Breaking Down the Video

From the video vault:



Slowing down and counting the instances of asking, reasoning and ordering the offender from the bus is enlightening. So is watching the offender's hand movement and actions that can only be construed as aggressive in nature. Looking at this video again only reinforces the fact that the cop showed admirable restraint and "reasonableness" in confronting a lawbreaking individual.

So where is J-Fed's "having our backs"? Hasn't Shortshanks told him what to do yet? Daley's been back in town for a whole day. Maybe he's not taking J-Fed's calls?

As member of the general public and a former CTA motorman who has seen how these degenerates are,who visits this site regularlly and who admires and is thankful for the job that you men&women do on a daily basis and the shit you put up with. I see NOTHING WRONG with how the officer handled this situation. Wasn't it not long ago that you lost someone that was working a 1 man car the was at a bus situation?
And for the ASSHAT that wanted the officers number, maybe they should have run his ass into jail for interferring with the arrest of the other guy.

If this officer is ever susoended over this incident, SCC make sure that there is a post on here and I will donamte to his cause.

Boys and Girls in blue wait for a back up . do not respond to domestics ,alarms etc without a back up. That's why the city isn't hiring more officers because we do an excellent job , but we are putting our lives on the line

I dont understand why someone from the department cant step up and say something about this. The only thing that will jam up this copper i bet is language, but someone needs to step up and maybe explain to the public/media our use of force policies and that no excessive force was used at all. Maybe after that the low lifes out there will also realize that the police CAN put their hands on you and its not wrong.

Rude!!! Thats what the papers are calling the officer for his use of profanity. Ya gotta be kidding. I get called the most vile names daily trying to do this job. The use of Fuck by the officer was meant to impress on this offender that the situation had escalated to something more than mere disorderly conduct. It was used as an attention getter. Based on the papers' reaction, it worked!!

Lets analyze this too,

The cost of showing up and just throwing the bum off the bus and coming back up clear(including travel time) = about .25 man hours. Well, thats not an option anymore. Now a lot of coppers wont touch anyone without a signed complaint because of nonsense like this video.

The cost of locking up the bum:
Travel time to call, arrest, and to station: .50-.75 man hours (x2 if 10-4, if 99 and wagon is used add 1 hour for the two people on the wagon(.5 hour transport x2).
Processing (including inventories) .75-1 hour (x2 if 10-4).
If lockup wont take mr. bum because he needs his food tray,, ugh I mean meds (the ones hes been without for months) add about 4 hours (x2 if 10-4) for a hospital run. If they take him, he sits for about 4-6 hours until hes clear and then the desk sgt has to do his thing (about .25 sgt hours, .5 if there are inventories to be released (includes cpts time for release).
Worst case scenario with a hospital visit your looking at around 12 man hours to take care of this bum. THE TIMES ARE JUST FOR A GENERAL REFERENCE, some work faster, others work slower. But you get the point.
When it all goes to court what do you think happens to mr. bum??? You guessed it, NOTHING!!! So all that time wasted on a court case that will get dismissed.

I sure hope mr police monitor doesn’t get beaten and or robbed while were all in processing every bum that wont leave the buses, trains, or any other property.

Yes he did show restraint, however, he'll get nailed for swearing at that POS.

The best part about all of this is that the officer is gonna make twice as much from the benefit that' will be thrown for him. That's gonna piss off J-Pud. Sign me up!

Office, make sure you go to court.

As for the "cameraman", one has to wonder if this was a set-up. He just happened to be on the bus where a guy didn't pay his fare?

Remember people, cameras are everywhere. Be safe.

The rest was all appropriate.

The only REAL question I have is whether he should have waited for backup and that is a judgment call.

I work in that district and this copper is a nice guy, just doing his job. Beat 1892A is the tow bike, so that officer didn't have to respond to that call at all. He decided to answer the call. Remember the officer, that got killed at Belmont and Western at a CTA disturbance, when it was not his call, trying to do the right thing. The homeless female that got to his gun, and killed the officer. Now let's talk about manpower. How many officers should it take to get a drunk, who did'nt pay, and won't get off a bus? Be very carefulj how you answer! The officers who work the streets are watching this one real close. CTA calls everyday for calls such as as this. Or maybe CTA special employment should handle all of those calls. But can the bus driver and passengers, wait that long?

Good video analysis! Watched the original video that was made by the camera man. Complete BS. When watching every detail and listening carefully, the officer did have much restraint considering the pontential dangerous situation. Good job with the video defense and evidence defending the officer.

I bought the CPD t-shirt "old school" for a retired sgt who is a good friend of mine. He was out of town and was wearing the shirt and a woman said to him "I like shirt, but what does it mean?" He smiled and said "We only ask you once."

17 times, was that the final count on this? This officer did a fine job and showed far more patience then that bustout deserved, but this is the environment that the liberal media and ambulance chasing lawyers have created. your sgt should put you in for an honorable mention.

I haven't seen JPUD's reasonablness video yet but from what I have heard he is so full of shit, its coming out his ears!!! If he had our backs, this would be a perfect opportunity to stand up and show his character. I order not to compromise OPS' alleged investigation he could have said something like, "the matter is being investigated BUT, from what I have seen the officer acted [reasonable, professional, appropriate]."

Did he choose to do this??? NO, he instead choose to stand on the sidelines, let this officer's good name and professional career be slandered.

Still handle your jobs, answer your calls, but do it with the least bit of action as possible. scc...just a little math for you to think about. the city has the new articulated bus fleet of 226 busses that is out of service. this is the second time they have been out of service and the city only purchased them 6 months ago. the city package that chicago paid was about 422,000 for each bus including gps, bell systems, and cameras. so in the past six months while the city and cta are crying broke they paid about 95,372,000(226 busses X 422,000) for this fleet of busses that obviously are not going to last very long if they have been pulled off the streets twice in six months. the cta is in the headlines again saying another "doomsday" for the cta is looming and they city cant afford to support it anymore. how come obama has not yet paid its tab for election night... which im sure will not be paid and will slip away and be included in the "stimulus money" richie will get from the package. buisness as usual. we have no contract, the city is "broke" and daley is buying almost 96 million dollars worth of broken busses that will have to be replaced in 7-14 years...not the 20-25 years that was initially expected and guaranteed to the city....not in writing of course.

for january the supt boasted that homicides were down 30 percent from the same time last year...well as of today with the triple in 004 we will now surpass the number from this time last year... we jumped almost 43% homicides since the supt gave those numbers a few weeks ago. if this trend keeps up(which it will because its only gonna get warmer from here on out) then we will surpass last years count. these are official numbers via clear system.

By following the protocol described by use of force guidelines which determine that in a non-lethal control situation you must first mitigate risk. In most situations this means wait for backup before engaging a suspect. Simple solution to avoid pointless violence. Copwatch understand that the officer is allowed to use discretion in all situations like this but anyone who is familiar with use of force will know that he failed to react in an acceptable way. Copwatch has never called this police brutality and never will. It is misconduct and douchebaggery but not brutality. The brutal part is that this is how people of color and low incomes are treated everyday.

You'd really want the help of a civilian in a case like that? I would think that a civilian offering help in this instance would just be a (potentially dangerous)distraction to the responding PO. I think the best thing a civilian could've done in this situation is to take the camera guy's cellphone and toss it out the window : )

The reactions and comments about this incident cannot validate any further the tremendously sad and pathetic state this department, as one whole, is in.

There is no doubt in my mind that each of us working within different units encounter such disrespect and unlawful behavior beginning the minute we walk out the door of our residences.

The non reaction of support on behalf of our exempt continually proves that no one should ever become a chicago police officer. The exempt will beat you down no matter what you do, and it slowly wears you down as your life passes you by.

I understand the problem with the homeless in the stations, and as a taxpayer, I think its terrible that that is allowed on many levels, not the least of which is I don't want to have to deal with them if I need to go in for any reason,

but I'm betting and I've witnessed at least 20 times.

Cops giving homeless people the benefit of the doubt and breaks. It probably happens 50 times a day across the city on a variety of things.

I just watched your play by play of the video. Thanks for explaining it in terms we civilians can understand, even though alot of us could tell it wasn't near brutality.

Question: If we find ourselves in a situation like this, we obviously make sure the officers know they are being videotaped, but do we get involved ? If we see a cop getting hurt, I understand the answer is obviously yes, but do we actually in this case assist the officer, he seems to have it under control actually and a civilian coming up on him wouldn't maybe be the best thing to do ?

The thing that pisses me off is this was a chance for J-Fed to step up right away and back this officer and by doing so reinforce his message that he has our backs. The silence out of 35th street has been damning.

My guess is he has been waiting to see the way the wind is blowing on this and now that it seems the media realizes the officer did nothing wrong (except for the swearing) J-Fed will shortly follow
with some mealy mouthed support for the way the officer handled the situation. As far as I am concerned if he does so it will be too little, too late. He blew this opportunity to stand up for the rank and file who do this dirty job everyday. Basically J-Fed does nothave a clue.

I wonder if, during the coaching session that the prick with the video camera surely had with the offender, prior to the pair executing their little plan to try to entice an officer into what they obviously hoped would result in sufficient cause for a lawsuit to be filed, there was a suggestion made, to the offender, by the video prick, to, at some point in the anticipated scenario, put his hand into his pocket, or make some other, seemingly benign to the naive public, but all too familiar to the officer, potentially dangerous gesture.

Speaking of tickets. J-Fed was written a ticket for parking on a crosswalk. His vehicle was a SUV that went back to a rental company. He got the 2nd watch WC of 014 to take care of it. WC got on PA and yelled at the P/O who wrote it. P/o explains he didn't know who's vehicle it was. WC still bitched him out. SUV also had tinted windows.

Looking at this video again only reinforces the fact that the cop showed admirable restraint and "reasonableness" in confronting a lawbreaking individual.

The whole controversy shows there is a radically different view of what is reasonable between cops and average citizens.

These kind of videos help average citizens understand what is reasonable and what is not. You should be happy these kind of videos get distributed.

By following the protocol described by use of force guidelines which determine that in a non-lethal control situation you must first mitigate risk. In most situations this means wait for backup before engaging a suspect. Simple solution to avoid pointless violence. It sucks, but there are cameras everywhere and now virtually all cell phones have cameras in them. To ensure you don't get screwed out of your job, always follow the Use Of Force guidelines. This way, even if we are on camera, our actions will be 100% justified.

For the people who critized the officer for being firm with this person, forget the danger he might have faced. Homeless, drunks and even those with a possible mental illness can be dangerous. If the man did not understand or did not want to get off the officer should have said but sir you did not pay therefore you cannot ride and kissed his ass until he could get through to the crazy son of a bitch. I know a case like this would not be immediately assinged to a Sgt (although they usually assign us the stuff that is bullshit) but as I said, "IF" they gave it to me I would exonerate it. You need to learn how to pay atention and worry about yourself and your partner, junior.

I understand that this bum, the one that got arrested, not the cameraman, has had 31 arrests.

Including one for FIRST DEGREE MUDRER for which he served 12 years of a life sentence.

The next time, I would like to see that bum, the one that got arrested, is when he arrested again, trying to sell a slightly used, slightly bloodstained digital video camera on the street or in a bar.

The next time, I would like to see that bum, the cameraman, is in the back of a CFD ambulance. He would be moaning through broken teeth that some bum, strangely familiar, had smashed his face and had stolen his camera. He would be whimpering "Where were the police?"

Maybe that would properly adjust his attitude or would want the badge numbers of the officers taking the report and say it was their fault.

You have got to be kidding. If there is a beef because of this video, you will never see it in the district. IPRA will handle it no matter how minor the complaint. They will never let a sergeant in the district short cut this investigation. They will find some way to keep it from IAD for reassignment.
