Police Budget

As rumored here a while ago, the budget has come under "scrutiny:"
  • Mayor Richard Daley today ordered a review of Chicago Police Department management that he said is designed to ensure more officers are returned to street duty.

    "There's a variety of things we're looking at in terms of management, but the key is police officers on the street," the mayor said at City Hall news conference.

    The police review came as the mayor announced a 6 percent budget cut for city departments, except for those dealing with “critical safety operations.” The cuts also will not affect “service delivery,” Daley said.

That probably means Gun Teams, Sat Teams, hidden teams, all headed back to Districts for a bit until something else is formed up. Super Secret Squirrel Nut Teams or something. We imagine they aren't going to touch all those people they just assigned to their Detail Units.

The Sun Times takes a swipe at Daley in their report:
  • Nearly 20 years ago, Daley spent more than $1 million to have a consulting firm study the police department, only to end up ignoring the most dramatic recommendations from the firm, Booz Allen & Hamilton.

    The report suggested altering police beats and shifting them periodically according to a formula that would take into account several key factors — major crimes, all crimes, calls for service and population figures.

    Booz Allen recommended closing seven police district stations, altering responses to 911 calls and ending a policy that allows officers to take to take up to 365 furlough and sick days off every two years.

As the last is a contract issue, we don't see that changing in the near future. The closing of stations is a political suicide mission no one will touch. The only realistic change that could be accomplished on short notice is the 911 response. We respond to way too many non-emergency calls as it is and generate too much worthless paper that could be done via 311. We can only hope they change something quick. Otherwise, we're in for a rough summer.

How about emptying out those bloated front office staffs,
bloated command staffs at 35th,
and bloated training staff at the Academy!

That will clear up several hundred officers and white shirts.

p.s. and no drivers for anybody, your old enough to drive yourself and required to have a valid license!

Or maybe it's those "the snowplow plowed me in last night and I can't get out of my parking space" calls (very popular right now - apparently these women think the big, strong policemen are required to push cars out of parking spaces).

Or could it be the anonymous calls about the barking dogs? Or the school wanting two six year olds arrested for a playground shoving match?

But the calltakers take 'em, the dispatchers give 'em, and off we go to solve everybody's problems.

Get these people back into patrol!

I like the idea of the sat teams and such but we really could use the bodies back on the watches and then they could still saturate the certain areas by getting on rapid cars and stuff.

I do admit though, those saturation guys do work in our area and are always around the areas they're supposed to be and it sure is nice having the backup seconds away when you need it. So thanks to you guys for the many times assisted me in the past.

Dear Mr. Daley: You ranted about saving dollars and nickels today in your press conference about wanting the Department to do a comprehensive study on its budget and deployment policies.

You can save a quick HUNDRED FIFTY THOUSAND DOLLARS by paying Jody Weis only for the job he is doing, since you snatched the OEMC job away from him immediately after he arrived here.

WHY are the taxpayers paying him twice what any superintendent ever got paid and he's doing only ONE of the two jobs he was contracted to do?

First the clouted house mice that are close with the brass aren't going anywhere. They will cry scared because they haven't worked the streets since they got off probation and their clout will write something saying. "how essential they are and that the dept. won't function without them inside." Second, no one gives a shit about the districts and 35th will continue to fudge the numbers making them looked more staffed than they are. If city hall wants to save money get rid of some of the exempt positions. There is no police department in the world with as many exempts as chicago. It's a JOKE!!!

Where has the $ been disappearing to?

The CPD is budgeted for 13,500 police officers but has less than 11,5000.

Honestly, most gun teams are useless.Coming in with one baggers and doing search warrants because they havnt a clue how to make an arrest.Meanwhile guys from the watch who deserve to be on a gun team cant make it. So they need to get rid of the gun and sat teams.Sat teams our basically old edge mission teams,everybody goes.But the real dealers and felons run free and wild.I blame management on these gun teams.They allowed these sgts to put all their buddies on the team who got taken care of and carried,you know who u r.U did what u said ,you rode it out til it came to an end.Ya screwed the guys that actually worked.Good supervising would have prevented gun teams from getting put back on the watch,Bottom line u cant let guys who came from slow districts ,or who were never the police run a great gig like a gun team

All details more than 90 days should be against General Orders!

If an Officer has to be detailed out for more than 90 days to a secret unit!

Then it would be a lot smarter to just assign that Officer to that unit and get off the District manpower where they are being double counted on the roster!

That would give a truer sense of how many Officers are actually and actively working the streets in a given District!

As it stands now, it is nothing more than a shell game with this Police Department.

It is as if you have the "un-clouted" working their asses off in the streets on the beats. Then you have the "anointed/clouted" Officers hiding in spots having 2 hours lunches and skipping out early and coming to work late and waiting to get promoted!

What the fuck is that?! Buehler anyone?!

Summer is coming and they see the writing on the wall. No manpower in the districts and they need people to answer 911 calls for service. It was only a matter of time people. No hiring means units getting disbanded and that personnel sent back to the district. Its all a numbers game. If the mayor is involved, it's past the point of police brass on the manpower shortage. Weis warned that he was worried about all the retirements and shortage of personnel about 4 months ago. Now the 55 and out, reality is setting in on the 5th floor. Those units are GONE with more to follow soon. Oh well nothing lasts for ever. Oh and heaven forbid a policeman gets killed with this manpower issue, then you may even see narcotics disbanded or cut tremendously.

This is straight bullshit. In reality, even if someone was hidden somewhere and at this point, I don't care how much everyone vents, we do not have hundreds of P.O.'s hidden anywhere, how many would it be, maybe 3 citywide. I am sure those 3 have cancer, a bad hip or something as that. You cannot downsize CAPS people, front office people, HQ people, Units or Districts any further! Just tell the truth and hire some more fucking police. We are down thousands and everyday more police retire. We have lost almost 300 police officers since 1 Jan 10. We have lost 29 mamangement people since 1 JAN 10. How about having Tracey provide you with the actual numbers we are down and publishing that! Look into that hidden Olympics money and hire some more police. It is as simple as that.

The city stopped hiring and started cutting back on the hiring of police three years ago. That means even if it were 2 classes a year, that is 300 police a year at a minium, times 3 is 900. Take out how many have retired during that timeframe and since Weis has been here, it is well over that number, you begin to have more and more negative numbers for the number of acutal police.

We don't have anymore police to put on the street Mayor Daley. YOU put some police on the street by hiring some fucking police!

I know where you can save your money, cut out these nonsense clout exempt positions where people are min charge of nothing. Most can be handled by a Lt or Sgt - Wedster, Tobias, Commander of Narcotics, Commander of IAD - do we really need commanders in these spots when there is a deputy or ADS directly above them? Fuck, Wedster is the Commander of no one, and Tobias is in charge of her! Time to cut some of the dead weight. In addition, look for a class or Lt's to go in by summer. The purge of Sgt's in the Sup's office is beginning so the merit promotions look legit. Agent zero Rayray of the policy group will be made SWAT soon and the sup's admin Sgt is being replaced by a Lt. Its all legit folks. Remember the PAX 501 where the Sup told us that task force spots will be filled by the best qualified in an open process? I guess he didn't mean asset forfeiture where he just transferred the husband of his policy group dolly. I guess open and competitive means for spots which he is not going to fill by clout. Once again, the lying backstabbing j-fed saying one thing and then going with business as usual. By the way rumor is the women's tactical group is still holding meetings and training on city time. I hear the IG's office is currently looking into this.

I think this is the absolute perfect time to try to get residency lifted. Guys, lets be honest, a normal raise doesn't look like it'll happen this year, so why not pressure the mayor into having the law changed down in springfield so we can live like normal citizens anywhere we'd like. This could be somewhat of a compromise.

Nothing will change. The 911 Center is the best PR machine that Daley has! He encourages the people to call 911 for ANYTHING and EVERYTHING! Kid won't go to school......call 911 and they will dispatch a car to chauffeur they little tyke to school.

Mama having her weekly meeting of the Oprah Book Club but live in boyfriend is drunk off his ass? Call 911! They will dispatch a car to not only escort him out of the house but take him to detox!

Your neighbor is snow blowing his sidewalk and the snow is landing on your property? Call 911! They will dispatch a car to not only stop him from doing so, but our officers will also listen to your reasonable request that the offending neighbor REMOVE the snow that is piled up on what in the warmer months is your front lawn!

Need to get to the hospital but don't want to be whacked with the transportation bill from CFD or a private service? Call 911! They will dispatch a car to pick you up and not only take you to the hospital of your choice but will also provide transportation service back to your residence!

Sorta reminds me of that Simpson's episode where Homer gets elected to the position as the head of Springfield's garbage removal service. He runs on the platform of "Why not have somebody else do it for you!"

On person still has to do all that crap work that the WS used too and downtown has added double the work. So now the "WS" does it AND the radios and you have one person doing all the reports and dealing with the idiots who come into the station! I hear 016 is the only district who follows this bull to the tee. Suprised the desk crews there haven't gone postal yet! This used to be a great job.

However, it does happen. In fact it just happened in 024 recently. The former commanders secretary, the 6 year wonder who, if you added up all her street time it wouldn't even amount to 2 periods, suddenly found herself being unceremoniously dumped back to the watch. Now, the powers that be weren't totally assholes........they put her on 2nd watch. But she has to work a rapid car ALL BY HERSELF! How long this will last will be anyone's guess. The last time this happened they partnered her up with another officer in the 10 sector. That lasted about 2 weeks.

A retired guy told me that they did a study a few years ago, and at that time the CPD was about 20% over in managment. Now they hired more bosses and they have less workers to supervise.
He also said some other retired guy can up with a way to save at least 5 to 10 million a year and Masters is just sitting on it.

The mayor would not discuss specifics, but said pension payments have to be retooled.

"There's a number of items they have talked about -- I can't go into them -- dealing, sitting down with all the contractual employees, and telling them that otherwise these pension funds are going to be in jeopardy. They cannot earn their earnings off their pension investments. People are living longer, so it's undo costs for pension funds, so that's what you have to look at," he said.

Why dont we shitcan the MSF and TRU and bring the 800 officers that are assigned to these units back to the districts.

Jesus! Is going back to the streets that scary for you? I hate to burst your bubble but there are hundreds of officers hidden. They are hidden in TRU, MSF, GUN TEAMS, as well as headquarters. The only reason a P.O. should sit behind a desk is he/she is limited duty.

The city oredered a similar study for the fire department over 10 years ago. The "TriData" report was released in June of 1999. All recomendations to streamline operations and reduce upper managment positions were ignored. Here is just 1 recomdation from page 22 of that report. "Recomendation 2.2: Eliminate the four Assitant Deputy Commisioner positions. In addition to eliminating an unnecessary level of bureaucracy, it will save about $500,000 in salary,benefits, and cars, and it will strengthen the other managers below that level by restoring and raising expectations of them." What did the CFD do with that recomendation? Create ANOTHER Assistant Depity Commisioner position!

Here we go again.

Old & retired is always amazed at the "bosses" thinking that they can take working units ie a gun team ,for example, who might be trying to make actual street stops during a tour and split them up.
Remember, one or two stops a night are not bad in this non-contract
climate.

The past thinking was take two "working partners" split them up and toss them into two "dog" units aka non workers.

The thought was that now the split working partner will rub off onto the dog partner and VIOLA !!! Two working units where there once were only one.

Sorry.

History shows that without a good partnership there will only be zero working units in this scenario.

Old, yes, retired, yes, but some things never change...workers like workers.
Dogs will be dogs.

Too many "bosses" have lost good units buying into this faulty line of leadership, right masters?

I wonder why , at least in my history on the dept, no one EVER asked the worker doing the job sucessfully, what he / she are doing to manage that well.

There was more than one study and they all found that certain positions should be civilianized and there should be cuts in the exempt ranks.

In every other business, in the history of businesses, in the entire world, employees get paid commensurate with their duties.

You don't pay a fry cook what the manager of the restaurant is getting paid..... unless you're in Chicago, a relative of a boss or some political golden child.

The 20 year-old Booz Allen study was requested by city hall during contract negotiations with police officers. The city hoped the report would say that patrol officers were overpaid for the work they did compared to the private sector.

The study was tossed out when it said that police officers were in fact UNDERPAID for the amount of work they did. The study noted the massive amounts of 911 calls in addition to the on-view police action that officers took on any given day. The study also said that many of those 911 calls were a waste of the officer's time and police officers should only respond to emergency calls.

The study suggested that the real money could be saved by getting rid of unneccessary, redundant levels of supervision. In particular, the study said the position of "Field Lieutenant" should be eliminated because his duties were no different than a street Sergeant.

Twenty years later, not only do we still have Field Lieutenants, but we also have hundreds of additional supervisor and exempt positions creating even more redundant levels of overpaid supervisors.

So, now its time for another study?

Honestly, most gun teams are useless.Coming in with one baggers and doing search warrants because they havnt a clue how to make an arrest.Meanwhile guys from the watch who deserve to be on a gun team cant make it. So they need to get rid of the gun and sat teams.Sat teams our basically old edge mission teams,everybody goes.But the real dealers and felons run free and wild.I blame management on these gun teams.They allowed these sgts to put all their buddies on the team who got taken care of and carried,you know who u r.U did what u said ,you rode it out til it came to an end.Ya screwed the guys that actually worked.Good supervising would have prevented gun teams from getting put back on the watch,Bottom line u cant let guys who came from slow districts ,or who were never the police run a great gig like a gun team

J-WEASEL Weis was NOT hired as the Superintendent of Police and the Executive Director of OEMC.

J-FOOL Weis was hired as the Superintendent of Police and as the Chief Public Safety Officer for the City of Chicago, the phony baloney job duh mare originally created for Cortez Trotter in order to keep Trotter on the city payroll and simultaneously allow Trotter to collect his city pension, which added up to a cool 1/3 million dollars a year for our "leader", J-GOOF Weis.

Essentially, this meant J-FED Weis reported to himself because Police, Fire, OEMC and Health all report to the Chief Public Safety Officer, however, when duh mare moved Orozco over to OEMC, he realized that it was very foolish to have Orozco, an urban public safety expert, report to J-TOOL Weis, a professional goof with no training in urban public safety.

The end result? J-TURD Weis kept the money because he had a contract and Orozco got the problems of being the Chief Public Safety Officer without the money or the title.

Your beef that J-POS Weis was hired for two titles and is NOT performing in the two titles, is founded in fact, except, the Executive Director of OEMC was NOT one of the titles.

Anyone that thinks we are understaffed is crazy. People are buried in inside spots that should be done by civilians or at least someone with 20 years on. How many people with less than ten years on have inside spots? Caps offices and Commanders offices are overflowing with P.O.'s. Desk crews are still at least 5 deep. And the biggest drain is MSF or TRU. They totally do the same thing. It would be nice to hire more P.O.'s but it aint gonna happen. Hey Dugan do a head count on the amount of P.O.'s that never work the street im sure its over a thousand.

Time to rearrange the Detective Division while they're at it. The south and west sides need help, while the north side is overloaded with do-nothings. And who needs lieutenants and sergeants in SVU? An SVU lieutenant with a take-home car is the biggest joke on the CPD. And we don't need any more sergeants who split their tours of duty. A five hour day is overtime to a lot of these useless supervisors.

Thats a lie, they fucking work for Dugan. I met the sergeant in Dugan's office January of last year. I work in the building and was on 5 when I saw him come in with 2 guys. After I was introduced, he told me what he did and who he worked for! They may be assigned to Detached Services now, but he worked for Dugan then. He was coming down to see Dugan because he said he had not had the opportunity to personally congratulate him!

Dugan is full of fucking crap and you know it!

ASA won't approve charges without state hard card. Today is a holiday, weekend Sat & Sun, Mon holiday. Can't get anything from the state (many calls made) until Tuesday. Sex offender back on the street RWOC.

A Chicago police officer who had avoided being fired in earlier alcohol-related incidents has been found guilty in a 2008 attack on a couple at a Niles bar and given two years probation, court records show.

Officer Gerald Callahan was found guilty of battery Thursday for punching a 61-year-old Morton Grove man and a 50-year-old Niles woman May 17, 2008 while he was off duty. He was sentenced to two years probation, fined $1,325 and ordered to perform 60 days of Sheriff's Work Alternative Program service, according to Cook County court records.

Skokie Branch Court Judge Garritt Howard also ordered Callahan to take anger management classes, undergo alcohol counseling and attend Alcoholics Anonymous meetings, according to court records.


How many PO's get 30-pending three times and beat it? I can count at least 4. If you're juiced up you can do anything while some poor working stiff NO-CLOUT copper gets terminated.

We are our own worst enemy. Instead of bitching and moaning, why can't we all get together. All of the above posts make a whole lot of sense. And finally nobody saying "answer the radio and nothing more". How about we all stop trying to clear the backlogs and race thriugh paper. Instead handle each job as you get it without shortcuts.
You stop someone with no license, arrest him. Domestic, write the paper and make an arrest. Burglary, actually tour the area. Unlicensed street vendors, write anov's. As you are patroling your area and you observe a violation then stop and do something.
If everyone went in with half of the arrestable offenses they observed in their tour the system would be so overwhelmed that the city, cpd, and 911 would be forced to address the manpower issue. We are making a broken system work by rushing through jobs, putting on blinders, giving passes because "you only go in with part 1's". Make the system work the way it should. If we get flooded with 6 page backlogs instead of 2 page backlogs then somebody will get called on the carpet. If the media gets wind of 12 hour old shootings, robberies, batteries then maybe someone will start hiring P.O.'s and bring us to full strength.

You do not need a change in state law to allow you to live outside the city, just the Ok of the mayor. The state law prohibits the FOP in Chicago from making it mandatory topic of barginning as it is everywhere else in the state.

I know first hand that the 311 system isn't working the way it's supposed to. There's plenty that they should be handling that they aren't. I work the desk and I can't tell you how often they transfer people to the desk instead of simply doing their job. If the 311 system ran the way it was designed it could eliminate some of the nonsense that bogs down 911 and overstretches our ever shrinking resources.
I know there are some conscientous people at 311 but there seems to be plenty of lazy dog asses that are simply looking to pass the buck and blow things off.

Not a cop.

IMNSHO, having uniformed offciers in marked cars out on the streets is far more important than having some specialized gun, or drug, or gang team.

Get everyone out on the streets in a marked car. If you run out of patrol cars, take some of the unmarked cars and get them makred and put warm bodies in them.

If you still don't have enough cars, put two cops in the same car. Or on a bicycle. Or walking a beat. Or on a horse. Or a mule for that matter.

The key is to get as many uniformed cops on the street as possible.

None of these special teams has had all that much success in reducing crime anywhere they have been tried. About the best they can claim is they moved the crime from one area to another temporarily.

You really want to see results, it is going to take cooperation from the SA. The SA is going to have to agree to prosecute the more serious offenders for anything and everything and get the maximum time.

That may well mean they have to pass on bums pissing in alleys, or minor drug busts, or whatever other minor crimes they have to as a way of putting the really nasty guys away.

No more plea bargains for known gang members. Make them go to trial, and ask for the maximum in every case.

If you have to, hire more public defenders and magistrates to take care of the paper shuffling so judges can hear real cases.

How bout this. 20 and out at 50% city pays half medical as a voluntary option. After 20 years I doubt the production of the average cop is very high. This allows officers to persue other career options while still young enough. If you want to stay and max out you still can. Just a wish.

I was listening to the Roe CONN WLS-AM 890 radio show at a friend's home this afternoon.

Mr. CONN announced that after 3:30, his guest would be CPD Supt. Jody WEIS.

In an earlier program during a WEIS interview and despite the fact that I was the first caller, I was disconnected.

I just spoke to Mr. Jock ATBLADE, the executive producer for Mr. CONN as well as "Adam". I advised them that contrary to the cordial tone of prior CONN-WEIS interviews that WEIS is despised by the rank and file of the CPD and is widely regarded as a sadistic, psychopathic, shameless careerist and a pathological liar with neither integrity nor leadership qualities.

"Adam" asked me to be more specific. I informed him of this SCC Web site with an estimated 10,000 visitors daily. I told him that rigged CPD promotions and assignments are NOT transparent but rather clandestinely based on CLOUT, cronyism and nepotism with no criteria for genuine excellence.

I cited the WEISel's politically-motivated role in the imprisonment of scapegoat William COZZI as well as the UNANIMOUS "no confidence" vote by FOP reps. WEISel also reneged on his "promise" to leave the CPD if he adversely affected morale.

Heard that the range is going to be about 1.2 million rounds short on ammo this year.
Seems that the city decided that we could do with less.
The academy range put 1.5 million rounds of ammo in the annual budget(same as they have for the past several years).
City Hall decided to cut that down to 300,000 rounds of ammo!

Why are there exempt commanders of admin units with only a few employees? What skills do these exempts have that require that pay level? What do they do that they can't do as a Lt?

These spots are all political favors? They are historical from day one. The mayor has perpetuated this in all city departments, and now he points fingers at all department heads as if they created this patronage mess.

--I don't have a problem going to a job and telling the caller they have to call 3-1-1 to make the report.

There are way too many specialized units who use up way too much manpower on the few arrests they make.

Policing is about more than "good" arrests.

Policing is also about having the manpower to create presence and assurance that any problem can be combated at any time.

Getting large amounts of narcotics from one bad guy is a good thing. But too many times there are too many police involved in this "good arrest" and they stay down it for far too long. There are also too many officers who are only peripherally involved in these good arrests who work full time in these specialized units.

A "better" police act is dealing with a large mob drunk on the street that challenges the first police car that arrives. Effectively dealing with that crowd may result in lots of mediocre even meaningless arrests, but over time it would shift the balance of power back to the police and away from these shitheads looking to hit the ghetto lottery.

That kind of response will do a lot more to make this city safe than taking down gangbanging dope dealers one at a time.

Word from a reliable source at the Hall is that the Police Department's Command Structure will be "restructured" once again. The Hall will undue/eliminate/shift some of those big exempt spots that they created to appease certain political organizations and/or ethnicities. They are also not intending to not fill McCotter's and a couple other soon to be vacant exempt spots. Some district Commanders will be asked to retire or face demotion (Bobby Lopez and a couple of others).


McCotter was a great policeman and a great boss but stepped on himself by snapping the picture at the G20 Summit. Just plain Stupid but I hear his suing the dept.

To bad for Bobby, he's a great guy too but stepped on his Johnson by organizing some new bullshit Hispanic organization along with all the Hispanic Clergy and Politicians to protest on his behalf against the Mayor.

I was supposed to be sent to a camp in WI but was sent to this dump which is over 1000 miles from home. The food is nasty, and the living conditions are bad. It is very crowded and very noisy. There is no privacy either. The inmates are all animals and gangbangers. Most were at other prisons, but because of good behavior are sent here. All are from the South—I am the only person from Chicago and the only cop here. Most of the inmates know I am a cop and most do not talk to me which is fine because I do not want to associate with them.

No one so far has bothered me. The staff is not much better, as they are all hillbilly rednecks who do not like people from Chicago. My appeal was filed on 13 Oct 09 and I pray this conviction gets overturned and I go back to work. I was in 025 and had over 15 years on. I want 5 more so I can retire.

I do not get any Chicago news down here, just hillbilly news of the South. Despite the fact that Chicago has its share of problems I still believe it is the greatest city in the world. It is still pretty safe and it has the best restaurants and the best-tasting water in the world.

I read the New Orleans paper and that is one f-d up city. Please stay with the CPD (I was thinking of early retirement). It’s still a great department to work for….it’s people like you and countless others that only reinforces that. You are a __________and that is a great position.

There are a lot of persons unemployed, also the prison I am in, these animals have nothing, no education, no home, no friends, and will probably end up in prison again. My lawyer filed my appeal on 13 Oct 09 and we are hoping for a favorable ruling. Also, my brother talked to the FOP and_____________. Tell everybody that the FOP has been really great and 100 percent supportive of me. As far as sending things, no food, all you can send me are books, magazines or newspaper, but the newspapers have to come from the publisher and so do the magazines and hardcover books. I love author John Stanford or Nelson Demille, and Lee Childs. I would love to get the Chicago Tribune, even if it’s only the Sunday edition. But _______, it might be expensive so if it is do not send it, save your money. If there are any costs, you can contact my brother______and he will reimburse you.

I was in the Air Force Reserve and I was on active duty after 911 guarding airports with the Air Force security forces for 14 months. I retired in 2004 when the unit moved to NC, but still miss it. If you want to visit me I would love that, but this hole is in the middle of nowhere. It is a 4 hour drive from New Orleans airport. I will send you out a visitor form that you have to fill out and send back. Visitation is only on the weekend.

As far as books, I do not need anymore, but I would love magazines such as Popular Mechanics, Running, Bicycling or gun magazines or the USA Today newspaper (he’s currently being sent these by myself or others).

Was on the Dan Ryan the other day and a CARAVAN of Blue Lights (SUV's surrounding a Black tinted window VAN) came charging/sirening up the JAMMED expressway FORCING us to part and almost hit while the AIR HORNS blared amongst the deafening sirens in the wintery week day!

I along with many drivers tried to accomodate the emergency "thing" thinking there was a SWAT emergency or BOMB SCARE somewhere I almost cut into the lane next to me as the "crazed blue light emergency THING" approached my location on the JAMMED expwy! Well as it drew closer and muscled its way "IN" fromt the entrance RAMP on the left going Southbound only to to continue to MUSCLE its way to the next ramp ( I believe Roosevelt or Taylor exit while reaking havoc on the JAMMED e-way I realized this was some sort of "ESCORT".....WTF?

The first SUV said LEAD on the beat tag the next said LEAD1 then the VAN then the tail car was the LEAD2....AGAIN ....WTF?

As I observed this closer I merged back at the LEAD car by "accident" of course...only to get the GUY..M/2/50's, Gold Leaf in the front passenger seat (wearing glasses) flipping out and waving his arms at me while I pretended not to see him...THE STRESS look was priceless!

Then they made this DIAGONAL move on the JAMMED expressway instead of taking SIDE or main streets for everyones safety and stress level to remain reasonably sane!

AGAIN WTF?

Any IDEA what the HELL that was anyone out there?

As I headed down to 35th st. in the JAMMED traffic I noticed all three vehicle get off at 35th st. ahead of me....

WAS THIS JODY or MASTERS being transported about? Just asking..

Can you imagine CPD with even fewer hiring standards and reduced to $12.00-$15.00 per hr security with no benefits?

I work the desk and I can't tell you how often they transfer people to the desk instead of simply doing their job. If the 311 system ran the way it was designed it could eliminate some of the nonsense that bogs down 911 and overstretches our ever shrinking resources.
I know there are some conscientous people at 311 but there seems to be plenty of lazy dog asses that are simply looking to pass the buck and blow things off.

Was on the Dan Ryan the other day and a CARAVAN of Blue Lights (SUV's surrounding a Black tinted window VAN) came charging/sirening up the JAMMED expressway FORCING us to part and almost hit while the AIR HORNS blared amongst the deafening sirens in the wintery week day!

I along with many drivers tried to accomodate the emergency "thing" thinking there was a SWAT emergency or BOMB SCARE somewhere I almost cut into the lane next to me as the "crazed blue light emergency THING" approached my location on the JAMMED expwy! Well as it drew closer and muscled its way "IN" fromt the entrance RAMP on the left going Southbound only to to continue to MUSCLE its way to the next ramp ( I believe Roosevelt or Taylor exit while reaking havoc on the JAMMED e-way I realized this was some sort of "ESCORT".....WTF?

The first SUV said LEAD on the beat tag the next said LEAD1 then the VAN then the tail car was the LEAD2....AGAIN ....WTF?

As I observed this closer I merged back at the LEAD car by "accident" of course...only to get the GUY..M/2/50's, Gold Leaf in the front passenger seat (wearing glasses) flipping out and waving his arms at me while I pretended not to see him...THE STRESS look was priceless!

Then they made this DIAGONAL move on the JAMMED expressway instead of taking SIDE or main streets for everyones safety and stress level to remain reasonably sane!

AGAIN WTF?

Any IDEA what the HELL that was anyone out there?

Just curious....

As I headed down to 35th st. in the JAMMED traffic I noticed all three vehicle get off at 35th st. ahead of me....

WAS THIS JODY or MASTERS being transported about? Just asking..

This is one of Obama's Czars coming back home to Chicago and utilizing the pomp and prestige of Daley's President. These fucks demand to be treated like royalty at O'Hare upon arrival. They must be greeted by a Sgt and a couple of blueshirts to show their position and status.

Hard cards from the penitentiary should be on line but they are not. ASA's in Felony Review usually demand the last hard card or they won't charge. Penitentiary offices are closed on weekends and holidays, So, RWOC is the norm.

The one who is trying to sound like a hero in this case is you slick. If I had a dime every time some internet police hero came out with the ol' "put my stats against yours" line, I would be rich.

You have no idea who you are talking to, have no idea what kind of "stats" they have, and you sound like a hater who couldn't make it to the sat team so are bitter about it.

You have to be a hairgel, because I for one don't want the sat team. Neither do most people I know with time on the job.

So take your stats, pretend that they actually matter, and chill out before you give yourself a heart attack before you hit 30.

Those Paramedics go to a lot of jobs where the baby's mama just wants a taxi to the hospital or it's a drunk taking an ambulance an engine or truck and 7-8 or 9 personnel. The calls may come in vague language and/or there is no available ambulance close so we check it out first. Paramedic is a real heavy duty burnout job an I respect the hell out of them.

They cannot really reorganize the police department because it would infringe on the patronage system. It is all about keeping control and having " their" guys in position of power. Control the exempts and you control everything.

Child sex offender arrested for not registering. Six previous convictions for not registering since 2001. Offender released from IDOC in Dec '09 for failure to register weekly. ASA won't approve charges without state hard card. Today is a holiday, weekend Sat & Sun, Mon holiday. Can't get anything from the state (many calls made) until Tuesday. Sex offender back on the street RWOC.

Apparently you dont. You still need the hard card regardless to verify whether or not dude registered.
