and be a man.

In regards to the post on the sgt test being given out. Its been said many times. Go straight to two current sergeants whos first name rhymes with RAT. Guarantee the one without a clout daddy will break down.

I was under the impression that you are assigned to a watch for the year, even if you are management you can't be moved unless you put in a PAR form at the time of any openings during the course of the year.

Am I wrong on this? I have the seniority to get any watch or furlo, so I really don't know and don't have a copy of the contract at home.

I have well over 25 yrs on and am amazed that someone starts any sentence with I was at the district party last night its bullshit to go and show all these clout assholes respect and please don't tell me you do it for the retirees's I hope to retire soon and would rather be respected while on the job.I work in 009 so that not gonna happen.

The last Foreman of Electrical Mechanics test at O'Hare was tailor made for a special someone. It's easy to pass a test when it concentrates on special applications in your work area.

After the convoluted examination, two interviews were conducted. The "do-over" was needed because all candidates allegedly failed the first verbal interview. Highly doubtful considering the open ended softball questions that were asked.

The goof was promoted and it was really special watching him run around the jobsite last weekend calling his buddy a whore.

Two more spots just opened up, and I'm certain they will continue to scrape the bottom of the barrel of nitwits from EPI.

In the "reason for leaving" box, one of the printed choices, ( besides "other") was "dissatisfaction with the promotional policies"

Not "Other, please specify"

Naturally thats the box I checked

If what Im reading is true, number 1 I never heard of "Police Technician"
Number 2 its a sin what theyre doing

Retire as soon as possible

I would like to see a law suit filed and the entire department not just those in OCD be allowed to take the test. Here is the real kicker!!! There is a certain group of Sgt from the old 011 tact and 06 car that have been going around saying they helped so and so with the answers. And they saw a copy of the test and so on. How can this continue to go on. I only have 7 yrs and man now I see why my follow officers get so mad when the choosen few keep getting the hook up. I pray it will change, but I do not see it. Jody you could have done a lot of good here, had you just left Bill alone.

In my opinion, this was one of the most legit tests taken. You have to pass the written and the practical to go on further for the interview which only left 25 interviewee's. How many of those 25 do you think actually had a phone call??? I made the list of 15, no family on the job and I don't know anyone. Though I cant speak for the rest of the 14 people who made the list. So if the clout babies couldn't pass to go up for the interview, tough.

For those who haven't heard of police technician application, they read it at roll call for like a week. Most people did not pay attention and were saying that's not an ET, or wtf is a police technician without checking. But anyway it's your responsibility to see if there are any job openings. I always check the HR website, you snooze you lose. Better for me.

To clear some of the things up about the OCD Job position. The requirements for another opening for OCD Joint Task Force or something like that where they want a resume. That is the position where they want you to be assigned or previously assigned to OCD and trained on somekind of interrogation skills. That is the position where only probably one or two people qualify out of the whole department (in my opinion), not the police technician. Wrong job. Sounds similar because of the OCD.

Police Technician is D-2 pay, like FTO, ET, Marine etc.
