Shortage About to Get Acute

FOP says they've passed the magic number of 130 officers putting in retirement papers for the "55 and out" package:
  • Phase 2 of the premium free healthcare benefit at retirement required that at least 130 members apply for retirement in order for any member to enjoy this benefit upon retirement between April 1 and December 31, 2010.

Today, the Lodge was notified that the 130 application threshold had been surpassed. Any member who submits a retirement PAR by December 31, 2009, with a retirement date of April 1 through December 31, 2010, will now be able to take advantage of this benefit. The member must have reached his 55th birthday by the requested date of retirement.
Since the first 130 have taken the first step, we expect a sizable number of the other 1,000 members eligible for retirement to take the plunge now. We could see one of the larger retirement years in recent memory in 2010.

We might also see one of the lowest hiring years ever. Whether this puts a strain on the pension or manpower shall be answered in short order.

It's down right scary how very few police officers there are now and even more so in the near future. Some news media types need to crunch some numbers and start asking questions about the shortage. The city should at least be putting few new classes of police through the academy to keep up with the mass retirements.

Sorry to inform you of this but these guys will not be leaving in droves until 2 things happen, #1 first and foremost, the contract gets settled. #2 its a decent raise and I'm talking at least 16% over 5 years otherwise these "older guys" arent going anywhere. You might get the usual 100-120 retiring the following year but thats no big deal because thats just the normal number which would have retired anyway. These guys eat up a decent amount of special employment and make over 100-110k a year. They might not be ready to give that up and be put out to pasture especially with 4-2 starting next year. Some people might be unpleasantly surprised at how few of them leave. The economy is still in the tank and everyone is well aware of that so the "mass exodus" might not be taking place anytime soon much to shortshanks dismay. We have a few dinosaurs in our district and they've stated explicitly they're not going anytime soon and they are maxed out. When asked why they choose not to retire they stated "what am I going to do with myself?". I'm curious to see what happens.

But 86 are in the academy and I am hearing rumblings that the Department of Aviation will be eliminated and that about the entire class of 86 is slated to go to that high crime area of.... O'Hare Airport!

Why you might ask? Who gets to go there now? Those with clout and those with lots of time? No.

If the City can put brand new officers there it will be quite a while before they figure things out and become difficult to supervise. Unlike the average 30 year PO who has heard all the bullshit many times.

That would save all the clout heavy PO's from using their phone call to get to the airport and save the exempts from tap dancing around and using up their favors.

If true, it is just a back door way of negating the use of seniority in movement to a plum assignment traditionally with tons of overtime.

So Maurer complains about lack of manpower. Mayoral Kiss Ass Andolino gets Maurer dumped next day and now they want to put a whole class of PPO's into the airport. Nice compliant obedient"yes sir, no sir" PPO's.

That's because they sure don't need those PO's in 010 or 005 or God forbid, 003.

Tanked ecomony or not, a lot of people in this Dept. will be on the move, and soon. Lots of jobs opening up across the country AND in Chicago for people with good education and supervisory experience. WEISel/Masters have wrecked this place good, and a lot of good people will bail, and soon.
Look for several of the high command to leave soon as well.
Lots of exempts are tired of being passengers on this rudderless ship, and the prospect of giving back a month's salary next year isn't very appealing to any.

When a person makes the decision to retire, that is an entirely personal and serious decision. No one should be critisized for staying on the department and working or pulling the pin. Each of you will face that decision some day, so maybe you should not call people " dinosaurs". I once asked a friend of mine who announced his retirement as I thought he still had a lot to contribute, and his reply was, " someday you will wake up and not want to do this anymore. The pay and benefits will not matter". I now know what he meant.

Let’s see. If you are at 75% and you stay let’s stay another year past that you push the Cost Of Living Allowance (COLA) back a year which is 3% year after you a retired one calendar year. So unless you get a 4% raise or higher for the extra year you stay (75% of 4% =3%) you lose money on your pension every day you work past max.

P.O.’s are just like the rest of the population. Most people do not like change. Most coppers are not mentally prepared for retirement. But if you talk to 100 retirees that worked past max 99 of them will tell you they should have left earlier. The 1% who worked to the last day and never had a life to begin with. I look for Jan 2011 to be the biggest retirement month in history, because most are not able to click that mouse and make the decision. Kind of sad that indecision costs them every day they wait next year for the contract when staying hurts rather than helps.

When guys hit 60 or even in their late 50's, they basically are not in a hurry to retire for three reasons.
1 They dont want to and dont know what to do with their time
2 They cant afford to
3. They have kids either in college or getting ready to go to college

It kills me that these fucking stupid aldermen are complaining that the police budget is being stress because there have not been as many anticipated retirements in 2009 as they thought.

There have been far more retirements than new hires in 2009 AND the police department is not operating even at the levels authorized in the 2009 budget.

Yet, these asinine aldermen still continue to spout their crap and further alienate the police department.

That do not have a fucking clue what outcome there will be if they fuck with the contract. They cannot read the signs of the times enough to know that they have a department on the verge of revolt and that though for the most part cops are hard to rally in a unified force, things are only a spark away from that happening, e.g. try no raises for the police and the continue lack of City Hall support.

Make the people on the desk do the line ups and the A and A's. Eliminate the mass transit section (make it all special employment). Eliminate the detail section ( make it all special employment). If you are maxed out with 29 years and a day this is great. You go out with 75% of your salary. Also you do not pay 3% state income tax on pension income in Illinois, no more 1.65% for insurance on a family plan, and no more 9% into the pension. That right there is an additional 13.65% you get on a pension check that you don't get on your check now. You would be living really on 88.65% of your salary. Many guys put 5, 6, 8, 10% into deferred comp. Take say 5% you would no longer be paying into deferred comp and your are at 93.65% of what your check used to be while working.

Well buddy you are quite wrong. The coverage one receives at what was 60 and out, and now at 55 and out is a continuation of the same city plan that active P.O.'s are in. It does take about a month or six weeks for the coverage to change and become effective, but if you have any out of pocket expenses you are reimbursed. If you retired before sixty and are in the retiree plan, you are probably, at least mostly correct. That would put you in the retiree plan, with neither spouse yet Medicare eligible. Relax, when you hit medicare age, the cost will go down significantly, and the coverage is great.

The whole point of this is why the paid hospitalization at 55 is such a great deal.

So we are trading any raise and retro for this?Big mistake

Typical dumb fuck respose to a topic on this site. Get a clue asshole, the city agreed to this because it makes sense to them fiscally. I wish people would pay attention to what is going on with the important issues within the department. Instead of going through life ignorant of things that they should be paying attention to.

"hmmm, 130 plus gone maybe 1000 more. 86 recruits going into training. not good."

Shouldn't matter to us. You can only handle the jobs one at a time. This should concern the citizens more than us.
