Shots Fired by Police

  • Two armed robbery suspects turned their guns at officers trying to arrest them, prompting police to open fire late Saturday in the West Garfield Park neighborhood on the West Side, police said. No one was injured.

    At 11:50 p.m. near the intersection of North Hamlin Boulevard and West Monroe Street, someone spotted a vehicle in the wanted in connection with two armed robberies that occurred within an hour of each other on Saturday night and contacted authorities, according to police.

Good spotting the car, good pinch, no cops got hurt. Nicely done.

If you know the facts, you would know that many shootings on the street, under high stress, involve a lot of misses. A lot of luck or bad luck is involved (depending on what side you are on)

A Park Ridge Lt was just charged with agg batt for an incident that occurred in 2006. The teens he allegedly beat filed a lawsuit and as a result of the suit, the CCSA started an investigation in 2009. Now, 4 years after the incident this cop is facing felony charges.

You have been warned. If you do anything out there and there is even an allegation of wrongdoing then expect to be sued and expect to be charged.

Do not arrest anyone unless there is a citizen to sign a complaint. That means no drug arrests, no UUW arrests. Otherwise, do not be surprised when this corrupt system comes down on your head. Remember, it is election season for the first time in 30 years. I'd expect at least 20 Chicago cops to be criminally charged by April of 2011.

Be smart. Don't be one of them.

This incident demonstrated great teamwork and coordinated effort by all involved CPD members (011-1st watch & MSF). Congrats on a job well done!

As another posted articulated, shooting competencies and firearms proficiency significantly decrease when engaged in high stress episodes (firefight/personal combat).

How significant? Published research tells us to "normally" expect proficiency decreases around 50% during high stress episodes.

That means if you are a 100% shooter of paper targets (with a relatively decent grouping), your proficiency can decrease to around 50% under high stress.

Likewise, if you can only meet the minimum firearms proficiency rating of 70% on paper, you proficiency expectations under high stress drop to around 35%.

Doing the math, would you rather have lead-on-target delivery during a high stress episode of 5 out of 10 rounds fired... or just 3 out of 10 rounds fired?

Increased practice = increased shooting competency development (habits) = increased firearms proficiency (delivery) under high stress = increased opportunity for threat neutralization and firefight survivability.

This incident included a tactical reload under high stress during (not after) the engagement. This means the member possessed and executed psycho-motor shooting skill sets necessary in a run-n-gun episode.

This says nothing of other psycho-environmental factors that come to play during high stress firefights that impact performance and delivery, such as: visual perception in slow motion, sound block, etc.)

Unless you have personally engaged in a real firefight episode, you may not truly understand or appreciate all the dynamics involved in the run-n-gun. Tactical shooting is not as simple as some might perceive.

This incident was a win-win. The police went home at the end of their tour and 2 bad guys went to jail. I'll call that a success any day.

We should take greater effort to recognize and acknowledge police actions where commitment to duty, bravery and perseverance are exhibited.

You make me proud to serve along side you as a Chicago police officer, especially during such trying times.

great job . Most coppers would of never fired there weapon or said they lost him, even know they didn't. Its that flight or fight mentality that is instinctual. You have it or you don't. You obviously have it. a zig zagging moving target at forty five feet away is almost impossible to hit. Thats for anyone who has no experience or who has no knowledge of police , high stress shootings. Adrenaline up so high you can't even hear the gunshots. Great job glad your safe and at least you passed your own self-test. You know you have it in you and you fired more than once. Great job. Very admirable and brave. We need more cops with some courage. Also that fear now of getting sued everyone talks about everyday didn't take over. You can't think of that stuff it will get you killed. You must have good training and instincts.

the guy in park ridge went overboard. The case was not picked up because of a lawsuit. It was forwarded by the state police who investigated the allegation. This case has nothing to do with a lawsuit. the park ridge coppers on scene were interviewed by the justice dept, feds and states attorney who all threw this guy under the bus...yes, his own co workers threw him under the bus, but this tuff guy did it to himself. dont act stupid and beat handcuffed people when you have a half a dozen coppers around and a few citizens also watching.. once the cuffs are on the fight is over. HOW MANY TIMES HAVE YOU HEARD THAT! ive been a copper for a long time and even I know that. WBBM Radio said that Lt. had been driving down Touhy and the kids blew the back window out of his car with a slingshot. Could have blinded a man, or caused him to swerve into a fatal accident with another oncoming innocent driver. This s__t not funny, over the line. No sympathy for the punks, but -- if it happened that way -- maybe Lt. shoulda got hold of himself after they were cuffed.

By the way -- what happened to that asshole Park Ridge kid -- the promising football player with the rich car dealer daddy -- who went hunting, who drove into Chicago and shot several people with a high-powered pellet rifle? Last I heard, one victim was stil carrying the projectile because it was too dangerous to remove it. POS could have killed someone, not for lack of trying here -- and not a word.

Don't forget to clean inside the magazines. Pop the little button in the baseplate, slide it off, and remove spring and follower. I use a hemostat (medical forceps) to hold a wadded-up patch lightly moistened with Hoppe's or Shooter's. Get everything clean and dry in there. You can use a VERY LITTLE oil on a patch afterward, just enough to barely create a film to prevent rust, but absolutely keep solvents and lubricants away from ammo! Oil on ammo can cause weird problems regarding chamber behavior and ejection, and if it manages to seep in it will DEADEN YOUR PRIMERS. Click! Great primer dent, but no bang. Needless to say, this can be fatal.

Check magazine feed lips for burrs; they often have a little sharp "wire edge" from the stamping process that can cut you when you're loading them, and this doesn't help feeding any either. Use a very fine "Cratex" rubber-based toolmaker's abrasive stick, or some very fine emery cloth wrapped around a wooden stick, to just smo-o-o-o-th those edges off a tiny bit. You don't want to remove any metal or change the shape, just "knock the burr off" and leave a smooth and slightly rounded edge that does not have that "sharp" feeling anymore. Your thumbs will thank you, and you'll get better feeding reliability. Be sure to clean off any stray grit before reassembly.

DO NOT go after the inside of your gun with a Dremel power tool unless you know EXACTLY what you are doing -- starting with the fact that Dremels run too fast for most jobs and will do $100 of damage in an instant.

My favorite oil? Probably FP-10, which is a repackaged industrial lubricant designed to take tremendous pressure in a process called "ballizing," hydraulically pulling a hardened steel ball through a tube to size the I.D. precisely. Most gun shops seem to have it.

Only thing that saved the sergeant from being thrown under the bus is the fact that an independent witness, who happened to be Black saw the whole thing and told the truth, saving the sergeants ass. Here is a too true fact of almost all police shootings: we hit about 17% of what we are shooting at when the stress level is so high all other senses shut off. Unless you train under stress, when the time comes, you will miss more than you hit. The ranges' answer is usually, "you want better training, go get it yourself" Factor in the lack of time due and the economy, and you get the picture of what happens.
The other side of the coin is exactly what you pointed out, He fired and kept firing, which is something 9 out of 10 cops can't or won't do. I have more respect for what the officer did, than I ever will for the monday morning QBs, who think in the same situation they would have acted better or shot straighter. screw THEM and EVERYONE else who has stuff to say. At least the officer knows the answer to this question: when its your turn, faced by a gunman, what will you do?
(here is another side story percentage: 82% of cops in shootings, lose control of their bladder....whoever figured this out or why it should matter, has too much time and the tax payers money on his or her hands.)Great job officer!

What actions did she take that cost you one dime? Did you lose any money because of her? Were you sent to callback because of her? Were you sent to see the shrink because of her? We all know that the answer is no to all of the above even though she could have and probably should have done all of the above. If you think you are being cute or your standing with the rank and file is increasing because of your childish and ignorant comments, think again. You are making yourself look like a buffoon.

Captain Egan may have a managment style different than what you are accustomed to but she never hurt you or anybody else. She would have been one of the first persons either calling you at home or knocking on your door to offer assistance if something bad happened to you.

Show a little class for once. Wish the woman well and let her retire in peace.

Oh, and btw. If Captain Elmer was so great, if he liked you so much, why didn't he ask you to go with him when he left? Ask yourself that question. The rest of us already know the answer.

Gotta call you on that one.
Handled or been on the scene of dozens of Police shootings. Never had a leaker yet. I'm proud to say every copper handled it well. Some guys were incredibly nonchalant.

This is a direct order from Keating, which is shortshanks guy.

When the Bears played New Orleans in the NFC championship game, the head of NFL security asked CPD to go on the sidelines. Keating said, "NO!!!" Him and the little midget didn't want it to appear Chicago was in a police state by having a bunch of P/o's on camera.

The "Old Fillmore" had a hundred homicides a year. The National Guard was called in on severaal occasions to help restore order. There were 28 to 30 beat cars, 4 wagons, generally 2-man and there were still no cars available calls. Officers were shot from ambush and by robbers. All those vacant lots had occupied buildings. Sorry you missed it but that's no reason for name calling.
