Here It Comes - How They'll Do It?

A number of comments popping up in the previous "Here it Comes" thread:
  • Now comes the interesting part. When the majority of these bids remain vacant, let's see how they fill them. As SCC says, "hang on boys and girls, it's gonna be a wild ride"!

  • I work on the fourth floor at Fled-Quarters, management will attempt to circumvent the contract by detailing one to two P.O.s from each watch from selected districts and units for 90 days and then again reach out for more each 90 day period. Its can do per Management and Labor Affairs

  • Exactly what they did over the summer with TRU and MSF. Only then they dumped malcontent unit PO's on us.
We're hearing a number of rumblings about how J-Fled is going to pull this off and all of the above comments get very close to the meat of the issue. Here's what we've heard:
  • The Department has posted the openings. They have no basis in reality - look how long they posted 35 or 40 openings for 003. Didn't mean a thing. And looking at a few of these Districts, they haven't posted an opening in years and now suddenly, they're short 15 or more? It's bullshit.
  • That being said, the minute 004 or 008 or 025 don't get their 14 bidders, the Department can declare those spots "unfilled." You see it all the time on the Transfer Orders - "There was no successful bidder for this position." Those spots will be filled one way of the other this time. Now the Department can move people from their Unit of Assignment to those openings. We've been told the only restriction is if you actually bid to a district (not a watch, but to a District).
  • Guess who they're going to take? Remember earlier this year, Downtown Ernie Brown asked for and received from all the District Commanders, a list of personnel who were the "lowest performers." Welcome to Englewood, Harrison and points due south.
The Department is putting its faith in the gray area and ambiguous language of the contact. No doubt about it. And they're daring the FOP to grieve each and every situation to tie them in red tape for months and years.

Just a quick question though - with crime being "down" for almost 24 months, how can J-Fled justify moving people around?

I do believe they have to move people by reverse seniority so I don't see how they can take the district's worst performers. Plus some of these districts can't afford to give up anymore bodies. We're running some nights with 4 out of 9 beat cars down and no wagon. Where the fuck are these bodies going to come from?

well, if you were doing nothing in the unit you bid for and you get moved due to this nonsense then you continue to do nothing at your new home--- all bosses need to take out mover and parker books because we are in a crisis--- we need to keep those numbers up--- bosses have court keys just like us and they need to start writing revenue right away so we can save this sinking ship--- you lead by example, so when you come to roll call crying that the numbers are down you can get a set of keys and go out there and conquer the world....

Done by seinority or it's time and a half for detail. May take time to grieve case but figure extra $8000 gross per 90 days.

Plus if they pull that bottom ten shit find good lawyer and take names of supervisors handling your transfer and let them know will be named in the defamation of character lawsuit.

To even make a difference in those districts you would need an Iraq/Afghanistan style "surge" of at least 30,000 troops and post a platoon with shoot to kill authority on every block.

Even then the animals will still be doing their thing.

Beale and the others just don't understand that their neighborhoods are ruined beyond repair by the people who live there. Their society is broken and a few dozen police officers are not going to fix it.

If he wants to make a difference ask for a massive influx of federal troops followed by counselors and teachers and therapists and start looking for Dad and begin repair on the "family unit" that is non-existent in most households out there.

As for me, I am not worried, with my seniority and what i do I won't be going anywhere and mercifully I don't have much time left here anyway.

But for the rest of you, get your grievance forms ready.

It does not have to go by seneority. The department can come up with the old 90 day detail for manpower needs. This way they can take anyone for 90 days.

If they kept all ppo's in the ghetto and didn't open bids I would understand but to move po's against their will is a dumb idea and I understand why this guy is hated. He had a chance to change things for the better and dropped the ball. All this will do is create more disgruntled officers and lose more activity. Each and every police officer, their family and friends, need to contact your alderman and ask him to press at city council why police should be moved from district to district when J-Fled has over 1200 cops in citywide units like MSf, GEU, TRU etc. Short districts should be staffed by people from these units. Fully staffed districts should be the main priority.

You guys are looking at this thing wrong! The department can just transfer you! By reverse seniority of course. They don't have to detail anyone. They have asked for volunteers, now they can just transfer officers where they feel, as management, they need them, the contract does address this. Donahue can bitch all he wants but management always has reserved the right to make assignments as they see fit, the union has to right to dictate assignments. The powers to be can determine how many officers are needed in each district and shift officers as necessary. Get over it! You accepted that when you took the job.

Not advocating it, but I predict a large increase in IOD and medical absences in the very near future. Yes, they can play games with the contract but what they fail to realize is that when you allow the dept. to reach a crisis point with respect to manpower and then attempt to circumvent the contract to try to cover it up, a large percentage of the rank and file will retaliate in kind. Why would you reasonably expect cops to fight fair if you don't. Things are about to get worse as the cold and flu season is upon us. It's about to get real ugly.

Off topic but interesting. State Senator Cullerton stated that he will introduce pension reform legislation in January that will effect current police officers and firefighters . The legislation will be exactly what is recommended by the Chicago Civic Committee and can be found on Illinoisisbroke.org. The pension will be dramatically altered for active duty officers going forward.

I wonder if our medical is safe? The retired state employees have CIGNA insurance who act as administrators because the state is self insured as is the city. Doctors are dropping Cigna because they have to wait 8 months for payment from the state. This makes most doctors out of network which will increase your out of pocket costs at least 30%. BCBS could be next if the city cannot pay its bills.

Seniority rules junior and they can take and do what ever they want. way too many crybabies on the job. if you would go to a real district like 7,11,6,5 or 15 then you would be able to get on days with no problem... quit hiding out in 014, its not the wild wild west like all you 014 rangers want to think it is.. go somewhere fast where you can get days by bid with 8 or so years on... dont bitch if you want to work in sleepy hollow

Last exempt meeting gives some credit to the fact that moral in the department is at an all time LOW.

The rumor regarding reverse senority'n the filling of vaancies appears to be true. BUT... in order to attract the working officer, and not dump malcontents to the high crime districts. The J-fed Masters think tank are toying with the feasibility of giving each officer- a take home car to ease the burden of commuting.

Here is the catch- The bid process will be similar to the current system of activity based employment.

The problem they are having now: A) FOP Contract B) Quantity of Cars/Radios C) Public Perception

I know MSF took a handfull of people from 005, and a bunch from 004. I understand the theory behind MSF, but it should have never been allowed to expand if it meant depleting the district manpower to dangerously low levels.

Their problem is that the "pool" of available POs includes the entire city. If the do want to pull this off under the contract, they would end up taking the lowest seniority POs who more often than not will come from other ghetto districts not on the transfer order.

If they do take you, consider it a win. When it is all said and done, they will have to pay you time and a half for the entire 90 days you spend on your detail.

That vacated position will remain a bid position but it does not have to be filled. It is management's decision whether to fill it or not. If new people come into the district it may, or may not, be put up for bid. If no one transfers in it normally will be left vacant unless the DC wants to fill it. Not required to fill it.

Filling one bid position in a district will create an opening somewhere else, and on and on.

It is not " I heard from a guy" bullshit, but from Cyullerton's own mouth. They ARE going for changes to the pensions of current government employees, to include police and fire. Go on the website, Illinoisisbroke.org. They actually list, using initials only, every city employee to retire this year and their pensions. They are called " Chicago Millionaires". Cullerton stated that his bill will reflect the changes recommended by the Chicago Civic Committee. If Cullerton wants this, I am assuming Madigan wants it also .

Ask ray about the "totally legit" process when he made legal officer, collected lt.'s pay with a car, and did nothing but go to lunch with the policy group dollies and Masterbator. How's that for taxpayer money well spent. You could do a case study in department corruption on this goof alone.
