Pension Money Questions

FoxNews did a piece on how a secretary for the Pension Board is going to law school on our dime. This would appear to be another expose launched at the behest of the newly elected Patrolman's Representative, Mike Shields and it's starting to get noticed:

    Last month, our new pension trustee Mike Shields tried to get rid of an investment manager that has lost nearly half of a $50m investment. He lost that battle. This month, he tried to stop the pension fund from paying for law school for the "Executive Director's" personal secretary. He lost, but at least he's making some waves and shining a light on the BS. There are four trustees that are/were the police. Why don't they all vote for the right thing? And, who exactly is the secretary's clout? Answers, anyone? It must be good.
There's plenty of corruption surrounding anything that has to do with this city. And all it takes is a few people willing to rock the boat.

Brother Officers;

We are going have to watch out for Mike because he is in uncharted waters. The pension board is another cash cow for the city and a playground for its officers.
Mike is shining a light on the underside of a large rock and is disturbing the nest of vipers that inhabit it.
Soon the city will find a way to discredit Mike and try to hurt him any way they can.
Thank God for a guy like Mike because when the hair Geller's try to retire they will be surprised to find the pension money gone!

For the last 25 years that I can remember, the pension board has been controlled completely by the city. Anyone that stands up to their nonsense (Miriam Santos) gets destroyed.

This officer hit the nail on the head. Why the hell can the pension board get away with this? This is the money I'm retiring on. It's coppers money, not the pension boards to do as they see fit.

He's got some big balls. Good for him.

It's amazing that after an IOD injury, it takes the pension board 3-4 months to award even a 50% ordinary disability pending a hearing, which takes another 2 months and in the mean time you have absolutely no income and Gallagher's dim wit secretary and dim wit is being kind, because half of the time she doesn't submit your paperwork to the board and you then have your hearing postponed for another 30 days is going to law school compliments of our pension fund. Okay, the the Police Dept. should pay for me to go to school for veterinary medicine, instead of a criminal justice degree. Thank you , Officer Shields, I'm glad I voted for you!

This guy may, or may not, come across as a "self promoter" to some but remember, he is trying to PRESERVE and PROTECT OUR MONEY!

How many of you have ever even been to a pension board meeting or an FOP meeting in your careers?

I'd guess less than 30%. Hell,we can't even get half the membership to take 30 seconds to drop their, pre-addressed, election ballet in the mailbox to determine the future direction of our union or fraternal organization. (take your pick). I know most of you just like to split hairs here!

Back to my point:

This guy Shields (whom I've never met) called out Huberman on his attempt to profit at our expense.

Attempted to fire a politically connected Investment broker who has done nothing but make us "Broker" financially speaking.

Now this.Identify politically appointed assholes who are so arrogant that they use OUR pension fund as if it's their personal piggy bank. Fuck them.

We have plenty of coppers paying for their own childrens higher education.

This secretary can:

#1)take out student loans (as most of us did)when we were in school.

#2) ask mommy or daddy to help her out.

#3) have her "sugar daddy" Gallager
write her a check drawn on his OWN account, NOT OURS!

I appreciate what this guy Shield's has had the balls to attempt to accomplish on OUR behalf. I'd rather pay a few hundred a month for a loop parking spot to give him the flexibility to closely watch OUR money. THAN THE ALTERNATIVE, WHICH IS PAY ALMOST A $90,000.00 for some patronage hack to get a legal education at our expense, only to than go work for LOEVY & LOEVY, or Khulis and associates, or some other such police hating entity!

From the pension fund's web site they list John J. Gallagher, Jr. as Executive Director and Karina R. Fruin as Executive Assistant. I presume she is the one getting the law school tuition paid for.

I don't know who she is related to or who her clout is.

Check this out,

Northern Trust which manages the distribution of our Pension Fund to retirees recently had a big party in LA . Their clients from all over the COuntry were flown in on our dime. Can you see if any of our pension board members were invited or attended? How about the members appointed by the Daley machine ? How about other pensions? See what you can find out, they manage Billions of our Money? Se if any of them went in the past ? So whoever hollered about Mike looking for free parking that is pennies compared to what is being stolen by Firms that lost more then the national everage in th elatest downturn of the stock market. Oh yeah but dont forget the president of that firm is a basketball buddy of president Obama, so the machine ( Daley ) dictates that we must give that firm our money to lose. Keep up the good work

Sorry guys. Have to challenge this one. We here on the CPD have a benefit, as do many City workers, called tuition reimbursement. We got to school, we get reimbursed for tuition at
just about any accredited school or college. And we can obtain degrees in a variety of subjects, not pertaining to this job. I don't see a problem with a secretary (probably not a high paid one) having the benefit of going to school and getting the tuition paid for. Would any of you want to be a secretary for the rest of your lives? I didn't think so, at least not if you earned what a civilian world secretary earns (a whole lot less than a sworn officer who is the Exempts of W/C's secretary, I can tell you that!). I don't have a problem with Shields being on the Pension Board at all, but I'm sure that the longer he is there and learns his way around the place, the greater the chance that he will discover and sound the alarm for "REAL FRAUD" there. This isn't it. If any of your daughters could obtain a job there as a secretary with the benefit of receiving monies to continue higher education, the line of daughters of POs would stretch for blocks! I'm no fan of the media, but as Yellen pointed out, this is a benefit that exists in many, many organizations of this type.
Let's not make this out for more than it is.

A friend of mine works at the pension offices and relates this account. After his few seconds in the lime light, Gallagher was throwing things around in his office and using words that I haven't heard since I was in the navy. He physically broke things in his office.

Mike is getting to them!

Thanks Mike. There were guys who had some stuff to say about him before the election. He has proved himself more in the little time he has been in than any other member. Politics as usual until Shields showed up. Shields, let us know at the next election who we should vote for and get these other hacks (I think one of them is a household name there) out of there so we can watch our money. A friend of mine who is a retired PO and is also an attorney just submitted a two page letter to the G requesting an investigation of the irregular handling of our pension funds.

He cited case law and a few "interesting" situations that were never properly resolved. Stay tuned!!!

Hopefully there will be a few NEW names on the doors at the pension board.

If it's the executive directors secretary, then the executive director should be fired. But he's probably some Daley machine hack that can't be touched. They'll go to bat for him but not for making our pension solvent. If enough heat gets on him Daley will fire him or have him step down.

Collectively they're just craven and wretched co-conspirators with the mayor in insuring the membership is continually walking backwards in tangible & recognizable wages & benefits. There is no one in the union or at city hall with the mental acuity to "think outside the box" (my favorite mayoral quote) for the benefit of the membership.

I guess "thinking outside the box" is reserved only for the current massive sell-off of municipal assets, screw the people who are charged with keeping this city from cannibalizing itself. (LOTS of little birdies chirping about a possible multi-billion dollar lease of Lake Shore Drive... wouldn't that be funny, between $5 & $10 to get on LSD for the next 99years? the mind boggles).

First of all Mike should get a paid parking spot. The city appointed trustee’s spots are paid for with your fund, but not the elected trustee’s.

Second, when the pension board was offered the land across the FOP dirt cheap, the city appointed trustee’s didn’t want to move the pension board office, because it was too far for them to travel from their downtown office once a month. When someone brought up the point it would be ideal for the FOP, Credit Union, and Pension Fund to located so close together, a Senior City appointed trustee made the argument that we had a star, and that we could use public transportation free. So they opted to rent for millions of dollars. Had they taken the land offered them they could have built a smaller office and not have spent a fortune on rent and remodeling. They would have had free parking for all the trustees and YOU, and eventually the note on the building would be paid for.

But, it’s not about making life easier for the retiree, disabled officer, or about saving the pension fund money, it’s the comfort of the city appointed trustee’s, Kugler the pension board attorney, and of course Gallager.

Another thing you can go to a pension board meeting and video tape it if you like.

And all I ever wanted was a raise for Occupational Disability before I died. Gotta wait 10 long years for a raise but the Pension Board can give money away for this shit? This is some really wasteful, typical city crap. I busted my a** putting myself through college, and really think it's BS to pay for someone's secretary to go to college. Billion dollar pension fund or not, it's not right.

I wonder how they're going to try and mess w/Shields. I don't envy him, that's for sure.

On a serious note, what can be done? It doesn't seem possible to motivate many of us (and I include myself) to attend meetings. Do calls work? Emails? Can we call for a special election to vote for some of these bozos off?

It's great that real true CPD guys get involved in the pension fund.
Not the people who have been "Faking It" for years.

I really feel this fund is controlled by the mayor.

It's about time EVERY CPD OFFICER getinvolved in OUR Pension..... It's not the FOP'S responsiblility it is ours.... Thankfully we have officers on this job that don't put up with shit and aren't afraid to stand up for other officers..... On Wednesday, just over five weeks after Inauguration Day, Attorney General Eric Holder announced that the Obama Administration will seek to reinstate the expired federal "assault weapon" ban and impose additional restrictions.

For anyone to question Mike Shields intentions on this discovery is totally outrageous. I saw some comments here bashing Mike's Police experience and it is a total shame. Mike Shields has everyones best interest in regards to our very own pension and financial welfare. Who cares about Mikes police experience and what kind of cop he is. Your argument was nonsensical. Shields (and hundreds of other cops) got his MBA under a contractual agreement that said he had to serve "x" years following his obtaining the degree or else reimburse the City.

He (and others) also had to achieve a certain grade to receive partial or full reimbursement.

We have no idea if this secretary has any such agreement in place to serve the Pension Board following graduation and whether or not she has to achieve an "A" to get the money or will a "Gentlewoman's C" suffice for reimbursement.

These are questions that need answers. Now. And your illogical arguments about what Shield's did under an existing Contract don't contribute in any way except to muddy the waters.

The problem with your reasoning is that we get that benefit as something that is provided through our contract and was negotiated through the city. You are wrong, it was not a condition or benefit of her employment. Our tuition reimbursement is written in our contract bottom line.

The funds for her law school tuition were just approved within the past year.

Even the city treasurer voted against it, because it’s just wrong.

There are many places of employment that do not offer tuition reimbursement. Usually smaller groups or companies do not offer this benefit. The fact that CPD offers this contractual benefit is great and more power to those who take advantage of it. I know I would if I worked for the CPD.
The question to ask is if this benefit is available to all pension board employees and is it published as a benefit in the employee benefit/handbook material(if this material exists). If this were a benefit of employment then the policy should be consistent and available to all pension board employees. However, I would think that a benefit/policy allowing tuition reimbursement to employees of a pension board is highly unusual and suspect. Those who authorized this expense are not managing your pension fund properly and I would continue to dig deeper to see what other mismanaged expenses have been paid from your pension fund.
I suspect this benefit is a one time perk to this particular assistant for reasons not conveyed to us at the moment. I further believe it is an abuse of power by those who authorized this expense and who are charged with managing your fund. Keep peeling away at the onion skin and you will be very surprised by what you find. Never stop questioning their actions Mike.

the city tuition reimbursement only pays for 2 classes a semester. 100% for A's, 75% for all other grades. Law school part time is 4 classes a semester. So essentially the city pays for less than half of PO's law school. Not all of it like this assistant. PO's also sign an agreement to stay around for 2 years or pay back the money. This is a great deal for this assistant and a shame.

Sheilds is calling out this person because he says that she is only a secretary and in getting a law degree has nothing to do with her position. This is the same situation in which Sheilds, and yes numerous other people on this department and others in the city receive money for education in fields which has nothing to do with the position they hold.
I do not fault these people for taking advantage of the program. I just find it bit hypocritical to call out this women when he has done the same exact thing.
Correct, we do not know the repayment requirements of this situation but that would have been great information to have in the news clip he was on. Is it possible that there is some type of grade requirement or repayment plan if leaving early? I could only guess because if there was not, that would be a huge part of the news story.

Another thing you can go to a pension board meeting and video tape it if you like.

I asked about why the Pension Board didn't want to move to W. Washington St across from the FOP and Credit Union.

From what I found out is is because the Pension fund recently paid to redecorate their space and signed a 10 year lease. So, unless someone wants to let them out of their lease the Pension board isn't moving for 10 years.

I dont know how the tuition benefit is written for employees of the pension board. Hopefully, there is an employees handbook, which is unbias and states what benefits are available. If the handbook is written to allow an employee to get a a benefit of a law degree, the tuition should be reimbursed until the benefit is modified. If nothing is written, the board should be dragged on the carpet if they approved this benefit specifically for this person.

As a cop, I have met other cops that are real estate lawyers, history professors, and MBA's. These cops received tuition reimbursements from the city. Their reimbursements followed guidelines set down by the City's department of personnel. I know all my classes have to be pre-approved by the city.

Hey numbnuts, tuition reimbursement is part of our contract. Maybe you aren't smart enough to go to a real college, so you are jealous ? If I had the time to go to law school on the city's dime, I would do it in a second. The problem here is that the pension board is using our pension dollars to put a secretary through law school. ...because OUR pension money, the money that taken out of my paycheck and yours twice a month shouldn't be paying for a secretary's lawa degree. Don't know about that. His dad is retired Lt. Joe Shields. Dad was the real police.

As for who is putting him up to all this, WE ARE, we blue shirt police officers who need a watchdog to look after our money, not a fucking yes man like Hauser or Robbins who routinely rubber stamped anything the city wanted.

It is a damn good thing Mike Shields is doing, poutting himself out there to bring shit like this to light. by doing so he is putting all the others down there on notice that if they try any shenanigans with our money they will be similarly exposed and held up to public scrutiny.

Yes I looked at it and put in already with the pension board. I will pay my fair share like many others. That is the only money the pension fund makes this year I bet. So get over it already many of us were forced to join other departments until we were called by CPD because of race and gender norming. I bet you did not know that they did not hire the top candidates back in the early 90's instead they chose from a lottery of those well qualified because the top of the list were male whites. So now they can at least make it up to us.

It has been brought to my attention that the Pension Fund has been paying the Disability Pension of our officers. If this is true, the pension fund has been bilking the Fund out of millions of dollars for years. The Illinois Statute (140 ILCS 5/5 173) Sec. 5-173 states that "The city shall contribute all amounts ordinarily contributed by it for annunity purposes for a disabled policeman receiving ordinary disability benefit as though he were in active discharge of his duties". Also have been told that the "Pensiosn Fund" officers know this but don't want to commit any waves with the City. Does anyone know if there is any truth to this? Mike Shields can you look into this also? Also understand that certain members of the Fire Department are going to file suit this summer regarding this. Why doesn't the FOP look into this? They also know about this but also don't want to cause any waves with the City. Hey it's our Pension Fund. I'm done. AMEN

I asked about why the Pension Board didn't want to move to W. Washington St across from the FOP and Credit Union.

From what I found out is is because the Pension fund recently paid to redecorate their space and signed a 10 year lease. So, unless someone wants to let them out of their lease the Pension board isn't moving for 10 years.

Here’s what happened- About 5 years ago the Pension Board was contemplating moving and the land across from the FOP was discussed, at that time the statement was made by Robert F. Reusche President, (City Appointed Trustee, Retired Vice Chairman of the Board of The Northern Trust Company), made the statement, that we had a star, and that we could use public transportation free. This was BEFORE the remodeling and a NEW lease was signed.

One of the best perks in this lease is ALL employees and trustees get a FREE MEMBERSIP to the health club in the building.

The 10 year lease was signed with an option to opt out after 5 years, at approximately $15,000 a month. We are now at the 4 year mark in that lease.

With that being said, at the Pension Board meeting last week, a credit union representative spoke to the Pension Board trustees, offering the Credit Union Building for $4.5 Million, and that was the starting figure, it is negotiable . AGAIN, the statement was made by Mr. Reusche, we could use public transportation. Kenny Hauser made the argument that it would make life easier for the retirees, disabled officers, and all CPD officers in general to have the office across from the FOP.

They don’t want to make it easier for you get to a Pension Board meeting. They don’t want you to know what they are doing.

The Pension Board has not made a final decision yet, so if you have strong feelings on this issue. You should start showing up to the Pension Board Meetings. If you can’t make a meeting call the office, 312-744-3891.

Take a look at the reltionship between the President of the board as well s Ms. Neeley. Both of them came from Northern Trust Bank, the one that controls the disbursement of our pension funds. How much do they (The Bank)get for doing that. Why are we using Northern Trust ? Can we get a better deal elsewhere, say from a bank that does not throw big parties after tking bail out money? That entire relationship between the Pension Board President, Ms. Neeley and the Northern Trust Bank reeks of Pay to Play politics and business as usual in the City. Pt Fitzgerald are you listening?

Pension board employees are not city employees.
Secretary does not have same benefits as sworn PO's. Unless they are related to someone heavy, a retired boss or are blowing the director.
