Rumors Rumors Everywhere

Definitely one of the better rumors we've seen in recent weeks just appeared in our comment section:
  • It's been confirmed, yet not yet made common knowledge:

    All the goofs finally assigned to the area gun/gang teams will be sent to districts either starting the 6th or 7th period (still to be determined).

    There is a MAJOR reshuffling of manpower coming. Unfortunately for those that signed-up for the glory of being on an "elite" area team will have NO say-so as to where they'll be assigned. EXPECT TO WIND UP ANYWHERE MANPOWER IS SHORT, BOYS AND GIRLS. And that means any watch, also. Since you are no longer "detailed", but "assigned" to the area teams, you have given up your rights to get back to your district of origin.

    Initiative "Clean Slate" (that's one of the names the brass is kicking around) will end the existence of MSF, TRU, Area Gang/Gun Teams, etc., and ship the patrolmen from these units back to the districts. Only after all manpower in the districts is brought up to snuff will they consider re-forming SOME variation of the disbanded units, but in much smaller numbers.

    All you clout babies better start making your calls now. Midnights in the Deuce may be your next assignment.

    There's going to be a lot of disgruntled "hard chargers" coming to a district near you in the near future.

    And now the bombshell: All this reshuffling is in the works courtesy of a certain boss that resembles a wrestler.

    You heard it here first folks.
This tracks with a couple of stories we've been hearing around town. It's the first instance of all of the stories appearing in a single form. That either means (A) it's the source of all rumor, (B) someone is taking a whole lot of effort to cobble together all the rumors or (C) there's something to it all and this is the reality.

Seeing as how the upcoming retirement wave is going to run into almost 2.5 years of non-hiring, choice (C) seems more and more likely.

Now how does this affect the Captains only being assigned to 1st and 3rd watches? Someone else said they heard that 10 Captains were going to be assigned as Inspectors, and seeing as how that was what was agreed to in the recently ratified Captains' Contract, no surprises there. That will make us short almost 20 Captains citywide - enough to remove 2nd Watch from the equation. Are we really headed down this slope again?

I don't see the Dept. sending 10 Capts. to the Inspections office when they're so short in the Districts...but then again, if it's coming from WEISel/Masters/RayRay, it doesn't have to make sense at all..it just has to be something that THEY initiated.

Weiss said today on news that the department is operating with roughly 700 vacant jobs for patrol...assumimg he's being truthful, if u figure about 100,000per guy for salary, benefits, etc. then this attrition move saves 70 million this year plus we may lose hundreds more by end of year due to retirements being bloated because of the 55 year old insurance deal..well folks if our budget shortfall is 520 million (its what they said) then we as a police department have already saved them over 13% of it by being short let alone what other cost cutting measures they will pull with us..it's possible we could lose 500 plus personnel with little or no hiring which would put our contribution to over 20% for the deficit..not bad now how bout a frickin contract

I see a major shit storm on the horizon for A/4. First the "arm twisting" of 2nd & 3rd watch management guys to "volunteer" for 3 periods of midnight, or risk being placed on there for the entire year.

Now, word has it that 2 detectives went to the C/O, cried rivers and each had 1 furlo segment changed. Bypassing a combined total of 40+ people with more seniority than them!

Unfortunately, neither of these incidents harms me, so someone else needs to step up and file a grievance. This blatant violation of our contract has to stop! Let's just hope FOP takes a stand against this crap!

MSF, TRU and Gangs aren't going anywhere, they are already west and south, they may make them start handling jobs when there are backlogs in districts they are in.

The Captains as Inspectors is a done deal, don't think it's 10 though, 6 sounds more like it, they will get take-home cars and while they are Inspectors, they will primarily be used as fill-in Watch Commanders citywide; they will do that so that the city won't have to pay Lts out of grade anymore...

This rumor started with the area gun teams and the saturation teams going back to the districts. These teams are still assigned to the Patrol Division and their original districts and are only detailed to these area teams. The gang enforcement teams are now assigned to the Organized Crime Division. Big money has been spent in creating this unit and its not going to be wasted by disbanding a newly created unit.

This is probably just another stupid rumor that started with bringing more coppers to the districts and has snowballed into entire units getting disbanded. The rumor was probably started by a headquarters do-nothing who is in fear of getting shipped back to the street. Dont forget your ticket books, dog-ass!

I was on a District Gang Team for 6 years. After Rick Flair tried to sell his bullshit bag of goods, I saw through the bullshit and went back on the watch. 5 of the 8 on my team bought into it (or settled for it)and stayed. These guys are like my family and I was pissed off that he broke us up. For my friends I hope it doesn't happen. They had it good for the last 1 1/2 years but I hate to say it - I told you so! To all the Gang team guys and girls, I hope Mr. Flair will honor his promise to send you back to the district of your choice, but I wouldn't count on it. good Luck and keep fighting the good fight!

This is completely ass backwards. We were completely happy and working in our districts. But you take us out of our districts and stick us in the area, only to dump us back in the district? IT SEEMS AS IF YOU COULD HAVE LEFT US IN THE DISTRICTS THE ENTIRE TIME- and we would not have become disgruntled.

Oh, and what about the extra-super elite CITYWIDE gang-enforcement teams that work out of homan square? i thought we were all supposed to be citywide. what a joke.

The plan currently is to bring some of the units back at 30-40 percent levels when and if staffing levels stabilize. The skull of course isn't happy about this and is pushing for a mass hiring of 200 to 300 PPOs. Moral is going to get even lower than it is already. **** an inside guy

Hate to burst your bubble hair gel, but this is reality. Shortshanks has always wanted to pare down the rank and file numbers to some where between 8 to 10 thousand. He never believed that this city needed 13,500 boots on the street. Look at some of his examples: red light cameras free up cars from sitting at intersections and they don't run the risk of giving the driver a break. The creation of the TMA, frees up the police from having to do traffic control. The steady increase of Revenue Collection people (or meter maids). They are every where writing parkers. Free's up the police from that job.

But don't worry. Wherever they send you, you can still be the rock em, sock em kind that can and will show the rest of us pooches how the job is done.

But now you have to do it in uniform and on a watch. Oh, and don't forget.......you work 8 1/2 hours now.

If true,this explains why certain actions by the department have occurred.And,even though it's a good way to help fix the manpower shortage in the districts,it's a typical underhanded JAGOFF move to the no-clout guys that are gonna get fucked when it comes to district assignment.

This is the most total BS rumor I have ever heard!!!!

The Superintendent was on Channel 7 news Sunday morning praising how the Gang teams being assigned to the areas and not the districts was one of the biggest reasons for the reduction in crime. He praised intelligence based policing and not random patrolling of the streets as a crime killer.

The BS rumor would be the exact opposite of what the boss just said. The Fed said district boundaries were not a good idea and unnecessary.

Sorry ladies and gents, common sense says MSF or TRU is gone. I know common sense has nothing to do with the CPD but one has to go. I do believe the gun and sat teams are history as well. Those are easy targets. I wouldn't be surprised to see VICE eliminated or combined with another unit like Narcotics.

The whole department is mismanaged thanks to the Revs, Pols, Iibs, and every form of political scum. The average PO could fix the dept in a week.

I agree with this statement 100%.

No way they are going to replace MSF and or TRU without redistricting first. It's the only way they can get enough coppers working in the shit areas of the City.

I can see the various patronage teams (gun teams and Sat teams) getting sent back. They do decent work but are much more valuable answering calls than making one baggers and taking two hour lunches.

Just an informed opinion.

I heard that the LS story is for him to create an "elite" citywide unit witin GEU that specializes in his alleged expertise - search warrants. These teams would work citywide almost like the narcotic teams do now. He would keep 2 lts. and say 6 sgts and sixty guys, allowing the remainder of GEU to go back to the districts, enhancing patrol. MSF would remain but TRU will be elimiated, moving the "favored" cmdr to another pet spot. These moves wouldput about 40 more officers into the 10 bsiest districts. They're needed. Dugan's biggest problem, and Weis's too, is the backlog of routine calls in the busiest districts and no matter what units are going to be taking the disturbances and susp autos and other "regular" jobs. At least this is some of the info floating around in the real info centers of CPD, the restrooms at Homan and 35th St.

first off the part about the gun teams is b.s. You cant get rid of the gun teams because they are federally funded by the government. if you get rid of the gun teams you loose the funding from the G... so that one is completly false. sat teams and gang teams im sure that is going to happen. MSF and TRU are not going anywhere. MSF is jfeds baby and he is hanging his hat on the so called "success" of msf in "lowering" the crime rate. Tru is not going anywhere because they spent over a half of a million dollars renovating the old 007 and just put tru and geu in that building about a month ago and there is a certain southside commander who will be taking over tru in the next 3 to 4 months.. another one that is false.. geu is not going anywhere because lets face it... they just arent. They did thousands of search warrants and jfed and the white shirts have said time and time again in interviews and in news paper articles that the crime is "down" becuase of the re structuring and formation of this unit. No chance he is gonna just get rid of it.. they bring in way too many search warrants to get rid of. I think area sat teams, robbery teams, midnight gang teams and area incident teams are all going back. Tru, MSF, GEU, and gun teams are not going anywhere. AND you can take that to the bank.

Here is the real deal. The Area Sat, Gun and Midnight Tact teams are all going back to their Districts before the summer starts. The reason being is that the credit for the reduction of crime was given to MSF, OCD and Gang Enforcement. Now we all know it was a city wide effort and very frankly a lucky one (due to the weather). At all of the CAR meetings they look at the Area Sat/Gun teams and have not been very impressed at all! For example look at what happend last year with the Area Four Gun team (not the PSN team they currently are having there own problems) they all were dumped due to the unit being down over 100 search warrants and the arrests were the same from the year before as well as gun recoveries. If your sole job is to write search warrants and get guns and you are not doing so (5 people on that team had not written a search warrant all year) you are gone! The department is just looking for reasons to put bodies back into the districts.

It looks like the Area teams from patrol are going to be a thing of the past and were not given any credit for what work that was done. And were only looked as a waste of manpower when the numbers were not there. TRU, MSF and GES all will stay as they made them the heroes this last year for the reduction in crime.

Sad state of affairs but many of those Area teams flet like it was all a god given right (PSN) to be there and were above everyone. Well welcome back to the real world you are no more important than the next guy.

What advantage is it to send officers that have given up their contract protections back to a district where their assignment is directed by contract?

These units are how the city has re-districted officers into the ghetto without political backlash.

What the city will do is ship inside people outside to encourage retirements.

I call bullshit. The OCD Gang teams were just assigned to their units (311, 312, etc) a few orders ago. The City would have to use coveted management numbers to reassign them to Patrol. On the other hand the Area Sat and Gun teams are just detailed from their districts, they could go back with no loss of management numbers from the City just by cancelling their detail. Going to be an interesting summer !!

Don't give up hope my good man! It's all legit and you just might need some more time. Either that, or you need to change the way you go about making arrests. At least once a week, play a game where you and your partner try to lock up at least ten drinkers in one tour. The detention aides will appreciate it since they need someone to occasionally interrupt there movies or video game playing.

To keep yourself motivated, do what I did when I first got the job. Put a pair of Dickie jeans, along with a Frankenberry sweater, on a mannequin, then put the mannequin inside of a clear glass case. Put the motivational piece in your bedroom so you see it every morning when you wake up. I left a Chicago bar next to mine along with a note that read: In case of making Delta Force team, break glass!

Once you make a team, even if its a crappy one like MSF, TRU, or saturation, you'll be so jacked up that you'll be happy to reward yourself with breaking the glass.

I say BS. MSF/TRU actually had an impact. As every large PD knows, having a large mobile force matters. Ask NYPD and LAPD, and guess what - the CPD has done it for 70 years.

Second, the captains get 5 inspectors spots, IF the city agrees to fill them.

This sounds like someone piecing together rumor, factoid and innuendo (maybe a pipe dream or two) and just making stuff up.

Although breaking up all of the different "gang" teams isn't such a bad idea.

Hey slicksleeves, it's always volunteers first, then it goes by reverse seniority, whats with you guys? you lose your common sense when you put on a shirt ans tie, guess what, the contract still applieed to you guys, deal wiht it. The furlough thing is defintiely grieveable though..

Guys, the gang enforcement unit is staying as is.

The other units that were already out there are going to be downsized due to the fact they are interrupting the operations of the geu...so says the commander

The area gun teams and midnight gang teams will go back to their disticts from whence they came

Way too many free floating guys out there for the geu commander.

MSF is going to stay as a bone to the new administration, but with a downsize and specific plan of action that will be used to enforce the disticts.

The geu is about search warrants, anywhere and everywhere. They need the ability to not have another city team intruding...it's hard enough dealing with feds.

TRU is the old admins baby, now that geu is up and running with enough manpower its day has come.

Guys, learn the job the old fashioned way. Deal with both good and bad people, it helps to be able to tell the difference.

Sorry for the news but this is what is in the bones.

There is a MAJOR reshuffling of manpower coming. Unfortunately for those that signed-up for the glory of being on an "elite" area team will have NO say-so as to where they'll be assigned. EXPECT TO WIND UP ANYWHERE MANPOWER IS SHORT, BOYS AND GIRLS. And that means any watch, also. Since you are no longer "detailed", but "assigned" to the area teams, you have given up your rights to get back to your district of origin.

Last night I picked up all the yellow crime scene tape we had used and put most of it in the trash. As I was driving home I got this 70's flashback of Tony Orlando singing "Tie a Yellow Ribbon 'Round the Old Oak Tree".

Maybe this should be a symbol we can use to show how disgusted we are with Jody and what he did to Bill Cozzi. We start taking the used tape, (used only, don't waste it and it's means that we did our job), and make them our Yellow Ribbons and tying them around everything, like the trees and lampposts around the stations.

We wear black mourning bands around our stars, how about yellow ones for bill. I hope that appeal works this week. If not, then Jody should start seeing them everywhere. Have them handed out at the St. Jude Parade like the blue ribbons we always get.

Somebody please bring this up at the FOP meeting tonight. Let all those spies there carry the rumors that there is a general revolt brewing.

Well, being on the Gang team and now in OCD, I would be very unhappy if we were placed back into a district especially if it were somewhere I wasn't familiar with or far away. If this is true and comes to fruition then I can see myself and partners happily doing absolutely nothing for the rest of our careers. I wouldn't like it but it wouldn't surprise me either. As for the clout baby inference, I have never been one and have always worked for what I got and that's what would make it worse.

The majority of decisions made from downtown rarely make sense, but this one seems a bit off. Considering J-Fed, Leo, and Downtown Brown just ran their mouths to the papers about how the new GEU and MSF are responsible in helping to lower the crime and homicide rates; it makes no sense at all to now disband them all. I can hear the questions from the media now, " Supt, didn't you just praise these units for helping to decrease crime overall and lowering the homicide rate? And now you disband these units? Does that mean crime rates will be increasing now??"

You're correct about the morale being in the dumper! Both F/2's that changed their furloughs because they don't like snow are worthless. Nothing like strong-arming all those other detectives for three periods on 1st watch so little Rhonda can do her memorial work. Really, is she that awesome? Don't know about MSF or the Area teams, but TRU just moved from 39th Street to the old 007th District at 61st and Racine about two weeks ago. Why go through the headache of a move to a new facility and then break up the unit? They may downsize or merge MSF and TRU, but I'd bet my life they aren't completely doing away with both units. Come summertime, they need a unit they can flood a district with after a 12 year old gets shot and killed. They need to be able to tell the media they have added manpower from outside units to a certain troubled district after a high profile murder, or a rash of shootings. If there are 300 people in TRU, and 25 districts with three watches each, that's about 4 added PO's per watch citywide. That don't do shit! They need to be able to send the TRU unit to a specific district.

To have a chance to achieve this mission, every District should be fully staffed.
After the Districts are fully staffed, then and only then should Officers be assigned to one of the Bitch Units.

Here's a suggestion: change all the call signs of these units to the 6000 series. SWAT could be um 66xx (A-G), third number is your watch. Do the same for Canine etc. Make it easier to know who's who when they come up on the Zone.

We don't need a large Mounted Unit anymore. We don't need a Marine unit, CFD and the Coast Guard can, and should handle it. We don't need a bunch of cops working nickle & dime street narcotics, looking like Pookie and Mookie.. We don't need anyone sworn as Police working in CAPS. We don't need a bunch of bodyguards for Mayor ?Shit-For- Brains. He can hire his own private security when he's outside of Chicago, and off-duty after work. We don't need patrol officers all trying to play Detective. We don't need female sworn, armed cops operating as full-time secretaries for some fat-assed bosses. We don't need Foot-men, Window Detail, etc;etc;etc. Bomb and Arson investigations should be handled by CFD . We don't need Area Gun teams, we need the ATF to do their jobs correctly in the City, as they are paid to do, not have us do it for them so they can then tie up the loose ends and take all the credit. The same with the DEA, the Marshals, and the FBI Task Force. Our manpower belongs here, working with OUR Troops, and backing them up, and protecting our personnel, not the Feds. And that mental Midget Daley, and his entire Cabal need to all retire, and-or resign. Further, all the City jitney Reverends and the Liberal Dunce News Media should just shut the fuck up and get the fuck out of the way of progressive Law Enforcement efforts by the brave and honest men and women of the CPD. Lastly, the bosses should all grow a set of Balls. Some have em, but are neutered due to politics of Daley and Co; The ones that have none should leave, and join the Fuckin Girl Scouts.

Now, word has it that 2 detectives went to the C/O, cried rivers and each had 1 furlo segment changed. Bypassing a combined total of 40+ people with more seniority than them!

Unfortunately, neither of these incidents harms me, so someone else needs to step up and file a grievance. This blatant violation of our contract has to stop! Let's just hope FOP takes a stand against this crap!

I call bullshit. The OCD Gang teams were just assigned to their units (311, 312, etc) a few orders ago. The City would have to use coveted management numbers to reassign them to Patrol. On the other hand the Area Sat and Gun teams are just detailed from their districts, they could go back with no loss of management numbers from the City just by cancelling their detail. Going to be an interesting summer !!

--And reality finally hit them with the retirements in January and the next batch to come in April. The mayor isn't hiring.

The point wasnt to put people in the areas or to keep you in YOUR district. The Need is in OTHER districts that no one wants to go to.

so how does the dept. circumvent the contract of bids, keeping you in a district etc...? They create an AREA team then when they assign you to it, which they recently did, they can get rid of these teams and put you where THEY need you. Make no mistake you will not be going back to YOUR district.

This was the perfect plan.

Actually, I think you may be wrong...They wouldn't be burning their management spots, look at what happened when SOS was dibanded. They didn't use management, they created a superbid as they would here if it were true, which I dont think it is

Bill's oral argument is this Thursday, 2/18/2010, in the Seventh Circuit Court of Appeals, which is located on the 27th Floor of the Federal Building at 219 S. Dearborn. The argument is set for 10:00 a.m., but with that start time probably will not start until later. (There are usually about 5 cases on the call starting at 9:30 a.m. and the fact that we have a 10:00 a.m. start time means that Bill's is one of last.)


The appeals court is the only courtroom on the 27th floor. It is open to the public, but the proceedings are more formal and legal in nature than the district court. Family, friends, supporters are welcome to attend. In my experience, attendance by supporters has no effect one way or the other. A recording of the argument will also be available on line shortly after the argument.


i did speak to Bill today. He seemed in good spirits.

Just by chance I logged on to my mortgage company web site and noticed that by payment went up by $100.00.

I called and was told that since our tax bills went up to 55% for the first installment, an increase in the mortgage payment was required to cover the escrow.

Just a bit of information for those of you that pay your mortgages the same way, make sure you change the amount paid each month on your auto pay accounts.

I heard that the LS story is for him to create an "elite" citywide unit witin GEU that specializes in his alleged expertise - search warrants. These teams would work citywide almost like the narcotic teams do now. He would keep 2 lts. and say 6 sgts and sixty guys, allowing the remainder of GEU to go back to the districts, enhancing patrol. MSF would remain but TRU will be elimiated, moving the "favored" cmdr to another pet spot. These moves wouldput about 40 more officers into the 10 bsiest districts. They're needed. Dugan's biggest problem, and Weis's too, is the backlog of routine calls in the busiest districts and no matter what units are going to be taking the disturbances and susp autos and other "regular" jobs. At least this is some of the info floating around in the real info centers of CPD, the restrooms at Homan and 35th St.

PSN teams are Fed money not the gun teams...

I call bullshit. The OCD Gang teams were just assigned to their units (311, 312, etc) a few orders ago. The City would have to use coveted management numbers to reassign them to Patrol.

Its like when one makes Sgt and puts on that white shirt, he or she immediately changes and they will run over anyone who interferes with them! All exempts know this and that is why they know if they dangle "CD" in front of most officers they will write tickets, ANOVs, bring in heads, whatever it takes to either get there or get back there! Just to let you know the gun teams are ot federally funded! PSN is only funded by the feds by there overtime which has been cut into only *hous a period per officer. So thats all the feds are paying for. The PSN program is on its way out. Every year the funding has gotten smaller and smaller. The FEDS do not need them anymore and can pay the ASA'S office money for the cases to be referred. Hate to say it but PSN is done.

Look at houseing. The city is still collecting money from the FEDS for the public housing units. IE look at the housing cars that are still up. The FEDS are paying for them as well as the CHA overtime.

It's never a good decision to violate our contract. Volunteers for midnights, that's just fine. But changing furlos for those with less seniority is a violation of the contract. Gang Enforcement Unit isnt going anymore. They have some of the best numbers in the city (guns, homicide arrests, search warrants) and the brass has given the GEU the credit for the reduction in homicides.
Lets face it, the gang guys and most of the guys in these units are the Type-A's. These are the type of people that would be working their asses off even if they were on a beat car on 1st watch anywhere in the city. They are not lazy people and don't cry and whine every day. These people did not make it to units by phone calls like most of the beat car "lifer"s claim. They got there through hard work. So, even if by some miracle these units do get dumped back to the districts, we all know that they will land on their feet and eventually be back to units or at least tac teams. Why? Because they are the 10% of the department that do 90% of the work. Thats a fact.
I am actually looking forward to Daley's consulting firm coming into the department to try to make it run more efficient. The truth will be seen and I'm pretty sure that the "inside" people will soon be outside people. C-ya.

No One seems to ask why there have promotions made of Sgts,Lts,Capts.
If you have less Indians why do you need more Chiefs?
Put them all in Cars & sign out ticket books & start being avaialble to answer calls & write paper if need be. They are still Police Officers arent they???

Amen, brother. Why do sergeants in the Detective Division feel they are entitled to a 20 hour work week??? Isn't carrying a sergent on the sheets who's actually in Las Vegas enough to get you dumped back to Patrol??? Actually, it should be enough to get you fired.

Guess they should be sure to turn in all the dets slips too then now huh? whiny bitches...

Patrol has many p.o.'s that were once on a team and it also has p.o.'s that never wanted or just never were able to get on a team! We are in this together...management sits back and laughs at the blueshirts going at it...hating each other. They crap on one of us they crap on all. Not so much the teams but some of the officers on those teams. I can only speak from experience but I have dealt with some tact officers who treated me as if I were below them. Plus, when those same officers only put in a 5 -6 hour day or go to court for 1 hr and treat that as a tour of duty, it gets old real fast.

The worst part is when they brag about it. Treat it as if they are owed the special treatment.

But the best part is when these same guys who flaunted the rules for so long get dumped back to the watch. The cry like little bitches.
